Principles and Methodologies for STI Strategy Development: Experience and Best Practices from the Republic of Korea

  • This paper articulates the STI strategy development principles and methodologies that have been elaborated through iterative processes of STI strategy development cases for the past ten years. The consultation cases include poverty traps in Nepal and Laos, African health challenges in Nigeria and Tanzania, and ASEAN global challenges in Indonesian Water, Vietnamese Green Energy, and Filipino Food, in partnership with some multilateral agencies.The iterative elaboration process has continued with consultation activities on Thailand and on Cambodia, Laos and Myanmar in planning partnership with Thailand. The principles were originally conceptualized from the benchmarking process of the Korean STI development experience. They were further incorporated as methodologies with which relevant planning bodies are guided to address individual and regional challenges through science, technology and innovation strategies. The methodologies are strong in providing plausible holistic perspective scenarios by which various stakeholders can be engaged in the planning and implementation process. But it is heuristic in nature and can be learned only through on-the-job training process. This is the structural limitation for scaling up.

  • When managers estimate exact construction cost at early stage and design phase, they can reduce construction cost in a more efficient way than to predict at construction stage. But, the current of public construction cost estimation and management is concentrated almost after detailed design phase. Therefore, construction cost management in design development phase to generally use approximate estimating is not correct. Also, the existing construction cost used the method that estimated by gross floor area-based cost estimates at design development phase. So, it is difficult to show the specific amount of materials and basis about the estimated cost of the construction. This study derived problems and limits of construction management at design development phase in case of public office building project through review of literature and current survey, and suggested estimating process model process of structural construction cost go improve these matters.

  • This paper has explored when implementing SW development project of the IT service corporations, what factors affect its productivity in SW development methodology. The importance of the AHP analysis surveyed from the experts in IT service companies and related committee, was shown in the order of the following processes : 1) Deployment process 2) Management process 3) Establishment process. It is measured the methodology levels of establishment, deployment and management in each project using the survey results collected from project execution members and analyzed the productivity of projects that have been executed within 2 years. Using project methodology level, productivity correlation analysis, and regression analysis, this study confirms that the methodology deployment level brings positive effects significantly to SW development productivity. The significance of this study would be not only to research and analyze SW development productivity using the real project execution data but also to underline the necessities and the importance of steady research, deployment and support for SW development productivity improvement.

  • The importance of software development in the integration of an avionics system is continuously increasing. And we can expect enlarged soft ware portion in the system integration for the more intelligent, reliable, and automated avionics system. For an avionics system software development the selection of a real-time operating system and internal avionics data bus protocol is very important from the viewpoint of the integration with the system hardware. In this paper, we present current trend of an avionics system software development including software development methodology, software development process, and international software process assessment improvement model.

Application of Laboratory Furniture Drawer Material Development Process Using TRIZ and ARIZ-85C (TRIZ와 ARIZ-85C를 활용한 실험실 가구 서랍 재질 개발 프로세스 적용 사례)

  • Purpose: Storage furniture in a laboratory where chemical experiments are conducted should satisfy both the chemical reactivity and stability required in the experimental environment, commonality with general households, and economic feasibility for the mass production system. Therefore, the development of storage furniture used in the laboratory should be done quickly through a process verified by utilizing various ideas and using a method suitable for the special environment called the laboratory. This study deals with the process of developing materials for inner drawers of laboratory furniture that meet these requirements. Methods: TRIZ methodology and ARIZ-85C process were applied to satisfy the requirements arising from the product development process, ARIZ process was applied step by step to resolve the contradictions that occurred during the development process, and 40 invention principles and ideal solutions (Ideal Final Results: IFR) were derived through clear analysis of the problem to select materials suitable for the special environment of the laboratory. Results: This study focused on the selection of materials that meet the durability and chemical stability required in the special environment of laboratory furniture. Through this, various solutions were sought with the aim of reducing cost and increasing productivity, and the process of maximizing useful functions and minimizing irrational parts in use was focused on TRIZ's contradiction resolution method. As a result, we found a way to improve the performance and efficiency of laboratory furniture through the selection of optimized furniture materials and problem solving methods. Conclusion: In this study, a methodology for the development of efficient and safe laboratory furniture materials was found and verified. In the use of furniture products in a laboratory, corrosion or damage caused by chemical generators may occur, making it difficult to use as a product. As a result, a method to reduce cost and increase productivity while maintaining the durability and chemical stability of laboratory furniture was found, and by finding a solution to the two relationships between chemical safety and production efficiency in the process of selecting materials for optimized furniture materials, and applying the ARIZ development process, the effectiveness of the product development process in a special environment could be verified.

