Respect for human life and respect for human rights are basic values which the organized nursing profession has urged its members to adhere to in their service to human beings. This study was designed and carried out to identify ways to reconcile often conflicting basic values in practice. This study focused on ethical dilema experienced by nurses who were caring for political offenders in prison. Concrete case study was presected to show solutions to the problems.

Epidemiology is the key element of public health and preventive medicine. Reversely, public health and social equity are the basic ground for epidemiologists. Current progress in the various fields of epidemiologic study in Korea calls for the increased participation of the trained epidemiologists. Expanding epidemiologic concepts to the wide spectrum of health and medical programs, active participation to the diversified health service fields and strengthening the role of epidemiology in the social and political decision making should be included in the perspectives of epidemiology in Korea. The future of epidemiology is certainly depend on the efforts of present epidemologists.

The purpose of this study was to analysis on the current state of batterer intervention programs in South Korea. This study was composed of two parts. First, intervention programs for domestic violence batterer in foreign countries were reviewed. Second, bitterer programs in South Korea were explored. In order to expand these bitterer programs in South Korea, culturally appropriate intervention, more innovative research on comparison analysis of diverse intervention approaches, program impact, type of curriculum, and intervention protocol, evaluation criteria, requirements pertaining to program facilitators, political assistance, and coordinated community response and community service are strongly needed.

This article offers a new perspective on the maroon state of Palmares in Brazil. The present essay gives a viewpoint of decolonization in colonial period, describing decolonial aspect and Afro-Brazilian aspect of the history of Palmares. In aspects of Afro-Brazilian, the quilombo of Palmares is resistance and decoloniality of african colonialization in America and Brazil. The Quilombism was born out of quilombo model of economics and politics, in which they exercised rational productions and political system. The purpose is to review and expand upon the historical and cultural context of Palmares and on the aspect for decolonial strategies.

Mobile service that geography, position by development of space Information Technology and technology of communications, space are various to us now becoming limelight as point contents and infra information that customers do demand based on radio superhigh speed authentication net on highly information society by offer infringement problem about individual's privacy or information by political and scientific interest be injured. Purpose of this study grasps use factor of LBS application Mobile service, and it is that analyze actual proof through questionnaire to grasp whether some relation is with value and action determination that is felt of LBS application Mobile service. Distributed all question of 190 copies but disk floret inclination did valid data 171 that clear question and omission remove a lot of questions by type of study among questionnaire of collected 182 wealths. Analyzed factor analysis and authoritativeness to search validity and confidence of questionnaire and used single regression analysis and multiple regression analysis for hypothetical verification. According to verification result, Mobile service that apply position base service usefulness and system quality, adaptedness of Mobile service that apply position base service by leading person affecting in use, acted for connection healthy and felt value is important factor immediately. Usability and social effect, felt expense, privacy did not appear by leading person that keep in mind in this study. Is been related with step that Mobile service that apply position base service is placed. That is, as present childhood, a person who have experience that use service to look for friend is few and usability fairly in last in wide application boundary and this very important person was removed finally in model. This study has sense in terms of study systematically about LBS application service use leading person that is getting into the spotlight worldwide among Mobile service that is injured newly.

Background: This study uses the relevance index to understand the condition of regional medical service use for cardiovascular surgery and to identify the medical service use imbalance between regions. Methods: This study calculated the relevance index of 16 metropolitan cities and provinces using resident registration address data from the Ministry of Government Administration and Home Affairs and the 2010-2014 health insurance, medical care assistance, and medical benefits claims data from the Health Insurance Review and Assessment Service. We identified developments over the 5-year time period and analyzed the level of regional imbalance regarding cardiovascular surgery through the relative comparison of relevance indexes between cardiovascular and other types of surgery. Results: The relevance index was high in large cities such as Seoul, Daegu, and Gwangju, but low in regions that were geographically far from the capital area, such as the Gangwon and Jeju areas. Relevance indexes also fell as the years passed. Cardiovascular surgery has a relatively low relevance index compared to key types of surgery of other fields, such as neurosurgery and colorectal surgery. Conclusion: This study identified medical service use imbalance between regions for cardiovascular surgery. Results of this study demonstrate the need for political intervention to enhance the accessibility of necessary special treatment, such as cardiovascular surgery.

