This paper estimates the peer effect of how improving the under-performing students can affect the academic performance of other students, focusing on the ratio of students more than proficient. We take advantage of the regression discontinuity design of the policy assignment rule of School-for-Improvement (SFI), which targeted the under-performing schools as an identification strategy. The estimation results from the 2009-2010 NAEA (National Assessment of Educational Achievement) reveal that the decrease of the ratio of under-performing students tends to increase the ratio of excellent or proficient students at around the policy cutoff. The finding turns out to be robust to various falsification tests.
The present study aims to investigate neural activations according to the level of code switching in English proficient bilinguals and to find the relationship between the performance of language switching and proficiency level using ERPs (event-related potentials). First, when comparing high-proficient (HP) with low-proficient (LP) bilingual performance in a native language environment, the activation level of N2 was observed to be higher in the HP group than in the LP group, but only under two conditions: 1) the language switching (between-language) condition known as indexing attention of code switching and 2) the inhibition of current language for L1. Another effect of N400 can be shown in both groups only in the language non-switching (within-language) condition. This effect suggests that both groups completed the semantic acceptability task well in their native language environment without the burden of language switching, irrespective of high or low performance. The latencies of N400 are only about 100ms earlier in the HP group than in the LP group. This difference can be interpreted as facilitation of the given task. These results suggest that HP showed the differential activation in inhibitory system for L1 in switching condition of L1-to-L2 to be contrary to inactivation of inhibitory system for the LP group. Despite the absence of an N400 effect at the given task in both groups, differential latencies between the peaks were attributed to the differences of efficiency in semantic processing.
This study investigates Korean EFL learners' awareness and use of the English existential there-construction by examining data collected from 54 Korean EFL learners of English by means of a pragmalinguistic judgment task and a controlled discourse completion task. The results of the judgment task reveal that lower proficiency learners rated canonical sentences and existentials with a preposed locative best in the communicative situations where the use of existentials would have been most appropriate. A comparison of the ratings by more proficient learners and native speakers shows that existentials received highest ratings by both groups where they are the most natural option, while canonical sentences received significantly higher ratings by the learners. With regard to the production data, learners tended to avoid existentials, but rather relied on canonical sentences. Existentials were rarely used by lower proficiency learners and not used productively even by more proficient learners in the situations where existentials would have been the most natural option. These results suggest that Korean learners' difficulty with the use of existentials is not merely a product of performance limitations, but attributable to limited knowledge about existentials and their syntactic alternatives in terms of contextual appropriateness. Lower proficiency learners lack such knowledge, and more proficient learners, while showing better awareness of the use of existentials, have problems as to the placement of new information when engaging in writing tasks that place lower level of demands on attention to the information status of noun phrases compared to communicative, oral tasks.
Recently, corpus assisted vocabulary instruction has been attracting a lot of interest. Most studies have focused on understanding language learners' receptive vocabulary knowledge. Limited attention has been paid to learners' productive competence. To fill this gap, this study attended to learners' productive lexical development in terms of form, meaning and use respectively. This study introduced EFL learners to the corpus-based language pedagogy to learn COVID-19 theme-based vocabulary. To investigate the gains and views of 33 EFL first-year college students, a sentence completion task and a questionnaire were developed. Learners' productive performances in the three lexical knowledge aspects (i.e., form, meaning and use) were particularly targeted. The results revealed that the students achieved significant gains in all aspects regardless of their proficiency level. In particular, the less proficient students achieved greater knowledge retention compared with their highly proficient counterparts. Meanwhile, students showed positive attitudes towards the corpus-based approach to vocabulary learning.

