Proposal for Government Business Management System Innovation Direction : Focusing on the Analysis of the Private Enterprise Business System and Current Status of On-Nara 2.0 (정부 업무관리시스템 혁신 방향 제언 민간기업 업무시스템 및 온-나라 2.0 현황 분석을 중심으로)

  • The business management system is a standardized system commonly used by government agencies and is a major tool that remains in the work process and decision-making of government agencies. Production of document-type records is mainly focused on approval documents, so it does not cover various types of records. In a changing environment such as the production of new digital types of records, the emergence of various collaboration software and work systems, and remote work, it is necessary to think about the direction the government work management system will go. This study investigates business systems and utilization methods of competitive companies, analyzes the usage status of On-Nara 2.0, a government business management system, and conducts interviews with business managers. And the purpose is to analyze what kind of difference there is. In addition, we would like to suggest improvement functions and policy directions to respond to digital innovation and improve job accountability and efficiency.

  • The expansion of the scope of product liability is necessary because the industrial environment has changed following the enactment of the Product Liability Act. Unlike human-coded algorithms, artificial intelligence is black-boxed according to machine learning, and even developers cannot explain the results. In particular, since the cause of the problem by artificial intelligence is unknown, the responsibility is unclear, and compensation for victims is not easy. This is because software or artificial intelligence is a non-object, and its productivity is not recognized under the Product Liability Act, which is limited to movable property. As a desperate measure, productivity may be recognized if it is stored or embedded in the medium. However, it is not reasonable to apply differently depending on the medium. The EU revise the product liability guidelines that recognize product liability when artificial intelligence is included. Although compensation for victims is the value pursued by the Product Liability Act, the essence has been overlooked by focusing on productivity. Even if an accident occurs using an artificial intelligence-adopted service, however, it is desirable to present standards according to practical risks instead of unconditionally holding product responsibility.

  • The goal of this study is to promote the spread of environmentally friendly agricultural products, which have been receiving a lot of attention lately, as a way to improve food safety and quality. As a result of the increased labor input, increased production costs, and an aging population, environmentally friendly agriculture is making it more difficult for farmers to expand their enterprises. In the meantime, consumers find it difficult to spread eco-friendly agricultural products due to their high expectations for safety and quality, as well as the desire to purchase products at a reasonable price. Previous studies have revealed differences in perceptions between eco-friendly agricultural producers and consumers. In light of this, this study divided consumers based on their characteristics (such as age, purchase history, health concerns, etc.), and different policies were proposed in order to increase purchasing factors for each group based on their characteristics. In order to gather information for this study, general citizens were asked about their perceptions of eco-friendly agricultural products, future purchase intentions and awareness, reliability, necessity, purpose, and information sources. A two-step clustering analysis was conducted using nominal and continuous variables simultaneously. The paper presents the three derived group differences (senior organic interest group, middle-aged organic interest group, and indifferent young organics) as well as group differences for the purchasing/non-purchasing factor analysis and policy improvement for each group. An eco-friendly agricultural product distribution proposal was made at the end of this article.

  • The purpose of this study is to establish and propose a post-diagnosis checklist for the revitalization of domestic regional co-brands that have not been activated despite many strengths. First, I looked into the brand revitalization methodology through prior researches and among them, referring to the cause-remedies model, the cause of the deactivation of the co-brand and the currently used revitalization method were examined through case studies and expert interviews. Regarding the currently used method, the reason for using the method was inferred, and the factors corresponding to the cause and effect were found and categorized in the inferred sentence, and the corresponding detailed items were set and the checklist items were presented. Although this study has a limitation in that there is no practical checklist verification, it is expected that a specific activation plan will be presented through verification of future studies.

  • MSMEs in the food and beverage industry play a critical role in the Indonesian economy since they account for the majority of the manufacturing sector's GDP. Despite its importance, it is unable to compete on a worldwide scale due to a lack of technological adoption. As a result, the purpose of this study is to look into the concerns and challenges that F&B MSMEs have when it comes to technology adoption. An online survey of 626 MSMEs and in-depth interviews as well as focus groups with diverse stakeholders from four provinces, namely West Java, East Java, South Sulawesi, and North Sumatera, provided the data for this study. To be thorough, the approach used in the study is based on the Technology, Organization, and Environment (TOE) framework. According to the findings, the majority of MSMEs use technology for marketing and sales, mainly through e-commerce. Meanwhile, for a variety of reasons, most of them continue to rely on traditional and semi-automatic technologies for production. According to the TOE framework, MSMEs lack those three parts of the technology adoption framework, particularly the environmental aspect, which is mostly due to a lack of cooperation among stakeholders. Finally, as a policy proposal, we offer a comprehensive technology adoption strategy based on the findings through an integrated MSMEs development information system including many important stakeholders.

