This study aims to contribute to urban policy for more effective disaster prevention, as abnormal natural disasters are becoming more frequent. Up to now, the urban plan for disaster prevention in Korea merely includes basic principles and necessities of measures as an early stage. Furthermore, there are difficulties to make specific programs because the legal system, technical instruments, and financial supports are not sufficient. Therefore, this study figures out problems in the current plan related to urban prevention after analyzing the legal system and practices. Resulting from case studies in developed countries, the study draws significant implications, as follows: enhancing legally binding force; improving the procedures for the programs; establising technical infrastructure. It first suggests a way for the urban policy for disaster prevention by considering our local features comprehensively. It then defines the roles of central, local governemnts and research institutions, and the procedure for urban disaster prevention planning building on the individual roles. This study concludes that an emphasis should be placed on institutional tools necessary to publish technical guideline and establish the system so that urban planners more easily access to disaster risk information.

Weather forecasts and advisories provided by the national organizations in Korea that are used to identify and prevent disaster associated damage are often ineffective in reducing disasters as they only focus on predicting weather events (World Meteorological Organization(WMO ), 2015). In particular, typhoons are not a single weather disaster, but a complex weather disaster that requires advance preparation and assessment, and the WMO has established guidelines for the impact forecasting and recommends typhoon impact forecasting. In this study, we introduced the Typhoon-Ready System, which is a system that produces pre-disaster prevention information(risk level) of typhoon-related disasters across Korea and in detail for each region in advance, to be used for reducing and preventingtyphoon-related damage in Korea.

현재 기후 변화를 비롯한 여러 자연재해 및 여러 재해로 인해 막대한 손실을 가져오고 있으며, 이러한 자연재해는 원천적 차단은 어렵다. 그러나 이런 재난 현장의 정보를 실시간으로 수집하여 빠른 시간내에 피해를 줄이기 위한 방안으로 본 연구에서는 ICT 기술을 접목하여 대응전략을 구사하며, 미래 유비쿼터스 사회를 대비하기 위한 USN 기술을 응용한 모델이 필요하여 제안하고자 한다.

Injury is a serious problem that not only causes death but also significantly degrades the quality of life of the people and causes loss of socioeconomic opportunities and costs. Damage occurs as a result of an accident. Among them, natural disasters and artificial disasters take lives of many people in a short time and threaten their physical and mental health. The United States has responded to the disaster by establishing relevant laws and regulations and a response system with the recognition that health is recognised soon to be as national security in the wake of the 9/11 terrorist attacks and the Katrina disaster. It is necessary to build a knowledge infrastructure to train disaster response experts in public health area and to have health competence to cope with disasters.

본 연구는 경제성장의 급속한 발전으로 말미암아 해상으로의 수송 물량이 급격히 증가함으로 인하여, 해상에서 크고 작은 안전사고가 많이 일어나고 있는 바, 이에 따른 안전관리 체계의 중요성이 한층 고조되고 있다. 특히 안전관리 체계를 수립함으로서 인명과 재해를 방지 할 수 있으며, 국가적인 차원에서 철저한 안전사고 예방 및 해양정보 시스템 체계를 구축함으로서 보다 나은 제도적인 정보체계를 연구 고찰하고자 한다.

본 연구는 지역재난관리체계의 평가지표개발을 위해 인위재난의 계층구조 및 지표를 설정하고 각 계층구조별 평가지표간 가중치 및 우선순위를 결정하였다. 측정 결과 예방영역의 상대적 중요도가 가장 높게 평가되었다. 또한, 대응영역이 예방영역 다음으로 높게 평가되었다. 그 이유는 인위재난은 재난발생이 곧 피해발생으로 이어지기 때문에 피해자 구조나 탐색을 강조하게 되어 대응의 중요성이 강조된 것으로 판단된다.

This paper describes Web-based information sharing mechanism in our hazard map creation support system. This system aims at collecting the unique information received from residents and raising resident's consciousness to disasters by recording hazardous locations where residents feel danger in case of disasters. We have implemented a mechanism to share and integrate data of each terminal through a Web server. We expect that this information sharing effects scalability and usefulness of our system by utilizing collected local hazard information of each district.
