According to the result of this study, China and Japan, the competing countries of Korea are progressing their policy to develop port more intensively than ever. To cope with this situation, it is required for Korean port to prepare systematic and strategic measure as follows. First, the cooperation strategy is necessary to operate domestic port. Second, it is required to set strategy to construct infrastructure for physical distribution in the port. Third, it is necessary to consider inducing transshipment cargo and development of strategy for connected transportation network. Fourth, the system of international physical distribution centering around complex behind ports shall be constructed.

In order to meet various requirements for transmission quality of both primary users (PUs) and secondary users (SUs) in cognitive radio networks, we introduce a channel bonding mechanism for PUs and a channel reservation mechanism for SUs, then we propose a novel spectrum allocation strategy. Taking into account the mistake detection and false alarm due to imperfect channel sensing, we establish a three-dimensional Markov chain to model the stochastic process of the proposed strategy. Using the method of matrix geometric solution, we derive the performance measures in terms of interference rate of PU packets, average delay and throughput of SU packets. Moreover, we investigate the influence of the number of the reserved (resp. licensed) channels on the system performance with numerical experiments. Finally, to optimize the proposed strategy socially, we provide a charging policy for SU packets.

본 연구는 OECD 국가를 대상으로 복지국가의 아동 가족복지지출과 아동빈곤율의 관계를 분석한 탐색적 연구이다. 아동 가족복지지출은 복지국가의 아동 가족을 대상으로 한 복지 노력(welfare effort)을 나타내는 지표이며, 본 연구에서는 아동 가족복지지출 총량뿐 아니라 아동 가족을 대상으로 한 다양한 분야의 복지지출을 구분해서 분석함으로써 아동 가족에 대한 구체적인 복지국가의 복지노력과 아동빈곤율의 관계를 분석하였다. 본 연구에서 사용된 아동빈곤율 자료는 LIS와 OECD에서 계산한 데이터를 이용하였고 아동 가족복지지출 자료는 OECD SOCX 자료를 활용하였으며 23개국을 대상으로 상관관계 군집분석 방법을 이용하여 분석하였다. 이 분석을 통해 아동빈곤율에 대한 급여전략(benefit strategy)과 근로전략(work strategy)의 유효성을 파악할 수 있었다. 아동빈곤율이 높은 국가들은 대부분 전체빈곤율보다 아동빈곤율 수치가 더 높은 반면, 스칸디나비아 국가들은 아동빈곤율 수준이 전체빈곤율 수준보다 낮았다. 아동 가족복지총지출과 아동빈곤율의 상관관계는 매우 높았고, 특히 서비스지출, 휴가급여지출과의 상관관계가 높았으나 현금급여지출과 아동빈곤율의 상관관계는 통계적으로 유의미하지 않았다. 이상의 결과를 통해 우리나라 아동빈곤율 완화를 위해서는 무엇보다 아동 가족 분야 사회복지 예산과 지출을 증가시켜야 하며, 아동 가족복지지출 중에서도 서비스지출, 휴가급여지출을 증대시켜야 하며, 아동이 있는 가구 부모의 경제활동을 지원하는 적극적노동시장 정책 등 아동가구 부모에 대한 근로지원정책을 확대시켜야 한다는 정책적 함의를 도출할 수 있었다.

본 연구에서는 해양공간 통합관리 수단의 지원책으로 활용되는 해양공간 정책 시뮬레이터 기술에 대한 한국, 중국, 일본, 미국, 유럽 등 주요 5개국에 대한 정량분석을 위한 유효특허 1,474건을 도출하고, 연도별, 국가별 특허출원 동향 및 워드 클라우드 분석을 통해 국내 기술 경쟁력 및 국내·외 기술 트렌드를 파악하였다. 분석 결과 해양공간 정책 시뮬레이터 기술의 경우 중국(1,254건, 85.1%) 주도의 특허출원이 활발하게 이루어지고 있으며, 세부 기술별로는 어업환경 변화예측 및 활용 시뮬레이터(AC)가 392건(26.6%)으로 가장 높은 것으로 나타난다. 핵심 키워드 변화를 통해 최근에는 다중 데이터의 수집과 데이터의 탐지, 예측, 평가 등으로 기술 트렌드가 이루어지고 있음을 확인하였으며, 중국 주도의 시장 독과점 및 선점에 대비하기 위해 주변 기술에 대한 특허출원 고려 및 표준화 선점 등의 연계 전략을 통한 대비와 정부 차원의 해양공간 정책 시뮬레이터 기술 연구개발에 대한 적극적인 정책적 지원이 필요함을 진단하였다.

