  • The global rise of greenhouse gas(GHG) emissions and its potentially devastating consequences require a comprehensive regulatory framework for reducing emissions, including those from the transport sector. alternative fuels and technologies have been promoted as a means for reducing the carbon intensity of the transport sector. Renewable fuel policies were historically motivated by energy security concerns, and to promoted agricultural industries. In the last decade, biofuels have also been discussed as low or net-zero carbon soures of energy for transportation. Hence, the development of biofuels has been supported by a range of policy instruments, including volumetric targets or blending mandates, tax incentives or penalties, preferential government purchasing, government funded research, development in world-wide. As one of the most powerfuel instruments, renewable fuel mandates require fuel producers to produce a pre-defined amount(or share) of biofuels and blend them with petroleum fuel. In this study, we reviewed Renewable Fuel Standard(RFS, USA), Renewable Transport Fules Obligation (RTFO, UK) as a renewable fuel mandate policy to reduce GHG. This includes not only mandate system for blending of biofuels in transport fuels, but also sustainability to use biofuels in this system.

  • As the means of implementation, the GCF and scaled-up climate finance compose major elements of a new climate agreement that will be implemented in 2020. The new agreement will be applicable to all parties, implying that developing countries as well as developed countries will be responsible for reducing GHG emissions. Achieving the goal of mobilizing 100 billion dollars will depend on the efforts put forth by developing countries in terms of meaningful mitigation actions and transparent implementation of the mitigation targets. This paper describes a major achievement on the negotiation related to climate finance since the Convention established and addresses the issues and perspectives for the Paris Agreement.

  • Cancer management has become a major policy goal for the government of the Korea. As such, the government introduced the National Cancer Control Plan (NCCP) to reduce the individual and social burdens caused by cancer and to promote national health. During the past 25 years, 3 phases of the NCCP have been completed. During this time, the NCCP has changed significantly in all aspects of cancer control from prevention to survival. The targets for cancer control are increasing, and although some blind spots remain, new demands are emerging. The government initiated the fourth NCCP in March 2021, with the vision of "A Healthy Country with No Concerns about Cancer Anywhere at Any Time," which aims to build and disseminate high-quality cancer data, reduce preventable cancer cases, and reduce gaps in cancer control. Its main strategies include (1) activation of cancer big data, (2) advancement of cancer prevention and screening, (3) improvement in cancer treatment and response, and (4) establishment of a foundation for balanced cancer control. The fourth NCCP has many positive expectations, similar to the last 3 plans; however, cross-domain support and participation are required to achieve positive results in cancer control. Notably, cancer remains the leading cause of death despite decades of management efforts and should continue to be managed carefully from a national perspective.

  • This study starts from the genealogical analysis of the urban public spaces through local history of Seoul which is significantly different from western countries. The analysis targets the discourse on the urban street, the basic unit of urban tissue and the settlement condition in urban life, which defines urban space-structure among the urban public spaces. And this research classifies and categorizes the value recognition and policy value occurred each period. Based on these, this research defines the progress levels of urban public design policy in Seoul as follows. Results Firstly, 1890's and 1900's was the period of development in commerce and industry, which caused congested and crowded streets. The open port policy allowed the experience of the foreign circumstance, and thus the identity of the urban streets and the value of symbolism come to realize among the society. During the Japanese colonization, urban streets put on modernized images through the urban remodeling out of the context according to the colonization policy. The brand-new values such as publicness and amenity are injected as well as modern regulations by system and authority. From Liberation to 1950's, it performed only street restoration as a repair from war with Japanese colonial system because of the political confusion and administrative vacuum. Finally, each period can be defined as follows. 1890's and 1900's can be defined as 'spontaneous finding the modernization' because urban street was intentionally transformed by the empire. Period of the Japanese colonization can be defined as 'the formation of modernized urban street concept and the compulsion of modernized regulation.' And period of from Liberation to 1950's, can be called as 'the absence of value recognition and maintenance of colonial system.' methodology.

