A Study on the Economic Preparation of Retired Women's Old Life

  • This study was conducted on 878 retired women in their 50s and 60s across the country using the 7th data from the National Pension Service's KReiS. We used SPSS WIN 18.0, and the analysis results are as follows. First, there were many highly educated people in their 50s or older and those in their 60s and undereducated. Second, families in their 50s had the largest number of members with more than three, while households in their 60s had the largest number of two. Third, both age groups chose themselves and their spouses as responsibilities for preparing for retirement. In addition, more people in their 60s chose the government as their responsibility for preparing for retirement than in their 50s. Both people in their 50s and 60s say they are "not prepared" to prepare for retirement expenses, raising concerns about elderly poverty. Fourth, economic strength, health, and medical care were important for retirement in both age groups as part of their preparations for retirement, and they chose economic strength, health, medical care and job as the things to do in society. Fifth, both people in their 50s and 60s have very low public and private pension subscription rates, requiring special attention from the government and society to their old age. Judging from the above results, both women in their 50s and 60s have retired, but preparations for retirement are very insufficient. Therefore, the government and society need to strengthen the public pension system and create jobs for the elderly.

호주의 보완의학 현황에 관한 연구 (A Study on the Current Status of Complementary Medicine in Australia)

  • Objectives : This study aimed to investigate the history, current status, and regulation of complementary medicine in Australia. Methods : To investigate complementary medicine in Australia, we searched domestic and overseas academic databases, and websites of public and private organizations related to the Australian health care. Results : Complementary medicine consists of numerous services, among which massage and chiropractic care are significantly utilized by Australians. Since 2010, Australian healthcare practitioners, in the field of complementary medicine, have been supervised by the Australian Health Practitioner Regulation Agency (AHPRA). Those who AHPRA is responsible for managing acupuncturists, chiropractors, and osteopaths. Other professions are regulated by their own respective associations. Not only aforementioned services offered by specialists, but also consumption of oral supplements accounts for considerable portion of complementary medicine in Australia. Complementary medicine products, vitamins, and minerals are managed by the Therapeutic Goods Administration (TGA). In terms of insurance policy, the reimbursement of complementary medicine expenses in Australia is covered by the public healthcare insurance system, Medicare. Medicare covers acupuncture, chiropractic, and osteopathy services. Other complementary therapies are continuously reviewed to update their coverage under this scheme. Conclusion : In Australia, practitioner qualifications, education standards, and scope of procedures related to complementary medicine are systematically managed through legal regulations of the federal and state governments.

행정대집행 현장에서 민간경비업체의 폭력 유발 원인 분석과 대책 (Analysis and countermeasure of causes of inducing violence of private security companies on the actual sites of administrative execution by proxy)

  • 행정대집행은 행정의 강제집행수단의 하나로 행정법상의 의무를 이행하지 않은 자를 대신하여 행정관청이나 제3자가 대행하고 소요비용을 의무자에게 청구하는 제도로 "강제대집행"이라고도 한다. 법에 의한 행정집행의 현장임에도 불구하고 물리력에 의한 강제집행이 시행됨으로 인하여 시행자와 의무자 사이에 온갖 폭력과 인권유린 행위가 난무하고 인적피해가 발생하여 사회문제화 되고 있으며, 경찰에 고발과 인권위원회에 진정하는 등의 경우가 점차 증가세에 있다. 이런 폭력의 현장에 동원되는 인원은 대부분 용역을 제공하는 민간경비업체가 공급하고 있으며, 경비원 자격이 없는 인원의 동원과 폭력조직과 연계된 소위 용역깡패의 무리한 대집행과 폭력행위가 문제 되고 있다. 이런 폭력의 현장에는 경제적 이권과 주거권, 생계형 투쟁, 외부의 개입 등 구조적으로 복잡한 문제가 내포되어 있다. 본 논문은 민간경비업체의 인원동원에 관심을 가지고 대집행 현장의 폭력의 유형과 폭력이 발생하는 원인을 분석하고 개선대책을 논의하였다. 그 결과로는 법과 제도적 개선으로 대집행의 현장에는 필히 시행청과 경찰관이 입회하여 민간경비업체의 물리적 집행이 합법적으로 이행되도록 통제하여야 하며, 폭력적 충돌양상이 발생하면 즉시 경찰이 개입하도록 명시하여야 한다. 시행청의 대집행에 대한 관행을 탈피하여 신중한 대집행 결정과 성과위주의 용역계약조건의 해소, 문제발생시 시행청의 책임 명시 등 수주과정에서의 폭력유발 요인을 제거해야 한다. 의무자의 집단행동을 통한 민원해결의 타성을 타파하고 공무집행의 방해나 대집행 비용의 청구 등 엄격한 법집행이 이루어져야하고, 제3자의 개입을 차단하여야 한다. 경비업체의 인원동원은 경비업법에 의한 자격과 교육을 이수한 인원으로 사전에 등록된 인원으로 제한하여야하며, 현장투입 전 관할 경찰관서에 근무지와 임무, 근무수칙 등을 명확히 기록한 집행계획서를 제출하도록 의무화하고, 복장, 장비 등 법규를 준수하도록 통제되어야 한다. 또한 폭력행위에 대한 개인의 형사적 책임을 명확히 하고, 사고 경력에 대한 수주의 제한 등 업체의 건전성 확보대책이 요구된다. 재활사업이란 명목의 특수단체의 수주행위가 근절되고, 도급과 하도급의 고리를 차단하여 능력과 법의 준수의지를 가진 업체가 수주하도록 해야 한다. 등이다. 주거권과 환경 등 사회문제, 생계, 보상 등의 개선대책 문제는 논외로 하였다.

