KRISS와 MMIA 양방향시각비교 교정

  • 1967년 시간의 기본 단위인 초가 세슘원시계에 의해 정의된 이후, 각 국의 표준기관에서는 보다 정확한 원자시계개발 연구와 평가를 수행하고 있다. 이러한 연구는 정확한 시간척도(Time Scale)와 국제원자시를 생성하여 산업과 과학분야에 기여하기 위한 것이며, 이에 필연적으로 국제간 시각비교 개선을 위한 연구도 함께 발전되어 왔다. 전파를 이용한 시각비교는 지상파를 이용하던 70년대 초부터 시작되었는고 1981년부터 GPS에 의한 시각비교 방법이 소개된 이후, 80년대 후반에 들어서면서 GPS 활성화에 따라 급격히 시각비교 정확도가 향상되었다. 그러나 GPS와 더불어 통신위성을 이용한 양방향 시각비교(TWSTFT)의 필요성에 따라 세계 선진 표준기관들은 이 방법을 수행하고 있다. 한국표준과학연구원(KRISS)에서도 통신위성을 이용한 양방향시각비교를 구축하여 운용하고 있으며 아시아, 오세아니아, 유럽지역과 비교를 할 수 있는 시스템을 구축하여 운용하고 있다. 본 논문에서는 PAS-8위성을 이용한 KRISS와 NMIA(호주)와 양방향시각비교를 수행함에 있어 필수적으로 계산 또는 측정하여야하는 오프셋값을 결정방법으로 GPS와 Circular-T를 이용하여 산출한 결과를 제시한다.

Inverted RTK system and its applications in Japan

  • The Real Time Kinematic (RTK) technique is the most productive and accurate GPS positioning method today, as it can be determinate position within few centimeters instantly. This method is widely used for applications such as surveying, structure monitoring and machine guidance etc. In order to perform RTK processing for large scale systems (i.e. precise vehicle monitoring with many rovers), many expensive RTK receivers and same number of bidirectional communication units have to be installed to collect observation data communicate with the reference site and monitor its RTK solutions. Moreover, if applications require remote control or apply sensing instruments, we have to install computers at each rover. To limit expense and complexity of system management with a large number of rovers, we have developed server based RTK processing platform to share RTK function for all rovers. The system can be process many GPS stations with a single personal computer. we have also developed a specialized dual frequency GPS receiver unit without on-board RTK processing capability to reduce receiver cost in order to demonstrate the advantage of our server based RTK platform. This paper describes the concept of our server based RTK platform and specialized GPS receiver unit with existing applications in Japan.

  • According to the recommendation of International Maritime Organization, the Ministry Of Maritime Affairs and Fisheries (MOMAF) of Korea provides the real time Differential Global Positioning System service using maritime radio beacon from 1999. Due to the benefit of DGPS service, the need of this system is increased from various user groups for acquiring the better accuracy and integrity. Therefore, MOMAF has extended their service to inland by installing the additional 6 DGPS stations. This nationwide DGPS service will be fully deployed at 2007. In addition to the extension of service area, MOMAF has a plan to upgrade their nationwide DGPS to High Accuracy Nationwide DGPS (HANDGPS). The planned HANDGPS service of Korea will be a kind of long range RTK or Wide Area RTK techniques to provide under 1m accuracy and start their service from 2009 using the various broadcasting and communication media like as radio beacon, Wibro, Digital Multimedia Broadcasting, High Speed Packet Data Access. The introduction of nationwide DGPS system of Korea and its evolution plan will be addressed in this paper. The research activities related with HANDGPS in Korea is also presented.

  • With the rapid development of spatial infrastructure in US, Europe, Japan, China and India, there is no doubt that the next generation Global Navigation Satellite System (GNSS) will improve the integrity, accuracy, reliability and availability of the position solution. GNSS is becoming an essential element of personal, commercial and public infrastructure and consequently part of our daily lives. However, the applicability of GPS in supporting a range of location-sensitive applications such as location based services in an urban environment is severely curtailed by the interference of the 3D urban settings. To characterize and gain in-depth understanding of such interferences and to be able to provide location-based optimization alternatives, a high-fidelity 3D urban model of Melbourne CBD built with ArcGIS and large scale high-resolution spatial data sets is used in this study to support a comprehensive simulation of current and future GNSS signal performance, in terms of signal continuity, availability, strength, geometry, positioning accuracy and reliability based on a number of scenarios. The design, structure and major components of the simulator are outlined. Useful time-stamped spatial patterns of the signal performance over the experimental urban area have been revealed which are valuable for supporting location based services applications, such as emergency responses, the optimization of wireless communication infrastructures and vehicle navigation services.

