  • NAT (Network Address Translation) is an IP address modification protocol that translates private IP addresses into authentic Internet addresses. The main features of NAT are to improve network security and to save IP addresses. Generally speaking, in order to perform its functionality. NAT uses the address informaiton in the packet header. Certain application protocols, however, use the information in the packet data as well as the imformation in the packet header to perform end-to-end communication. Therefor, to support these types of application protocols, NAT should be able to perform appropriate translation of protocol information in the packet data. In this thesis, we design and implement a method which translates virtual IP information in the packet data into real IP information by using port proxy server.

  • The shipboard working environment of coastal ship is very inferior too the ground working environment and it causes the avoidance of shipboard working and the aging of crew. Especially the air pollution and electromagnetic wave in ships causes an occupational disease. hence to reduce the shipboard working fatigue is necessary by the security of the comfortable shipboard working environment and residence environment. in this paper, first we evaluate the shipboard working environment by using the measurement results of the shipboard air polluting and electromagnetic wave in the sea. And we propose the reduction measures of shipboard working fatigue based on the evaluation results of the shipboard working environment.

  • Online exchange is a cost-effective approach to trade goods and information among multiple sellers and buyers. Shipping industry includes lots of global entities such as shippers, liners, ship owners and shipping agents. Marine insurance companies and ship repairers and many other groups are also supporting the industry. However, international shipping exchanges are located on few cities in the world. Its our motivation that a shipping market can be online so that market participants do the dealing while sitting where they are with more efficient manner, preferable price and larger pool of candidates of trading partners. This paper presents Korean governmental project of building a cyber shipping exchange. The exchange covers ship sale and purchase, charter, insurance, freight futures, repairs, supplying of ships oil and database service. The workflows of each business were analyzed and designed to fit for online environment. The project includes design of trading mechanism, online documents, data flow, data storage and security. Online match making and trading mechanisms such as auction, reverse auction, bid are used. The whole trading process involves multiple organizations and business processes. So, this Paper focuses on how each organization would play their roles so that users can complete transactions with integrated and transparent view. The online exchange selves also as maritime portal site that links to other sites for cooperation vertically or horizontally, and serves database and information in global perspective. This paper also issues and discusses the justification of an online shipping exchange

  • The world views the sea newly for the supplementation of the limited land resources and extension of the national territory especially the sea is changing from the period of the free availability to that of the sea control y the coastal nations in step with the announcement of the marine laws in November 16.1994. Therefore Korea is changing strang fisheries nation the fact is that korea cannot effectively cope with changing fisheries situation and various fisheries difficulties because the fisheries policy system is dispersed to each parts of the government. Therefore I tried to present a theoretical basis by studying in the fisheries administration organization. The vision of Ministry of Maritime Affairs and Fisheries is as follow: a coastal fishery must be able to reproduction change of fishery structure must be able to raising fishery consumption of fishery must be able to improvement live of fishing village must be able to betterment overseas fishing grounds must have to security. The results of this study is as follow: fisheries administration organization must be reform of organization for changing under the all situation fisheries administration organization must be reform of entrepreneurial organization fisheries administration organization must be reform of customer driven organization fisheries administration organization must be reform of competitive organization.

  • Philippine fisheries code of 1998 (Republic Act 8550), which is enacted to achieve food security by managing, conserving and protecting fishery resources, obliges local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection zone. Accordingly, Marine Protected Areas (MPAs) are the most extensively established as fisheries management and conservation tool and over 1,500 MPAs are reported in the Philippines. But there has been debate on the pros and cons of implementing MPAs because of the positive and negative impacts on local communities and fishermen. A dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. For the benefits and costs of MPAs, 43.6% of respondents thought the costs would be larger than the benefit, but 91% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, the estimated Turnbull lower-bound mean WTP (36.75ha) was php 493.6(US$ 11.3) per household to establish the additional MPA (36.75ha) in their municipality waters.

  • As a rapid development of electronic commerce transactions in these days, the security and private protection problems became more important matters under the electronic transaction base. Because electronic transaction using electronic documents be carried without direct person to person meeting, there can be the possibility to use other's identity illegally without notice, and very hard to verify authenticity of transaction as well. In addition, it is very hard to find out that the electronic documents on the process of submitting is forged documents or not, and also have much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic commerce transactions and electronic documents, the digital signature and certification system with cryptography skill is inevitably necessary. As the wide use of digital signature together with beginning of digital government and financial transaction, not only the issuance of electronic certification, but certification market came to gradually expand. In Korea, after enacting digital signature act in 1999, the act contents were expanded to the wide range of contents complying with global standards from the end of 2001 to April, 2002, including the new clause of certification problems. And the act was put into operation now. Therefore, in this paper, we'd like to suggest development scheme through the investigation on electronic certification related problems, such as, concepts, procedures, service conditions here and abroad.

  • In the IMO COMSAR 10th meeting, the SOLAS performance standard draft for Long-range Identification and Tracking(LRIT) was submitted to MSC. '81 meeting for its approval. The LRIT and AIS would provide an important data in monitoring SOLAS vessels at shore. This paper aims to suggest the vision and future directions for a successful E-navigation development in co-orporation with vessel monitoring.