  • This study empirically analyzes the policy demand for population inflow in Hongcheon-gun, a region that has experienced population decline over the past decade. The results of this study based on the multinominal logit model provide the policy implications as follows. First, due to the differing factors influencing the demand for population inflow policies among the young and the elderly, local governments should clearly define the policy targets for population inflow. Second, in the context of policy demand for population inflow through corporate attraction, we identify statistically significant and positive effects of the length of residence for both young and old people, and the level of formal education for the elderly. These results emphasize the importance of formulating population inflow policies distinctively targeted for the young and the elderly generations, respectively, thereby increasing population inflow in the population reduction area.

  • Sonobuoys are disposable devices that utilize sound waves for information gathering, detecting engine noises, and capturing various acoustic characteristics. They play a crucial role in accurately detecting underwater targets, making them effective detection systems in anti-submarine warfare. Existing sonobuoy deployment methods in multistatic systems often rely on fixed patterns or heuristic-based rules, lacking efficiency in terms of the number of sonobuoys deployed and operational time due to the unpredictable mobility of the underwater targets. Thus, this paper proposes an optimal sonobuoy placement strategy for Unmanned Aerial Vehicles (UAVs) to overcome the limitations of conventional sonobuoy deployment methods. The proposed approach utilizes reinforcement learning in a simulation-based experimental environment that considers the movements of the underwater targets. The Unity ML-Agents framework is employed, and the Proximal Policy Optimization (PPO) algorithm is utilized for UAV learning in a virtual operational environment with real-time interactions. The reward function is designed to consider the number of sonobuoys deployed and the cost associated with sound sources and receivers, enabling effective learning. The proposed reinforcement learning-based deployment strategy compared to the conventional sonobuoy deployment methods in the same experimental environment demonstrates superior performance in terms of detection success rate, deployed sonobuoy count, and operational time.

  • The government real estate policy has repeatedly relaxed and reinforced controls under the mutually contradictory targets. Switching over the supporting policy after the IMF crisis to the regulating policy from 2003, the government housing policy began to generate ill effects due to various regulations. This stud carefully investigates and statistically tests the transmissions of variations in the housing prices between the metropolitan areas in the early stage of the preceding administration, under the effect of the supporting scheme, and those in the late stage, under the effect of the restricting scheme. The distinctive feature between the two periods is found to be much simplified interrelationships of the price variations in the latter period. Consolidated leading role of capital sphere, by concentrated economic strength, suggest the obvious imbalance between variations in the metropolis housing prices.

  • Reducing emissions across all sectors requires a well-designed policies tailored to fit specific national circumstances. And every climate policymaker would like to have an accurate method of assessing the quantitative impacts of future policies to address GHG-related problems. Estimates of future changes in a nation's GHG emissions, the expected environmental impacts of future energy sector developments, and the potential costs and benefits of different climate technology and mitigation policy options are desirable inputs to policy making. Various mitigation analysis and modeling approaches helped to fill the needs for these kinds of information, and as such has been an important part of national mitigation policy making in many countries for most of two decades. This paper provides a overview of GHG mitigation policies and mitigation analysis, and sectoral mitigation circumstances and potentials.

  • As a result of the study, the poorest keywords were information, big data, management, policy, government, law, and smart. In addition, as a result of network analysis, related research was being conducted on topics such as data industry policy, data governance performance, defense, governance, and data public. The four topics derived through topic modeling were "DG policy," "DG platform," "DG in laws," and "DG implementation," of which research related to "DG platform" showed an increasing trend, and "DG implementation" tended to shrink. This study comprehensively summarized data governance-related studies. Data governance needs to expand research areas from various perspectives and related fields such as data management and data integration policies at the organizational level, and related technologies. In the future, we can expand the analysis targets for overseas data governance and expect follow-up studies on research directions and policy directions in industries that require data-based future industries such as Industry 4.0, artificial intelligence, and Metaverse.
