A Study on the Development of Gender Equality Books for Children based on Gender Equality Collection Status (양성평등 장서 이용 현황을 기반으로 한 아동 양성평등 장서 개발 방안에 관한 연구)

  • Recently, domestic interest in gender equality is increasing, and it is expected that the demand for the collection of children's gender equality in the library will increase due to these social changes. In this study, the top 10 public libraries in Korea were selected from the list of collections of gender equality books and collection / loan data presented by various institutions such as public libraries and 'children's library research groups'. For this purpose, 10 libraries in Korea were selected and analyzed quantitatively and qualitatively through the collection status of the gender equality collections, loan status, turnover, Bonn's use Factor, and Trueswell's 80/20 rule. Based on the results of this analysis, we would like to suggest some issues to be reflected in library development policy of the future.

  • IR(Institutional Repository) is an indispensable instrument for not only long time preservation of intellectual products but also for shifting commercial publishing company-dominated academic communication stream. In Korea, dCollection project of Ministry of education, science and technology has contributed on immediate, integrated circulation of distributed research products. dCollection is already one of the few integrating instrument for distributed academic resources, but it has not been university's voluntary instrument to announce their research accomplishments and to realize open access. On the other hand, Japanese government has promoted universities' IR operation through "Next generation infrastructure construction project." Even though distributing speed is relatively low, each university made ripe operating skill by their selves and realize its own purpose. This study comparatively analyzed policy and current status of Institutional Repository in Korea and Japan from various viewpoints. And also it proposed directions of development about Korean Institutional Repositories.

  • National libraries have a responsibility to intensively develop, preserve, and provide national collections, which are the knowledge and cultural heritage of a country. In particular, in order to achieve 'advancing the base for access and preservation of national knowledge resources' among the four goals to fulfill the mission of the National Library of Korea, it is necessary to strengthen the national knowledge resources by expanding the external scope to not only domestic materials but also foreign materials. In other words, The National Knowledge Information Center collects the latest and retroactive data produced in Korea, as well as high-quality academic materials produced, distributed, and preserved in foreign countries as well as materials related to Korea. This study drew implications by investigating and analyzing the status of foreign collection and services of national libraries in developed countries. Based on this, the purpose of this study is to compare and evaluate the current level of collection of foreign collections of the National Library of Korea, and then present a strategy to secure high-quality academic and foreign materials related to Korea.

Analysis of Collection and Loan Usages in Small-sized University Libraries (소규모 대학도서관의 장서 대출 이용 현황 분석)

  • In a situation with reducing numbers of students and local universities in crisis, this study aims to analyze collection and loan usage data in small-sized university libraries and present evidence for guiding their collection development policy. The data was collected from Rinfo from 2010 to 2022 regarding the numbers of enrolled students, collected books, book loans, and electronic resources and compared the average values of entire 4-year university libraries to those of small-sized ones by year and region. Results show that while the numbers of enrolled students and book loans have decreased in both of groups, the number of collected books has increased 30% more in small groups and the amount of electronic resource use has increased enormously as well. Correlation analysis presents that both of groups have the consistent result. It is suggested that small-sized university libraries should highly increase their budget ratio to electronic resources for collection development and build a consortium by university's speciality for mutual use of electronic resources.

  • In order for a financial company to collect personal information, it explicitly notifies consumers of the contents stipulated by law and gets consent beforehand. As a result, as financial products became more complicated and diverse, and the contents of 'Consent form for providing personal information' became more complicated and more. In particular, in the case of internet or mobile, the letter became smaller as the screen size limit, making it more difficult to understand. This is because almost all companies that collecting personal information are in a similar situation, In the position of consumers who use services are, contradictions arise that habitually agree without understanding the consent contents. In this research, in order to present a consent policy establishment decision-making model to rationally collect and use personal information through the Internet website of financial companies, consider the domestic and foreign legal system Then, derive a problem To present improvement measures. In addition, the evaluation factors selected through the research are verified by presenting decision making models and formulas using AHP (Analytic Hierarchy Process) method.

