The Relationship between Cancer Screening Rates and Promotional Methods in Incheon Metropolitan City (인천광역시 국가암검진 홍보방법과 수검률의 관련성)

  • Background: National cancer screening reduces mortality from stomach, colon, breast, and cervical cancer. However, cancer screening rates remain lower than 50% in Korea. This research was designed to make effective guidelines for cancer screening promotion to increase participation rate in cancer screening. Methods: Data was collected from Incheon regional cancer center's telephone survey 'Recognition of cancer prevention and control' of 861 Incheon citizens over age 40. Logistic regression was used to analyse a relationships between cancer screening rates and promotional methods. PASW SPSS ver. 18.0 program (SPSS Inc., Chicago, IL, USA) was used for statistical analysis. Results: About 27.4% of respondents (236 of 861 respondents) have recognized the promotional program of Incheon regional cancer center for cancer screening participation. Cancer screening rate was associated with age group, educational level for stomach cancer, age group, bus advertisement (odds ratio, 1.19 to 2.75) for colon cancer, educational level, residential area for breast cancer, and age group for cervical cancer. Conclusion: There was relationship between stomach cancer screening rates and promotional methods. Therefore, cancer screening promotion guidelines to increase participation rate should be considered.

A Study on Social Capital and Satisfaction of Elderly life (사회적 자본과 노인 삶의 만족도 연구)

  • This paper investigates the differences in norms, values, and trusts that affect the quality of life of the elderly, as well as the elderly population. The elderly surveyed 401 households (65 years old or older) residing in N city. As a result of the analysis, there was a difference in life satisfaction according to sex, marital status, educational background, type of household composition and income level in the comparison of life satisfaction according to demographic variables. As a result of examining the influence of social capital on the elderly's life satisfaction, it was found that they contributed to trust, norm, and participation order. This study suggests that future policies of the elderly welfare policy should be considered as a policy that focuses on participation in various social activities that can activate social capital.

  • Floating solar power markets are rapidly growing worldwide. The main policy instrument utilized to expand renewable energy use in foreign countries with many floating solar power installations is Feed-in-Tariffs (FITs). Foreign countries apply FIT to projects that have a secured grid connection, and lately, there has been a change in the direction of introducing or expanding auction systems. Vietnam and Taiwan give higher FIT to floating solar installations than land solar ones, and China, Vietnam, and Taiwan have higher FITs for certain regions. Compared to foreign countries where large-scale floating solar power installations have been installed, Korea has utilized Renewable Energy Certificate (REC) weights for residents' participation are provided additionally under the Renewable Portfolio Standard (RPS). In contrast to Korea, where residents' participation and benefit profit sharing are emphasized, the Netherlands provides opportunities for local residents to participate in floating solar power projects through cooperatives to improve the residents' acceptance.

Role of Home Economics Education in a Low Fertility Society by Community Involvement, Public Policy Participation, and Advocacy (저출산 사회에서 지역사회연계와 정책참여를 통한 가정과교육의 역할)

  • The purpose of this study was to explore the role of home economics education in a low fertility society in the contexts of curriculum contents, community involvement, public policy participation, and advocacy. The results showed following. First, home economics is a key subject matter in dealing with a low fertility problem among 2007 revised curriculum for secondary education level. Home economics curriculum contents was systematically organized through 8th grade to 10th grade in 4 units, where as curricula contents of social studies, science, and moral education deal with a low fertility problem in partial. Second, it is proposed to be active in community involvement incorporating with secondary education, college education, and lifelong education by service learning, outreach program, and extension program. Third, public policy and advocacy participation of home economics teachers are crucial for transformative leadership and practice in enhancing the condition of individual, family, and community wellbeing such as a low fertility problem. To perform this role of home economics education, home economics teachers should participate in developing curricula and teaching materials for the extra curricula activity, creative experiencing activity, and service learning activity. Home economics teacher educators also should actively involved in outreach program and extension program as well as in public policy advocacy activity for solving a low fertility problem.

Determinants of Management Performance in the Offshore Fishing Industry: After the Introduction of Fisheries Structure Improvement Policy for the Resource Management (근해어업의 경영성과 결정요인에 관한 연구: 자원관리형 어업구조개선 정책 도입 이후)

