Purpose: It is necessary to look at the reasons why the Korean government has failed in boosting mom and pops, even though many aid programs for independent retailers have been introduced. Furthermore, this research will provide policy makers and practitioners with new insight to improve the performance of government policies. Research design: the researcher has had an interview with the 26 practitioners to gather the right information. Furthermore, interview results have been categorized into the government-related issues, support programs and shop owner-related issues, from a practitioner's perspectives. Results: The researcher found that the confusion of governmental support organization, the lack of retail marketing experts, frequent job rotation, the lack of cooperation between bureaucrats and associations, concerned about the governmental-related issues, are failure reasons. In terms of support program issues, the research found the following reasons: no blueprint, the lack of retail experts, relevance to budget scale, and the complexity of budget implementation. Associated with shop owner-related issues, the author found that the causes of failure are closely related to aging shopkeepers, the absence of a successor and increasing dependence on a government. Conclusions: The author proposes that a government has to rebuild existing support programs for small shop owners.
In spite of continuous implementation of the transportation demand management (TDM), the profuse use of car at the peak-time has caused chronic traffic congestion in the Seoul downtown area. This study makes a comparative analysis on the effectiveness of commuting cost subsidy system for public transit user with other policy instruments such as an increment in fuel tax and park cost. This study not only follows standard guidelines of stated preference methodology to guarantee objectivity, but also uses sample enumeration method and non-Parametric bootstrapping method to secure reliability of empirical results. As a result of empirical studies, the conversion effect of car to public transit is superior to other two Policy instruments. Also. an increment in fuel tax and park cost is income-regressive from the equity aspect in a wage bracket, but commuting cost subsidy system for Public transit user is Income-progressive As a fundamental research on commuting cost subsidy system for public transit user, this study is likely to Provide Policy-makers with quantitative information useful in establishing Public transport Policy to Promote the use of the public transit.

Since the introduction of National Health Insurance(NHI) in 1977, it has grown rapidly and contributed to extend patient's access to the health care services. However, limited coverage for health care services of NHI has been ongoing challenge and private health insurance(PHI) has been rising as an alternative source of enhancing coverage and saving out-of-pocket(OOP) expenditure for patients. In this study, after controlling for socio-demographic, economic, health related variables, we identified the patients' healthcare utilization and subsequent OOP expenditure depending on their PHI enrollment and their enrollment types(fixed benefit, indemnity, fixed benefit plus indemnity). Data were collected from the 2010 Korean Health Panel. The unit of analysis was a member of household(n=13,324). Of the 13,324 cases, 70.7% of patients held PHI, in detail, fixed benefit(47.0%), indemnity(3.6%), fixed benefit plus indemnity(20.1%). Major findings showd that patients who enrolled in PHI used more outpatient services(outpatient visit, number of physician visit, number of examination) and spent more OOP expenditure than non-PHI patients. There were also differences of healthcare utilization and OOP expenditure among the types of PHI. In addition, PHI patients used more inpatient services(inpatient use, number of hospitalization, LOS), but there was no significant difference between PHI and non-PHI patients with regard to the OOP expenditure. Thus, we could not find any distinct relationship between the types of PHI and patients' tertiary hospital use. Policy-makers should need careful political deliberation for monitoring the effect of PHI on health care utilization and subsequent expenditure not only to improve patients' coverage but also to save their OOP expenditures.
This study analyzed the accomplishment of the outsourcing production policy which forces broadcasting companies to schedule and broadcast more than a certain proportion of outsourcing production programs. According to the results from the examination of whether or not the policy increased the diversity of broadcasting programs, it is positive that a rise in the number of production companies resulting from the implementation of the outsourcing production policy increased the diversity of broadcasting program makers, but programs supplied were limited to certain genres, failing to be diverse. According to the results from the examination of whether or not the competitiveness of broadcasting and video contents increased, production conditions had not improved due to the controversy over the ownership of the right of production between terrestrial broadcasting companies and outsourcing production companies. In addition, though there was the positive effect of increasing export of broadcasting programs, the exports were limited to certain genres.
Korean Government has developed Sejong City as a new administration city. This city of future was planned and designed toward one of the most eco-friendly city on the basis of ICTs. To attain this object, a carbon emission monitoring system (CEMS) was designed and installed as a part of u-city service which provides various information anytime and anywhere to enrich the people's quality of life. In this paper, at first, the structure and functions of CEMS are introduced. This system is consist of 5 parts - data collection from user and linked public DBs, transforming data into meaningful information for the policy makers, system-user interfacing via statistical tables and graphs, and system maintenance. This system can be operated by the citizen participation through whole the process. With the help of GIS map and graphic interface, statistics of monitored data for both citizen and decision maker provided and after feed-back, they have affected on the behaviour of citizen's energy consumption and related policy as well. By the CEMS, energy consumption data of 124 agreed households were collected during 9 months in 2012. Electricity, gas and water consumption were remote-metered automatically by the system and analysed. This showed that more than 85% of CO2 emission is rely on electricity usage. Furthermore, number of family members and size of house influences on the emission of CO2 by each household together with the life-style of the occupants. Electricity and water consumption showed the seasonal factor while gas consumption represents the number of family members. Even this paper has limitations caused by 9 months of data collection, it shows the policy directions to reduce the emission of CO2 focusing on the house size and number of family members of each households. With the result of this research, life-style of the generation of dwellers should be investigated and the CO2 emission characteristics of other housing type as well for the data building for future policy making.

