In oder for private college education to effectively respond to the rapid changes in industrial and occupational structures, it is necessary to secure appropriate level of investment funds and manage them efficiently. For this, it is required to discuss the structure, magnitude and management mechanism of the current private college education finance, changes in future demand for private college education and resultant changes in budget estimates, and new financial resources and allocation schemes. This study attempted to analyze current status and problems of private college education finance in Korea and, based on this analysis, to suggest future policy directions to improve private college education finance system. In order to make the private college education system in Korea competent and competitive enough to survive in international market, it is prerequisite to provide enough budget for the private college education and to manage the private college education finance in more efficient ways. Second, for higher efficiency of financial management, it is recommended 1) make valid allocation standards and mechanism; 2) introduce competition system; 3) develop and utilize evaluation mechanism for the private college education finance to check adequacy, efficiency, accountability, and effectiveness; 4) apply consumer-oriented financial management scheme. In addition to the above policy measures, it is necessary to 1) make scientific forecasts of industrial and occupational structures periodically and apply these analyses to medium & long-term the private college education planning; and 2) redesign budget accounting system and develop the private college education performance indicators for the evaluation of accountability of the private college education institutions and administration institutes.

  • The current study aims to identify factors associated with private tutoring of college students in Korea. For this purpose, this study used the Korean Education and Employment Panel survey, which contains items regarding whether or not college students receive private tutoring as well as the monthly costs of private lessons. The current study focuses on private English lessons due to the very low response rates of other types of private tutoring. For the analysis, the 5th wave of KEEP collected in 2008 was selected, and a Heckman selection model was employed, including three categories of variables: individual, school, and parent/household factors. The results have revealed that for the selection model (receiving private English tutoring or not), having received private lessons in high school, gender, and level of satisfaction regarding the respondent's current university were significant. In terms of the outcome model (cost for private English tutoring in college), university admission type (rolling vs. regular), living with parents, school type (4-yr university vs. others), being in debt to cover private lesson fees in high school, and monthly household income had significant effects. This article also discusses the results and implications for future research and policy makers.

  • Since the introduction of mandatory health insurance in In, the Korean national health insurance(KNHI) has grown rapidly. In 2004, about $96.9\%$ of the total population are covered by the KNHI and the remaining $3.1\%$ by the Medical Aid program. Despite national health insurance system in Korea, private health insurance market has grown rapidly. In 2004, the size of the private health insurance market was estimated at 6,568 billion won. The purpose of this study Is to identify the factors that determine the purchasing decisions of supplementary private health insurance under mandatory national health insurance system in Korea. The data from n04 Busan Health Survey were analysed for the Purpose. The variables in this study are demographic factors, health status and health behavioral factors, health care systemic factors, and socioeconomic factors. For statistical analyse, we used logistic regression. The Findings show that female, economically active age group(especially 35-49 years), persons with better health status or experience of health screening test are more likely to purchase private health insurance. And higher household income and expenditure, higher education level are more associated with the increased probabilities of private health insurance purchases. This results imply that the expanding of private health insurance market could widen the gap between the have and have-not in terms of equal health care accessibility.

  • Korean private colleges under the period of Japanese control was the kernel for the educational resistance, one of the save-the-nation movements because of inculcating in Koreans the spirit of independence and self-respect under that period. Posung College Library building, erected in Commemoration of the 30th Anniversary of the Foundation, especially, was the result of Koreans systematizing ability and iron will of independence for the future generations. In this paper, an attempt to study the Korean private college libraries under the period of Japanese control is provided. The main institutions in this study are Posung College library, Chosen Christian College library (Yunhee College Library), and Ewha College Library. This study will focus to review the followings: 1. The historical background of above mentioned libraries. 2. The educational resistance under that period. 3. The comparative and analytical study of these private college libraries and Keijo Imperial University library. 4. The facilities and the basic collection development plan on the basis of presentation. 5. library services including readers services. 6. The impact of these libraries on the present private university libraries. 7. The organization and staffing pattern, and budget of these private college libraries. The followings are the outlines conclusions: 1. Korean private college libraries had been established in order to perform the educational resistance. They are one of the supporting agencies for the research activities, among the most important means of social education, and provide, no doubt, the full nutriment for hungry soul under that period. 2. These libraries have not outstripped Keijo Imperial University in collection of books as well as man power, but their collection of books coincided, in general, with their curricula, and had feature to perform the save-the-nation-movement by education. 3. The library services were appeared in the forms such as the Circulation Library, Lectures on the Use of Books and Libraries, Library Week, and Training Course for the Librarians, etc. It is thought that these activities contributed to the social and cultural development of Korea indirectly. 4. The library administration of the private colleges depended upon the director of library because of the frequent changes of staffs and the simple functional system without its middle class. 5. The Japanese Government-General in Korea gave no financial assistance to the private colleges though they were in financial difficulties more than Keijo Imperial University. 6. The ambitious ideal for foundation of universities in reality as well as in name was not achieved during that period because of the monstrous obstacle so-called the Japanese Government-General in Korea, but its ideal had a desirable effect upon these college libraries development, in particular, before and after 1935.

  • Korean households' expenditures on foodservices are on the steady increase. This paper aims to examine the foodservice expenditures of salary and wage earners's households by income decile group. This is analysed through comparing foodservice expenditures with private education expenditures because households' expenditures are likely to be weighted in favor of eating-out rather than private education. We also model the consumption function in terms of income and price, examining the responsiveness of private education demand and eating-out demand to changes in income and price using econometric methods such as regression, rolling regression and impulse response. This paper show that foodservice demand increases more than the private education does in the long-run. The result indicates that households are likely to evaluate the desire for foodservice more important than private education contrary to our expectations in the long-run. The impulse response analysis, however, suggests that households tend to increase private education expenditures rather than eating-out expenditures in the short-run.

Survey was conducted against 231 inpatients, results of which were analyzed in the methods of frequency analysis, chi square test, and logistic regression. Third, age and education were the factors affecting perception about activation of private health insurance. The older the age is, perception was 1.035 times positive towards activation of private health insurance, and those who finished college education or above showed 3.148 times positive perception towards the same. Forth, surgical patients showed 1.087 times more positive attitude towards private health insurance paying for actual damages than internal medicine patients, while oncological patients showed 2.314 times more positive attitude than internal medicine patients. Further, understanding on the activation of private health insurance was 6.014 times higher in the higher understanding group than in the lower understanding group. Understanding on the activation of private health insurance was 4.875 times deeper in the higher understanding group than in the lower understanding group. There were some suggestions could be made based on the results of this research. First, reinforced publicity and education is needed for the low-educated or low-income group, as there are gaps in the understanding on the activation of private health insurance depending on the degree of education and income. Second, government should prepare administrative complementary measures to solve the problem of adverse selection by the consumer which is foreseen when private health insurances are activated. Third, government should suggest the desirable course of development of private health insurance items to ensure efficient use of enormous fund of private insurance market for health security of the people. Further, institutional complementary measures are needed to convert existing cancer insurances or specific disease insurances to private health insurances paying for actual damages guaranteeing against every kind of disease. Forth, it judged that, not only private health insurances paying for actual damages, but also long-term care insurances and income security insurances are prospective as fields to create fresh demand for insurance industry.
