해외투자(海外投資)와 지속가능발전 원칙 - 적도원칙(赤道原則)(Equator Principles)을 중심으로 - (How to Reflect Sustainable Development in Overseas Investment including Equator Principles)

  • The Equator Principles are a set of voluntary environmental and social guidelines for ethical project finance. These principles commit banks and other signatories to not finance projects that fail to meet these guidelines. The principles were conceived in 2002 on an initiative of the International Finance Corporation and launched in 2003. Since then, dozens of major banks have adopted the Principles, and with these banks among them accounting for more than three quarters of all project loan market volume the Principles have become the de facto standard for all banks and investors on how to deal with potential social and environmental effects of projects to be financed. While regarding the Principles an important initiative, NGOs have criticised the Principles for not producing real changes in financing activities and for allowing projects to go through that should have been screened out by the Principles, such as the Sakhalin-II oil and gas project in Russia. In early 2006, a process of revision of the principles was begun. The Equator Principles state that endorsing banks will only provide loans directly to projects under the following circumstances: - The risk of the project is categorized in accordance with internal guidelines based upon the environmental and social screening criteria of the International Finance Corporation (IFC). - For all medium or high risk projects (Category A and B projects), sponsors complete an Environmental Assessment, the preparation of which must meet certain requirements and satisfactorily address key environmental and social issues. - The Environmental Assessment report addresses baseline environmental and social conditions, requirements under host country laws and regulations, applicable international treaties and agreements, sustainable development and use of renewable natural resources, protection of human health, cultural properties, and biodiversity, including endangered species and sensitive ecosystems, use of dangerous substances, major hazards, occupational health and safety, fire prevention and life safety, socio-economic impacts, land acquisition and land use, involuntary resettlement, impacts on indigenous peoples and communities, cumulative impacts of existing projects, the proposed project, and anticipated future projects, participation of affected parties in the design, review and implementation of the project, consideration of feasible environmentally and socially preferable alternatives, efficient production, delivery and use of energy, pollution prevention and waste minimization, pollution controls (liquid effluents and air emissions) and solid and chemical waste management. - Based on the Environmental Assessment, Equator banks then make agreements with their clients on how they mitigate, monitor and manage those risks through an 'Environmental Management Plan'. Compliance with the plan is required in the covenant. If the borrower doesn't comply with the agreed terms, the bank will take corrective action, which if unsuccessful, could ultimately result in the bank canceling the loan and demanding immediate repayment. - For risky projects, the borrower consults with stakeholders (NGO's and project affected groups) and provides them with information on the risks of the project. - If necessary, an expert is consulted. The Principles only apply to projects over 50 million US dollars, which, according to the Equator Principles website, represent 97% of the total market. In early 2006, the financial institutions behind the Principles launched stakeholder consultations and negotiations aimed at revising the principles. The draft revised principles were met with criticism from NGO stakeholders, who in a joint position paper argued that the draft fails by ignoring the most serious critiques of the principles: a lack of consistent and rigorous implementation.

  • 본 연구는 민간투자사업에 있어서 사업관리 조직이 직면하고 있는 장애요인을 진단하고 효율적인 사업관리 체계 구축을 위한 방안을 제시하고자 한다. 먼저, 본 연구는 사례연구 방법론을 적용하여 인천국제공항철도 건설사업에 참여한 전문가들을 대상으로 표적그룹 인터뷰를 실시해 민간투자사업의 문제점을 조사하였다. 이를 조직행동론에 근거해 장애요인을 사업환경과 프로젝트 조직체로 구분하여 체계화하였고 각 문제별로 대응하는 원인들을 도출하였다. 민간투자사업에 참여하는 집단 간의 관계와 행동의 결과로부터 기인하는 문제점들은 매우 다양하고 복잡한 양상을 띠지만 그 원인을 요약해 보면, 목표의 차이, 지각의 차이, 행동경향의 차이로 구분할 수 있었다. 이들 원인의 기저로서 역할과 책임을 고려하지 못한 계약체계, 사업목적에 대한 근본 인식의 차이, 시공사의 지분참여가 가장 중요한 요소인 것으로 나타났다. 이에 근거하여 본 연구는 참여주체별 역할과 책임을 명확화 함으로써 조직행동론 관점에서 사업관리를 효율화화기 위한 개선방안을 제시하였다.

