Daily ahead forecast is necessary for the electricity balance between load and supply due to the variability renewable energy. Numerical weather prediction is usually employed to produce the solar irradiance as well as electric power forecast for more than 12 hours forecast horizon. UM-LDAPS model is the numerical weather prediction operated by Korea Meteorological Administration and it generates the 36 hours forecast of hourly total irradiance 4 times a day. This study attempts to evaluate the model performance against the in situ measurements at 37 ground stations from January to May, 2013. Relative mean bias error, mean absolute error and root mean square error of hourly total irradiance are averaged over all ground stations as being 8.2%, 21.2% and 29.6%, respectively. The behavior of mean bias error appears to be different; positively largest in Chupoongnyeong station but negatively largest in Daegu station. The distinct contrast might be attributed to the limitation of microphysics parameterization for thick and thin clouds in the model.
This study analyzes spatio-temporal variability of discomfort index for summer the during the past ten years(2001~2010) in the Korean Peninsula, and considers the application possibility of discomfort index as a preliminary data for various phenomenon of society based on the analysis. Discomfort index defined as daily representative value was estimated using hourly temperature and humidity data which are observed 60 weather stations managed by Korea Meteorological Administration. The result indicates that the discomfort index in summer keeps the level at which one feels unpleasant, and the level increased steadily as temperature is rising. And discomfort index in 3 pm and on August are the highest during the day and year. Gangwon-do have shown the lowest discomfort index among the provinces. Variability analysis of discomfort index due to climate changes can be used for making policies in various fields such as industry and public health field.

Clear sky indices were estimated by various ways based on in-situ observation and satellite-derived solar irradiance. In principle, clear sky index defined by clear sky solar irradiance indicates the impacts of cloud on the incoming solar irradiance. However, clear sky index widely used in energy sciences is formulated by extraterrestrial irradiance, which implies the extinction of solar irradiance due to mainly aerosol, water vapor and clouds drops. This study examined the relative difference of clear sky indices and then major characteristics of clear sky irradiance when sky is clear are investigated. Clear sky is defined when clear sky index based on clear sky irradiance is higher than 0.9. In contrast, clear sky index defined by extraterrestrial irradiance is distributed between 0.4 and 0.8. When aerosol optical depth and air mass coefficient are relative larger, solar irradiance is lower due to enhanced extinction, which leads to the lower value of clear sky index defined by extraterrestrial irradiance.

This paper aims to benchmark the United States' LRIP, the country's initial production policy, and provide a Korean version of such policy which reflects the circumstances of the country's weapon system research & development(R&D) and acquisition procedures. The research suggests measures to improve the country's initial production policy in a direction that the policy could execute two stage continuously: (1) employment test & evaluation(OT&E), conducted on prototypes during the development stage, and (2) field employment tests(FT), conducted on initial products during the production stage. In addition, the research provides an equation calculating the optimal number of initial test products to be produced, applying statistical theories of t-distribution. The research aims to be used a reference to calculate the optimal number of initial products to be produced for testing in order to improve future national defense acquisition systems and the stable R&D of weapons systems.
Climate action is at the top of the agenda in the international community, as demonstrated at the 2021 G7 Summit and the 2021 UN Climate Summit. Major developed countries are scrambling to make a transition to a green economy and create a new growth momentum. Following the Paris Climate Agreement in 2016, they focus on "carbon neutrality" as an effective means of tackling climate change. The Republic of Korea, a high-carbon economy, submitted its second Nationally Determined Contribution and announced carbon neutrality as a top policy priority. Accordingly, the country increases government budget in research and development (R&D) and science and technology (S&T) policies. Against this backdrop, this study analyzed policies on carbon-neutral S&T and R&D in major advanced countries. The analysis was made by identifying globally pending issues in carbon-neutral policies and climate technology. In addition, focus group interviews were conducted six times with 10 experts to come up with three R&D strategies and action plans for government-funded research institutes to achieve carbon neutrality. To be specific, the following measures were suggested. First, creative and innovative R&D programs are required to solve the problem of carbon emissions. Second, it is necessary to establish carbon neutrality policies and infrastructure which are sustainable to run and manage. Third, it is crucial to promote cooperation in climate technology based on excellence. In conclusion, the strategies proposed in this study are expected to provide directions and implications for policymakers, researchers, and scholars in science and technology to develop effective strategies to achieve national carbon neutrality.

