천연가스.지역난방 수요관리 투자사업의 회피비용 산정기법 개발 및 적용 (Methodology and Application of Avoided Cost Calculation for Natural Gas and District Heating DSM programs)

  • This paper proposed the calculation method of the avoided cost for natural gas and district heating DSM programs. And the proposed method is applied to real DSM programs. The avoided cost for natural gas consists of commodity avoided cost, supply equipment avoided cost, storage equipment avoided cost, and electric power avoided cost. In case of the district heating, avoided cost consists of heat generation equipment avoided cost, heat energy avoided cost, environment avoided cost, and electric power avoided cost. This method can be used to evaluate the benefit of DSM programs quantitatively in cost. Therefore, this method can contribute to make the cost-effectiveness evaluation system and to operate the DSM programs for natural gas and district heating effectively.

  • In this study, demand side management for efficiency enhancement of district heating has been investigated. Objectives of demand side management of district heating are classified and analyzed. Foreign and domestic examples are studied. Evaluation methods of demand side management of district heating are studied. Applications and expected effect of the results are presented. Finally directions for demand side management of district heating efficiency enhancement are suggested.

대도시 단독 주택지내의 주거환경 평가에 관한 연구 -교통환경을 중심으로 - (A Study of Living Environment of Old Single House District in Metropolitan Area - Focus of Transportation Conditions -)

  • The Primary Purpose of this study is to evaluate transportation conditions (including parking space shortage problem) of the old single house district and to derive some policy implications for living environment improvement policy. For these purposes, data were collected from field survey and questionaire survey. The main findings are follows. Residents are discontent about building structure, old house, high risk of traffic accident in the housing district and parking space shortage. The living environment of the old single house district is further degraded by mix of commercial and business functions in the residential area. Based on these findings, we suggest that the introduction of resident-first parking zones, restriction of use of facilities with more detail division of use than current zoning system for improvement of living environment.

농촌융복합산업(6차산업)지구 추진실태 및 개선방안 (A Study on the Improvements and Analysis on Ongoing State of Rural Convergence Industrialization District)

  • This study started with drawing problems of early implementation and suggesting improvement plans in order to lead a rural convergence industrialization district system to early settlement and management for its policy goals. The study aimed at 13 districts that were designated from 2014 to 2016 for analyzing an actual condition of promoting early implementation, and went ahead with it combining literature research, interview survey and specialist opinion investigation. The study examined and organized an outline, policy goal, and actual condition of rural convergence industrialization district. Furthermore, it analyzed an actual condition of promoting at each stage such as designating processes of rural convergence industrialization districts, operating body and system, regulation improvement, district supporting projects and relating projects, drew problems and finally suggested improvement plans. This study could be meaningful because it is the first study to grasp an actual condition of promoting early implementation and to remedy problems in order to manage rural convergence industrialization district system which was newly promoted since 2014 for its policy goal. In addition, it suggests that the further study of the result after managing district system for a certain period of time should be needed.

지구단위에서 CO2 배출량 최소화를 위한 토지이용-교통모형에 관한 연구 (A Study on Land Use-Transportation Model for Minimization of CO2 Emission Volumes in District)

  • 지구(district)는 도시를 형성하는 기본 단위로 모든 도시활동이 시작되는 장소이다. 따라서 본 연구에서는 지구단위에서의 교통과 토지이용패턴의 결합 형태에 따른 270개의 시나리오를 가정하고 $CO_2$ 배출량을 분석한 후 $CO_2$ 배출량을 최소화하는 토지이용-교통모형을 작성하고자 하였다. 그 결과 균등 또는 외곽을 고밀도로 개발하는 토지이용패턴이 지구의 중간부나 1개 중앙존만을 개발하는 것보다 $CO_2$ 배출량 감소에 유리한 것으로 파악되었다. $CO_2$ 배출량 감소에 가장 영향을 많이 주는 것은 교통수요관리정책으로, 특히 개발밀도가 높은 상태일수록 $CO_2$를 감소시키기 위해서 교통수요관리는 필수적인 것으로 판단되었다. 고밀개발이 아닌 경우에 주어진 가상 네트워크에서는 2차로도로에 차량통행금지를 시키고 보행자도로로 전환시킬 경우 $CO_2$ 배출량을 감소시킬 수 있음을 알게 되었다. 한편, 제시된 토지이용-교통 회귀모델은 지구설계시 $CO_2$ 배출량을 줄이기 위한 최적대안 선정시 도움을 줄 수 있을 것으로 사료된다.