  • The importance of User Interface (UI) in mobile phone has increased as the complexity of use increases due to the new technology adoption. The complexity and load for user interface development has increased accordingly. This paper discusses how to make a structured UI development process based on the mobile phone UI development case. After the review of UI development process and issues arising during the development, four levels of user interface guidelines are proposed such as macro rules, action templates, application rules and interaction cases. The importance of dealing various interaction case is emphasized which is not referred in the present industry UI guidelines. Most of research related to UI development focus on the target product rather than how to make good UI process. Based on the good UI process, good UI of the product can be realized. This proposed process based on UI guidelines will help to step up the UI development of mobile phone industry. Also, this process can be applied to different products or services.

  • In order to test reflecting the features of a development methodology and domain, it is required to tailor process standards and perform testing according to the tailored process. However, since commercial testing tools support only a part of the tailored process, it is essential to either acquire or develop testing tools appropriate for a development environment. This paper proposes a method to develop a test process execution tool which has common features of standards, and variousness in methodologies and domains. ‘Test Process Execution Tool: Test PET’ which is a test process execution tool developed adapting the concept of product line. Our Test PET generates the test process suitable for the development methodology and domain and then executes the produced test process.

  • Our study focuses on the implementation of IS development methodology as the innovation of IS organization. We have two main research objectives. We Intend to understand the critical factors affecting the implementation process of IS methodology. We also intend to deeply analyze the relationship among the implementation processes of methodology. The whole innovation process is divided into detailed four levels tilth dynamic and evolving Point of clew a cognition level, an adoption level, an acceptance level and an usage level. The results of our study are as follows. The main factors affecting initiation level of the IS methodology are the innovativeness of IS members, the existence of champion manager, training, the existence of IS performance gap, executive supports for IS organization, and the relative advantage of IS development methodology At the Implementation level, It is understood that the existence of champion manager executive supports, training and the relative advantage of innovation are the main factors. However, the complexity of Innovation is a megative factor about the quality of accepting and using the methodology In Innovation process. In performing the Innovation process, the Previous level gives very notable affection to the continuous next level. However it's also understood that positive attitude of adoption level does not directly affect the quality of using Innovation. Therefore, IS managers must pay attention to manacle each level of the Innovation Process to successfully accomplish the Implementation of IS methodology.

A Design for Six Sigma: A Robust Tool in Systems Engineering Process

  • While systems engineering has been widely applied to complex system development, some evidences are reported about major budget and schedule overruns in systems engineering applied. On the other hand, many organizations have been deploying Design for Six Sigma (DFSS) to build Six Sigma momentums in the area of design and development for their products and processes. To explore the possibility of having a DFSS complement systems engineering process, this process reviews the systems engineering with their categories of effort and DFSS with its methodologies. A comparison of the systems engineering process and DFSS indicates that DFSS can be a complement to systems engineering for delivering higher quality products to customers faster at a lower cost. We suggest a simplified framework of systems engineering process, that is, PADOV which was derived from the generic systems engineering process which has been applied to the development of T-50 advanced supersonic trainer aircraft by Korea Aerospace Industries (KAI) with technical assistance of Lockheed Martin. We demonstrated that each phase of PADOV framework is comprehensively matched to the pertinent categories of systems engineering effort from various standards.

  • Scientific software requires a development process different from conventional application software due to its unique characteristics, such as expert-level deep domain knowledge requirements. In this study, we proposed a V & V development process based on RE (Reverse Engineering) and TDD (Test-Driven Development) for software development for science. We also configured a virtual scenario for the actual project, applied it, checked the procedure, and refined it. The development process of this study, suggested for the purpose of developing scientific software, will contribute to the development and application of the software that can provide high quality and high reliability. And This study is expected to serve as an opportunity for the development of scientific software and the spread of research.