국방분야 민간자원의 효율적 활용방안 - 정비, 보급, 수송, 교육훈련분야를 중심으로 - (Efficient Utilization of Private Resources for the National Defense - Focused on maintenance, supply, transportation, training & education -)

  • The National Defense Reformation bill of "National Defense Reformation 2020" which have been constantly disputed and reformed by the government went through various levels of complementary measures after the North Korean sinking on the Republic of Korea (ROK) Naval Vessel "Cheonan". The final outcome of this reform is also known as the 307 Plan and this was announced on the 8th March. The reformed National Defense Reformation is to reduce the number of units and military personnel under the military structure reformation. However, in order for us to undertake successful National Defense Reformation, the use of privatized civilian resources are essential. Therefore according to this theory, the ROK Ministry of National Defense (MND) have selected the usage of privatized resources as one of the main core agenda for the National Defense Reformation management procedures, and under this agenda the MND plans to further expand the usage of private Especially the MND plans to minimize the personnel resources applied in non-combat areas and in turn use these supplemented personnel with optimization. In order to do this, the MND have initiated necessary appropriate analysis over the whole national defense section by understanding various projects and acquisition requests required by each militaries and civilian research institutions. However for efficient management of privatized civilian resources, first of all, those possible efficient private resources which can achieve optimization will need to be identified, and secondly continuous systematic reinforcements will need to be made in private resource usage legislations. Furthermore, we would need to consider the possibility of labor disputes because of privatization expansion. Therefore, full legal and systematic complementary measures are required in all possible issue arising areas which can affect the combat readiness posture. There is another problem of huge increase in operational expenses as reduction of standby forces are only reducing the number of soldiers and filling these numbers with more cost expensive commissioned officers. However, to overcome this problem, we would need to reduce the number of positions available for active officers and fill these positions with military reserve personnel who previously had working experiences with the related positions (thereby guaranteeing active officers re-employment after completing active service). This would in tum maintain the standards of combat readiness posture and reduce necessary financial budgets which may newly arise. The area of maintenance, supply, transportation, training & education duties which are highly efficient when using privatized resources, will need to be transformed from military management based to civilian management based system. For maintenance, this can be processed by integrating National Maintenance Support System. In order for us to undertake this procedure, we would need to develop maintenance units which are possible to be privatized and this will in turn reduce the military personnel executing job duties, improve service quality and prevent duplicate investments etc. For supply area, we will need to establish Integrated Military Logistics Center in-connection with national and civilian logistics system. This will in turn reduce the logistics time frame as well as required personnel and equipments. In terms of transportation, we will need to further expand the renting and leasing system. This will need to be executed by integrating the National Defense Transportation Information System which will in turn reduce the required personnel and financial budgets. Finally for training and education, retired military personnel can be employed as training instructors and at the military academy, further expansion in the number of civilian professors can be employed in-connection with National Defense Reformation. In other words, more active privatized civilian resources will need to be managed and used for National Defense Reformation.