교통량 배정을 고려한 지구단위설계에 관한 연구 (A sutdy on the District Unit Design by Traffic Assignment)

  • 본 연구에서는 지구단위 설계시 교통부문에서 다양한 도시설계 및 교통정책의 적용에 따른 교통량 패턴 효과를 분석해보고자 하였다. 이를 위해 가상네트워크(Toy Network)를 설정하고 토지이용패턴과 교통정책을 접목한 19개의 시나리오를 가정한 후 교통수요 예측 프로그램인 EMME3를 이용하여 교통량 배정량을 산정하고 비교하였다. 그 결과 총 교통량이 가장 많이 감소한 정책은 지구의 중간부를 개발하면서 동시에 내부의 2차로 도로는 차량 통행을 금지시키고 보행자 천국을 만드는 것이었다. 총 통행량이 가장 많이 발생된 정책은 균등개발을 하며 지구의 중간부에 공동 주차장을 만드는 것이었으며 내부 연도 주민에게 가장 불리한 정책은 지구 중심의 한 개 존만을 개발하는 것임을 확인할 수 있었다.

  • The European Union has an active rural development policy because this helps us to achieve valuable goals for our countryside and for the people who live and work there. Rural development policy involves the cofinancing by the EU and Member States of a variety of measures. Member States decide on the most appropriate measures for their rural areas from a menu of measures proposed at EU level. There are 18 Leader+ programs in Spain. Program supports Local Action Groups which are located in two or more autonomous regions. The Valle del Jerte, located in the northwest of the province of Caceres is one of the districts making up what is known as the Alta Extremadura. The rural development strategy in this area is to overcome the great deficits of the rural world, prevent rural exodus by improving the quality of life of the population,and improve the soicoeconomic environment of the district in order to help create jobs and improve family incomes. Specifically they try to create a mechanism to improve involvement, communication and social cohesion in the district, with a view to improving the internal structure of organizations and establishing rural channels for cooperation between district institutions for integrated development of the district.

북촌 지역의 한옥보존지원 정책에 따른 지가변동 추이 분석 (Analysis on Land Value Changes of Traditional Houses in Bukchon District)

  • Due to an increasing amount of high rise apartment complexes and rapid city development, traditional houses and traditional housing districts have disappeared rapidly. Recognizing importance of traditional housing value, City of Seoul initiated public supports for traditional house preservation and revitalization of traditional housing district, especially Bukchon area. The purpose of this study is to examine the effects of public support for Bukchon area by investigating land value changes. Land value changes were compared among the three periods, 1) before the municipal support initiated ($1997{\sim}1999$), 2) initial period of governmental policy and support ($2000{\sim}2003$), 3) development period in which policy has activated and governmental preservation and revitalization efforts have exercised ($2004{\sim}2007$). For the comparison of land value changes, houses in other districts in City of Seoul have been selected. As a result, land value has been changed along with land value changes in other areas in Seoul. Land values of Bukchon area appeared in the middle range in Seoul area. However, the increasing rate of land value of traditional houses and traditional housing district are much higher than that of other areas. Except for economical support and legislation for preservation and revitalization of traditional housing district, there is few factors explaining the sudden increase of land values. The result indicated the positive impacts of municipal committment and policies on development and preservation projects and suggested that governmental policy and support should be practiced continuously for gradual development for the traditional housing district.