The purpose of this study is to find out primary policies for reducing PM(particulate matter) as well as for improving the quality of life. Serious particulate matters cause to diverse healthcare and economy problems including business transactions. Unfortunately, until recently there are very few researches regarding the decision-making process for particulate matter policies. This study has applied the AHP(Analytic Hierarchy Process) method to develop cooperative policy making processes. The upper layer of this hierarchy analysis consists of four parts, i.e., transportation, production facility, living environment, and urban planning management. And each upper layer parts has their own three policies. 25 experts including policy-makers, academic researchers and industrial specialists have decided the primary policies and directions. The most significant PM policy is the mandatory reduction of air pollution and suspension of factory operation in the production industry. The results of this study can lead to guidelines for making environmental policies.

Energy environment has been changing rapidly such as the fluctuation of oil prices and the effect on UNFCCC. Oil price change affects Korea's economy heavily due to her poor natural resources and large dependence of consumed energy resources. Korea takes the 4th place of importing the crude oil and 9th place in $CO_2$ emissions with the 1st place of $CO_2$ emissions increasing rate. Considering the current statue of Korea including oil price change and UNFCCC, Korea will be expected to be the Annex I nation due to Korean energy environments and the quantity of $CO_2$ emission. Energy technology development is a crucial key to cope with Korea's national energy security and environments. In this study, we establish the framework, which allocates the relative weights of assessment criteria and sub-criteria, for assessing and selecting R&D programs of energy technologies strategically. We integrated fuzzy theory and analytic hierarchy process (AHP) approach since the fuzzy AHP approach reflects the vagueness of human thoughts and perception effectively as making pairwise comparisons of criteria and alternatives. The fundamental data of this research results will support R&D planning phase for policy-makers and the production of well focused R&D outcomes.

Background: In Korea, the National Health Insurance program has initiated various copayment policies over a decade in order to alleviate patient financial burden. This study investigated healthcare spending and utilization in the last 12 months of life among patients who died with lung cancer by various copayment policy windows. Materials and Methods: We performed a retrospective cohort study using nationwide lung cancer health insurance claims data from 2002 to 2012. We used descriptive and multivariate methods to compare spending measured by total costs, payer costs, copayments, and utilization (measured by length of stay or outpatient days). Using 1,4417,380 individual health insurance claims (inpatients: 673,122, outpatients: 744,258), we obtained aggregated healthcare spending and utilization of 155,273 individual patient (131,494 inpatient and 103,855 outpatient) records. Results: National spending and utilization is growing, with a significant portion of inpatient healthcare spending and utilization occurring during the end-of-life period. Specifically, inpatients were more likely to have more spending and utilization as they got close to death. As coverage expanded, copayments decreased, but overall costs increased due to increased utilization. The trends were the same in both inpatient and outpatient services. Multivariate analysis confirmed the associations. Conclusions: We found evidence of the higher end of life healthcare spending and utilizations in lung cancer patients occurring as coverage expanded. The practice pattern within a hospital might be influenced by coverage policies. Health policy makers should consider initiating various health policies since these influence the long-term outcomes of service performance and overall healthcare spending and utilization.
This study conducted comparative study on autonomous car's industry policy and corporate strategy of US, China, Germany, Japan and Korea. By analyzing core technologies and industry paradigm shifts of autonomous car industry, I was able to figure out autonomous car has high potential to be dominant transportation in the future and it is important to construct core competency in technology area. The meaningful findings by analyzing various primary and secondary data are as followings: First, in case of US, Google was leading autonomous car industry by developing its own OS and Platform. US government has been actively supporting and interacting with private firms and Universities for stimulating industry/technology convergence and establishing standard. Second, in case of Germany, autonomous car development was leading by several auto makers such as Mercedes, BMW in Hardware and manufacturing area, and German government was focusing on deregulations for private company. Third, in case of Japan which quite similar with German situation, they were both independently developing technology and expanding alliances with MNCs. And Japanese government was supporting triple helix system construction between local companies and universities. Fourth, in case of China, autonomous car industry was leading by IT companies, and various cooperations between IT companies and automakers were established. Chinese government was regulating foreign companies and supporting domestic companies both in market and technologies Last, in Korean case, the active and extensive alliances were lacking in Korean companies while strategic and strong government supports were missing in public sector. For competing with other countries and players, more active collaboration between different countries and strong policy supports are needed in Korean auto industry.

Background: South Korea has experienced problems with excessive pharmaceutical expenditures. In 2010, the South Korean government introduced an outpatient prescription incentive program to effectively manage pharmaceutical expenditures. Therefore, we examined the relationship between the outpatient prescription incentive program and pharmaceutical expenditures. Methods: We used data from the Korean National Health Insurance claims database, which included medical claims filed for 22,732 clinics from 2011-2014 to evaluate associated pharmaceutical expenditures. We performed multiple regression analysis and Poisson regression analysis using generalized estimating equation models to examine the associations between outpatient prescription incentives and the outcome variables. Results: The data used in this study consisted of 123,392 cases from 22,372 clinics (average 5.4 periods follow-up). Clinics that had received outpatient prescription incentives in the last period had better cost saving and Outpatient Prescribing Costliness Index (OPCI) (received: proportion of cost saving, ${\beta}=6.8179$; p-value < 0.0001; OPCI, ${\beta}=-0.0227$; p-value < 0.0001; reference = non-received). Moreover, these clinics had higher risk in the provision of outpatient prescription incentive (relative risk, 2.772; 95% confidence interval, 2.720 to 2.824). The associations were higher in clinics that had separate prescribing and dispensing programs, or had professional staff. Conclusion: The introduction of an outpatient prescription incentive program for clinics effectively managed problems with rapid increases of pharmaceutical expenditures in South Korea. However, the pharmaceutical expenditures still increased in spite of the positive impact of the outpatient prescription incentive program. Therefore, healthcare professionals and health policy makers should develop more effective alternatives (i.e., for clinics without separate prescribing and dispensing programs) based on our results.
