개발도상국들의 인구정책에 관한 비교연구 -출산조절정책을 중심으로- (A Comparative Study on Population Policies in Developing Countries)

  • This study was designed to make a comparative analysis of fertility control policies in developing countries selected from Asia and Latin America. Considering the size and the density of population, the history of the fertility control policy, and the availability of references, eight countries were chosen among Asian developing countries that have adopted the fertility control as an official policy. All of nine countries in Latin America that have adopted family planning as an official policy were included in this study. An attempt was made to formulate an analytical framework to be used for a comparative analysis of fertility control policies. It can be represented by a continuum which consists of individual approaches and structural approaches to fertility control at both extremes. It represents fairly well the controversies between those who advocate family planning and those who advocate measures beyond family planning, but assumes that the two sides of the controversy form a continuum of approaches to fertility control. Various fertility control policies of each country were placed along this continuum and analyzed. The results of the analysis can be summarized as follows: (a) Those countries that have higher population pressure in terms of either the size of population or the population density tend to adopt fertility control policies earlier in time. (b) Those countries that have higher population pressure in terms of either the size of population or the population density tend to adopt more comprehensive measures along the continuum of fertility control policies. (c) Those countries that adopted more comprehensive measures along the continuum seem to have succeeded in reducing their level of fertility more effectively. (d) Developing countries in Asia tend to adopt more comprehensive measures to control fertility than those in Latin American countries. (e) The reduction of fertility in developing countries seems to be associated with both the fertility control policies and the level of socioeconomic development.

미국 학교폭력에 대한 무관용정책의 변화와 시사점 (Major Principles and Changes of Zero Tolerance Policy on School Violence in USA)

  • 미국에서는 1980년대 이후 학교폭력, 무기사용, 마약복용 등의 문제에 대응하기 위하여 무관용정책(zero tolerance)을 시행하고 있다. 학교폭력이나 비행이 발생한 경우 미리 예정된 정학 또는 퇴학을 엄격하게 적용하여 학교의 안전과 학습 분위기 개선을 도모하고 있다. 실제로 학교폭력비율이 감소하고 있는 것으로 나타났다. 그러나 다른 한편으로 사소한 비행에 대해서도 엄격한 처벌을 함으로써 비행이 더 악화되며, 효용성도 증명되지 않는다는 비판이 제기되었다. 이에 대안으로 무관용정책의 대원칙은 유지하면서도 폭력의 정도에 따라 처벌의 정도를 달리하자는 등급징계제도 또는 조기반응모형이 제시되고 있다. 최근 우리나라에서도 학교폭력이 사회적 이슈로 강하게 부각됨에 따라 정부도 '학교폭력근절 종합대책'을 발표하는 등 범부처 차원에서 대응하고 있다. 이 논문은 사소한 괴롭힘도 '범죄'라는 인식하에 철저히 대응하는 정부의 방침의 타당성을 탐색하기 위해 현재 미국에서 시행하고 있는 학교폭력에 대한 무관용 정책의 주요 내용과 변화과정을 분석하여 정책적 시사점을 도출하는 데 목적이 있다.

미국과 국내 공공도서관 연체료 정책 분석을 통한 개선 방안 연구 (A Study on the Improvement Measures through Analysis of Late Fee Policy in Public Libraries in the United States and Korea)

