Recognition of Picture Book Makers(Editors/Writers) and Consumers(Parents of Young Children/Preschool Teachers) about Picture Books (그림책에 대한 생산자와 소비자의 인식 차이 연구)

  • The purpose of this study was to investigate the recognition differences between picture book makers(editors/writers) and picture book consumers(parents of young children/preschool teachers) about picture books. The study subjects were 69 children's book-editors(editors, designers), 72 children's book-writers, 78 parents of young children, and 79 preschool teachers. The results of this study were as follows. First, they differently recognized the effects of good picture books on children's development, and the contents and components of picture books. However, both groups preferred creative stories to traditional stories and agreed on the children's preferences of the book genre and characteristics. Second, picture book makers and consumers were differently aware of the quality of Korean picture books published in Korea but they agreed on the quality of foreign picture books. They thought that more picture books with better contents and formality on the imaginary, artistic, and real-life related themes needed to be published in Korea. Third, the book makers and consumers obtained information on the picture books in the book stores and libraries in most cases. The book makers were more interested than the consumer in the picture, writer, cover design, and publishing company of the books, whereas the consumers placed a higher priority in the purchase process. Both groups pointed out the non-professional editing and sales policy as the problems in the Korean publishing company.

Evaluating the Impact of Win-Win Growth Policy Announcements between Large Firms and SMEs on the Market Value of Firms (대기업-중소기업의 상생협력 정책이 기업가치에 미치는 영향: 이벤트연구방법론을 기반으로)

  • Win-win growth between large companies and small and medium enterprises (SMEs) become a critical encomic and social issue in Korea. Korea government has been attempted to establish strong policy to build right win-win relationship between large companies and SMEs. Along with this strong drive from Korea government, a variety of strategies that enhance win-win relationships between large companies and SMEs have been adopted. Win-win growth policy is expected to provide positive impact on sustainable competitive advantage of firms. Therefore, many studies have focused on the win-win growth policy success factors, type of the policy, and the results of the policy. Although there is much literature on the win-win growth policy, the effects of win-win policy on firm value is not well understood. We addressed this issue by exploring how win-win growth policy influences a firm's market value using event study methodology. We evaluated the cumulative abnormal returns for win-win growth policy announced by Korean large firms from 2004 to 2012. The results of this study insisted that the announcements of win-win growth policy show negative impact on firm's market value, which is not consistent with previous studies. The findings of this study offer insights that may help government policy makers and managers to revise their policy for better outcomes of their win-win growth policy.

  • Policy-related knowledge refers to a body of knowledge that bureaucrats and policy makers use when making decisions. In this study we conceptualize policy knowledge as intellectual infrastructure which helps to maximize efficiency with the viewpoint of policy ecosystem. The policy knowledge ecosystem covers people and organizations that participate in the production, distribution, and consumption process of the policy-related knowledge plus interactions between participants. We build the conceptual policy ecosystem model of comparative analysis, and analyze characters of e-government policy between Korea and U.S.A. The results suggest theoretical and policy implications focusing on the relevant policy knowledge is crucial for the sustainable development and growth.

A Comparative Study on ICT Policy in Education in Korea and Japan

  • Korea and Japan have been making a continuous effort to build information and communication technology (ICT) infrastructure in schools, and integrate ICT into curriculum by training teachers based on own ICT policies in education. ICT policy in education isparticularly diverse and challenging, in part because the rapid development of ICT continues to create new possibilities for use and demands the transformation of the ways we teach and learn. The present study is to analyze ICT policies of Korea and Japan, between 1980's and the present period, in a larger educational and historical context. The study reviews chronological changes in major streamlines of ICT policies of both countries, and discusses in detail changes in two aspects of ICT policies in education, that is, ICT infrastructure and teacher training. The paper points out convergence and diversity of ICT policies in two countries and concludes with a set of guidelines for ICT policy makers.

A Delphi Study of Developing Competency Model for Korean Health Teachers (보건교사의 역량모형 개발을 위한 델파이 연구)

  • Purpose: This study was intended to identify the competency model for korean health teachers. In order to enhance job effectiveness and talent development of health teachers in schools, this study would provide policy makers and school administrators with a competency model to be used as a valid and reliable tool for selection, development, and appraisal of health teachers. Methods: This study used three-round Delphi technique, which was a series of surveys to obtain a consensus of experts in school health and health education. 31 experts were finally involved in Delphi panel, which consisted of professors, administrators, and school teachers. Results: This study found that the competency model of health teachers was composed of fourteen competencies and 75 performance indicators. The fourteen competencies were as follows: consulting and teaching competency, students understanding competency, health problem solving competency, health assessment competency, relationship building competency, information management competency, curriculum management competency, teaching activity competency, writing competency, professional expertise competency, health business management competency, self control competency, school commitment competency, and achievement orientation competency. Conclusion: Based on the results of this study, policy makers and school administrators would be able to use the competency model as a tool of new health teachers selection, existing health teachers appraisal, and new and existing teachers training and education. Future research needs to classify the levels of each performance indicator as a kind of behavior indices.

