Within five years of Kim Jong-un's rise to power, North Korea conducted four nuclear tests and launched the Hwasong-15, an intercontinental ballistic missile (ICBM), in 2017, declaring the completion of its nuclear forces. During the period when Kim Jong-un completed nuclear forces to maintain the regime, foreign policy factors of the United States, China, Russia, and South Korea drove North Korea's accelerated nuclear development. The main motivating factors were the hostile policies and external threats as security factors. The completion of nuclear forces is also the result of the interplay of domestic political factors, normative factors, and hereditary factors. North Korea has been developing nuclear weapons and missiles for the survival of its regime. To achieve lasting peace on the Korean Peninsula, a new modus vivendi must be sought. It is necessary to set the ultimate goal of North Korea's complete denuclearization and engage in strategic thinking for a realistic and effective phased approach.

우리나라 선거구 획정은 인구의 증감이나 행정구역의 변경뿐만 아니라 지극히 정치적인 의도와 목적을 가지고 이루어져 선거결과에 중대한 영향을 미친다. 이 논문은 선거구 구획의 실행 측면에 초점을 맞추어 선거구 구획을 위한 대안적 방법을 제시하는 데 초점을 맞추고 있다. 즉 과정에서 자의성이 개입될 수 있는 부분에 절차적이고 객관적인 선거구 획정 방법론을 제시하고자 한다. 이를 위하여 선거구 획정기준(인구등가성, 연속성, 공간적 조밀성)을 준수하는 공간 최적화 모델을 고안하고 제19대 선거구 획정결과에서 논란이 되었던 용인시에 적용하여 그 가능성을 평가한다. 모델의 분석 결과는 정치적 고려나 임의적 개입 없이 기저의 데이터만으로 기준을 만족하는 선거구를 확정할 수 있음을 보여주었다. 특히, 모델에 의해서 도출된 선거구는 기존 선거구에 비하여 인구등가성을 향상시켰다.

올해로 한국사회경제학회(약칭 한사경)와 같은 해에 태어난 87년 체제는 역사적 종말을 고하게 되었다. 한사경 창립 30주년을 맞이하여 본 논문은 지난 10년간의 한사경 연구동향을 정리하였다. 이러한 정리는 새로운 체제 속의 한사경의 진로 모색에 일조할 것으로 기대한다. 지난 10년간 주요 연구동향은 다음과 같다. 2007년 미국의 서브프라임모기지 사태로 비롯된 글로벌 금융위기는 글로벌 경제위기로 확산되면서 경제학의 위기마저 초래하였다. 한사경은 경제학의 위기에 대처하면서 불평등의 경제학의 연구에 집중하면서 정치경제학 뿐만 아니라 다양한 접근과 방법론으로 주류경제학을 비판하였다. 그러나 지난 10년간의 보수정권 하에서 진보경제학의 전선이 퇴각하면서 진보경제학은 지식재생산의 위기를 겪으면서 주변화 되어 갔다. 새로운 체제가 들어서면서 전선의 복구 이상으로 중요한 것은 새로운 체제와 시대에 조응하는 진보경제학으로 거듭 나는 것이다. 이것은 우리나라의 유일무이한 진보경제학의 종합학회로서 한사경의 책임이기도 하다.

The purpose of this paper is to make a critique of racial aspects of Caribbean literature more ethical through a constant concern with history and political philosophy. The first step I take for this purpose is a comparative reading of C. L. R. James's view of Toussaint L'Ouverture's position and Frantz Fanon's view of race and class in the historical context of the Caribbean power-relations. In so doing, I examine how Toussaint's and Fanon's wills to negotiation were thwarted in the New World history. To elaborate upon this ethico-political approach, I have recourse to the so-called later Derrida, focusing on his books, such as The Politics of Friendship, Of Hospitality, On Cosmopolitanism and Forgiveness, etc. Taking an up-close look at Derrida's thought, I argue that his political contemplation of ethics is as effective as his deconstruction of "otherness" in dealing with the nature of ethnic clashes in both the real world and minority literature. In the second half of my paper, I reexamine the issues of race, gender, and class in the three novels of Jamaica Kincaid - Annie John, Lucy, and The Autobiography of My Mother. It is conceivable that from the feminist perspective Kincaid's fiction has been read as a postcolonial Bildungsroman. In my supplementary attempts to this criticism, I reveal that the teenage narrator's precocious awareness is still under the colonial influence in the Annie John section. My analysis of Lucy contends that the reasons why the white woman fails to make friends with the young black woman should be sought in the long history of the U.S. racial politics. In the section of The Autobiography of My Mother, I discuss how difficult it is for a minority woman to liberate from the spell of history insofar as she is engaged in the issue of identity. In closing, I pose a need of consolation that literature may grant us by becoming able to produce a different interpretation on all the bleaker reality.

유튜브를 통한 뉴스 이용률이 급증하는 상황에서 본 연구는 유튜브에서 여러 뉴스생산자의 영향력을 실증적으로 규명하기 위해 2단계 의제 설정 이론을 기반으로 뉴스생산자들이 이슈의 어떤 속성을 두드러지게 보도하는지 조사했다. 연구 결과를 통해 방송사가 유튜브에서도 의제를 설정하고 여론을 형성할 수 있는 영향력을 보유하고 있음을 확인했고, 유튜브 환경에서 2단계 의제 설정 효과가 발생할 가능성을 발견했다. 뉴스생산자들이 정치 이슈를 보도할 때 뉴스생산자의 정파성이 작용해 감정적인 단어를 남용하는 것은 아닌지 비판하고, 정치 이슈에 대한 정서적 접근이 뉴스 이용자의 현실 인식에 부정적 영향을 미칠 수 있다는 것을 논의했다.