디지털콘텐츠 산업육성 사업 구조개편 방안 연구 (A Study on the Revitalization of Digital Contents Industry)

  • 디지털 기술의 융·복합화와 급변하는 디지털 산업의 특성으로 인해, 그간 진행해온 기술 분야별 육성사업은 그 사업의 경계가 모호해져 사업효과가 분산되고, 기술발전을 수용하는 유연한 산업육성에 한계가 도달한 것으로 보인다. 따라서 향후 미래의 디지털콘텐츠 산업의 변화 방향에 효과적으로 대응하기 위한 디지털콘텐츠 산업육성사업 구조개편 및 관리체계 개선 방안을 제시하여 디지털콘텐츠 육성사업의 정책을 지원하는 것을 목표로 한다. 정부지원 사업의 구조분석과 진단을 통하여 기존 19개 내역사업과 49개 내내역사업을 7개 내역사업과 17개 내내역사업으로 개편하는 것을 제안하였다. 사업관리 체계 개선 방안으로 사업수행기관이 과다하고 세부사업지원 관리 총괄기관이 부재하여 사업간 유기적 연계 및 시장창출을 위한 규모 있는 사업 추진에 한계가 있으므로 이를 개선하기 위해 사업 관리기능을 총괄하는 총괄기관을 선정하고, 사업관리를 총괄기관으로 일원화하여 사업을 효율적으로 관리하게 할 필요가 있음을 제시하였다.

u-City 수출 모델 개발을 위한 마스터플랜 수립 방안에 관한 연구 (A Study on the Master Plan for Development of u-City Export Model)

  • 본 연구에서는 u-City 해외 선점을 위한 일환으로 u-City 수출 모델 개발을 위한 마스터플랜 수립 방안에 대한 연구를 진행하였다. 본 논문에서 제안하는 마스터플랜 수립을 위해 u-City 수출 관련 정부의 정책 방향 및 u-City 해외 진출에 관련된 선행연구를 조사하여 성공적인 u-City의 해외 진출을 위한 구상 계획, 구축 계획, 운영 계획, 평가 계획 단계를 가지는 마스터플랜 프레임워크를 설계하였다. 또한, 현재 국토부에서 진행 중인 u-City 수출 모델 개발을 위한 프로젝트에 적용하여 해외 맞춤형 u-City 마스터플랜 사례를 제시하였다. 본 연구는 u-City 해외 선점을 위한 정부의 정책을 구체화하는데 도움을 줄 수 있으며, u-City를 기반으로 해외에 진출하고자 하는 민간기업들의 U-City 수출 모델 개발에 기여할 수 있을 것으로 기대된다.

COST ANALYSIS OF STRUCTURAL PLAN FOR REDUCING FRAMEWORK CONSTRUCTION DURATION OF REINFORCED CONCRETE RESIDENTIAL BUILDINGS

  • Recently, the number of complex construction projects, such as high-density development and long-span mega structure construction, has been increasing globally. Therefore, the construction duration has become an even more important factor for success. Nevertheless, in domestic residential construction projects, it usually takes more time than twice as much as North American cases. The long construction duration causes a number of problems, for example growth of financial costs, fall in productivity, and weakness of competitiveness. If the framework construction duration can be shortened to 3 ~ 4 days, then it is also expected to complete the finish work of building in shorter duration, be led to reduce the entire construction duration, and eventually to save a great deal of indirect costs. For shortening the construction duration, previous researches pointed out that the development of simplified plan design should precedes. But, in reality, lack of experience of new design and innovative techniques tends to be the obstacle to wide adoption of the simplified plan design in construction fields. In this paper, a simplified structural plan design is proposed, and the construction cost is quantitatively compared between when traditional construction technique is applied to the traditional plan and when the duration-shortening key technique is applied to the developed plan.