  • Recently, automotive companies have invested in vehicle weight reduction and clean car development because of oil price rises and environmental problems. In particular, USA car makers have developed the vehicle spending 1 liter per 34km complying with PNGV(Partnership for a new generation of vehicle) and Europe car makers have developed the vehicle spending 3 liters per 100km. The USA government announced "The green car policy" in order to boost production of more fuel effective cars in 2009. According to the policy, it will be restricted to sell the car which spends more than 1 liter per 14.9km by 2020. To satisfy the current situations on automotive market, hydroforming technology has widely adapted vehicle structures such as engine cradle, chassis frame, A pillar, radiator support, etc. However, automotive companies have to consider formability and performance to improve and maximize the benefit from this technology in advance of detail design. The paper deals with one of the vehicle weight reduction methods using tube hydroforming technology and platform commonality in front suspension. FEA simulation is also introduced to evaluate hydro-formability and NVH performance at the beginning of design stage which is the best way to reduce the failure cost.

A Study on the Economic Effects of Korean Large Telescope Project (대형광학망원경 개발사업의 경제적 효과 분석 연구)

  • Korean government is driving the large telescope development project to improve the level of astronomical research. The objective of this study is to assess the economic effects of Korean large telescope project by employing a contingent valuation method (CVM) to provide policy-makers with useful and responsible information. According to estimating results, annually willingness to pay per household is 1,416 Korean Won. Consequently, the annual benefit of large telescope project is about 240.8 billion Korean won. This result contributes to provide policy makers with the quantitative information and for economic feasibility.

  • This paper investigates the effect of the involvement of the board chairman in the audit committee (AC) on earnings management (EM). It examines Bursa Malaysia-listed companies with the lowest positive earnings for the years 2013 to 2015. The Modified Jones Model by Kasznik (1999) was used to determine discretionary accruals. An AC that includes its board chairman as an ordinary member is associated with greater discretionary accruals. However, a board chairman who is also the chairman of the AC does not seem to influence discretionary accruals. This paper supports the agency theory and policy-makers' efforts to prevent board chairmen from sitting on ACs. It is the first study that uses the agency theory to describe the association between the board chairman's involvement in the both AC and EM. This study alerts policy-makers, stakeholders and researchers to the influence of a board chairman serving on the AC in curbing EM. Furthermore, it provides empirical evidence that the majority of Malaysian companies whose board chairmen are involved in the AC appoint the chairman as an ordinary member of the AC. This indicates that executive directors may affect such actions. Hence, more policies are needed to improve AC independence.

  • Online and mobile games represent digital entertainment. Not only the game grows fast, but also it has been noted for unique business models such as a subscription revenue model and free-to-play with partial payment. But, a recent revenue mechanism, called a loot-box system, has been criticized due to overspending, weak protection to teenagers, and more over gambling-like features. Policy makers and research communities have counted on expert opinions, review boards, and temporal survey studies to build countermeasures to minimize negative effects of online and mobile games. In this process, speed was not seriously considered. In this study, we attempt to use a big data source to find a way of observing a trend for policy makers and researchers. Specifically, we tried to apply the Word2Vec data mining algorithm to news repositories. From the findings, we acknowledged that the suggested design would be effective in lightening issues timely and precisely. This study contributes to digital entertainment service communities by providing a practical method to follow up trends; thus, helping practitioners have concrete grounds for balancing public concerns and business purposes.

A study on Freight-only-lane and Freight-only-highway Policies Implemented in the Incheon City (인천항 배후지역의 화물차 전용도로망 구축에 관한 연구)

  • Heavy truck traffic causes serious damage to not only environment condition due to the emissions but also pavement condition. In Incheon city area, the highways of the port hinterland suffer from similar problems. Therefore, it is required to develop a policy to solve those problems, which should be under the collective agreement of the truck drivers, local residents, and policy makers. This paper compared the truck traffic volumes and re-pavement construction history for last 4 years and showed the real effect of the heavy truck traffic on the pavement. Furthermore, this study examined the pros and cons of the exclusive truck lane and truck only highway policies and conducted a survey of truck drivers, local residents, and policy makers. Each group showed different preferences for the policies particularly for the question asking the best implementable policy.