본 연구는 경제지리학의 인식론적 접근방법과 지역을 기반으로 연구를 전개하는 지리학의 존재론에서 그 접근방법을 살펴보고, 이를 바탕으로 우리나라 경제지리학의 체계화를 시도하는 것을 목적으로 한다. 1956년부터 시작된 한국의 경제지리학 연구는 그 동안 학문의 독자성이나 연구 접근방법의 체계화에 대한 논의가 없이 선진국 학문의 발달 속에서 이루어져 왔다고 할 수 있다. 그래서 접근방법의 체계화를 위한 인식론과 존재론의 축을 기준으로 신고전경제파, 지리적 정치경제파, 지역구조파, 지방자치단체 경제파로 나누어 체계화를 구축했다. 이러한 경제지리학의 체계화에 경제활동의 주요 이론인 세계시스템론이나 조절이론, 네트워크론, 제도주의 등도 내적으로 포섭해 가면서 지적 변화를 추구해 나아가야 할 것이다.

시민들의 대규모 직접행동에 따른 대통령 탄핵이라는 중대 정치변화는 한국민주주의 이론에 중대한 과제를 던지고 있다. 그러나 이러한 현실에 대응하는 이론적 변화를 주도하는 거시이론과 미시이론은 몇 가지 특징과 한계를 아울러 갖고 있다. 촛불의 정치가 제기하는 이론적 과제는 첫째, 새로운 유형의 정치주체의 등장, 둘째, 대의제도와 시민정치의 새로운 관계, 셋째, 대통령제 민주주의의 내각제화라고 할 만한 성격 변화로 특징지어진다. 이에 대한 거시이론의 입장은 민주주의 비관론으로부터 낙관론으로의 선회인데, 그럼에도 불구하고 구체적으로는 기존의 민중 개념으로 포착하기 어려운 새로운 주체에 대한 분석, 정당이나 사회운동조직의 지도력의 쇠퇴 등이 중대한 이론적 과제로 떠오른 셈이다. 미시이론의 경우는 새로운 주체의 네트워킹 방식, 새로운 시민정치와 정당과의 관계의 다양한 양상에 대한 분석 등이 새로운 이론적 과제로 떠올랐다. 종합하자면 촛불의 정치는 민주주의 연구의 분석대상의 확장, 새로운 분석방법의 수용, 그리고 가치지향과 현실분석 사이의 균형회복이라는 과제를 민주주의 이론에 던져주고 있는 것이다.

One of the goals of this article is to continue the momentum begun by emerging scholarship on theory and practice of writing about visual culture of and in Southeast Asia. I hope to offer culturally sensitive and embodied ways of looking at images and objects as sites/sights of cultural knowledge as further theoretical intervention. The argument put forward in my essay is three-fold: first, I critique the prevailing logocentric approach in the field of Southeast Asian Studies and I argue that in a postcolonial, global, and transnational period, it is important to be inclusive of other objects as sites/sights of social, political and cultural analysis beyond written and oral texts. Second, I argue that although it has its own political and theoretical problems, the evolving field of Visual Studies as it is practiced in the United States is one of many ways to decolonize the prevailing logocentric approach to Southeast Asian Studies. Third, I argue that if one reads these Euro-American derived theories of vision and visuality through the lens of what Walter Mignolo calls "colonial difference(s)," then Visual Studies as an evolving field has the potential to offer more nuanced local ways of looking at and understanding objects, vision, and visuality. Last, I point out that unlike in the West where there is an understanding of pure, objective and empirical vision, local Southeast Asian perspectives on objects and visions are more embodied and multi-sensorial. I argue that if one is ethically mindful of the local cultural ways of seeing and knowing objects, then the evolving field of Visual Studies offers a much-needed intervention to the privileged, lingering logocentric approach to Southeast Asian Studies. Moreover, these alternative methods might help to decolonize method and theory in academic disciplines that were invented during the colonial period.

This study focus on oriental way for Win-win leadership of modern time using systems thinking approach. We constructed concept, 'Modesty Leadership' from oriental bible- Tao Te Ching, Change Ching, the Analects of Confucius. This work described in the paper based on case collected from 2011 Seoul city mayor election in the Korea. There are three initial aims : to confirm what feedback loop affected approval rating, to determine how these feedback interacted and to establish the significance of cognitive mapping. The use of system thinking to model cognitive mapping of political election untraditional approach in study of oriental bible. This approach is valuable in that it can be to understand management strategies and their effect on decision making.

Despite the proliferation of studies on emotion, little attention has been paid to the effects of discrete emotion on political participation. Using a representative survey conducted on a sample of South Korean citizens in the aftermath of the Sewol ferry accident, the current survey explored how anger and sadness, as well as the ways people express those emotions, influence the orientation of their response in social environments and, ultimately, their voting intention. The results partially supported the discrete effects of sadness and anger in eliciting reactions of approach or avoidance. Anger was found to provoke an approach action tendency in independent voters and supporters of the opposition, while also eliciting an avoidance action tendency with a varying effect size across all three groups of respondents. Sadness also prompted an approach action tendency in independents and supporters of the incumbent party, while it manifested a negative association with the avoidance action tendency in supporters of the opponent party. An interpretation of the findings and proposed directions for future research are presented.
