Transition Experiment and Socially-oriented R&D Program (시스템 전환론의 관점에서 본 사회문제 해결형 연구개발사업의 발전 방향)

  • Socially-oriented R&D programs aimed at solving societal problem rather than scientific and industrial fruits have started recently. Societal problem is recognized as dilemma since this problem related to various stakeholders. And this is not solved with single program and needed long-term process. So the perspective of socio-technical system transition including technological and institutional change is needed. This paper suggests policy implication of Socially-oriented R&D programs from socio-technical system transition perspective. 'Transitioning of Socially-oriented R&D program' is the key concept of restructuring the program for the system transition. The establishment of multi-layer transition governance and the transition vision-making and transition experiment planning are the key process of transitioning the R&D program. This paper suggests the ways and issues of implementing this process in Socially-oriented R&D program.

  • This study examines the social problem-solving R&D policies from the perspective of 'Mission-oriented innovation policy'. To this end, we analyzed the 'second science and technology-based social problem solving plan' in terms of civil society's participation, securing the government's dynamic capabilities, and government's risk investments. The plan introduces an institutional framework for civic participation for social problem-solving innovation, strengthening R&D program coordination and integration, and new innovation ecosystem formation. However, there is a need for a concrete program to overcome a path dependency of existing activities. Otherwise new institutions are likely to be formalized. In addition, in order to derive risk investment, it is necessary to integrate innovation policy with social policy fields such as community care and climate change. It is necessary to establish an policy process that combines the agenda of social policy beyond with R & D policy, and to forms a platform for problem solving, integrates various technologies, industries and resources.

  • The research question of this work comes from that there have been disputes for the governance and roles of the Rural Development Agency (RDA), despite of rather excellence performances of Agricultural R&D program supported by RDA. For this reason, I meta-evaluated the internal evaluation system of Agricultural R&D program in RDA, in terms of the four meta-evaluation components such as evaluation paradigm, evaluation resources, evaluation execution and evaluation utilization. The result shows that the most serious problem is rather lower level of evaluation. Object, one of the evaluation paradigms in the R&D evaluation system of the RDA. So, this work suggested the policy alternatives which may lead the R&D evaluation system of the RDA to be developed for the performance-oriented R&D management system.

  • The trigger mechanism in active object-oriented database systems is known to be a good tool for describing user-defined integrity constraints. It cannot adequately support, however, certain integrity constrains specified on the objects in class composition hierarchy. Those are the cases where the constraints must be maintained in the forward direction along the composition hierarchy as well as in the backward direction We call theses kinds of problems "backward propagation problem" and investigate several ways to resolve them using the currently available techniques. Based on them, a new constructor, called CONSTRAIN $T^{cch}$, is proposed.   • The purpose of this study is to analyze a case of social problem- solving R&D project. The case is about a food waste disposer system built in housing complex The characteristics revealed through the case study are as follows. It has been performed by the 'Connect and Solution Development (C&SD)' strategy that could shorten the whole innovation process. In order to increase the economic and social acceptability of the system, researchers formed a dense network with citizens, firms and local governments and tried to improve existing law to make new markets for the system. Instead of developing a new system in a top-down approach, they chose to use existing technologies and entities to address social problems quicker and easier.

  • 3D city model, which consisted of the 3D building models and their geospatial position and orientation, is becoming a valuable resource in virtual reality, navigation systems, civil engineering, etc. The purpose of this research is to propose the new framework to generate the 3D city model that satisfies visual and physical requirements in ground oriented simulation system. At the same time, the framework should meet the demand of the automatic creation and cost-effectiveness, which facilitates the usability of the proposed approach. To do that, I suggest the framework that leverages the mobile mapping system which automatically gathers high resolution images and supplement sensor information like position and direction of the image. And to resolve the problem from the sensor noise and a large number of the occlusions, the fusion of digital map data will be used. This paper describes the overall framework with major process and the recommended or demanded techniques for each processing step.

  • Nowadays, GIS, as multi-discipline information system, is closely linked with GPS application in conjunction with GIS-T or Logistics GIS. With this R&D trend. CPS/GIS application system for AVL is newly developed in this study. This AVL is designed and implemented by using pure Java computing technology towards com ing Car-equipped wireless Internet PC age, and main features of Java are included at this system: Platform independence, Multi-thread processing, and Object-oriented paradigm. While, because core modules of this AVL are based on GIS spatial engine, unlike other commercial AVLs, large spatial database problem handling digital image/spatial information and attribute information and direct access problem of GIS data is easily dealt with. this system can directly access external database by using JDBC: MS Access for desktop version and Oracle for W/S version. Finally, it is thought that Java-based AVL, one of CPS/CIS applications, can be easily extended into other prospective GIS applications: Land surveyor supporting system, Flight tracking system, 3D facility management system with CPS, and so forth.

  • This paper deals with a design problem of simulation for MIME (multi indenture and multi echelon) with lateral transshipment. Especially, we consider lateral transshipments in case that (S-1, S) ordering policy is used in multi echelon repair system. Some rules for ordering spare parts in lateral transshipments between the lowest-level units are studied and are implemented by an activity diagram in object-oriented method. By numerical examples, we compare regular (S-1, S) ordering policy and (S-1, S) policy with lateral transshipment.

  • In early 21st century, universities in Korea has been asked the new roles according to the changes of educational and social environment. With Korea's NURI and Brain Korea 21 project support, some chosen research oriented universities now should produce "teacher of teachers". We look 100 years back America's mathematics and see many resemblances between the status of US mathematics at that time and the current status of Korean mathematics, and find some answer for that. E. H. Moore had produced many good research mathematicians through his laboratory teaching techniques. R. L. Moore was his third PhD students. He developed his Texas/Moore method. In this article, we analyze what R. L. Moore had done through his American School of Topology and Moore method. We consider the meaning that early University of Texas case gives us in PBL(Problem Based Learning) process.

  • The main objective of this study is to identify and analyze the factors affecting technology innovation of the innovative IT SMEs. A research model is established based on the previous studies on the technology innovation of SMEs. The model consists of independent variables (Adhocracy culture, R&D capability, IT capability, Leadership, and Appraisal & Reward), an intermediate variable (Knowledge management), and dependent variables (product/service innovation and process innovation). Major research results can be summarized as follows: IT SMEs pursuing technology innovation should: (1) pay attention to innovation oriented culture, IT capability, and evaluation & compensation systems of the company; (2) recognize that knowledge management is an essential activity performed by the company; (3) strengthen the R&D capabilities of the company by not only exerting internal efforts but establishing cooperative network with various parties; and (4) resolve the decoupling problem of the evaluation & compensation system.