  • The purpose of this study is to examine the determinants of management performance in the remaining offshore fishing industry after the resource management-oriented fisheries structure improvement policy by the fisheries vessel buy-back program and Total Allowable Catch (TAC). The results of the analysis of the determinants of management performance of offshore fishing can be summarized as follows. First, based on the management performance determinant model of offshore fishing, it is confirmed that the government's resource-managed fishing structure improvement policy, such as the fishing boat reduction project and the TAC policy, is improving the management performance of the resource-managed remaining fishing boat. Second, looking at the specific management performance determinants based on the management performance model of offshore fishing, the leverage ratio (TLTA), which is the total debt ratio, shows a statistically significant positive (+) relationship with management performance, which increases management performance directly proportional to the leverage ratio. The increase in the leverage ratio (total debt ratio) was expected to lead to a high interest cost burden, resulting in a reverse (-) financial leverage effect; however, rather a positive (+) financial leverage effect occurred with a high profit covering interest costs. The total catch (TCATCH) has a positive (+) relationship with management performance at a statistical significance level of less than 1%, indicating that an increase in catch is improving or increasing the management performance of fishing companies. The selling price (UPRICE) shows a positive (+) relationship with management performance at a very high statistical significance level of less than 1%, and it can be seen that high fishing prices are a major factor in improving or increasing the management performance of offshore fishing. On the other hand, fishing vessel tonnage (TON), fishing vessel horsepower (RHP), and operating days (WDAYS), which indicate have a statistically significant negative (-) relationship with management performance, which deviates from the existing fisheries common sense that the size of fishing vessel tonnage and fishing vessel horsepower and the increase in the number of operating days is proportional to management performance. As a result of the increase in fishing vessel tonnage, horsepower, and the number of operating days, it was confirmed that the higher the fishing cost, such as oil costs, is worsening the management performance of fishing companies. Participation in TAC has a statistically significant positive (+) value with management performance, indicating that the remaining offshore fishing companies participating in TAC are improving or increasing management performance compared to offshore fishing companies that do not. Third, there are conflicting results depending on the industry as a result of estimating the management performance determinants of offshore fishing by TAC participation, and TAC participation had a negative impact on management performance in anchovy boat seine and southern west sea bottom trawl in fishing industry while TAC participation had a positive impact on management performance in large stow nets on anchor in fishing industry.

A Study on Disability Database and Applicable System to Provide Continuous and Comprehensive Rehabilitation Service (지속적·포괄적 재활서비스 제공을 위한 장애인 통합 데이터베이스 및 활용체계 연구)

  • Background : Demands have increased for a variety of welfare services and customized services for persons with disabilities(PWD). A management System focused on PWD was needed to provide for comprehensive services. The purpose of this study was to design a disability database and an application system in order to provide continuous and comprehensive rehabilitation service for PWD. Methods : We analyzed local and abroad disability-related policies and systems and derived the contents that should be included in the integrated database for PWD through a survey among rehabilitation specialists. Result : The integrated database for PWD was composed of 7 categories including General Characteristics, Health & Medicine, Assistance, Education, Employment, Economics and Daily & Social Life. The applicable system of integrated database for PWD was proposed to help conducting policies in such areas as follows ; 'welfare', 'education and culture', 'economic activity', 'social participation' and 'Health'. Conclusion : The main goal of disability policy and strategy should be established by systematically analyzing disability-related data integrating database of PWD. Accordingly, specific objectives and directions for disability policies should be set and efficiently managed and operated. The integrated database for PWD may be utilized for disability-related policies and service monitering, sustainable and integrated management and community participation and integration based on the rights of the disabled.

  • The aim of this research is to examine patterns of design governance used by Northern European countries to respond to social crises and understand design governance as a tool for sophistication of social services and social integration. Design governance as applied in Sitra of Finland, MindLab of Denmark and the Gulliver project of Germany encourages using design methodology for analyzing and solving problems related to social phenomena based on involvement of the private, public, industrial, and academic groups. Especially, the citizens are actively involved in developing problem-solving ideas and designing new policy with other governance members, rather than simply providing information or one-time participation. In the cases discussed in this study, design governance reduce unnecessary administrative and financial consumption and inconvenience caused by complicated rules, based on field-oriented approach, regional characteristics, pluralism, and respect for diversity. Therefore, future design policy paradigm will need to evolve into concept of policy design and pluralistic monitoring centered on design governance based on participation of private sector to lead policy development, from the current system in which only few officials decide policy.

A Study of Institutionalization Process of Korean Environmental Impact Assessment System and Policy Suggestions (환경영향평가의 제도화에 관한 연구 및 개선방안)

  • This paper attempts to analyze the institutionalization process of Environmental Impact Assessment(EIA) system within the context of Korean environmental policy. The implementation of EIA in the 1980's was not seriously considered by other government agencies and was sometimes degraded as mere formality due to the inherent problems of the system. With viewing the theory and practice of EIA in Korea, this paper argues that it is essential to reinforce ex post facto management incorporate the participation of residents of concerned areas, upgrade the validity of assessment by selecting a credible assessment-agenices and develop the required technologies. Finally, this paper acknowledge the necessity of devising the mechanism to reconcile the conflict between the regional interest and the national interest.

  • As culture technology is recognized as the important element of national industry, the necessity of the related policy development for enhancement of culture technology is magnified. In this study, we use conjoint analysis to investigate how the researchers from industry and academia think differently on the importance of several attributes in government-supported culture technology research project such as research period, size of research fund, inter-affiliated research requirement and interdisciplinary research requirement, and preference on those attribute levels. Also, we describes how a simulation experiment is designed to simulate participation shares of four alternative hypothetical research project profiles. This study will help establish the more effective policy of the national research program by understanding the preferential differences between industry and academia on the research project attributes.

  • Recently, with the policy balance development in the country, Ministries of the government as managers related each of regional projects have prepared pan-governmental support system to achieve Making Livable Area Policy. This study is analysis result of investigation in 2007 authorized cases of MLCP(Making Livable City Project) which Ministry of Construction & Transportation have propelling from city and rural-urban area of town, myeon and dong, to rural area of small village size. Areas chosen for MLCP have the active participation of inhabitants, and to promote successfully project, need to support system and originality for area. Such projects will finally increase the life quality, and make life-spaces wanting to live in the area.
