On the Countermeasure for Preventing the Accident of Cargo Handling in Port (항만하역관할의 원인분석 및 예방대책에 관하여)

  • The economy of Korea has grown up significantly in its scale. It has, therefore, become imperative to develop countermeasures to prevent work related injuries and occupational illnesses resultining from haza-rdous working conditions and handling harmful substances. A lot of cargo handling accident in port have occurred due to the characteristics of poor working environment, diversity of working place and method, fluctuation of the amount of cargo and handling of heavy, long, harmful and dangerous cargo, etc. According to '91 industrial accident analysis carried out by the ministry of labour, the number of the stevedores injured by cargo handling accident in port were 1, 432 persons (the death accident : 22 per-sons), the amount of industrial accident compensation in port was 6.7 billion won (the amount of economic loss : 33.6 billion won), and the injury occurance rate of the stevedoring industry was higher than that of the whole industry. This paper, therefore, aims to the actual status of the stevedoring industry and to extract the main cau-ses of the accidents related to cargo handling in port through factor analysis using the data of the accide-nts in the whole habour from 1990 to 1992, and to suggest the countermeasures to prevent such accident. The main causes of the accident and countermeasures are found to be as follows through the factor analy-sis : Factor1, factor2, and factor3 related to a defect of human being and management, a defect of state and environment, and an insufficiency of education and law are extracted. The short-term countermeasures to prevent these accidents are 1) to consolidate the safety and health organization in the working spot, 2) to secure a safe condition in working spot before dock work, 3) to strengthen a dock worker's safety educa-tion. The long-term countermeasures are 1) to promote a decasualisation of dock workers, 2) to modernize the cargo working methods through constructing exclusive pier and introducing exclusive cargo handling equipment, 3) to establish a exclusive dock accident prevention organization and the dock workers law. Factor 4, factor5, factor6, and factor7 related to an unfitness, a deficiency of technical knowledge, a nonfu-lfilment of safety measures, and a bad arrangement are extracted. The countermeasures to prevent these accidents are 1) to perform a complete safety inspection of cargo handling equipments and tools and to carry out the dock work according to a working plan, 2) to publish and supply technical safety books, safety instruction book, safety check list, etc., 3) to strengthen the safety patrol at the working spot in habour and to activate a safety fund, 4) to maintain always a clean workshop with the safety consciousness in which the good arragement of the working spot is considered to be the beginning of safety.

A Study on the Education System of Port Labor in Pusan Port (항만기술인력의 교육제도 개선방안)

  • The productivity of port labor in Pusan port is very low and the ratio of port accident is high in comparision with other advanced foreign ports. The aim of this paper is to find why the productivity in Pusan port is much lower than that of other countries in terms of port labor education systems. To obtain the objective of this study, the writers used 163 questionnaire for port labor in BCTOC, PECT and UTC for the survey of training method of cargo equipment handling. The result of this study shows as follows; (1) From the fact that ratio of labor who were trained by KPTI was 2.5%, we could say the public training system of port labor is not operated properly (2) As most of laborers are trained by the experienced associate, they do not recognize how the level of cargo handling equipment is set to increase the productivity. (3) In order that the port public training system plays a good role in port industry, a new license system should be introduced and an expert education system should be developed.

A Study on Effects of the Decasualization of Port Labor in Incheon Port (인천항 항만노동자 상용화 이후의 변화(효과)에 대한 연구 -인천항운노조 소속 조합원을 대상으로-)

  • As basic study on effects of the decasualization of port labor, this paper watched labor supply framework reorganization, focused on port worker in Incheon port at before decasualization(2005~2007.9) and after decasualization(2007.10~2010.5) and analyzed disposal quantity, workers, workdays, productivity, accident and disaster data that was apt to influence by the decasualization of port labor. Though commercial traffic of Incheon port was decreased in global economic depression, individual workday per month after decasualization compared with before decasualization is decreased by 3.3days from 22.7day to 19.4days, on the other hand, indivisual annual loading and unloading throughput is increased averagely 71.6%, and labour productivity, when 2005 labour productivity are 100, are increased by 67%. After decasualization, overall loading and unloading productivity is improved. But, according to loading and unloading, the number of accident and disaster are increase by 11.7% after decasualization for loading and unloading operation.