  • 본 연구는 미국과 국내 공공도서관의 연체 도서에 대한 연체료 정책 현황 분석을 통해 우리나라 공공도서관 연체료 정책에 관한 개선방안을 도출했다. 국내 사례로는 서울시 공공도서관의 연체료 현황을 분석했다. 연구 결과, 서울시 공공도서관은 운영주체 기준 14.8%, 도서관 수 기준 21.6%가 연체료 부과 정책을 시행하고 있는 것으로 나타났다. 미국의 경우, 미국도서관협회 및 주요 공공도서관 등은 최근 연체료 폐지 정책을 계속해서 시행하고 있다. 가장 주된 이유는 연체료를 사회적 불평등의 한 형태로 인지하게 된 때문이다. 실제로 연체료 폐지로 인하여 이용자들의 정보 접근권이 강화된 사례가 있는 것으로 확인되었다. 이와 함께 미국 공공도서관 경우, 연체 이후 일정 기간이 지나면 분실로 전환을 한 이후 분실에 대한 수수료를 부과하는 것으로 조사되었다. 본 연구는 연체도서 관리를 위하여 이와 같이 연체와 분실에 대한 대응 조치를 통합할 것을 제안하고 이를 위하여 법률적 근거를 명확하게 할 것을 제안하였다.

산업보안 지원 정책 결정의 우선 순위 - 기업 수요와 효율성을 중심으로 - (Priority of the Government Policy to support Industrial Security - Focus on a companies' demand and efficiency of policy -)

  • 본 연구는 산업보안의 주체인 기업을 대상으로, 기업의 기밀 보호를 위한 정부 정책의 우선 순위가 무엇인지, 산업보안을 위한 정부 지원 규모의 확대가 필요한지를 조사하였다. 우선 순위를 결정하는데 있어 기밀 보호와 관련된 기업, 개인, 사회, 정부 등의 의견과 입장을 모두 고려해야 할 것이나, 산업보안 특히 기밀 보호의 주체, 기밀 보호 정책의 수혜자, 수요자로 가장 중요하고 직접적인 당사자인 기업이 요구하는 것들이 지원 정책 결정의 기초가 될 수 있을 것으로 보았다. 이에 따라, 우리나라 기업의 보안 부서 근무자 또는 보안 담당자에게 설문지 발송을 통해 회수된 설문지중 유효한 것으로 판단된 50개를 분석하였으며, '교육 및 인력육성(On/Off-Line) 지원 강화,' '보안관련 관리 및 대책수립,' '자격/검정제도를 통한 보안전문가 위상 강화'가 기업의 기밀(고객 개인정보 포함) 보호를 위해 정부차원에서 가장 우선적으로 지원해야 할 정책 방향 1, 2, 3 순위로 조사되었다. 산업보안을 위한 정부 지원의 확대가 필요한지에 대해서는 조사 대상자 모두 필요하다고 응답하였다.

경기도 대기질 개선 정책의 온실가스 동시 저감 및 그에 따른 공편익 효과 분석 (Greenhouse Gas Reduction by Air Quality Management Policy in Gyeonggi-do and Its Co-benefit Analysis)

  • In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

지구온난화에 대한 지방정부의 대응;서울과 동경의 비교 (Local Government's Response to Global Warming;Comparison of Seoul and Tokyo)

  • As Russian government signs the Kyoto Protocol on November 2004, it will go into effect on Feb. 16 2004. Under the Protocol, 38 industrialized countries are to reduce their combined emissions of six major greenhouse gases, including carbon dioxide and methane, to below 1990 levels during the 2008-2012 period. Korea ratified the Protocol in 2002 and is currently exempt from the reduction measures. It is expected, however, that Korea will be pressured to join the reduction scheme from 2013. Although the Kyoto Protocol is national-level agreement each country's urban governments are expected and have to play important role to make it successful one. It is more so for such mesa cities as Seoul which has experienced rapidly worsening environment recent years. Statistics shows that the annual average temperature in Seoul has increased by $1.5^{\circ}C$ for the last century, which is much higher than the national average. 'Heat Island' effect is not unusual any more in Seoul. This study reviews the key points of the Kyoto Protocol, urban warming phenomena in Seoul and its policy responses. In doing so, this study evaluates Tokyo case as a comparative one. It is found that Seoul needs to develop more concrete and feasible policy measures to get current efforts more effective.