초등과학캠프의 운영 실태와 선호도 조사를 통한 활성화 방안 (Suggestions for the Activation of the Elementary Science Camp through the Present Status of Operation and Preference Survey)

  • 본 연구의 목적은 초등과학캠프의 선호도 조사와 운영 실태를 통한 활성화 방안을 제시하는 것으로 2004년 이후 실시한 50개 초등과학캠프를 조사하였고, 서울과 경기에 거주하는 590명의 학생, 학부모, 교사를 대상으로 설문 조사 하였다. 또한 5명의 초등 과학캠프 운영자 면담을 통해 문제점과 해결 방안을 탐색했다. 이 연구는 현재 운영하고 있는 초등과학캠프, 캠프 참가 현황, 학생의 선호도, 캠프 운영자와의 인터뷰로 자료를 추출했다. 그에 따라 연구의 결과에 기초하여 초등과학캠프의 활성화 방안을 제시한다. 첫째 초등과학캠프는 과학관련 단체나 교육청이 확대하여야 하고, 사설기관이나 단체는 전문화된 프로그램 개발과 지도 교사 육성에 대비하여야 한다. 둘째로 부족한 캠프장소의 해결 및 참가비 차이가 완화되어야 한다. 셋째로 캠프의 운영기간은 학생들이 더 많은 기회를 가질 수 있도록 다양화 하여야 한다. 결론적으로 초등과학캠프의 운영은 주제, 기간, 장소, 참가비, 지도 교사, 학생의 수, 프로그램 조직, 학생의 선호도, 홍보방법과 같은 다양한 주요 문제와 관련되기 때문에 전문화와 지속적인 노력이 필요하다. 따라서 이 연구는 전국적인 규모로 초등 과학 캠프에 대한 꾸준한 협력, 지속적인 노력, 그리고 적절한 지원 시스템을 주장한다.

농촌의료보험의 당면과제와 개선방향 (Reforming the Rural Health Insurance Programs in Korea)

  • Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

우리나라 공공의료의 쟁점과 해결책 (Issues Facing the National Health Insurance System in Korea and Their Solutions)

  • South Korea is not a wasteland of publicly funded health care-instead, it has a good medical social security system known as the national health insurance (NHI). The NHI of Korea has three unique features; (1) low premiums, low insurance fees, and low coverage; (2) obligatory designation of medical institutions; (3) and allowance of non-benefit services. These features have made hospitals and doctors interested in profit-seeking. However, the commercialization of medical institutions has taken place in both private- and public-established sectors. A basic problem of commercialization is the co-existence of the obligatory designation of medical institutions and non-benefit services. The problem became worse in the Kim Dae-Jung government because it officially permitted non-benefit services. Since 2000, the Korean government has consistently pursued benefit extension policies, but the coverage rates of the NHI have stagnated. In addition, premiums and current medical expenses have markedly increased because policy-makers have emphasized accessibility to the NHI, while ignoring important principles of medical social security such as a needs-based approach and patient-referral system. In order to resolve the commercialization problem, the obligatory designation of medical institutions to the NHI should be changed to a contract system, and non-benefit services should be prohibited at NHI institutions. We must re-establish the patient-referral system via a needs-based approach. We also need to build a primary healthcare system and public health policies. We should make a long-term plan for healthcare reform.

설명 가능한 인공지능을 이용한 지역별 출산율 차이 요인 분석 (Analysis of Regional Fertility Gap Factors Using Explainable Artificial Intelligence)

  • Korea is facing a significant problem with historically low fertility rates, which is becoming a major social issue affecting the economy, labor force, and national security. This study analyzes the factors contributing to the regional gap in fertility rates and derives policy implications. The government and local authorities are implementing a range of policies to address the issue of low fertility. To establish an effective strategy, it is essential to identify the primary factors that contribute to regional disparities. This study identifies these factors and explores policy implications through machine learning and explainable artificial intelligence. The study also examines the influence of media and public opinion on childbirth in Korea by incorporating news and online community sentiment, as well as sentiment fear indices, as independent variables. To establish the relationship between regional fertility rates and factors, the study employs four machine learning models: multiple linear regression, XGBoost, Random Forest, and Support Vector Regression. Support Vector Regression, XGBoost, and Random Forest significantly outperform linear regression, highlighting the importance of machine learning models in explaining non-linear relationships with numerous variables. A factor analysis using SHAP is then conducted. The unemployment rate, Regional Gross Domestic Product per Capita, Women's Participation in Economic Activities, Number of Crimes Committed, Average Age of First Marriage, and Private Education Expenses significantly impact regional fertility rates. However, the degree of impact of the factors affecting fertility may vary by region, suggesting the need for policies tailored to the characteristics of each region, not just an overall ranking of factors.