군산 비응항 개발사업에 대한 지역주민의 인식 및 활성화 방안 (A Proposed Vitalization Plan based on Residents' Perception for Gunsan Bi-eung Port Development Plan)

  • 본격적인 새만금시대를 맞이하여 군산 비응항은 복합관광어항으로 발돋움하기 위한 개발사업을 진행하고 있다. 하지만 관광개발을 시행함에 있어 지역주민의 인식과 태도가 중요한 영향을 미치기 때문에 본 연구에서는 비응항 개발사업에 대한 지역주민들의 인식 및 태도를 살펴보고, 이를 바탕으로 활성화방안을 도출하였다. 연구결과 비응항의 여건과 문제점에 대한 인식에서는 다소 부정적인 견해를 갖고 있었고, 개발사업의 효과 역시 긍정적이지 않은 것으로 평가하고 있다. 또한 활성화 방안에 대해서는 숙박시설의 고급화와 해양레포츠시설의 개발을 선호하고 있었으며, 비응해수욕장의 활용 방안에 대해서는 해안 데크 조성을 희망하고 있는 것으로 나타났다. 따라서 비응항 활성화를 위해 종합리조트 조성과 해양레저 스포츠시설을 조성하여 관광객들의 수요에 대응하고, 비응항 홍보를 강화하는 등의 행정적 노력과 상인들의 건전한 상가문화 조성 등 자체적인 노력이 필요하다고 판단된다.

  • 현재 진행되고 있는 많은 지방자치단체들의 GIS관련사업 추진상의 문제점 중 하나는 국가에서 기본으로 제시하고 있는 표준, 또는 자체적인 정보화기본계획, 정보화기본계획 수립 후 구체화 수립되어야 하는 GIS기본계획 등의 전체적인 계획이 전부 또는 일부 결여되어 있는 상태에서 단위 GlS 사업들이 시행되어 왔다는데 있다. 이러한 GIS사업들은 해당지방자치단체의 비젼, 정보화 목표, 전략, 실행내용에 대한 진체적인 동일성, 일관성 및 추구방향의 설정이 미비한 상태애서 시행될 수밖에 없으므로 전체 정보화체계상에서의 한 요소로서 유기적인 역할의 발휘가 의문스러울 수밖에 없다. 이러한 문제점을 해소하고자 하는 시도의 일환으로, 본 논문에서는 여러 지방자치단체들의 현재까지 GIS관련사업의 유형이 분석되고 지역정보화계획과 연계한 바람직한 지방자치단체 GIS 구축사업의 추진절차 및 구축계획의 수립절차가 제시되고 각 절차별 수행내역이 제시된다. 이해증진의 차원에서, 필요시 천안시의 경우를 예로 활용하였다.

지방분권화 시대 대구광역시의 신재생에너지 보급 확대방안 (Dissemination Plan for the Renewable Energy in Daegu City)

  • The purpose of this study is to propose a way to develop and disseminate the renewable energy technologies and industries in the local community. Fundamentally, the renewable energy is able to reduce environmental pollution and diminish a use of fossil-fuel energy in the local area. And it will lead to promoting regional sustainable energy in the future, as well as making contributions to local economic development. Above all, based on the environmental conservation project, including greening of the city and improving water quality, Daegu metropolitan city has launched a series of renewable energy projects, such as solar city programs and local energy plan. But, some problems still exist, due to the technological, economic and socio-political barriers. Thus, to encourage and disseminate a renewable energy in Daegu city, we need to examine a present condition on renewable energy and analyze constraint elements to prevent its distribution. Based on the results, we have to set the feasible strategy to develop and disseminate renewable energy in Daegu city and help it systematically integrate renewable energy technologies and industries into environmental economics and city planning. Ultimately, to achieve this purpose, we need to adopt the following policy measures: (1) establishment of a master plan for renewable energy; (2) interconnection between local development project and energy industry; (3) promotion of technological development; (4) inducement of and assistance to renewable energy industry; (5) fostering venture companies; (6) specializing Daegu's public office by energy-specific education programs. In particular, local entities including local company, consumers, policy-makers and citizen's groups have to pay attention to local energy plan for the regional sustainable energy future. These measures will lead to establishing an environmentally friendly and sustainable city.