Background: The study describes the changes resulted from imposition on tertiary hospital outpatient coinsurance rate rise policy and in tertiary or general hospital drug coverage rise policy on healthcare service utilization. Methods: Accordingly, the hypothesis about outpatient healthcare utilization after rise policy in outpatient coinsurance rate and drug coverage was established, using interrupted time-series analysis and segmented regression analysis to test the hypothesis. 5-year analysis period (2007. 3-2012. 3) from the outset year was designated, the data about most common 10 high-ranking of the main diseases targeting visiting patient from age of 6 to 64 were collected. Results: The summary on the major research is followed. First, the medical expense and duration of treatment tends to be increased in case of imposition about rise policy in outpatient coinsurance rate in the tertiary hospital under the interrupted time-series analysis. It showed temporary increase and slow down on account of influenza A even after the policy enforcement. In segmented regression analysis, duration of visit and medical expense in the tertiary hospital increased temporally right after the policy implementation and the decreased rapidly depends on period. Both rise and fall is statistically significant. The second, In case of tertiary or general hospital outpatient drug coverage rise policy, all of the tertiary hospital healthcare service utilization variables by the interrupted time-series analysis, drug coverage policy in the general hospital deeply declined according to decreasing trend before policy implementation. The third, in case of segmented regression analysis, the visit duration and medical expense statistically declined right after the policy implementation in both the tertiary and general hospital. Meanwhile, administration day was statistically meaningful only for the decrease right after the policy implementation. Otherwise, general hospital changes are not statistically meaningful. And the medicine cost was statistically, meaningfully decreased after the increase in drug coverage. Conclusion: Finally, the result demonstrated according to the analysis is only 1 hypothesis is denied, the other 2 are partially supported. Then, tertiary hospital outpatient coinsurance rate increase policy comparatively makes decrease effect on long-term healthcare utilization, and tertiary or general hospital outpatient drug coverage policy showed partially short-term effect is assured.
This study analyzed policy implementation factors focusing on how Donuimun, a demolished cultural heritage, was digitally restored and the policy implementation process of Donuimun Gate restoration. Through this, the characteristics of the implementation process of the digital Donuimun Gate restoration policy promoted by public-private multilateral collaboration were examined and implications were sought for how institutions with different interests solved problems and collaborated in the implementation process. The research method was focused on policy implementation factors including policy executive factors, policy content factors, policy resource factors, and policy environment factors, and the process was analyzed for each detailed component. Along with literature analysis, in-depth interviews were conducted with participants in policy implementation. As a result of the study, first, it was found in the policy executive factor that the quick decision-making leadership of the policy manager and the flexible attitude of the person in charge of the government agency had a positive effect on preventing conflicts between different interest groups. Second, in terms of policy content, establishing a common goal that everyone can accept and moving forward consistently gave trust and created synergy. Third, in the policy implementation resource factor, the importance of the budget was emphasized. Finally, as an environmental factor for policy implementation, the opening of 5G mobile communication for the first time along with the emergence of the Fourth Industrial Revolution at the time of policy implementation acted as a timely factor. The digital Donuimun Gate was the first case of restoring a lost cultural heritage with AR and VR, and received attention and support from the mass media and the public. This also shows that digital restoration can be a model case that can be a solution without conflicts with local residents where cultural heritages are located or conflicts between stakeholders in the preservation and restoration of real objects.

This study was carried out to raise research productivity through the analysis on the research projects and to find trends of mineral resources survey and mineral deposits of the KIGAM for 38 years since the fiscal year of 1976 to 2013. The KIGAM in the projects for mineral resources survey and mineral deposits expended 67.41 billion won for last 38 years, which is 107.07 billion won calculated using the present value in 2013 at discount rate of 5%. R&D expenditure in mineral resources survey and mineral deposits of KIGAM increased approximately 59.4 times from 108 million won in 1976 to 6,420 million won in 2013, and about 9.8 times from 657 million won in 1976, as calculated using the present value in 2013. The percentage of research projects in mineral resources survey by research sub-areas was as follows: survey, 32%(90 projects); origin of ore deposits and basic research, 19%(54 projects); exploration for ore deposits, 17%(48 projects); database and information, 13%(37 projects); mineralogy and ore analysis, 9%(25 projects); and etc., 10%(27 projects). Based on analysis of research trends over the last 38 years, to raise research productivity, the existing survey research techniques with repeated use and related technology development should be enhanced.

This paper presents an analysis of resource assignment for multihop communications in millimeter-wave (mm-wave) wireless personal area networks. The purpose of this paper is to figure out the effect of using directional antennas and relaying devices (DEVs) in communications. The analysis is performed based on a grouping algorithm, categorization of the flows, and the relaying DEV selection policy. Three schemes are compared: direct and relaying concurrent transmission (DRCT), direct concurrent transmission (DCT), and direct nonconcurrent transmission (DNCT). Numerical results show that DRCT is better than DCT and DCT is better than DNCT for any antenna beamwidths under the proposed algorithm and policy. The results also show that using relaying DEVs increases the throughput up to 30% and that there is an optimal beamwidth that maximizes spatial reuse and depends on parameters such as the number of flows in the networks. This analysis can provide guidelines for improving the performance of mm-wave band communications with relaying DEVs.

This paper aims to construct and analyze the domestic collaborative research network in industrial engineering. Using co-authorship information contained in the papers published in the two journals of the Korean Institute of Industrial Engineers, the collaborate research network at the institutional level is constructed. The core institutions in the network are identified by means of the centrality indexes of social network analysis. In addition, the five types of roles of the institutions in industry-university-institute cooperation are examined through brokerage analysis: coordinator, consultant, gatekeeper, representative, and liaisons. The findings are expected to be fruitfully utilized in formulation of R&D strategy of relevant organizations and technology policy making for promoting collaborative research in industrial engineering.
