A Preliminary Analysis on the International Management System for the Ocean fertilization with Iron at High Seas (해양 철분 시비(施肥)사업의 국제 관리체제 예비 분석)

  • Rapid accumulation of carbon dioxide in the atmosphere for the past century leads to acidify the surface ocean and contributes to the global warming as it forms acid in the ocean and it is a green house gas. In order to curb the green house gas emissions, in particular carbon dioxide, various multilateral agreements and programs have been established including UN Convention of Climate Change and its Kyoto Protocol for the last decades. Also a number of geo-engineering projects to manipulate the radiation balance of the earth have been proposed both from the science and industrial community worldwide. One of them is ocean fertilization to sequester carbon dioxide from the atmosphere through the photosynthesis of phytoplankton in the sea. Deliberate fertilization of the ocean with iron or nitrogen to large areas of the ocean has been proposed by commercial sector recently. Unfortunately the environmental consequences of the large scale ocean iron fertilization are not known and the current scientific information is still not sufcient to predict. In 2007, the joint meeting of parties of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, 1972 and 1996 Protocol (London Convention/Protocol) has started considering the purposes and circumstances of proposed large-scale ocean iron fertilization operations and examined whether these activities are compatible with the aims of the Convention and Protocol and explore the need, and the potential mechanisms for regulation of such operations. The aim of this paper is to review the current development on the commercial ocean fertilization activities and management regimes in the potential ocean fertilization activities in the territorial sea, exclusive economic zone, and high seas, respectively, and further to have a view on the emerging international management regime to be London Convention/Protocol in conjunction with a support from the United Nations General Assembly through The United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea.

Error Analysis of the Local Water Temperature Estimated by the Global Air Temperature Data (광역 기온자료를 이용한 국지 수온 추정오차 비교 분석)

  • A local or site-specific water temperature is downscaled from the nation-wide air temperature that represents simulation by General Circulation Model (GCM). Both two-step and one-step method are tested and compared in three sites: Masan Bay, Lake Sihwa, and Nakdong River Estuary. Two-step method uses a linear regression model as the first step that converts nation-wide air temperature into local air temperature, and the corresponding coefficient of determination is in the range of 0.98~0.99. The second step that converts air temperature into water temperature uses a nonlinear curve, so called S-curve, and the corresponding root mean squared error (RMSE) is 2.07 for rising limb in Masan Bay, 1.93 for falling limb in Masan Bay, 2.59 for Lake Sihwa, and 1.58 for Nakdong River Estuary. In a similar way, one-step method is performed to directly convert nation-wade air temperature into local water temperature, and the corresponding RMSE is 2.28 for rising limb in Masan Bay, 1.89 for falling limb in Masan Bay, 2.55 for Lake Sihwa, and 1.52 for Nakdong River Estuary. Consequently both methods show a similar level of performance, and one-step method is recommendable in that it is simple and practical in relative terms.

Distribution of Pollutant Content within Surface Sediment and Evaluation of Its Removal Efficiency in the Sihwa Constructed Wetland (시화호 인공습지에서 표층퇴적토의 오염물질 함량 분포와 제거효율 평가)

  • To estimate the pollutant removal efficiency by surface sediment, matter content within surface sediment and its release from the sediment were investigated at 12 sites in the Sihwa constructed wetland. The content of COD, TOC, IL, TN, and TP within sediment varied temporally and spacially, showing ranges of 4.1~7.7 mg/g, 0.29~2.81%, 1.88~8.15%, 0.03~0.35%, 362~1,150 ${\mu}g$/g, respectively. The contents of organic matter and TN were significantly highest in March and decreased towards fall (March${\geq}$May${\geq}$July${\geq}$September, p=0.003 for COD, p=0.001 for TOC, p=0.017 for IL, p=0.015 for TN), whereas TP content was not significant statistically in difference between sampling times. The contents of heavy metals also varied largely with sampling sites and times (As:3.5~3.9 ${\mu}g$/g, Cd:0.08~0.38 ${\mu}g$/g, Cr:51.8~107.0 ${\mu}g$/g, Cu:16.4~81.8 ${\mu}g$/g, Pb:26.~81.8 ${\mu}g$/g, Zn:85~559 ${\mu}g$/g). As compared with sediment quality guideline, the content of organic matter within surface sediment of the Sihwa constructed wetland was classified as unpolluted level. In contrast, the contents of TN, TP and heavy metals were classified as medium or severe pollution state, except some heavy metals (Cu and Pb). From the results of release experiment, TN, Pb, and Zn tend to be removed by surface sediment, but TP, Cd, and Cu have a tendency to released from sediment. Therefore, a relevant plan to improve the removal efficiency of pollutant (especially phosphorus) by surface sediment in the Sihwa constructed wetland is needed.

