Towards an Innovation Policy in the Post Catch-Up Era

  • As the catch-up innovation system was exposed to a new competition environment in which second-tier catch-up countries reduced the gap with Korea and advanced Korean firms entered into the frontier product market, it is experiencing system delay in terms of organizational and policy change. Therefore, innovation policy needs to be reorganized from a dynamic perspective to analyze the problems in the transition period and enable the system to overcome organizational and institutional delays. This article investigates the characteristics of transition periods in terms of external environment changes and internal socio-economic pressures. Based on the analysis of environment changes and catch-up system characteristics, it suggests the framework for policy intervention, direction, and practical principles for post catch-up innovation policy. In particular, it suggests the network-based developmental state and policy implementation in order to overcome the limitation of centralized developmental state of catch-up periods.

  • The digital economic environment of next generation, which digital high-technology industry appears to be the economic center of the high degree of industry structure, is expected to be developed as the existing traditional industry is merged with high tech digital one. The developing system of contents policy for digital industry means the policy and vision, and strategic structure which get the mechanism of contents industry structure to work. The promotion organization of digital contents policy is requested to secure the framework of digital contents industry based on cluster, the infra framework of digital infra culture, the infra framework of industry-academic cooperation, and the overall digital contents based on motive policy for the vitality of the youth. The application of digital contents policy may lead to establish the framework of the growth for the every unit of industry with the cluster oriented system.

  • MANET(Mobile Ad-hoc NETwork), a network characterized that its moving nodes freely constructs Network topology, has other different characteristics. Because Policy based Network Management in MANET guarantees QoS between nodes, it is essential in applied areas like VANET which targets safety and convenience. In this paper, we use COPS-PR which is appropriate Policy Exchange Protocol for MANET, and implement DiffServ-based QoS in the real networks and experiment its capability.

New Venture Incubation Framework: An Indian Academic Model

  • Institution-based Technology Business Incubators are on the rise in India, as a means of promoting innovation-based tech start-up ecosystems, due to increased policy initiatives. Against this background, we have traced the origin and process of building a start-up ecosystem in IIT Madras, Chennai of India, based on semistructured interviews held with the stakeholders of the ecosystem. Subsequently, we have ascertained the key components of IIT Madras start-up ecosystem, and the process of incubation comprising pre-incubation, incubation and post-incubation phases. Finally, we have derived the key lessons from the ecosystem development experience and incubation process which enable generation of start-ups from both students and faculty, apart from alumni and ex-industry executives. Though this ecosystem model has emerged over a period of time through learning and experience, the ecosystem is able to generate more than 100 start-ups, majority of them being from students and faculty. Thus, the evolved start-up ecosystem of IIT Madras is able to generate faculty-supported and student-led entrepreneurship successfully.

  • Because of increasing the notebook computer and PDA, users' requirement with respect to mobility is growing more and more. However, current IP protocol is not changed IP address and can not deliver IP packets on new location of host in case moving another network. To solve this problem, the IETF has proposed mobile IP. The network management for maintaining stable and efficient environment is more difficult according to being various by complicated network environment and requirements of provided service and user. The recent rises concern about policy-based network technology. Therefore, this paper proposed a framework of policy-based network and developed policy scenarios using the presented policy language of mobile IP.

Model-based Construction Policy Making: Singapore Government's Strategies for the Diffusion of Prefabrication

  • Construct ion sector government policies are targeted towards regulation than facilitation and management. This approach often fails to integrate different segments of the public and private and seems to be inadequate in encouraging the private sector to achieve better quality construction. This situation suggests a need for a better and systematic approach for construct ion policy making. This paper suggests a model-based approach to public policy making using system dynamics approach. Singapore government's policy making efforts to encourage the use of prefabrication are discussed as an application example. This paper presents system models which discuss strengths and weaknesses of the current construction system in Singapore using casual loops, and highlights the feedback processes that would be useful in decision making for the government. Based on these system dynamics models, this paper identifies four major potential policy interventions policy interventions.

A Study on the Information Security Measures Influencing Information Security Policy Compliance Intentions of IT Personnel of Banks (은행 IT 인력의 정보보호 정책 준수에 영향을 미치는 정보보호 대책에 관한 연구)

  • This study proposes the practical information security measures that help IT personnel of banks comply the information security policy. The research model of the study is composed of independent variables (clarity and comprehensiveness of policy, penalty, dedicated security organization, audit, training and education program, and top management support), a dependent variable (information security policy compliance intention), and moderating variables (age and gender). Analyses results show that the information security measures except 'clarity of policy' and 'training and education program' are proven to affect the 'information security policy compliance intention.' In case of moderating variables, age moderated the relationship between top management support and compliance intention, but gender does not show any moderating effect at all. This study analyzes information security measures based solely on the perception of the respondents. Future study may introduce more objective measurement methods such as systematically analyzing the contents of the information security measures instead of asking the respondents' perception. In addition, this study analyzes intention of employees rather than the actual behavior. Future research may analyze the relationship between intention and actual behavior and the factors affecting the relationship.

Putting Climate Change into Water Resource Management: Adaptation Efforts in the U.S., U.K., Canada, Australia, and the Netherlands

  • As global climate change is expected to influence regional water resources, water resource managers need to establish adaptive management to cope with climate change. We examined adaptive management efforts in the US, UK, Canada, Australia, and the Netherlands. Each country is implementing different levels of adaptation efforts based on current water management practices, institutional arrangements, as well as the varying degree of water availability, current climate effects and expected climate change effects. Based on the comparison of these countries, we suggest policy implications for the sustainable water resource management of Korea under climate changes.

  • Very various intrusion by development of systems that is based on network is spread. To detect and respond this intrusion, security solutions such as firewall or IDS are bringing and management of security system that load these becomes more harder. Moreover, because environment of systems that require security is various, hard to manage establishing suitable security policy Therefore, need model about enterprise management of various security system and intrusion detection of each systems and response. In this paper, improve PBNM structure that manage wide network resources and presented suitable model in intrusion detection and response of security system. Also, designed policy-based enterprise security management system for effective intrusion detection and response by applying presented model to enterprise security management system.
