학술정보전달시스템으로서 대학출판부의 활성화 방안-부산대학교 출판부를 중심으로-

  • The University Press, as a publishing division of the university, is a high quality and low cost scholarly communication system. In contrast to European and American university presses, Korean university presses publish very small amount of books. So the author took a case study of the Pusan National University Press(PNUP). She interviewed with faculty who had published or were going to publish. And then she analyzed why or why not the faculty at the Pusan National University selected PNUP as a publisher. On the basis Of the results, she identified problems of the PNUP and she made an activating program that can be a n.0, pplied to most of Korean university presses. This program involved setting up the mission of the press; a n.0, ppointing a professional to the staff and establishing a fund; encouraging high quality scholarly publishing, refined bookmaking and positive marketing; and increasing the expense of the library and improving community su n.0, pport of the university press.

A Study on Main Issues of the Constitutional Petition against "the Newspaper Law" (신문법 위헌소송의 주요 쟁점에 관한 연구)

  • The Law Ensuring the Freedom and the Functions of Liability of the Newspapers ("The Newspaper Law") which was passed in the National Assembly on January 1, 2005 is considered as a tremendous setback compared to "the Newspaper Bill" of civil press organizations. Of the two instruments to ensure the editorial freedom, the regulation on the newspaper company ownership share distribution was eliminated and the editorial committee (editorial codes of ethics) became an arbitrary system. That is, the Newspaper Law was criticized as a law of "half-success." However, the Newspaper Law has its own benefit by institutionalizing the establishment of the Korea Commission for the Press, the Press Fund, and the Korea Newspaper Circulation Service for Promoting Newspaper Businesses and by strengthening the criteria to estimate market dominant businesspeople in newspaper market than general markets to ensure the diversity of public opinions. As the Newspaper Law was promulgated, Donga-Ilbo and Chosun-Ilbo submitted the Constitutional Petition against "the Newspaper Law" and the Constitutional Court is expected to give the decision soon. Based on the "Supplements on the Grounds of the Constitutional Petition against the Newspaper Law" ("the Petition"), this paper will examine the main issues of the debates over the Constitutionality of the Newspaper Law.

Evaluating Public Support System on Media the Case of Special Act on Supporting Local Press (미디어 지원제도의 성과와 한계 지역신문발전지원특별법을 중심으로)

  • The purpose of this study is put on the evaluation of public support for media with the case of Special Act on Supporting Local Press whose main purpose can be said to help local press in crisis intending the improvement of news quality. However, it was controversial whether public support on specific media under the governmental leadership, which is related to the disputes on its abrogation with the change of the regime. Therefore, this study tries to evaluate its achievement focused on its effect on the diversity of public opinion especially with the eyes of audience. In-depth interviews were executed to find out whether it had helped local press to improve public interest for the last three years of public support. The interviewees, the readers as well as monitors of local press, answered that there had been some improvement in news quality and diversity of local press in general. However, they thought that fund support for news gathering cost was problematic and would be negative in the long-term perspective. In conclusion, the interviewees regarded Special Act on Supporting Local Press as necessary one to help local press in crisis but pointed out also that the act might not enough to change local press because the situation they were facing is so complex. Hence, this study argues that the evaluation of Special Act on supporting Local Press should be approached Abstracts 683 not on the basis of political logics but of the public interest and democracy.

A new model for transient heat transfer model on external steel elements

  • The Eurocode system provides limited information regarding the structural fire design of external steel structures. Eurocode 1 provides thermal action for external member but only in steady-state conditions. On the other hand, Eurocode 3 provides a methodology to determine heat transfer to external steelwork, but there is no distinction in cross section shapes and, in addition, the calculated temperature distribution is assumed to be uniform in the cross section. This paper presents the results of a research carried out to develop a new transient heat transfer model for external steel elements to improve the current approach of the Eurocodes. This research was carried out as part of the project EXFIRE "Development of design rules for the fire behaviour of external steel structures", funded by the European Research Programme of the Research Fund for Coal and Steel (RFCS).

Estimation of modal correlation coefficients from background and resonant responses

  • A new simple relation for the estimation of modal correlation coefficients is presented. It is obtained from the decomposition of covariances of modal responses into background and resonant contributions, as it is commonly done for the variances. Thanks to appropriate assumptions, the modal correlation coefficients are estimated as weighted sums of two limit values, corresponding to the background and resonant responses respectively. The weighting coefficients are expressed as functions of the background-to-resonant ratios, which makes the proposed formulation convenient and easily accessible. The simplicity of the mathematical formulation facilitates the physical interpretation. It is for example proved that modal correlation coefficients can be non negligable even in case of well separated natural frequencies, which is sometimes unclear in the litterature. The new relation is mainly efficient in case of large finite element models. It is applied and validated on a finite element buffeting analysis of the Viaduct of Millau, the highest bridge deck ever built so far.