A Study on the Structural Reinforcement of the Modified Caisson Floating Dock (개조된 케이슨 플로팅 도크의 구조 보강에 대한 연구)

  • In the ship repair market, interest in maintenance and repair is steadily increasing due to the reinforcement of prevention of environmental pollution caused by ships and the reinforcement of safety standards for ship structures. By reflecting this effect, the number of requests for repairs by foreign shipping companies increases to repair shipbuilders in the Southwest Sea. However, because most of the repair shipbuilders in the southwestern area are small and medium-sized companies, it is difficult to lead to the integrated synergy effect of the repair shipbuilding companies. Moreover, the infrastructure is not integrated; hence, using the infrastructure jointly is a challenge, which acts as an obstacle to the activation of the repair shipbuilding industry. Floating docks are indispensable to operating the repair shipbuilding business; in addition, most of them are operated through renovation/repair after importing aging caisson docks from overseas. However, their service life is more than 30 years; additionally, there is no structure inspection standard. Therefore, it is vulnerable to the safety field. In this study, the finite element analysis program of ANSYS was used to evaluate the structural safety of the modified caisson dock and obtain additional structural reinforcement schemes to solve the derived problems. For the floating docks, there are classification regulations; however, concerning structural strength, the regulations are insufficient, and the applicability is inferior. These insufficient evaluation areas were supplemented through a detailed structural FE-analysis. The reinforcement plan was decided by reinforcing the pontoon deck and reinforcement of the side tank, considering the characteristics of the repair shipyard condition. The final plan was selected to reinforce the side wing tank through the structural analysis of the decision; in addition, the actual structure was fabricated to reflect the reinforcement plan. Our results can be used as reference data for improving the structural strength of similar facilities; we believe that the optimal solution can be found quickly if this method is used during renovation/repair.

Monitoring of the Sea Surface Temperature in the Saemangeum Sea Area Using the Thermal Infrared Satellite Data (열적외선 위성자료를 이용한 새만금 해역 해수표면온도 모니터렁)

  • The Saemangeum Reclamation Project was launched as a national project in 1991 to reclaim a large coastal area of 401 km$^2$ by constructing a 33-km long dyke. The final dyke enclosure in April 2006 has transformed the tidal flat into lake and land. The dyke construction has abruptly changed not only the estuarine tidal system inside the dyke, but also the coastal marine environment outside the dyke. In this study, we investigated the spatial change of SST distribution using the Landsat-5/7 and NOAA data before and after the dyke completion in the Saemangeum area. Satellite-induced SST was verified by compared with the various in situ measurements such as tower, buoy, and water sample. The correlation coefficient resulted in above 0.96 and RMSE was about 1$^{\circ}C$ in all data. 38 Landsat satellite images from 1985 to 2007 were analyzed to estimate the temporal and spatial change of SST distribution from the beginning to the completion of the Samangeum dyke's construction. The seasonal change in detailed spatial distribution of SST was measured, however, the estimation of change during the Saemangeum dyke's construction was hard to figure out owing to the various environmental conditions. Monthly averaged SST induced from NOAA data from 1998 to 2007 has been analyzed for a complement of Landsat's temporal resolution. At the inside of the dyke, the change of SST from summer to winter was large due to the relatively high temperature in summer. In this study, multi-sensor thermal remote sensing is an efficient tool for monitoring the temporal and spatial distribution of SST in coastal area.