Smart Space based on Platform using Big Data for Efficient Decision-making (효율적 의사결정을 위한 빅데이터 활용 스마트 스페이스 플랫폼 연구)

  • With the rise of the Fourth Industrial Revolution and I-Korea 4.0, both of which pursue strategies for industrial innovation and for the solution to social problems, the real estate industry needs to change in order to make effective use of available space in smart environments. The implementation of smart spaces is a promising solution for this. The smart space is defined as a good use of space, whether it be a home, office, or retail store, within a smart environment. To enhance the use of smart spaces, efficient decision-making and well-timed and accurate interaction are required. This paper proposes a smart space based on platform which takes advantage of emerging technologies for the efficient storage, processing, analysis, and utilization of big data. The platform is composed of six layers - collection, transfer, storage, service, application, and management - and offers three service frameworks: activity-based, market-based, and policy-based. Based on these smart space services, decision-makers, consumers, clients, and social network participants can make better decisions, respond more quickly, exhibit greater innovation, and develop stronger competitive advantages.

The Effects of Introducing Surety Insurance for Royalty Collection: A Case of R&D Program for Small and Medium-sized Enterprises (기술료 보증보험제도 도입 효과 분석: 중소기업기술혁신개발사업 적용사례)

  • Since the R&D Program for Small and Medium-sized Enterprises started in 1997 as a part of Small and Medium Business Administration, many companies succeeded to carry out the tasks and were charged royalty fees from the government aid program in return. However, some of them were unable to pay a royalty because of their poor financial positions. Failure to pay a royalty also led to adding administrative duties including debt collection and imposing a penalty of participation restriction for other R&D programs. To solve the problems incurred by a failure of royalty collection, a divided payment using a surety insurance was introduced in 2009. That is, the R&D program recipients who were charged royalties issue surety insurance policies and submit them to a collection agency with a plan of divided payment. In this study, we estimate the main benefits of introducing surety insurance for royalty collection. First, we analyze royalty collection results from recipients supported by the R&D program from 1997 to 2006. By doing so, we calculate the main parameters that will be used for estimating the 2011 collection results. Next, besides estimating the quantitative effect, which summarizes an increase of royalty collection via surety insurance, we also analyze various qualitative effects such as simplification of the collection process and expansion of opportunities for participation in R&D programs.

Burden of Disease in Japan: Using National and Subnational Data to Inform Local Health Policy

  • The Global Burden of Disease (GBD) study has been instrumental in guiding global health policy development since the early 1990s. The GBD 2010 project provided rich information about the key causes of mortality, disability-adjusted life years, and their associated risk factors in Japan and provided a unique opportunity to incorporate these data into health planning. As part of the latest update of this project, GBD 2013, the Japanese GBD collaborators plan to update and refine the available burden of disease data by incorporating sub-national estimates of the burden of disease at the prefectural level. These estimates will provide health planners and policy makers at both the national and prefectural level with new, more refined tools to adapt local public health initiatives to meet the health needs of local populations. Moreover, they will enable the Japanese health system to better respond to the unique challenges in their rapidly aging population and as a complex combination of non-communicable disease risk factors begin to dominate the policy agenda. Regional collaborations will enable nations to learn from the experiences of other nations that may be at different stages of the epidemiological transition and have different exposure profiles and associated health effects. Such analyses and improvements in the data collection systems will further improve the health of the Japanese, maintain Japan's excellent record of health equity, and provide a better understanding of the direction of health policy in the region.

A Study on the Improvement of Weeding in Academic Library Collection (대학도서관의 장서폐기 개선방안에 관한 연구)

  • This study aimed at proposing an improvement for effective disposal in academic libraries. To this end, the study conducted a survey on literature, case studies and the current situation. This study selected the five foreign cases on academic libraries that open to the public regarding their disposal guidelines or operation cases on their Website. To determine the current state of disposal and needs for improvement in Korea, this study conducted a survey on the current situation in the libraries of Korean universities. Based on the above results, this study proposed the improvement plan for an effective disposal in academic libraries.

A study on the activation of classics department management (고전자료실 운영의 활성화에 관한 연구)

  • Some problems with the definition, collection, organization, management and use of classics and some solutions for these aspects are presented in this study, in terms of the activation of classics department management. While trying to put these solutions together and to make some basic remedies, we lead to the following facts. First, the understanding on classics should be changed. The ideas that classics are very valuable, so they are only for preservation should be turned to that of making them actively used by the users. And policies as a result of positive interests should be established. Secondly, a written collection development policy statement should be maintained. All the regulations and policies on collection, organization, management and use of classics have to be expressed clearly in this document, in order for the positive and consistent activation of classics department. Thirdly, professional librarians who deal with classics are needed. In order for providing classics service efficiently, first of all, professional librarians who have professional knowledges on classics and are able to provide satisfactory services to their users are needed. And, Financial su n.0, pport for the classics department should be improved. At present, there are few financial su n.0, pports for the classics department in the common libraries. In this situation, it is very hard to activate the use of classics.