A Proposal for the Development of Online Graduate School for Lifelong Education (평생교육을 위한 온라인 대학원 발전방안 제안)

  • This study requires a new paradigm for universities in line with the global pandemic and the 4th industrial revolution. Accordingly, we propose an educational plan for the H university online graduate school in Korea. As a research method, the implications of scholars and experts on future education were synthesized, and the cases of overseas universities using it were analyzed to propose an online graduate school education plan. As a result of the study, online graduate school needs diversity as a venue for providing new opportunities as lifelong education, and to realize this, they use a microcredit. Blockchain technology is introduced so that microcredit can be transparently verified. In addition, to correspond to various convergence major programs and further develop them, problem-solving-oriented teaching methods enhance students' convergent skills as well as active learning and interaction. More detailed curriculum research at online graduate schools is needed in the future, and we hope that you will contribute to the development of online graduate school education based on this study.

Analysis of Ecological Data Repository Operation Status and EcoBank Service Proposal (생태 분야 데이터 리포지터리 운영 현황 분석 및 EcoBank 서비스 제안)

  • Sharing and reusing data has become essential. Data repositories are a key tool for sharing and reusing this data. The purpose of this study is to propose the service of EcoBank, which is being built and operated by the National Institute of Ecology. To achieve the research purpose, 10 out of 123 foreign data repositories in the field of ecology registered on re3data.org were selected, investigated, and analyzed. As a result of the analysis, three services were derived in common. The three services consist of first, research data policy, second, research data quality review, and research data management training and workshops. Here, in order to share EcoBank's global data, it is necessary to register with a data repository registry such as re3data.org, and it is proposed that certification be promoted to ensure the reliability and quality of the repository.

  • This dissertation developed a five-story vertical livestock and fisheries farm (palm tower) model for sustainable food production in cities. It proposes to integrate marine farms, livestock raising, and pesticide-free automated crop farms to efficiently use resources and minimize environmental impact. Based on circular economy principles, the model can recycle the output of each part into resources from the other, increasing the efficiency of the system, utilizing idle space in the city, and promoting job creation and community participation. It can also contribute to reducing the carbon footprint of food production and improving food safety. In addition, the study explores how advanced agricultural technologies can be integrated into urban structures to address global food security challenges. This model presents potential solutions to the food crisis caused by climate change and population growth, and suggests a direction for the development of urban agriculture. Future research should address the technical and policy challenges for practical implementation.

  • Climate change and large-scale human interference increase flow instability due to changes in watershed flow and sediment transport patterns. There are local problems in solving problems related to sediments, namely the existence of specific problems at specific sites or areas, and the resolution of these problems is limited to short-term and regional, resulting in other temporal and spatial influences and impacts. Therefore, this study intends to introduce and propose a conceptual framework for comprehensive sediment management in terms of watershed scale for solving problems related to sediments in watersheds. In the watershed scale, comprehensive sediment management should be done, to do this, a comprehensive understanding of the movements of sediments accompanied by cooperation with science-policy-operation-residents should be given priority.

  • The purpose of this research is the activation proposal about the local design innovation center that was established as a national design policy For this proposal, I have to research about the established process of local design innovation center and then, I analyzed the present condition of local design innovation center for the promoting plan. As a result, we must establish three basic elements to activate the local design center. the first, we have to know the local characteristic. the second, we have to make up the management direction of local design center the third, we have to get the sympathy from the local administration and local people for the positive support. With above conditions, the local design innovation center have to arrange infra elements. (1) design developing facilities for the lending to the local designer, (2) professional designer for the developing of design industry, (3) program development for various activities, (4) the trend research for supply to local company, (5) design one stop service support, (6) the network foundation construction between design administration and design company for the active communication, (7) the innovation of design center for the benefit model, (8) the local design policy establishment with local administration, (9) the independent management of responsibility for the fulfillment For the promotion of the local design innovation center have to make efforts continually with below listed elements. 1. Design supporting for the local industry 2. Various design campaign for the spreading of public recognition about design 3. The supporting for design company and local company with established facilities and expensive equipments. 4. The construction of design information infra for local company 5. The development of new program about the connection between industry and university. 6. The development of local characteristic and local image innovation to make new local where we are.
