A Study on the Change and Improvement of Smart Grid Policy after the Great East Japan Earthquake (동일본대지진 이후 일본 스마트그리드 정책의 변천과 개선방안 연구)

  • This study focuses on the current state of Smart Grid policy in Japan and its problems while the interest in Smart Grid has been increasing since the March 2011 earthquake in East Japan. As a result of the analysis, Japan introduced the fixed price buying system of new and renewable energy in response to the power supply and demand problem caused by the 2011 earthquake in East Japan, and established a decentralized green electricity trading market in which electricity generated from new and renewable energy is traded Smart Grid-related projects were implemented as a solution to solve energy crisis and environmental problems at the same time. As a result, we achieved visible results such as suppressing peak power, reducing CO2 emissions, and securing stable supply and demand of energy using renewable energy sources. On the other hand, the improvement of current Smart Grid policy operation in Japan and the introduction of stabilization system of power system, promotion of international standards of domestic technology related to smart grid, and support for strengthening security of smart grid.

  • A smart grid is a next-generation power grid that can improve energy efficiency by applying information and communication technology to the general power grid. The smart grid makes it possible to exchange information about electricity production and consumption between electricity providers and consumers in real-time. Advanced metering infrastructure (AMI) is the core technology of the smart grid. The AMI provides two-way communication by installing a modem in an existing digital meter and typically include smart meters, data collection units, and meter data management systems. Because the AMI requires data collection units to control multiple smart meters, it is essential to ensure network availability under heavy network loads. If the load on the work done by the data collection unit is high, it is necessary to allocation new data collection units to ensure availability and improve energy efficiency. In this paper, we discuss the allocation scheme of data collection units for the energy efficiency of the AMI.

Optimized Security Algorithm for IEC 61850 based Power Utility System

  • As power grids are integrated into one big umbrella (i.e., Smart Grid), communication network plays a key role in reliable and stable operation of power grids. For successful operation of smart grid, interoperability and security issues must be resolved. Security means providing network system integrity, authentication, and confidentiality service. For a cyber-attack to a power grid system, which may jeopardize the national security, vulnerability of communication infrastructure has a serious impact on the power grid network. While security aspects of power grid network have been studied much, security mechanisms are rarely adopted in power gird communication network. For security issues, strict timing requirements are defined in IEC 61850 for mission critical messages (i.e., GOOSE). In this paper, we apply security algorithms (i.e., MD-5, SHA-1, and RSA) and measure their processing time and transmission delay of secured mission critical messages. The results show the algorithms satisfying the timing requirements defined in IEC 61850 and we observer the algorithm that is optimal for secure communication of mission critical messages. Numerical analysis shows that SHA-1 is preferable for secure GOOSE message sending.

  • Smart Grid is the next-generation intelligent power grid that maximizes energy efficiency with the convergence of IT technologies and the existing power grid. It enables consumers to check power rates in real time for active power consumption. It also enables suppliers to measure their expected power generation load, which stabilizes the operation of the power system. However, there are high possibility that various kinds of security threats such as data exposure, data theft, and privacy invasion may occur in interactive communication with intelligent devices. Therefore, to establish a secure environment for responding to such security threat with the smart grid, the key management technique, which is the core of the development of a security mechanism, is required. Using a hash chain, this paper suggests a group key management mechanism that is efficiently applicable to the smart grid environment with its hierarchical structure, and analyzes the security and efficiency of the suggested group key management framework.

  • Microgrid as a unit component consisting a smart grid is an isolated system, which has a decentralized power supply system. This paper proposes an electrical isolation of the microgrid from the utiliy grid based on a power conditioning system, and also proposes an operation method maintaining the isolated state efficiently using diverse distributed energy resources such as renewable energy sources and energy storage system. The proposed system minimizes the influence of the grid connection on the internal load though a phase detection and synchrnoization to the utiligy grid and the microgrid can be stable even if the grid is failed.

  • In island and backcountry areas, electrical power is usually supplied by diesel generators. It is difficult for small scale diesel generators to have an economy of scale owing to the usage of fossil fuels to produce electricity. Also, there is a problem of carbon dioxide emissions that brings some environmental pollution to the entire region of the area. For solving those, this paper proposes a design method of autonomous micro-grid to minimize the fossil fuels of diesel generator, which is composed of diesel generator, wind turbine, battery energy storage system and photovoltaic generation system. The proposed method was verified through computer simulation and micro-grid operation system.

  • This paper investigates characteristics of high power semiconductor device losses in 5MW-class Permanent Magnet Synchronous Generator (PMSG) Medium Voltage (MV) wind turbines. High power semiconductor device of press-pack type IGCT of 6.5kV is considered in this paper. Analysis is performed based on neutral point clamped (NPC) 3-level back-to-back type voltage source converter (VSC) supplied from grid voltage of 4160V. This paper describes total loss distribution at worst case under inverter and rectifier operating mode for the power semiconductor switches. The loss analysis is confirmed through PLECS simulations. In addition, the loss factors due to di/dt snubber and ac input filter are presented. The investigation result shows that IGCT type semiconductor devices generate the total efficiency of 97.74% under the rated condition.

Short-Term Photovoltaic Power Generation Forecasting Based on Environmental Factors and GA-SVM

  • Considering the volatility, intermittent and random of photovoltaic (PV) generation systems, accurate forecasting of PV power output is important for the grid scheduling and energy management. In order to improve the accuracy of short-term power forecasting of PV systems, this paper proposes a prediction model based on environmental factors and support vector machine optimized by genetic algorithm (GA-SVM). In order to improve the prediction accuracy of this model, weather conditions are divided into three types, and the gray correlation coefficient algorithm is used to find out a similar day of the predicted day. To avoid parameters optimization into local optima, this paper uses genetic algorithm to optimize SVM parameters. Example verification shows that the prediction accuracy in three types of weather will remain at between 10% -15% and the short-term PV power forecasting model proposed is effective and promising.

  • Smart Power Grid (SPG) 분야 실증 플랜드 구축과제는 스마트그리드 플랫폼 기반에서 송전, 변전, 배전 분야의 전력기기와 운영 시스템을 통합해 전력망을 효율적, 지능적으로 운전할 수 있는지를 실증하는 프로젝트이다. 현재 스마트그리드 실증단지에는 송전계통의 무효전력관리시스템, 위성망을 이용한 전압위상관리시스템, 송전선로용 볼센서 등을 다루는 지능형 송전, IEC 61850 기반의 IED를 채용한 변전소 자동화, 전기품질 온라인 감시기능을 갖는 지능형 단말장치를 적용 및 변전소 SCADA 기능을 통합 구현하는 배전지능화가 설치되어 있다.
