A Study on the Establishment of Boundary Monuments and Management of Records in Cadastral Resurvey Project (지적재조사사업의 경계점 표지 설치 및 등록부 관리의 개선 방안)

  • In this study, we presented the improved plans for establishment of boundary monuments and management of records in cadastral resurvey project after examining the Special Act on Cadastral Resurvey which has some problems of them. As the result, we proposed that it is necessary to change the color of boundary monuments for distinguishing with the existing one. And also, they should be established at the confirmed boundary points which land owners have already accepted through the temporary boundary monuments. In addition, the register of boundary monuments has to be unified with present records because they are very similar. We hope that the government should adapt these proposals for the successful project.

Project Learning Enablers within Fragmented Construction Projects

  • Many studies have affirmed a negative influence of fragmentation on learning and knowledge sharing in construction projects. However, the literature overlooked enablers of learning within this context. The purpose of this paper is to explore the factors that facilitate project learning and ways to negate any unbecoming effects of fragmentation. Qualitative study used to explore the enablers through interviews administered to 11 top management individuals working in different construction projects in Malaysia. The findings revealed the following factors: participation, relationships, togetherness, and roles of project leader and coordinator. The role of boundary objects was also highlighted including information technology (IT), contract and procedures, drawings, specifications, and reports. The outcome of this paper initiates the development of a model for better knowledge creation and sharing in construction projects. The significance of this model stems from its ability to connection both the characteristics of construction project and project learning theories using the enablers. It is envisaged that future work will be to confirm the model in a quantitative study.

The Pilot Production of Topographic-Cadastral Maps and Its Applications in Korea

  • The Government confirmed the action planning of digital mapping project for major thematic maps based on ‘Revised Plan for The Development of the National Geographic Information System’(NGIS). Mapping for major thematic maps was begun in 1998 when digital mapping project for topographic maps finished due to the delay of the action planning, and will selectively have produced the essential digital thematic maps according to the frequency of usage. The models of topographic-cadastral maps and administrative boundary maps around Suwon were produced in accordance with the presented draft. We presented specification for production of the most appropriate topographic-cadastral maps and administrative boundary maps through the analysis of the process of production, discussion and error check, and correction of the produced topographic-cadastral maps and administrative boundary maps. And we could make it easier to develop digital mapping project of topographic-cadastral maps and administrative boundary maps effectively by presenting the strategy for data input and maintenance, the cost model for carrying out the digital thematic map production, digital topographic maps, and the supplement of data model and data format. Topographic-cadastral maps has a wide range of usage but a lot of difficulties in the process of production and map update under use. So it seems that the study on users, university, private sector and municipal self-government must follow for promoting the use of topographic-cadastral maps.

Study on the Process of Setting the Boundary in the Improvement Promotion Project (재정비촉진사업 구역설정 및 평가에 관한 연구)

  • In this study, we try to select the sites and set the boundary in the Improvement Promotion Project as a case analysis of Busan Metropolitan City Area. Specifically speaking, we build the database of the city improvement promotion project area, spread out collectively in the Busan City, select the possible sites recommended by the basic units of local government, and analyse these sites through applying our physical standards. The result is as follows ; The degree of advancement and driving willpower from the basic units of local government are largely effective on the improvement project, but in terms of accessibility, decrepitude, and development density, there are relatively negligible differences among the possible sites.

A study on the Boundary agreed under Special Act On Cadastral Resurvey (지적재조사에 관한 특별법상 합의경계에 관한 연구)

  • Since 1910 the enactment of the Land Survey Act, Special Act on Cadastre Resurvey was enacted after about a century and the Surveying for the Cadastral Resurvey Project will be scheduled by 2030. The establishing boundaries occupies an important proportion in this project and the regulation on surveying for the cadastral resurvey provide specific examples of the criteria for it. This regulation can be set according to not only ground boundary and cadastral boundary, but also customary boundaries of the relevant region and boundaries agreed between landowners. However, there is no standard rule whether to accept the agreement boundary and can be abused some problems. In addition, there is a question about the subject that agreement between individuals on the public record managed by the nation. In this study, boundary agreed in cadastre related subject is examined in depth and improvement proposal about the problems. The research results can be established evaluation standard of competent authorities of the cadastral records and the Surveying for the Cadastral Resurvey Project will be progressed smoothly with effective use of land.