  • The publication of the result of scholarly research is an integral part of the process by which learning is advanced. The university presses, as one of the major scholarly publishers are now confronted with many critical problems, such as the declining unit sales, the explosion of manuscripts, the challenge of new publishing technologies, etc., in performing the role of the scholarly communication system. The purpose of this study is to identify the problems imposed on the university presses and alternative strategies for them. For the study, the related literature to the subject were read, analyzed and synthesized, from which the overall prospect of the problems and alternative strategies are derived. The conclusion of the study can be summarized as follows: (1) The faith of the university should lie in its role to advance scholarly learning through production and dissemination of high-quality knowledge, and the university press should materialize such a faith. (2) The scholarly books, though not the best media of scholarly communication taking a side view of its timeliness and brevity, can perform the function of the best media for the specific subject and readers. (3) The scholarly books as national resource must be published for the scholars demanding them even though the publication can't help depending on the subsidiary fund. (4) For the survival and activation of the university presses, the following strategies should be examined, and put in force if necessary. (a) The role of the foundation su n.0, pporting the university presses should be expanded (b) The Co-operative system among the operations of the presses should be established. (c) It is desirable that the university without the press should participate in the university with the press for both the financial su n.0, pporting and the publicizing its faculty's manuscripts. (d) The positive efforts should be made for the increase of sales copies by implementing the dual-system of publication. (e) It is desirable that 'recording system' should be incorporated in the traditional publication system both for the lightening of financial problems and the explosion of publications. (f) It is necessary that the effective methods of the bibliographical control should be developed for the improvement of the scholarly communication. (g) Any kind of the permanent organization composed of the representatives from all the infrastructures of information industry should be established to study the character and direction of technological changes and to discern the better choice of specific, technologies in the scholarly communication system.

In spite of the money market stabilization management of various nations, the stock market of the world was visible the features which slump and sudden rise are insecure. The reliability about dollarization was depreciated suddenly in depression of American money market, and the dollarization was converted with important currency comparison bearish trend. Relates with this, this thesis analyzed press information about the policies which the authorities confronts since global banking crisis after Lehman situation. And it provided various current points. Despite these meanings, this research has several critical points. So this thesis refers the critical points and presets research direction In future.

Dynamic response of layered hyperbolic cooling tower considering the effects of support inclinations

  • Cooling tower is analyzed as an assembly of layered nonlinear shell elements. Geometric representation of the shell is enabled through layered nonlinear shell elements to define the different layers of reinforcements and concrete by considering the material nonlinearity of each layer for the cooling tower shell. Modal analysis using Ritz vector analysis and nonlinear time history analysis by direct integration method have been carried out to study the effects of the inclination of the supporting columns of the cooling tower shell on its dynamic characteristics. The cooling tower is supported by I-type columns and ${\Lambda}$-type columns supports having the different inclination angles. Relevant comparisons of the dynamic response of the structural system at the base level (at the junction of the column and shell), throat level and at the top of the tower have been made. Dynamic response of the cooling tower is found to be significantly sensitive to the change of the inclination of the supporting columns. It is also found that the stiffness of the structure system increases with increase in inclination angle of the supporting columns, resulting in decrease of the period of the structural system. The participation of the stiffness of the tower in structural response of the cooling tower is fund to be dependent of the change in the inclination angle and even in the types of the supporting columns.

National Interest and the News Media -Understanding U.S. Elite Media's Relationship with Foreign Economic Policies- (국가이익과 언론 -미국 엘리트 언론의 국제통화체제 위기 보도를 중심으로-)

  • There emerges a growing concern about South Korea's intellectual dependence on U.S. financial news media. However, those media's inherent relationship with national economic and financial interests has been poorly addressed. This paper thus attempts to identify such a strategic partnership between media and the government by analysing news coverages over four critical arena interwoven with U.S. dollar based financial system. For this purpose, total 152 news articles about Asia crisis, Asian Monetary Fund, Malaysia currency crisis and the new international financial architecture have been examined in terms of frame, attitude, cue-givers and discursive strategies. Research results indicate that not only have the media actively deferred to government leadership bur they have also acted as public diplomats in way of not hampering journalistic credibility. Hence, it is claimed that Korean society needs to formulate a model of media's strategic partnership with government at least in foreign policy arena, as well as to launch discursive strategies against nation-bound global news media.

Semi-active storey isolation system employing MRE isolator with parameter identification based on NSGA-II with DCD

  • Base isolation, one of the popular seismic protection approaches proven to be effective in practical applications, has been widely applied worldwide during the past few decades. As the techniques mature, it has been recognised that, the biggest issue faced in base isolation technique is the challenge of great base displacement demand, which leads to the potential of overturning of the structure, instability and permanent damage of the isolators. Meanwhile, drain, ventilation and regular maintenance at the base isolation level are quite difficult and rather time- and fund- consuming, especially in the highly populated areas. To address these challenges, a number of efforts have been dedicated to propose new isolation systems, including segmental building, additional storey isolation (ASI) and mid-storey isolation system, etc. However, such techniques have their own flaws, among which whipping effect is the most obvious one. Moreover, due to their inherent passive nature, all these techniques, including traditional base isolation system, show incapability to cope with the unpredictable and diverse nature of earthquakes. The solution for the aforementioned challenge is to develop an innovative vibration isolation system to realise variable structural stiffness to maximise the adaptability and controllability of the system. Recently, advances on the development of an adaptive magneto-rheological elastomer (MRE) vibration isolator has enlightened the development of adaptive base isolation systems due to its ability to alter stiffness by changing applied electrical current. In this study, an innovative semi-active storey isolation system inserting such novel MRE isolators between each floor is proposed. The stiffness of each level in the proposed isolation system can thus be changed according to characteristics of the MRE isolators. Non-dominated sorting genetic algorithm type II (NSGA-II) with dynamic crowding distance (DCD) is utilised for the optimisation of the parameters at isolation level in the system. Extensive comparative simulation studies have been conducted using 5-storey benchmark model to evaluate the performance of the proposed isolation system under different earthquake excitations. Simulation results compare the seismic responses of bare building, building with passive controlled MRE base isolation system, building with passive-controlled MRE storey isolation system and building with optimised storey isolation system.