지상파 다채널 서비스 도입을 위한 정책방안 연구 (A Study on Policy for the Introduction of Terrestrial Multi-Channel Service)

  • 현재 국내에서 DTV 전환 이후 지상파 다채널 서비스 도입에 대한 필요성이 제기되면서 다채널 서비스 도입을 위한 정책을 추진하고 있다. 이에 따라 지상파 방송사들은 지상파 다채널 서비스 실현을 위해서 공동대응책을 마련하고 있다. 아울러 규제기관인 방송통신위원회 역시 지상파 다채널 서비스 정책 수립에 적극적인 입장이며, 지상파 방송사들과 함께 실험방송을 준비하고 있다. 이에 본 글은 지상파 다채널 서비스에서 제기되는 기술적 문제와 서비스 구현을 위한 정책적 방안을 살펴봄으로써 향후 지상파 다채널 서비스가 추구해야 할 방향과 규제기관의 정책수립에 도움이 되고자 한다.

영국 농업환경정책의 도입 및 정착과정 분석 (An Analysis on the Launch and Settlement of Agri-Environmental Policy of the UK)

  • This study aims at analysing the process of introduction and the development of the agri-environment policy of the UK and identifying the implication for the Korean government. The UK introduced the AES policy in order to reduce the negative impact of the farming practice on biodiversity and habitats. The initial process was only possible for the enormous research results on the relationship between the farming and environment. Since the UK launched the ESA scheme in 1987, it has extended the designated areas for four stages. Based on the success of the ESA scheme, it started CSS and other schemes. However, these had a modest success and were integrated into the CSS scheme, which from then on became the main measures of the AES in the UK. The whole process of the UK case tells us that the most important work for the start of the AES in Korea would be the necessity and feasibility of the environment protection measures in Korea which could be identified from academic and scientific research on the impact of agricultural practice on the rural environment in Korea.

흡연위험요인관리를 위한 부문간 협력: WHO FCTC를 중심으로 (Intersectoral Collaboration for Tobacco Policy: Focusing on WHO FCTC)

  • Objectives: The purpose of this manuscript was to review Intersectoral Collaboration policies for Tobacco Control. Methods: The author selected the WHO Framework Convention on Tobacco Control and adopted guidelines, and reviewed intersectoral and multisectoral collaboration policy recommendations. Results: There are 11 chapters and 38 articles in the Convention. In the Demand reduction policies included price and non price measures. The author selected a few non price measures for cross sectoral collaboration examples. They are protection from exposure to tobacco emission, education and communication, banning advertising, promotion and sponsorship of tobacco products, and offering treatment to tobacco use cessation. Inter sectoral and multi sectoral approaches could increase effectiveness, and better outcome of the tobacco control policy for implementation of many different articles of FCTC. Conclusions: It is important to give a specific role in structures of different government sectors and infrastructure for intersectoral collaboration. In addition, the role of civil society is very important for implementation of tobacco control policy effectively, and governments have to support the civil society for anti-smoking activities and campaigns.

중소기업 수출지원제도 개선에 관한 연구 (A Study on the Measures for Export Promotion of Small and Medium Enterprise in Korea)

  • These days, Korean government has been expanding Free Trade Agreement (FTA) with major countries. Expansion of FTA, which means opening up the markets, can be the opportunity to develop for those enterprises with global competency; however, it surely brings disadvantages to such small and medium enterprises which function as an outsourcing and a subcontracted to large enterprises. For Korean economy to overcome the national income of US$20,000 and to jump up to the level of advanced countries, it is imperative to perceive a limit to the large enterprises only. Not only the leading efforts of small and medium enterprises to double the exports, but also realizing the policy reform for the consistent and intimate policy between the government and companies have to be proceeded. Therefore, primarily in this study, first, it includes the overview of the change in trade-environment in an era of FTA, governmental system and policy to support export for the small and medium enterprises; secondly, examination of the export capacity and some problematic factors in export for small and medium enterprises. Ultimately, it is suggested both reinforcement for global competency of the small and medium enterprises and an alternative policy for the support system in the time expecting export expansion.
