A Study on Harmonized Hand Signal Standards for Shipboard Work Safety (1): A Validity Analysis of Ship Hand Signal Standardization (선박작업 안전을 위한 수신호 통일지침 마련에 관한 연구(1) - 선박의 수신호 체계 표준화 타당성 검증을 중심으로)

  • As preliminary work for the establishment of a harmonized ship hand signal standard, this paper explores the availability of hand signals as a means of shipboard work communication and considers the validity of standardization. Prior to the feasibility study, shipboard work activities that use hand signals were classified based only on ship safety managers' arbitrary decisions. This survey was carried out to measure shipboard workers' willingness to communicate with hand signals and their preferences regarding the institutional standardization of a hand signal framework if they engage in activities classified as relevant. The results of statistical analysis (a t-test and correlation analysis) showed that respondents are willing to accept harmonized hand signals regardless of both their work type (crew/safety supervisors) and work department (deck/engine room) under working situations where hand signals are an available means of communication. In addition, there was a significant difference in the extent of shipboard workers' frequency of hand signal usages between each type of work activity, indicating a significant positive (+) correlation between frequency of usage and preference for standardization. Finally, it was concluded that shipboard work communication would be effectively improved if a follow-up study is carried out to establish prioritized harmonized hand signal standards for port-related work activities, such as crane operation, windlass/winch operation, line movement/delivery and cargo hold operations.

  • Self-Assembled Monolayers (SAMs) formed by alkanethiol adsorption to thin metal film are widely being investigated for applications as coating layer for anti-stiction or friction reduction and in fabrication of micro structure of molecules and bio molecules. Recently, there have been many researches on micro patterning using the advantages of very thin thickness and etching resistance of Self-Assembled Monolayers in selective etching of thin metal film. In this report, we present the several machining method to form the nanoscale structure by Mask-Less laser patterning using alknanethiolate Self-Assembled Monolayers such as thin metal film etching and heterogeneous SAM structure formation.

A Study on the situation analysis of Korean Salvage Company (우리나라 해난구조기업의 실태분석에 관한 연구)

  • The amount and quantity of sea casualities are increased by both an increasing sea-borne cargoes and heavy sea traffic. This paper analyzed the situation of Korean salvage company in order to activate on civilbasis, compared with the nature of common enterprises, and reported the object, the necessity, and the cha-racter of salvage company. For the purpose of this study, three parts are considered in order to analyze the environment of salvage company(the trend of sea casualties, sea-borne cargoes-passengers, ship tonnage/age) the effective planning to activate Korean salvage company are abstracted as follows : 1.the political assistance of concerned government authority. 2.the cooperation system of concerned business field. 3.the self-developing management of salvage company.

Some Suggestions for Development of Maritime High School in Korea (우리나라 해운계 고등학교의 발전 과제와 대응 방안)

  • This paper deals with internal and outernal factors of Maritime High School in Korea, and suggests the followings. The fist, superintendent authority of schools should be transferred to ministry of education from ministry of marine. The second, education system should be upgraded to junior college or 5 years education course. The third, the door of maritime university permission should be opened for maritime high school graduates. The fourth, training ship should be built for effective training course required form STCW 95. The fifth, if the graduates form maritime high school engage board, all of them should be exempted from military service responsibility. The sixth, the on board-training system for teachers and instructors should be programmed in order to help them keep and utilize the on board experience in actural education situation. The seventh, the school location should be placed in order to increase the efficiency of the education.

Highway bridge live loading assessment and load carrying capacity estimation using a health monitoring system

  • The Land Transport Authority of Singapore has a continuing program of highway bridge upgrading, to refurbish and strengthen bridges to allow for increasing vehicle traffic and increasing axle loads. One subject of this program has been a short span bridge taking a busy highway across a coastal inlet near a major port facility. Experiment-based structural assessments of the bridge were conducted before and after upgrading works including strengthening. Each assessment exercise comprised two separate components; a strain and acceleration monitoring exercise lasting approximately one month, and a full-scale dynamic test carried out in a single day. This paper reports the application of extreme value statistics to estimate bridge live loads using strain measurements.

  • Today diving activity and technology are indispensable for underwater technology and offshore engineering. And then diving business is still more important to business of subsea. This study surveyed the issue of diving activity in Korea as for compared foreign diving activity. This paper analyzed the status of diving business that include commercial and sport-leisure diving business and development of commercial divers in Korea. This paper reputed the object, the necessity and the character of commercial divers. For the purpose of this study is considered in order to analyze the environment of commercial divers and propose the planning for industrial diving business. Under the present circumstance in Korea this development planning study may be restricted. but the effective planning to activate Korean commercial diving business is abstracted as follows; First, establishment of new course, grade, certificate and licence test for diver is a pre-requisite factor for the successful enactment. Second, the political assistance of concerned government authority is needed. Third, establishment of Korean diving school and medical center for divers are strongly required. Forth, setting up the department of diving activity in university.

  • This paper is a study on standard testing method for type approval of DSC which is the main structure of the terrestrial communication. As authority inspecting offices and producers have no experience for type approval of relative equipments as adapting GMDSS. In this paper, it is to be improved the understanding for type approval ; a system, standard of technic and testing methods, etc and make better quality of relative equipments. Additionally it could help quality and quantity improvement in all radiocommunication parts. Of course, the regulation for type approval had made but most makers didn't know it correctly, so the method of solution have been studied. By result of this study, with comparision and analysis of structure and a condition of efficiency with adapting GMDSS is could help some problems slove in the field and gave testing method of machinery and tools, electrical conditions, came out measurement and did ways standard efficiency.

A Study on the Computerization of School Affairs Management(I) (학사관리업무의 전산화에 관한 연구(I))

  • The conventional school affairs management, with an example of Korea Martitime University (KMU), is studied through the university codes and its internal regulations and the inevitable problems of the conventional school affairs are analyzed. From the view points of complexity of the educational structure and increase in educational population, the computerized school affairs management is increasingly requested. Therefore, in order to design and implement a computerized school affairs management system, a code-system suitable for the KMU is, first of all, constructed and then a data base which copes with various reforms or changes is developed by using the code system and the IMAGE/DMBS of a HP-9040AM computer. A FORTRAN example program shows that the designed data base can be easily transformed into on-line system and made good use of managing school affairs. Furthermore, it is recommended that the university authority organize a research team for designing the total system in future university administration and solving difficult problems occurring through the computerization.

  • The increase in seaborne cargoes has made our coastal traffic congested, and future coastal traffic is also expected to increase considerably as result of our economic development and high dependence on foreign trade. This increased traffic may be a cause of serious sea pollution as well as greater number of sea accidents. In view of this problem the introduction of VTMS along on our coast is required, following careful study of a large number of foreign systems. This paper analyzes the actual condition of 132 VTMSs in the world from the view point of management method authority of VTMS, coverage and characteristics of system. And this results provide helpful information for the development of VTMS in the future and for the implementation of VTMS in our coastal waterway.

  • Ship technology has advanced in many diverse directions in recent years, a trend that can be expected to continue. The effect of this both on the physical equipment now being usedand under construction and on the attitude of mind of many of those responsible for its operation is profound. The technological changes in shipping have brought about an increasing trend towrard more delegation of authority from shoreside to ship management. With increased shipboard responsibility the shipping industry would benefit from seeming that more of the management subjects were learned by nautical students. It is clear advantage that companies should draw into their general management structure men with seafaring experience. At the same time the the boards of shipping companies should include more men with high technological qualificatiions and experience.
