언론이 산업재해를 보도하는 방식에 관한 연구 삼성 백혈병 사태의 경우 (The Media Coverage of Industrial Disaster in Korea A Case of Samsung Workers' leukemia)

  • 본 연구는 삼성 백혈병 사태에 대한 언론 보도에 초점을 두고, 언론이 산업재해를 보도하는 방식을 살펴보고자 했다. 지상파 방송 3사와 5대 일간지, 인터넷 진보언론, 보수 성향의 인터넷 언론, 경제지 등에서 2007년부터 2015년까지 해당 사태에 관한 보도 기사를 검토한 결과, 다음과 같은 특징을 발견하였다. 첫째, 보수언론과 경제지는 '반도체 노동자의 건강과 인권 지킴이'(반올림)가 노동자의 백혈병 피해를 주장하던 1차 국면에서는 사건을 왜소화(exnomination)하고, 삼성이 '보상' 방법을 적극적으로 개진하던 2차 국면에서는 사건을 확대(nomination)하고 있었다. 둘째, 언론은 삼성 백혈병 사태의 원인 규명보다 결과와 해결책에 더 큰 관심을 보였다. 셋째, 보수언론과 경제지는 해당 사태를 보도하면서 '노동자'와 '노동 현장'을 지움으로써, '반(反)노동 친(親)삼성' 태도를 견지했다. 넷째, 보수언론과 경제지는 사태 전반에서 국가와 시민사회를 삭제하고 시장 중심의 담론을 이어가는 면모를 보였다. 삼성 백혈병 사태에 관한 언론의 보도 방식을 가추적 논증 방식으로 살펴본 결과, 한겨레, 경향신문을 제외하고 대부분의 언론이 기업 친화적 자세를 견지하며 원인 규명보다는 보상에 관심을 보임으로써 책임 소재를 묻거나 따지지 않는 방식을 택하고 있음을 확인할 수 있었다.

Trends in Reports on Climate Change in 2009-2011 in the Korean Press Based on Daily Newspapers' Ownership Structure

  • Objectives: The mass media play a crucial role in risk communication regarding climate change. The aim of this study was to investigate the trend in journalistic reports on climate change in the daily newspapers of Korea. Methods: We selected 9 daily newspapers in Korea, which according to the ABC Association, represented 77% of newspaper circulation, out of a total of 44 Korean daily newspapers. The collected articles were from 2009 to 2011. All of the articles were sorted into the following 8 categories: greenhouse gas, climate change conventions, sea level rise, Intergovernmental Panel on Climate Change synthesis reports, expected damage and effect, use of fossil fuels, global warming, and mitigation or adaptation. A chi-squared test was done on the articles, which were counted and classified into cause, effect, and measurement of climate change according to the newspaper's majority or minority ownership structure. Results: From the 9 selected newspapers, the number of articles on climate change by month was greatest in December 2009. Generally, the articles vague about climate change (lack of precise data, negative or skeptical tone, and improper use of terminology) were much more common than the articles presenting accurate knowledge. A statistical difference was found based on ownership structure: the majority-owned newspapers addressed the cause of climate change, while the minority-owned newspapers referred more to climate change measurement. Conclusions: Our investigation revealed that generally Korean daily newspapers did not deliver accurate information about climate change. The coverage of the newspapers showed significant differences according to the ownership structure.

  • 이 연구는 북한의 저널리즘 이론이 강조하는 국제정세선전과 당 대외정책간의 관계를 중심으로 북한신문의 국제뉴스가 지닌 보도형식과 내용, 그리고 정세선전의 특성을 고찰하였다. 이를 위해 북한의 대표적 일간지 ${\ulcorner}$로동신문${\lrcorner}$${\ulcorner}$민주조선${\lrcorner}$의 국제정세선전 기사를 내용분석하였다. 분석결과에 따르면, 북한신문의 국제뉴스는 김정일 체제가 지향하는 최근의 대외정책 변화를 충실하게 반영하여 당 중앙이 의도하는 대로 국제관계를 분석하고 정세추이를 선전 선동함으로써 주민을 통제하고 동원하는 이데올로기 도구로 활용되고 있음을 알 수 있었다. 그러나 보도의 형식과 내용면에서 두 신문 간의 의미 있는 차이는 발견되지 않았다. 북한의 정치권력과 언론보도의 조응관계를 국제 커뮤니케이션의 관점에서 논의하였다.

