The purpose of this study is to suggest basic data to establish policy directions for improvement on quality of rural housing in Korea. A literature survey were used fur study The contents of survey includes policy supports in rural Korea and rural America. The results of the study grasped the situations that the newly built and repair, a vacant house, landscape and welfare with the support of rural housing policy in Korea. Also rural affordable housing policy examined supports of RHS programs in USDA variously. Based on the results, some policy directions to rural housing and community were suggested.

Foresight, a major methodological tool in the STI policy toolbox, has recently featured new directions in methodological development, becoming influenced by progress in information and communication technologies and online tools. However, no overview of these directions has been available so far. Based on a literature review, an interactive workshop, and an international expert survey as well as expert interviews, the research presented here attempts to shed light onto some of the relevant issues by providing a structured overview of recent changes in order to further the debate on the future directions of methodological development in foresight. The paper outlines four clusters of emerging approaches in foresight:Integrated qualitative and quantitative approaches, IT-based and automated foresight, experiential foresight including new forms of communication and interaction such as visualization and gaming, and open and crowd-sourced approaches. The benefits and challenges of the approaches known so far are categorized and summarized, and areas of potential use for each of the clusters in STI contexts are identified.

This paper aims to develop a new paradigm for groundwater management which is compatible with integrated water management policies in Korea. Three key roles of groundwater are defined for addressing water cycle distortion, high water stress, water quality degradation, aquatic ecosystems deterioration, and water-related hazards. Firstly, groundwater plays an important role in contributing soundness of water cycle as a component of water cycle. Secondly, it is a local water resource to ensure water supply sustainability. Thirdly, groundwater is an essential water resource for drought and emergencies. In order to support the groundwater roles, we propose a paradigm shift for groundwater management and policy directions towards integrated water management. The new paradigm consists of managements for sound water cycle on a watershed scale and groundwater environment(quantity, quality, and groundwater dependent ecosystems) managements for both human and nature. A prospective management also constitutes the new paradigm. In addition, this paper proposes four policy directions in groundwater management. The policies emphasize the integrated management of groundwater and surface water, management of groundwater environment(quantity, quality, and groundwater dependent ecosystems), management of groundwater uses for water sustainability and security, and enhancement of groundwater publicity.

This study aims to analyse the current conditions of transport demand and its environmental problems in Gwangyang Port(GP), and to suggest crucial directions for Gwangyang Green Port(GGP) in Korea. This study consists of three main sections: concept of green growth and green port; the analysis of transport demand and environment situations in GP; policy directions for GGP. This study is mainly conducted by a literature review of related papers, an analysis of secondary data & papers, and interviews with port experts. This study presents important policy directions for successfully managing GGP in Korea as follows: modal shifts plan for green transport and logistics system in GP; energy-saving techniques in GP's berth operation; the application of environmentally friendly port operation methods in GP; construction of GP waterfront facilities; environmentally friendly disposal of maritime waste matters; establishment and implementation of port environment master plan. This study will make a big contribution to the building of green port policy and the providing of professional informations to government officials.

This study explored the trend of higher education policy according to the change of productive populations. This study analyzes current problem on higher education policy and suggests direction of higher education policy according to decrease in productive population, focusing on the change in productive populations and related social changes. The major directions of higher education policy are enhancing competitiveness of universities, managing university enrollment quota, and activating education - industry links. This study suggests twelve detailed - policies based on the three major directions of higher education policy.

As the environment of the info-telecommunications policy is rapidly changing, the issue of promoting the informatization is emerging as a primary one of a government. In this sense, it is getting more recognized that, the informatization strategies centering on network-building should be interconnected with the issues of promoting the applications. Since the strategies to promote the informatization would necessarily result in the development, supply, and usage of the applications, needed are the consideration of policy directions to develop, supply, and use the applications effectively and of desirable policy means to carry them out. This study analyses the policies, which were related the issue of promoting the national informatization. And, this study also proposes the useful policy directions for an effective establishment of the applications in order to promote the national informatization.

In recent years Korea fisheries have been much more influenced than ever before by domestic and foreign environmental changes such as market liberalization, sustainability, efficiency and effectiveness of domestic fisheries, fisher's welfare etc. Under the wide range of environmental changes, government is carrying out various fisheries policies. However, it seems insufficient to accomplish policy goals under the existing policy instruments. The main focus of the paper is to investigate structural changes and policy directions of fisheries finance in Korea after asian economic crisis. The results of the study are as follows; Fisheries sector in whole economy has been lowering in its proportion. To survive in emerging global competition, fisheries sector is needed structural reformation. In particular the strategy that increases operative efficiency and effectiveness on government financial policy in fisheries sector is much expected. Also, it is necessary to minimize costs, to reform institution and management for increasing efficiency and effectiveness.

This study shows that the policy directions to invigorate smart education for special education based on the view of special education teachers through AHP methodology. The result shows that development of smart contents, supporting for teaching and learning, smart education networking, establishment of legal foundation and supporting for infrastructure are relatively important policy ordered by weights. The analysis indicates that the contents development policy should be strategic direction for smart education in special education.

Innovation Policy has evolved to solve social problems through technological innovation. Industrial innovation policy promotes technological innovation so that it consolidates industrial competitiveness and aims at economic growth; however, societal innovation policy promotes technological innovation in the social service domain to improve the quality of life and strengthen sustainability. A different policy regime is required because the objectives and directions of societal innovation policy are different from those of industrial innovation policy. This report consolidates the concepts and characteristics of societal innovation policy that suggest policy options.