In this work, we focused on reducing the amount of image data to be sent by extracting and progressively sending prominent image features to high-performance computing systems taking into consideration the right amount of image data required by object identification application. We demonstrate that with our technique called Progressive Object Detection over a Lossless Network using Fragmented DCT Coefficients (Proficient), object identification applications can detect objects with at least 70% combined confidence level by using less than half of the image data.
A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

The purpose of the study was to assess science achievement of 11th grade students. Science achievement was assessed in knowledge and inquiry domains. The knowledge domain included three sub-areas including memory, understanding and application. The inquiry domain was divided into four sub-areas involving identifying problems, designing inquiry, data analysis and drawing conclusions. The results indicated that overall science achievement of the 11th grade students who participated in the study was at the proficient level. Regarding the knowledge domain, the achievement in the understanding and application areas was at the proficient level, and the achievement in the memory area was at the basic level. In the inquiry domain, the achievement in all the sub-areas except the identifying problems area which was at the basic level was at the proficient level. There were no gender differences in overall science achievement. However, gender differences were found in all the sub-areas except the application area and varied across the sub-areas. Also, there were significant differences in science achievement among regions.

Since being granted permission for self-assessment of the work environment by the Department of Labor in 1992, POSCO's Industrial Hygiene Laboratory has participated in domestic and Foreign Quality Control Programs 8 times and has obtained remarkable results. It has made a lot of effort to be a proficient laboratory with the ability to observe and analyse environmental monitoring data. The summary of results is as follows: 1. POSCO's Industrial Hygiene Laboratory has received a "P(Proficient)" grade from the round 115 to round 119 of AIHA/NIOSH PAT Program for analysis of such metals as lead, cadmium, zinc, and chromium, and also has received a "P(Proficient)" grade from its round 119 of for organic solvent analysis, i,e,. Trichloroethylene(TCE), Carbon Tetr-achloride(CTC), 1,2-Dichloroethane(DCE), 1,1,1-Trichloroethane(MCM), Tetrachloroethylene (PCE), Chloroform(CFM), Benzene(BNZ), toluene(TOL), and O-xylene(OXY). 2. In the Quality Control Evaluation Program performed by the Industrial Health Research Institute,Korea Industrial Safety Corporation, POSCO has passed impressively in the3-metal analysis test for lead, cadmium, cupper, and in the 6 organic solvent analysis test for Benzene(BNZ), toluene(TOL), O-xylene(OXY), Trichloroethylene(TCE) and Methyl isobutyl keton(MIBK), n-Hexane with 2 standard deviations. These analytic techniques should be practically applied to various fields, and reliable results of environmental monitoring should be considered to improve the work environment and to keep workers from occupation related diseases.
This study addresses the issue of whether Korean(L1)-English(L2) non-proficient bilinguals are affected by the native coda-neutralization process when recognizing words in English continuous speech. Korean phonological rules require that if liaison occurs between 'words', then coda-neutralization process must come before the liaison process, which results in liaison-consonants being coda-neutralized ones such as /b/, /d/, or /g/, rather than non-neutralized ones like /p/, /t/, /k/, /$t{\int}$/, /$d_{\Im}$/, or /s/. Consequently, if Korean listeners apply their native coda-neutralization rules to English speech input, word detection will be easier when coda-neutralized consonants precede target words than when non-neutralized ones do. Word-spotting and word-monitoring tasks were used in Experiment 1 and 2, respectively. In both experiments, listeners detected words faster and more accurately when vowel-initial target words were preceded by coda-neutralized consonants than when preceded by coda non-neutralized ones. The results show that Korean listeners exploit their native phonological process when processing English, irrespective of whether the native process is appropriate or not.
Purpose: The purpose of this study was to explain the role transition process to nurse case managers (NCMs) for Medical-aid beneficiaries in Korea. Methods: Fourteen NCMs were interviewed regarding their experiences of becoming proficient in the new role of case manger. Data were analyzed through the application of grounded theory. Results: 'Taking root in a barren land' was the core category explaining the role transition process of NCMs. They engaged in four stages: launching, trial and error, proficiency, and wait-and-see stages. NCMs showed not only fear but also passion for case management practice. Despite their passion and effort, NCMs went through a period of trial and error. After becoming skilled, NCMs went through a stage of wait-and-see often because of job insecurity related to temporary position or few opportunities for promotion. Factors influencing NCMs' role transition process included their understanding of client characteristics, belief in case management, and support from their colleagues and families. Conclusion: NCMs experience many challenges in the process of becoming proficient NCMs. To help with their role transition, there is a need for education programs, preceptorship programs, research on their roles and functions, and regulation for securing NCMs' employment and career stability.