Seismic hazard and response spectrum modelling for Malaysia and Singapore

  • Malaysia and Singapore have adopted Eurocode 8 (EC8) for the seismic design of building structures. The authors studied the seismic hazard modelling of the region surrounding Malaysia and Singapore for a long time and have been key contributors to the drafting of the Malaysia National Annex (NA). The purpose of this paper is to explain the principles underlying the derivation of the elastic response spectrum model for Malaysia (Peninsular Malaysia, Sarawak and Sabah). The current EC8 NA for Singapore is primarily intended to address the distant hazards from Sumatra and is not intended to provide coverage for potential local intraplate hazards. Hence, this paper recommends a reconciled elastic response spectrum for Singapore, aiming to achieve a more robust level of safety. The topics covered include the modelling of distant interplate earthquakes generated offshore and local earthquakes in an intraplate tectonic setting, decisions on zoning, modelling of earthquake recurrences, ground motion and response spectrum. Alternative expression for response spectrum on rock, strictly based on the rigid framework of EC8 is discussed.

Building structural health monitoring using dense and sparse topology wireless sensor network

  • Wireless sensor technology has been opened up numerous opportunities to advanced health and maintenance monitoring of civil infrastructure. Compare to the traditional tactics, it offers a better way of providing relevant information regarding the condition of building structure health at a lower price. Numerous domestic buildings, especially longer-span buildings have a low frequency response and challenging to measure using deployed numbers of sensors. The way the sensor nodes are connected plays an important role in providing the signals with required strengths. Out of many topologies, the dense and sparse topologies wireless sensor network were extensively used in sensor network applications for collecting health information. However, it is still unclear which topology is better for obtaining health information in terms of greatest components, node's size and degree. Theoretical and computational issues arising in the selection of the optimum topology sensor network for estimating coverage area with sensor placement in building structural monitoring are addressed. This work is an attempt to fill this gap in high-rise building structural health monitoring application. The result shows that, the sparse topology sensor network provides better performance compared with the dense topology network and would be a good choice for monitoring high-rise building structural health damage.

  • 원자력발전은 우리나라 전력의 약 30%를 공급하는 중요한 전력 공급 수단중의 하나이다. 그러나 2011년 3월 11일 일본 동북부를 강타한 규모 9.0의 대지진으로 인해 발생한 후쿠시마 원전사고는 '국내 원자력 발전은 불안하다'는 불안감을 조성하고 있다. 이러한 불신의 요인은 여러 가지가 있지만 부정확한 언론보도도 일조하고 있다. 이 논문은 1999년 10월 4일 발생한 월성원전 3호기 중수누출에 관한 당시 언론보도 내용 분석을 통해 문제점을 파악하고, 바람직한 언론보도에 대해 알아보기로 한다.

Implementation of bond-slip effects on behaviour of slabs in structures

  • Employing discrete elements for considering bond-slip effects in reinforced concrete structures is very time consuming. In this study, a new modified embedded element method is used to consider the bond-slip phenomenon in structural behavior of reinforced concrete structures. A comprehensive parametric study of RC slabs is performed to determine influence of different variables on structural behavior. The parametric study includes a set of simple models accompanied with complex models such as multi-storey buildings. The procedure includes the decrease in the effective stiffness of steel bar in the layered model. Validation of the proposed model with existing experimental results demonstrates that the model is capable of considering the bond-slip effects in embedded elements. Results demonstrate the significant effect of bond-slip on total behavior of structural members. Concrete characteristic strengths, steel yield stress, bar diameter, concrete coverage and reinforcement ratios are the parameters considered in the parametric study. Results revealed that the overall behavior of slab is significantly affected by bar diameter compared with other parameters. Variation of steel yield stress has insignificant impact in static response of RC slabs; however, its effect in cyclic behavior is important.