방송에서 공공성이 중요한 이유는 제반 사회에 존재하는 다원적 가치와 그것을 유통시키는 전파의 유한 희소성 때문이다. 방송 전파는 제한되어 있지만 다양한 사회적 가치는 자유롭게 유통되어야 한다. 이것이 방송 공공성의 핵심이다. 방송 공공성의 전제조건은 방송 규제기구와 방송사업자의 자율과 독립이다. 이 연구에서는 방송의 정치적 독립성 문제를 집중 검토하였다. 최근 MBC 피디 체포와 YTN 노조위원장 구속 사태는 아직도 한국사회에서 방송의 정치적 독립성이 심각한 문제임을 보여준다. 지난 2001년 출범한 통합방송위는 사회조합주의 방송 규제기구였다. 2008년 출범한 방송통신위는 국가기구에 가깝다. 공영방송과 방송통신위의 독립성을 강화하는 것이 현 단계 한국 민주주의의 핵심 과제다. 이 논문에서는 한국 방송에 대한 시민의 인식을 확인해 보기 위해 여론 조사를 실시했다. 결과를 보면 일반인과 전문가 집단 모두 현재 방송 독립성이 심각하게 침해받고 있다고 답했다. 본 논문에서는 수용자에 대한 조사 결과를 바탕으로 향후 방송의 독립성 유지를 위한 핵심 정책방향으로 사회조합주의 정책의 재구성 및 규제기구와 공영방송의 거버넌스 재편방향을 제안했다.

아르헨티나 보수 개신교의 정치 참여를 다루는 이 글은 이러한 정치 참여가 민주주의적 가치나 질서에 미치는 영향에 살펴보고자 했다. 특히 종교적 평등과 자유, 그리고 동성 결혼과 성 교육 문제를 둘러싼, 오순절을 포함한 보수 개신교계의 움직임에 초점을 맞췄다. 먼저 식민지 시대와 군사정권의 종교차별적인 정책을 바로잡아 모든 종교의 동등한 대우를 주장했던 개신교 측의 요구는 정치적 평등과 인권 존중을 골자로 하는 민주적인 사회를 전제한다면 지극히 당연하고 자명한 것이고, 아르헨티나 사회의 묵은 과제의 해결을 지향한 것으로 사회의 민주화에 일조했다고 볼 수 있다. 그러나 동성 결혼과 성교육 문제와 관련해 보면 사뭇 다르다. 사회적 약자나 소수자의 상황이나 이들의 권익을 옹호하려는 입법 취지에 고려 없이, 개신교 내부에서조차 그 해석을 둘러싸고 이견을 보이는, 경전의 가르침이나 그에 기반을 둔 윤리만을 고집한다. 이러한 신정주의적 관점과 배타주의적 태도는 무엇보다도 다른 종교나 생각을 가진 사람들, 결혼이나 성에 대한 다른 선택을 하거나 다른 생각을 갖고 있는 사람들의 인권이나 자유를 심각하게 침해할 수 있어, 다원성에 기반을 둔 민주적 질서와 가치에 심각한 위협이 될 수 있다.

The long standing people's culture of Latin America based on social solidarity of the communities makes the political relations between the leader and the people very different from them of the european societies based on the representative democracy. At any rate, the main stream of the Populist Discourses sees the real populist political processes with the pejorative senses attributing the demagogue style of the leaders. In these sense, it is very important to re-consider the populism discourses of Ernesto Laclau who thinks that the populism is a way of interpreting the emergence of the people to establish the social demands in the context of populist real politics. According to Laclau, "the populism seeks for the radical reconfiguration of the revolt of the 'Status Quo' and new order". This work will confirm if this interpretation of Laclau can be applied to Peronist political regime. Meanwhile the first group of the orthodox line of the discourses on populism including Gino Germani shows that the populism is a political movement based on the manipulation and demagogue by the charismatic leader of the irrational mass during the period in transition after the crises of the traditional oligarchy in Latin America. And another line of the main stream of discourses on populism including Cardoso and O'Donnell says that the populism is a political phenomena in a period of transition towards the modernization and the national development by means of the industrialization through the substitution of the imports and the alliance between the classes after the 1930's. But these principal interpretations on populism disregards that in Argentina many urban poor working class people had lived under the racist, unequal painful social relations due to the underestimation and the discrimination by the upper and the middle class with many intellectuals. But Peronism had considered them as the new social subjects with human dignities. And so we have to rethink the clientelism also with another meanings. In this sense, the theories of Ernesto Laclau on populism is very helpful to illuminate the sensitive and ambiguous meanings of Peronism. Especially Peronism makes the urban working class maintain their life styles more tended to them of the traditional communities and go towards the anti-Status Quo. That is a key of success of Peronism not only that time but until these days. And so this study will show that it is the most important thing that Peronist regime had made the emergence of the 'people' in the meaning of advancing the democracy in Argentina.

소방공무원의 업무는 매우 복잡하고, 다양한 양상을 띠고 있으며 고도의 전문성이 요구되는 소방공무원의 공개채용 시험과목조정의 필요성이 제기되고 있다. 본 연구의 목적은 소방공무원 공개채용에 있어 소방공무원 공개채용제도의 실태를 분석하고, 문제점을 도출하여 이를 바탕으로 소방공무원 공개채용의 전문성 제고와 직무수행능력 평가를 위한 시험과목 조정(안)을 제안하는 데 있다. (지방)소방사 공개채용 필기시험 과목 중 행정학개론을 소방행정학으로 대체하고 소방업무와의 연계성을 고려하여 소방관계법을 추가함으로써 소방공무원의 전문성 확보는 물론 효과적인 소방관계법 집행을 위한 바람직한 방안을 제시하고자 함.
