  • Korean government, port and logistics companies have given a lot of their efforts to exchange electronic documents between themselves and their partners. As the results of them, Korean EDI(Electronic Data Interchange) standards were made by Korean EDIFACT committee and the standards have been used by companies and governmental organizations in Korea. However, Korean port and logistics EDI system is based on YAN(Value Added Network) and one VAN company has monopolistic right to relay EDI documents to Korean HOMAF(Ministry of Maritime Affairs & Fisheries) and Customs Service. Therefore it leads to a lot of problems such as inconvenient software, expensive transmission fee, insufficient improvement of business process and the difficulty of connection with the in-house systems of user companies. For solving these problems, this study is aimed to progress for XML and XML-based electronic commerce framework. This paper shows a optimal XML/EDl method using XML/EDl, BizTalk Framework, ebXML Framework. Fer improving extant problems in port and logistics industry, this paper proposed XML/EDl system based on system architectural level, support technical level, business infrastructure level.

A Comparative Analysis on the Service Quality of Major Container Ports in Asia (아시아 주요 항만들의 서비스 경쟁력 비교)

  • This study aims to evaluate and compare the service quality level of major container ports in Asia. Seven factors are used to evaluate the port service qualities; informational assistance, location, processing speed, facilities, port operation, costs, and user convenience. Ten ports are selected as a sample; Singapore, Kobe, Osaka, Kaohsiung, Hong Kong, Shanghai, Tianjin, Busan, Kwangyang and Inchon. ANOVA and Duncan's multiple range test are used to analyze the survey data. The empirical results shows that, in general, Korean ports provides poorer service qualities than Singapore, Hong Kong, Kobe, and Osaka. Furthermore, the service quality levels of Korean ports are similar to or no better than Chinese ports.

A Study on the Optimal Service Level of Exclusive Container Terminals (컨테이너 전용부두의 최적 서비스 수준에 관한 연구)

  • This study analyzes the optimal service levels of exclusive container terminals in terms of the optimal berth occupancy rate and the ships' waiting ratios, based on the number of berths. We develop a simulation model using berth throughput data from pier P, Busan New Port, a representative port in Korea, and apply the simulation results to different numbers of berths. In addition to the above results, we analyze the financial data and costs of delayed ships and delayed cargoes for the past three years from the viewpoints of the terminal operation company (TOC), shipping companies, and shippers to identify the optimal service level for berth occupancy rates that generate the highest net profit. The results show that the optimal levels in the container terminal are a 63.4% berth occupancy rate and 10.6% ship waiting ratio in berth 4,66.0% and 9.6% in berth 5, and 69.0% and 8.5% in berth 6. However, the results of the 2013 study by the Ministry of Maritime Affairs and Fisheries showed significantly different optimal service levels: a 57.1% berth occupancy rate and 7.4% ship waiting ratio in berth 4; 63.4% and 6.6% in berth 5; and 66.6% and 5.6% in berth 6. This suggests that optimal service level could change depending on when the analysis is performed. In other words, factors affecting the optimal service levels include exchange rates, revenue, cost per TEU, inventory cost per TEU, and the oil price. Thus, optimal service levels can never be fixed. Therefore, the optimal service levels for container terminals need to be able to change relatively quickly, depending on factors such as fluctuations in the economy, the oil price, and exchange rates.

  • The purpose of this study is to examine the effects of the factors on the usage level of e-business in the shipping companies. In order to do empirical analysis, firstly, this study carried out reliability analysis and factor analysis. Secondly, this study examined the effects of the factors on the usage level of e-business in the shipping companies by multiple regression analysis. In conclusion, the analysis result revealed that 5 factors effect on the service business usage's level and 4 factors effect on the real transaction usage's level of e-business.

  • The port BIM technology has many problems such as lack of relevant system, high cost of BIM infrastructure construction, and process difference of existing domestic inter-industry. Since the port facilities as national key industries are managed and operated by public organizations, it is necessary to integrate IT resources and have a system that needs collective construction and joint utilization management. In this paper, we proposed the convergence of cloud computing technology and BIM as a way to reduce the infrastructure cost required for port BIM operation and to provide various BIM services for domestic process. To do this, we collected system requirements based on demand surveys of port staff and designed a BIM browser that provides IFC-based BIM server and customized services to reduce infrastructure cost in cloud computing environment. In terms of infrastructure, we designed cloud-based IaaS to support cost reduction, which is an essential component, and designed SaaS to support customized services in terms of services. We will perform performance verification with focus on whether port BIM servers and browsers have reached a level where they can manage four BIM models with different types and capacities.

Concept Design of Fire Safety Module for SV20 Service in the Korean e-Navigation System

  • The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included 'Fire detector position factor,' 'Smoke diffusion rate factor,' and 'Fire-fighting facilities factor.'

Evaluating the Levels of Port Services by the Average Waiting Cost of Ships (선박당 평균대기비용에 의한 항만의 서비스 수준 평가)

  • This study estimates the port waiting cost of international trade ports in Korea by an opportunity cost approach. In the next step, we present a method to assess the levels of port services by the average waiting cost of ships derived from the results of the first step. Because the port waiting cost reflects the social cost, it is difficult to use as a service indicator even though it is the decision support information for a particular port facility expansion. The percentages of waiting ships and time also are insufficient indicators to reflect only the quantitative aspects by the time. However, the average waiting cost of ships in this study can be utilized as a service indicator to reflect waiting time and the loss of economic value simultaneously. It is also very useful information for a shipper and a carrier to select a port. Based on the average waiting cost of ships in 2007, it is analyzed in order of lowest service ports sequentially such as Pyeongtaek-Dangjin, Pohang, Donghae, and Samcheonpo. It is different from the sequential order of ports by the port waiting cost such as Pohang, Incheon, Gwangyang, Pyeongtak-Dangjin, and Ulsan. The port waiting cost is to a port authority as a key indicator what the average waiting cost of ships is to a port user as a useful indicator to evaluate the levels of port services.

A Study on the Policy Priorities for the Enhancement of the Trans-shipment Competitiveness of the Port of Busan

  • This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.

A Study on the role of port operation organizations for the development of a region port (지역항만 발전을 위한 항만운영기관의 역할에 관한 연구)

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

A Study on Estimating the Appropriate Fee of Aids to Navigation Service for the Pyeongtaek Regional Office of Oceans and Fisheries (평택지방해양수산청의 적정 항로표지이용료 추정에 관한 연구)

  • Aids to Navigation (AtoN) contribute to preventing marine accidents and protecting marine environment by providing various information such as location information etc. to ships. Recognizing the importance of the AtoN, a 24 won of the AtoN service fee is charged for ships entering and leaving international trade ports. However, while the 24 won of the AtoN service fee has been maintained since its establishment in 1999, the demand for new roles of the AtoN service for autonomous shipping and smart port operations, etc. has gradually increasing with the change of shipping and port 4.0. Thus the purpose of this study was to estimate the appropriate level of the AtoN service fee in accordance with such changes in the shipping and port industries. To accomplish this, a method of recovering the total cost was introduced to the PROOF (Pyeongtaek Regional Office of Ocean and Fisheries). It is estimated that there are four cases in which estimation of the AtoN service fee is estimated in two cases year by year and conversion year, the AtoNs of PROOF are classified into the all and part of a ship using the trade port. As a result of the estimation, the AtoN service fee of PROOF is estimated at 53.78-71.62 won (as of 2019), and 29.78-47.62 won is higher than the today at 24 won. The results of this study can be used as useful basic data for the operation of budgets and policy management considering the role of the AtoN.