Does Public Diplomacy Need a Theory of Disruption? The Role of Nonstate Actors in Counter-branding the Swedish COVID-19 Response

  • Public diplomacy (PD) scholars tend to consider two main principals: the country or agent that conducts PD (Actor A), and target groups in the host country in which PD is conducted (Actor B). The field currently lacks theories of how communications between Actors A and B can be disrupted by a third party, such as a group of motivated trolls, an organised advocacy group, or a hostile country and its agents. The purpose of this article is to outline some theoretical considerations for how the PD research field might move away from a two-actor model of PD to one in which disruption is part of the discussion. The case study explores the activities of an interest group called Media Watchdogs of Sweden (MEWAS). MEWAS was a group of around 200 members who met in a hidden Facebook group to coordinate off-platform activities aimed at influencing perceptions of how the Swedish government handled the COVID-19 pandemic in the eyes of foreign governments, researchers, decision-makers, and media. Much critical news coverage in the international press has been linked to this group. Unpacking some of MEWAS' activities, which can be considered a quite typical mixture of legitimate and illegitimate communication techniques used by activist groups, can help to shed light on some difficult questions regarding disruption in PD.

Deep neural network based seafloor sediment mapping using bathymetric features of MBES multifrequency

  • Seafloor sediment mapping is an essential research topic in shallow coastal waters, especially in port development, benthic habitat mapping, and underwater communications. The seafloor sediments can be interpreted by collecting sediment samples directly in the field using a grab sampler or corer. Another method is optical, especially using underwater cameras and videos. Both methods each have weaknesses in terms of area coverage (mechanic) and accurate positioning (optic). The latest technology used to overcome it is the acoustic method (echosounder) with Global Navigation Satellite System (GNSS) Real Time Kinematic (RTK) positioning. Therefore, in this study will propose the classification of seafloor sediments in coastal waters using acoustic method that is Multibeam Echosounder (MBES) multi-frequency with five frequency (200 kHz, 250 kHz, 300 kHz, 350 kHz, and 400 kHz). In this study, the deep neural network (DNN) used the bathymetric multi frequency, bathymetric difference inters frequencies, and bathymetric features from 5 (five) frequencies as input layer and 4 (four) sediment types in 74 (seventy-four) sample sediment as output layer to make a seafloor sediment map. Results of sediment mapping using the DNN method show an overall accuracy of 71.6% (significant) and a kappa coefficient of 0.59 (moderate). The distribution of seafloor sediment in the study area is mainly silt (41.6%), followed by clayey sand (36.6%), sandy silt (14.2%), and silty sand (7.5%).

  • 이 연구는 최근 한국 언론에서 점차 강도를 더해가고 있는 무보도 현상에 대해 정당성과 타당성을 따져보고자 했다. 무보도란 사회적으로 중요한 이슈임에도 불구하고 언론이 이를 보도를 하지 않는 경우를 일컫는 것으로 언론학계에서 문제의 인식은 있었으나 명확한 사례 연구 및 비판이 이뤄지지 못한 영역이었다. 연구는 국정원 기무사의 민간사찰 관련 사안을 주요 언론사간 보도유무 행태를 중심으로 비교하는 작업을 통해 한국 사회에서 나타나고 있는 무보도 현상이 보도를 못한 것이 아니라 안한 것이며 여기에 신문의 정파성이 개입되어 있음을 밝히는 작업으로 시작되었다. 그런 이유로 무보도는 언론의 사회적 책임이자 수용자의 알권리를 충족시키는 언론윤리 관점에서 기본 책무를 무시하는 행위여서 정당성이 없음을 다양한 이론적 논의와 언론현업의 강령 등을 통해 밝혔다. 그리고 공론장 이론의 논리적 틀과 이를 뒷받침 할 다양한 경험적 자료를 통해 한국 사회의 이념갈등 해소라는 목표에 비추어 무보도 현상이 도움이 안 되는 것이 아니라 해로운 결과를 가져 올 수 있음을 논증하였다.