  • The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

A Study on Construction of Collision Reproducing Simulator and Application to Analysis of Marine Casualty

  • Ships' collision accident has often occurred in congested waterways or in harbour areas. To examine the cause of collision accident may be necessary to prevention against another similar one. We discuss the construction of ship-manoeuvring-simulator system used for reproducing ships' collision phenomenon The system consists of one simulator bridge for own ship and two control consoles for own ship and target ship. Own ship and target ship are linked each other, and are simultaneously manoeuvred in simulator bridge or at control console respectively. And a simulator experiment for reproducing ships' collision phenomenon and for examining the cause of accident is carried out. Through the present case study, we find out that the constructed simulator system is very useful for reproducing ships' collision phenomenon and for examining the cause of accident.

An Evaluation of Accidents Risk for Cargo Handling Workers in Korean Ports Using the Grey Relational Analysis & Entropy Method (회색관계분석 및 엔트로피법을 이용한 항만하역근로자의 재해위험성 평가)

  • In recent years, an increase in deaths and injuries of port cargo handling workers, has raised the need for more effective accident management. The purpose of this study was to evaluate the accident risk for port cargo handling workers and assess ports with high accident risk within the Korean alternative ports using the Entropy & GRA (Grey Relational Analysis). To achieve this purpose, first, 11 Korean ports were selected and the evaluative factors for their outranking evaluation by brainstorming were extracted. Second, the Grey Relational Coefficient of 11 alternative ports was calculated using the GRA. This paper, finally, determined the priority orders of accident risk through calculation of the Grey Relational Grade as the link Grey Relational Coefficient method and the weights of the evaluative factors were calculated by using the Entropy method. In the proposed model, eight criteria such as cargo worker, old cargo worker, work hours, facilities environment, steel cargo volumes, cargo volumes, injury numbers, and death numbers were collected. Busan port was identified as highest accident risk port, and so it should be a top priority to develop a plan to mitigate the risk.

A Study on the Collision Accident between Ferry Golden Jindo and Ferry Princess

  • Ferry Golden Jindo collided with Ferry Princess near the No.7 light buoy of Incheon Port No.1 Passage in restricted visibility due to dense fog. The result was that Ferry Golden Jindo got a hole at the starboard midship section shell plating and Ferry Princess sustained damages at the starboard bow and 25 persons injured The aim of this paper is to investigate this collision accident, to clarify its causes, and to prevent such accident from occurring again In short, this collision resulted from Princess' high speed in restricted visibility, Golden Jindo's carelessness of watchkeeping, lack of proper safety training of crew, lack of instruction of supervisor, carelessness af PTMS Center and indifference of Korea Shipping Association, etc.

Ship Stability Calculation for Cause Analysis of No. 501 Oryong Sinking Accident

  • Deep-sea fishing vessel No. 501 Oryong was fully flooded through the openings and was sunk down to the bottom of sea due to the very rough sea weather on the way of evasion after fishing operation in the Bearing Sea with many crews dead and/or missed. In this study, calculation of ship stability was carried out using KST-SHIP(ship calculation system of KST), considering the effect of flow fluid and fish catch arrangement according to the progress of its sinking accident, and damage stability was analyzed. For this study, intact stability calculation of its accident ship under the full load departure condition and its calculation result were verified by comparing with each other, and intact stability according to displacement from the departure of accident ship just before the accident was calculated and analyzed. Damage stability was calculated according to the progress during sinking accident and also analyzed.

Compression of the Variables Classifying Domestic Marine Accident Data

  • Maritime accidents result in enormous economic loss and loss of life; thus, such accidents must be prevented, and risks must be managed to prevent these occurrences Risk management must be based on statistical evidence such as variables. Because calculating when variables increase statistically can be difficult, compressing the designated variables is necessary to use the maritime accident data in Korea. Thus, in this study, variables of marine accident data are compressed using statistical methods. The date, ship type, and marine accident type included in all maritime accident data were extracted, the number of optimal variables was confirmed using the hierarchical clustering analysis method, and the data were compressed. For the compressed variables, the validity of the data use was statistically confirmed using analysis of variance, and the data of the variables identified using the variable compression method were designated. Consequently, among the monthly and yearly data, statistical significance was confirmed in yearly data, and compression was possible. The significance of the data was confirmed in six and eight types of ships and accidents, respectively, and these were compressed. These results can be directly used for prevention or prediction based on past maritime accident data. Additionally, the data range extracted from past maritime accidents and the number of applicable data will be studied in the future.