Background: Malawi's 2018 National Energy Policy includes nuclear power as an energy option with an operational 100 MW targeted for 2035. Materials and Methods: This paper challenges the scope of the policy on nuclear power by reviewing its implementation strategy and comparing it to: the strategy established for coal in the same policy; some experiences from other countries; and documents by the International Atomic Energy Agency (IAEA) relating to establishing a national position on nuclear power and infrastructural requirements for a nuclear power program. Results and Discussion: It is found that the pro-nuclear position is uninformed, and targets are unrealistic owing to a lack of understanding of nature of nuclear power including the requirements for safety, security and safeguards, and nuclear infrastructure. It is apparent that neither consultation nor a proper analysis were comprehensively conducted for nuclear. Though the national energy policy suggests a national position for nuclear energy, the content does not demonstrate that the position was arrived at knowledgeably. Conclusion: Thus, nuclear power may presently be viewed as a potential energy option that is yet to be seriously considered. It is important to build an appropriate level of literacy on nuclear science and technology for policy makers, key stakeholders, and the public to be better positioned for strategizing on nuclear power.

본 논문에서는 용인지역 IT산업 육성을 목표로 용인지역 IT산업 육성 성공요인 및 성공전략에 관련된 선행연구 결과를 기반으로 용인지역 IT 산업단지 조성을 위해서는 어떠한 전략을 우선적으로 일관성 있게 추진해야 하는지를 IT기업, 행정공무원, 교수 및 연구원의 측면에서 AHP 기법을 적용하여 분석하였다. 그리고 IT산업단지 조성전략 분석에서 제시된 결과를 바탕으로 용인지역 IT산업단지 조성방안을 수립하였다. 본 연구에서 전문가 방문조사 및 설문조사 등을 통해 제시한 용인지역 IT산업단지 조성방안은 용인시 IT산업 육성을 위한 정책수립에 크게 기여할 수 있을 것으로 판단된다.

유럽은 산업기술진보가 가까운 장래에 고용을 창출한다면 과학기술연구는 먼 장래의 고용을 창출한다는 관점에서, 미국이나 일본에 비해 열세인 현재의 과학기술연구 추세가 미래 유럽의 고용창출에 부정적 영향을 미칠 것이라는 인식 아래 새로운 정책 방향을 모색하고 있다. 특히 유럽연합은 2020전략을 발표하여 세계에서 최고의 지식사회가 되기를 겨냥하고자 노력하고 있다. 본 논문에서는 EU의 2020전략을 살펴보고 한국 국제기술협력 정책방안을 찾도록 하는데 연구의 목적을 둔다. 제 2장에서는 EU의 국제기술협력 정책을 살펴보았고 제 3장에서는 EU의 2020 발전전략에 대한 배경 및 내용을 알아보고 제 4장에서 EU 2020 발전전략을 우리나라 국제기술협력 정책대안을 살펴보았고 제 5장은 결론부분으로 되어있다.

이 글의 목적은 사회의 대사건이나 주요 공공 정책에 관한 기록화를 위해 작동되는 보존기록 시스템에 관한 논의이다. 필자는 세 가지를 제안하였다. 첫째는 기록이 만들어지는 같은 시대에 보존기록을 선별하는 기록화 전략의 개발이다. 여기에는 기록에 포함된 모습이 중요하며 여기에 가급적 넓은 사회적 맥락이 반영되어야 한다는 것으로, 필자는 이는 보존기록의 가치에 관한 사고의 전환에서 비롯된 것으로 보았다. 둘째는 그러한 전략에 해당하는 보존기록을 획득하기 위한 도구의 개발이다. 기록화 전략은 전략에 맞는 기록을 획득하는 별도의 방법을 필요로 한다는 것이 필자의 주장이다. 셋째는 이러한 기록화 전략과 기록 획득수단의 지속가능성이다. 이와 관련하여 필자는 현행 한국의 국가 아카이브 체제의 문제에 관해 논의하였다.

To counter-attack against piracy, the movie industry is continuously developing new technologies for the protection of intellectual properties, only to find them instantly useless especially in the digital age. This study shifts the focus from technology to customer behavior, and analyzes customer behaviors vis-à-vis piracy using economic models. The theoretical model of optimal holdback strategy under the threat of piracy was derived and the result shows that holdback can be used as a tool not only for hedging the loss due to piracy, but also for reducing piracy. Based on the theoretical model, we suggested proper holdback strategy for each type of movie piracy.

The identity crisis of preventive medicine appears to have been deepening. As a solution, it is insisted that preventive medicine should focus on clinical preventive medicine. However, in the field of heath policy and management, the better solution should be found in a serious search for visions and perspectives of its study on population and society. In this regard, the specialist who studies the field can be defined as a medical doctor majoring in public health. In this paper, I first forecasted major socioeconomic changes to occur in medical and public health arena and explored the role of those studying health policy and management. Secondly, I summarized their career paths and main activities in order to establish visions. Finally, I proposed curriculums on health policy and management for medical school undergraduates and for specialists majoring in preventive medicine, respectively.