Effectiveness Analysis According to the Affiliation of Linear SOC Projects and Cadastral Resurvey Project (선형 SOC 사업과 지적재조사측량의 연계에 따른 효과 분석)

  • "Master Plan of Cadastral Resurvey Project" aims to put the governmental budget of 1.3 trillion Won into the cadastral resurvey project until 2030 that reflects the preliminary feasibility study, conducted by government at 2012. The cadastral Resurvey, which takes 78.8% of the expenses in the project, has to take an critical role for earning the most effective results from the project. The cadastral confirmation surveying take up almost 13% of the project and is controlled under the areal SOC(Social Overhead Capital) projects in current "Master Plan of Cadastral Resurvey Project". Also, the affiliations of cadastral resurvey and linear SOC projects are expected to bring advanced results, although those are excluded from cadastral confirmation surveying. For linear SOC projects, the land division survey is conducted by using boundary stakes in boundary survey, while the cadastral resurvey is conducted within the SOC project area, after the completion of the project. In this study, we could conclude that cadastral resurvey results with the world geodetic system from boundary survey at the point of land division could be produced without the duplication of land division and cadastral resurvey. As a result, the expected benefits are 73,877 parcels and 4,078 million won, annually.

  • In Boundary Point Coordinate Register Area, the accuracy on Transformation of World Geodetic System(WGS) is determined by surveying results at the reference point. However, the present surveying result in reference points indicates the irregular performance due to the limitations of measurement techniques and methodologies, moreover, can be contaminated by various error sources from the unique characteristics of each project district and start time of the project. Therefore, the main purpose of present investigation is to conduct an inquest into error cause by project districts for each type in Boundary Point Coordinate Register Area, and propose the improvement plan of surveying accuracy through the WGS Transformation and verification-surveying.

Improvement of Adjusted Funds according to Border Adjustment Method on Cadastral Reform Project (경계설정에 따른 지적재조사의 조정금 개선방안 연구)

  • The study studied ways to improve the adjustment of the cadastral reform project after analyzing and evaluating the method of determining the boundaries and the overall status of the adjustment, focusing on cases of complaints in the business district in Sejong City, where the re-investigation project was completed. Measures to improve the adjustment amount of the cadastral reform project were largely divided into boundary adjustment and improvement measures according to the scope of area allowance and institutional improvement. According to an analysis of the status of boundary adjustment in Sejong City, the boundary of the cadastral reform project was being adjusted in various ways, and among them, it was found that it is simple to adjust, to formalize parcels, and that many adjustments are being made centering on resolving blind areas by establishing new roads. When setting such a boundary, it is necessary to establish an efficient and reasonable boundary by actively encouraging sufficient consultation with owners and an adjustment boundary that reflects the personal will of landowners to minimize disputes over the adjustment amount. In terms of improvement measures based on the area limit, it is necessary to accurately record and preserve the results of the cadastral resurvey in numerical data and to ease or exempt the adjustment amount if it is within the area permissible scope of the Spatial Data Management Act when calculating the adjustment amount. Finally, in relation to the adjustment, it was judged that it would be necessary to provide long-term low-interest loans to their own land to landowners, and that it would be necessary to calculate the adjustment through appraisal calculated by third parties fairly and objectively based on value judgment.

  • Cumulative effects can be defined as impacts on environment which results from incremental impacts of a proposed project, which covers other past, present, and reasonably foreseeable future actions. The necessity of Cumulative Effect Assessment is that, when there are several projects near the project area, environmental effects of individual project can be larger or smaller than those of individual project without having projects nearby because of synergy, ascending and descending effects. This study was intended to help Environmental Impact Assessment practitioners identify spatial and temporal boundaries during the scoping stage. To do this, literature review of domestic and foreign legislations, guidelines, textbooks and papers related to Environmental Impact Assessment and Cumulative Effect Assessment was accomplished. This study suggests that continuous research be needed in order to identify spatial boundaries for other assessment fields and to develop methodologies for cumulative effect assessment.

A Study on Efficient Methods of Cadastral Resurvey Responsible Agency Operation (지적재조사 책임수행기관 운영의 효율화 방안 연구)

  • In this study, we tried to suggest a plan to improve the efficiency of operation after analyzing the actual conditions by selecting case areas operated by the cadastral resurvey responsible agency system. The research results are as follows. In the evaluation of the selection of a cadastral resurvey agency, a method to raise the qualitative evaluation score was suggested. The expansion of support for the cadastral resurvey agency made it possible to automatically connect and install when the LandyGo program is updated, and suggested that prior training should be stipulated in the related regulations. In the performance of cadastral resurvey surveying and division of duties, the installation of temporary boundary monuments and determine boundary monuments should be integrated. And this suggested the direction of conserving the project cost of the cadastral resurvey agency through joint implementation. Also, in the short-term and long-term perspectives, a plan for realization of project cost distribution in connection with the expansion of the entrustment of the cadastral resurvey responsible agency was presented. If the responsible agency system is operated by reflecting the results of this research, it is expected to improve the satisfaction of the project participants and shorten the project period.
