A Study on the Balance of Regional Development and Policy Tasks for Rural community Development (지역균형 발전과 농촌 지역사회개발정책)

  • Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

From Environmental Movement to Smart Growth Policy - The Case of Austin, Texas -

  • This paper explores the history of environmental movements and policymaking in the city of Austin, TX and addresses the most recent element of the city's environmental policy, the Smart Growth Initiative. Austin's intense growth over the last 35 years has increased a growing awareness of environmental impacts by humans. The Austin municipal government has tried to adopt environmental measures and various policy initiatives ranging from comprehensive plans to its latest Smart Growth Initiative. The long history of comprehensive planning and watershed protection ordinances indicate that while environmental issues have continually presented as priority issues, it has failed to integrate as a part of the municipal government. This shows that the efforts of political actors have not been sufficient to sustain progressive environmental regimes with environmental issues despite the initial motivation of the state.

  • The media is not just a means of conveying social reality, but is also a political economic subject that restructures social reality. The perceptions and attitudes of the people who read the news can be influenced by the content and direction of the media. Therefore, it is very important to understand and discuss the characteristics of news coverage produced by media. In the case of issues closely related to economic benefits rather than general socio-economic issues, more objective arguments and confirmation of facts are required. In this study, we tried to understand how real estate policy, which is one of the major political and economic issues of S. Korean society, is covered in the media. After analyzing media coverage, we concluded that it was somewhat unreasonable to look at facts about real estate policy objectively and make realistic alternatives, because the framework and attitudes expressed in the articles varied by newspaper.

  • The purpose of this paper is to analyze the political discussion and the success conditions on the digital democracy and issues for introducing e-party of Korean parties, and to propose alternatives for solving these issues. To accomplish this purpose, this paper review actual conditions of the digital politics, analyze on results of e-party driving of Korean parties, review issues for introducing e-party of Korean parties, and propose alternatives for solving these issues. Proposed conditions on digital politics and e-party development will contribute to the prosperity of the Korean politics. In near future, an empirical study on the standpoints of voters politicians will be followed.

The Rise of Korean Innovation Policy for Social Problem-Solving: A Policy Niche for Transition?

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

An Analysis on the Nurse Expansion Policies through Policy Network (정책네트워크 이론을 이용한 간호사 확보를 위한 정책과정 분석)

  • Background: Policy network theory was proved to be an appropriate analytic tool for the current social welfare policy making process. This study aimed to analyze policy making process related to the nurse expansion and policy output while focusing on the interactions and activities among various policy actors. Methods: In this study, we used reports related to the need for expansion of nursing personnel journals, dissertations, newspaper articles, for hearings and debate policies for securing nurse data, and interviews. We examined three components of policy network, that is, policy actors, interactions, linkage of interest. Results: For that to expand the nurse before the 2000s in expanding the supply of medical supplies have been conducted without much disagreement among policy actors under the government's initiative. However, there was lacked a close relationship between the expanding supply of nurses and inaccurate analysis of supply and demand. As the policy is applied between the various policy actors' needs and claims, conflict was intensified and many policy options had been developed. Government only took a role as a coordinator among policy actors in the 2000's. Also, it was difficult to find sufficient and clear evidence that policy-making process based on fair judgment. Conclusion: Therefore, it is urgently required to determine the policy through a social consensus to address the appropriate policy means and the process by correct analysis of the policy issues.

A Study on the Health Policy Issues of Telemedicine Problem in Korean

  • Recently, the government tends to address the health policy as an economic logic. However, health policy must be priority to national health right than economic logic. Thus, in this paper analyzes the problems of telemedicine for telemedicine that are at issue in South Korea, based on this, and presents reasonable health policy directions for telemedicine. To amend the law and legislation the health policy and law, analyze the rationality, feasibility of law and sufficient review should be implemented. Comparing to the foreign which introduced telemedicine earlier, discussion on telemedicine in South Korea remains a long way to go and it is now beginning step. Therefore, it should not forget that the health policy of the government with crass insensitivity can bring great disaster. Above all, to the health care, the sufficient review and social consensus which can reduce the side-effects are priority.

Innovations allow firms to stay ahead in a competitive environment while also playing a leading role in developing a nation or a region. The capacity to solve critical problems depends on the generation of innovations. Innovations are more important for a developing nation as only through them, they can find appropriate solutions to the issues unique to their context.   • Community noise has been serious social issues in Korea. The community noise concerns on traffic, construction, factory, and apartment complex noise. In traffic noise, road, railway, airport sectors are included. This paper summerizes the final report prepared for MOE in 2005 by authors. The new policy will be enforced beginning in 2006 with 5 year schedule. Details on the policy will be demonstrated at the presentation.