Enabling Vessel Collision-Avoidance Expert Systems to Negotiate

  • Automatic vessel collision-avoidance systems have been studied in the fields of artificial intelligence and navigation for decades. And to facilitate automatic collision-avoidance decision-making in two-vessel-encounter situation, several expert and fuzzy expert systems have been developed. However, none of them can negotiate with each other as seafarers usually do when they intend to make a more economic overall plan of collision avoidance in the COLREGS-COST-HIGH situations where collision avoidance following the International Regulations for Preventing Collisions at Sea(COLREGS) costs too much. Automatic Identification System(AIS) makes data communication between two vessels possible, and negotiation methods can be used to optimize vessel collision avoidance. In this paper, a negotiation framework is put forward to enable vessels to negotiate to optimize collision avoidance in the COLREGS-COST-HIGH situations at open sea. A vessel vector space is defined and therewith a cost model is put forward to evaluate the cost of collision-avoidance actions. Negotiations between a give-way vessel and a stand-on vessel and between two give-way vessels are considered respectively to reach overall low cost agreements. With the framework proposed in this paper, two vessels involved in a COLREGS-COST-HIGH situation can negotiate with each other to get a more economic overall plan of collision avoidance than that suggested by the traditional collision-avoidance expert systems.

Design of High Sensitive Broadband Tag Antenna for RFID System in UHF Band (UHF 대역 RFID 시스템용 고감도 광대역 태그 안테나의 설계)

  • This paper presents the design of high sensitive/broadband tag antenna for Radio Frequency Identification (RFID) in Ultra High Frequency(UHF) band. A proposed tag antenna size is $60\;mm\;{\times}\;10\;mm\;{\times}\;1\;mm$. The resonant frequency is 910MHz and bandwidth is about 900 MHz at -10 dB below. The measured return loss and directional pattern have been confirmed a good agreement with the calculation results. The read range of proposed tag antenna with chip is observed about 6.5 m and proposed tag antenna has been observed an average 0.5 m for more than read range of the commercial tag antenna.

  • To instruct in accordance with learner's trait & preceding knowledge, letting the learner control the learning activities is the important task of educator & major goal of the Education Department this year. This article intends to provide useful Instructional Model for the teachers in fisheries marine high school, when they design the individualized teaching model using motivation. One of the major reason for the fisheries marine high school students' low learning achievement is due to the neglecting motivation elements in teaching - learning processes. Recently, with assistance of the information communication technology development, various teaching methods such as Individualized Multimedia Mediated Instruction, Internet Instruction, have come to the major method in activating motivation and computer-mediated instruction considering the learner's individual difference is the useful tools for the instructional efficiency. Because current navigation text book of fisheries marine high school have special characteristic considering the spacial context & time series from departing port to entering port, Teachers can maximize learner's learning accomplishment by using individualized multimedia & providing similar situation like a real navigation(simulating), representing this text characteristics. Thus this paper searches for the specifications of Keller's Motivation Model & Sweeter's Tutorial Model to solve instructional efficiency problems in fisheries marine high school & developed an efficient instructional design by integrating two models.

  • 근래에 들어, ICT (Information and Communication Technologies) 기술을 비롯한 첨단 디지털 기술의 발전으로, 선박/해양 산업에서 운용되는 시스템들은 더욱 복잡하고 다양해지는 경향을 보이고 있으며, 첨단 시스템 운용의 증가는 기존에 경험하지 못한 새로운 위험에 대한 불안과 함께 더욱 체계적인 방식으로 이러한 위험을 분석 및 제어할 수 있도록 하기 위한 발전된 위험도평가 방법론 적용의 필요성을 야기하고 있다. 이 논문에서는 첨단 디지털 기술이 적용되는 자율운항선박에 대한 위험도평가 절차 및 방법론과 정성적 위험도평가(Qualitative Risk Assessment) 적용 사례를 소개하고자 한다. 자율운항선박의 정성적 위험도평가를 위하여 자율운항 시스템들이 탑재된 자율화 등급 3 수준의 가상 자율운항선박을 선정하고, 기존 유인선박의 운용에 필요한 다양한 기능들과 자율운항선박 운용에 필요한 기능들을 식별하여 비교분석 하였다. 또한, 자율운항선박의 운용에 필요한 다양한 기능들의 실패로 인하여 발생 가능한 위험시나리오들을 식별하고, 식별된 위험시나리오를 바탕으로 자율운항선박의 운용 안전성 향상을 위하여 추가 고려되어야 할 안전조치들을 식별하였다. 본 연구 결과는, 이후 연구 수행 계획인 자율운항선박에 대한 정량적 위험도평가 (Quantitative Risk Assessment) 방법론 개발을 위한 자료로 활용될 예정이다.