유치원 방과후과정과 특성화활동 이용 현황 (The survey of use of after-school courses and specialization programs at Kindergarten)

  • 본 연구는 유치원을 이용하는 부모들을 대상으로 방과후과정과 특성화활동 이용 현황을 살펴보고, 그 결과를 토대로 효과적인 정책 개선 방안을 제안하는 데 그 목적이 있다. 693명의 부모를 대상으로 면담원이 부모와 대면 면담조사를 실시하였고, 수집된 자료는 백분율, 평균과 표준편차 등을 이용하여 결과를 산출하였다. 먼저 방과후과정 이용현황을 조사한 결과를 보면, 첫째, 방과후과정 이용에 따른 추가 부담 지출 비율이 전체 조사 대상의 약 38.2%이며, 추가 비용의 평균액은 약 62,850원이었다. 비용부담과 만족도를 5점 만점 기준으로 볼 때, 보통수준으로 나타났다. 둘째, 방과후과정 참여 이유로는 부모의 맞벌이, 자녀가 친구들과 시간을 함께 보내게 하고 싶어서 등과 같은 순으로 나타났다. 다음으로 방과후특성화활동 이용 현황을 살펴본 결과는 다음과 같다. 첫째, 방과후특성화활동 이용 유아 비율은 조사 대상의 약 68.2%이며, 그 중에서 비용 지출 유아는 약 79.0%, 평균 이용 개수는 약 2.69개이며, 평균 비용은 83,540원으로 조사되었다. 둘째, 선호하는 교육프로그램은 영어가 압도적인 비율로 높게 나타났으며, 자녀들이 활동을 좋아해서 참여한다고 응답한 비율이 가장 높았다. 셋째, 방과후특성화활동 개선요구 사항으로는 교육내용의 내실화가 1순위로 제시되었다. 마지막으로 방과후특성화활동으로 인해 부모의 사교육비 지출이 감소되었다는 응답비율이 높게 나타났다. 이와 같은 조사 결과를 토대로 방과후과정 및 특성화활동 성격에 맞는 적합한 교육프로그램 개발 및 실행 등의 개선 방안을 논의하였다.

청소년 자녀를 둔 한부모의 그릿에 영향을 미치는 요인 : 개인적 자원과 가족자원을 중심으로 (Factors Affecting Single Parents' Grit : Focusing on Personal Resources and Family Resources)

  • 그릿(Grit)은 장기적인 목표를 달성하고자 하는 열정과 인내를 의미하며, 심리적 건강과 적응을 예측하는 성격 특성이다. 본 연구는 한부모가 다양한 어려움 속에서도 자녀양육에 관심을 가지고 꾸준히 노력할 수 있도록 한부모의 그릿을 향상시킬 수 있는 실제적인 자원들을 밝히고자 하였다. 한국아동·청소년패널조사 2018(KCYPS 2018)의 4차년도 패널자료를 활용하여 총 284명의 한부모를 대상으로 빈도, 평균 등의 기술통계 및 상관관계분석을 실시하였으며, 위계적 회귀분석을 실시하여 한부모의 그릿에 영향을 미치는 인구사회학적 변인, 개인적 자원(심리자원, 생활시간 및 건강 자원), 가족자원(가족관계 및 자녀 자원, 경제자원)을 탐색하였다. 첫째, 상관관계 분석결과, 한부모의 그릿은 인구사회학적 변인 중 연령, 학력, 개인적 자원 중 삶의 만족도, 행복감, 자아존중감, 스마트폰 의존도, 운동시간, 아침식사 횟수, 가족자원 중 가구원수, 자녀성적만족도, 자녀학교생활만족도, 주관적 가정경제수준, 월평균 사교육비와 유의한 상관관계를 보였다. 둘째, 위계적 회귀분석을 실시한 결과, 인구사회학적 변인 중 학력, 개인적 자원 중 자아존중감, 근로 여부, 스마트폰 의존도, 운동시간, 가족자원 중 가구원수, 자녀성적만족도, 주관적 가정경제수준이 한부모의 그릿에 유의미한 영향을 미치는 것으로 나타났다. 본 연구는 한부모가 자녀양육을 잘 해낼 수 있도록 한부모의 그릿을 증진시키는 개인 및 가족 자원을 밝혔으며, 이를 통해 한부모가족의 안정적인 자녀양육 환경을 조성하기 위한 프로그램 및 정책의 방향성을 제시하였다는 점에서 연구의 의의가 있다.