한국과 일본의 건강증진정책 비교 (Comparative Study on the Health Promotion Policy in Korea and Japan)

  • The focus of this paper is to critically evaluate the contemporary health promotion policy of g Korea and Japan. The primary purpose of this comparative research project is to stimulate policy debate and to strengthen the design and implementation of evidence-based policies that improve population health and reduce health related disparities. For the purpose of the research object we adopted analysis of health promotion(HP) sources. The HP Source which is still under development in Europe, is a potentially valuable tool for global use. This European Commission funded project lead by the London School of Hygiene and Tropical Medicine has brought together organisations from all of the European Union Member States, plus Norway, Iceland, Latvia, Switzerland and the Czech Republic to contribute their data. The findings of this research will be conclude by making recommendations for further comparative studies and in particular how EUHPID and the HP Source tool and database can be expanded for use at global level through the IUHPE. The result as follows: 1. The Health Promotion Act enacted 1995 in Korea and 2000 in Japan. The government has a national document on HP titled Health Plan 2010 and Healthy Korea 2010 in Korea and Healthy Japan 21 in Japan. 2. The Health Plan 2010 of Korea contains 14 goals, i.e. life expectancy, smoking, nutrition, mental health, dental health, reproductive health, hypertension, cerebrovascular diseases, arthritis, diabetes mellitus, cardiovascular diseases, and cancer. It should be emphasized that the Korean HP national document adds 3 goals of health expectancy, reproductive health, and arthritis to its Japanese counterpart. Health Plan 2010 of Korea specifies 37 objectives in 14 goals, and Healthy Japan 21 proposes 48 objectives and 80 targets in 9 goals. 3. Health Plan 2010 and Healthy Japan 21 have not been evaluated yet, and no regular systematic monitoring reporting of HP policies is available in Korea and Japan yet. 4. National Health Promotion Fund is a financial source of HP programs at the national level in Korea. Its annual amount is 736 billion Won(equivalent to approximately 640 million US$), otherwise no specific Health Promotion Fund in Japan.

국내 무인항공기의 경로계획 연구 (A Review of Routing Plan for Unmanned Aerial Vehicle : Focused on In-Country Researches)

  • UAV (Unmanned Aerial Vehicle), the pilotless plane or drone, draws researchers' attention at these days for its extended use to various area. The research was initiated for military use of the UAV, but the area of applicable field is extended to surveillance, communication, and even delivery for commercial use. As increasing the interest in UAV, the needs of research for operating the flying object which is not directly visible when it conducts a certain mission to remote place is obviously grown as much as developing high performance pilotless plane is required. One of the project supported by government is related to the use of UAV for logistics fields and controlling UAV to deliver the certain items to isolated or not-easy-to-access place is one of the important issues. At the initial stage of the project, the previous researches for controlling UAV need to be organized to understand current state of art in local researches. Thus, this study is one of the steps to develop the unmanned system for using in military or commercial. Specifically, we focused on reviewing the approaches of controlling UAV from origination to destination in previous in-country researches because the delivery involves the routing planning and the efficient and effective routing plan is critical to success to delivery mission using UAV. This routing plan includes the method to avoid the obstacles and reach the final destination without a crash. This research also present the classification and categorization of the papers and it could guide the researchers, who conduct researches and explore in comparable fields, to catch the current address of the research.
