The Korean Academy of Health Policy and Management (KAHPM) has shown remarkable achievements in the field of health policy and management in Korea for the last 30 years. The KAHPM consists of experts in various fields of health policy and management, and has been the leading academic discussion forum for health policy agendas of interest to the public. Health Policy and Management (HPM), the official journal of the KAHPM, published the first issue of volume 1 in October, 1991 and is publishing the second issue of volume 28 as of 2018. Currently, it is one of Korea' main journals in the field of health policy and management. HPM has published a special issue in commemoration of the 30th anniversary of the KAHPM. The HPM invited authors, including former presidents of the KAHPM and current board members, to write about main issues in health policy and management. Although the HPM tried to set up an invited author on all subjects in the health policy and management field, 19 papers are published, that completed the peer review process by August, 2018. The authors of the special issue of the 30th anniversary of the KAHPM include six former presidents, a senior professor, and 12 board members. The subjects of this issue are reform of the healthcare delivery system, health insurance and medical policy, reform of health system governance, the role of National Health Insurance Service (NHIS), the Korea Institute for Health and Social Affairs (KIHASA) and the National Evidence-based healthcare Collaborating Agency (NECA), ethical aspects of health policy change, regional disparities of healthcare, healthcare accreditation, new healthcare technology evaluation system, globalization of the healthcare industry, the epidemiological investigator system, the quarantine system, safety and disaster, and official development assistance. There are some remaining topics to deal with for the KAHPM: aged society, anti-smoking, non-infectious disease, suicide, healthcare resources, emergency medical care, out-of-pocket money, medical fee payment system, medical aid system, long-term care insurance, industrial accident compensation insurance, community-centered health welfare system, and central government and local government of health. The HPM will continue to publish review articles on the main topics in health policy and management. This is because the KAHPM, which has been the leading academic society of Korea's health policy and management for the last 30 years, feels responsible for continuing its mission for the next 30 years.

This article is a suggestion for SME policy in Korea for the attention of the senior policy-experiencer of the whole nation, the Advisor to the President of Korea. This article is written from the perspective of technology policy experts, not SME experts. In spite of many SME policies, the issue of SMEs in Korea is worsening, not being resolved. Technology-oriented policies are effective for each company, but the role of SMEs is gradually decreasing in the Korean economy. Reflecting on this fact, I would like to suggest measures that include long-term, but social as well as educational. The solution I suggested is coexistence since sustainable growth through SMEs is not just an economic or social issue. It is a matter of survival. I propose four types of coexistence: corporate, local, human, and coexistence with nature. Getting coexistence works requires a change in social norms that mobilize even education.

The present study attempted to explore effective scanning and monitoring in process of risk management on agri-marine products distribution policy. The interest public's group interests clash in accordance with theme for issue on marking policy. For executing a better systematic scanning and monitoring on actual affairs of marketing, selecting information personnel, gathering and analysing information, issue and risk management and their valuation with ongoing and simultaneously. Especially, In order to explore effective scanning and monitoring as a model of risk management, the study attempted to analyze within and without environment of marketing, to analyze issue management strategy, to evaluate issue activity for likelihood and impact, risk cycle analysis, interest public's group concerned, grade of interest public's group threatened(power, legitimacy, willingness), rapport(staying close, credibility, meeting expectation). And the study make an ongoing observation progress of subjects, and the serious subjects need have made an close observation. The study suggested to establish friendly relationship between organization and interest public's group, and to regularly accomplish two-way symmetric communication.

This paper aimed to look at the awareness of foreign workers in social platforms by using text mining, one of the big data techniques and draw suggestions for foreign workers. To achieve this purpose, data collection was conducted with search keyword 'Foreign Worker' from Jan. 1, to Dec. 31, 2020, and frequency analysis, TF-IDF analysis, and degree centrality analysis and 100 parent keywords were drawn for comparison. Furthermore, Ucinet6.0 and Netdraw were used to analyze semantic networks, and through CONCOR analysis, data were clustered into the following eight groups: foreigner policy issue, regional community issue, business owner's perspective issue, employment issue, working environment issue, legal issue, immigration issue, and human rights issue. Based on such analyzed results, it identified national awareness of foreign workers and main issues and provided the basic data on policy proposals for foreign workers and related researches.

The purpose of the paper is to discuss the restructuring of the family policy from a gender-integrating perspective. Several meaningful conclusions were reached. First, examining family policy from the laborer's perspective, the issue of work and family becomes not a gender-related issue but rather an issue for universal people. Second, in order to include the difference in interest among men and women in the labor market, and to view the issue from a gender-integrating perspective, the framework for family policy should consider the place of labor. Third, if family policy is divided into family and labor arena based on the above mentioned framework, the core content of the policy should gear toward loosening and/or eliminating barriers to fulfill the right to work for pay and the right to care for family. Lastly, family policy should aim at men and women sharing the responsibility of supporting and caring for the family. By doing so, we may be closer to maintaining work and family together, the ultimate goal of family policy.

Win-win growth between large companies and small and medium enterprises (SMEs) become a critical encomic and social issue in Korea. Korea government has been attempted to establish strong policy to build right win-win relationship between large companies and SMEs. Along with this strong drive from Korea government, a variety of strategies that enhance win-win relationships between large companies and SMEs have been adopted. Win-win growth policy is expected to provide positive impact on sustainable competitive advantage of firms. Therefore, many studies have focused on the win-win growth policy success factors, type of the policy, and the results of the policy. Although there is much literature on the win-win growth policy, the effects of win-win policy on firm value is not well understood. We addressed this issue by exploring how win-win growth policy influences a firm's market value using event study methodology. We evaluated the cumulative abnormal returns for win-win growth policy announced by Korean large firms from 2004 to 2012. The results of this study insisted that the announcements of win-win growth policy show negative impact on firm's market value, which is not consistent with previous studies. The findings of this study offer insights that may help government policy makers and managers to revise their policy for better outcomes of their win-win growth policy.

Rapidly shifting to aging population is a global trend, and one of the challenging issue for the government, business and welfare perspective. In this paper, we focus on application potentials of information and communication technologies, to capture the insights for effectively coping with population aging issue. As the research for silver ICT field is rather limited, we adopt case study research method to extract policy implications and related foundation research agenda. As such, we first investigated comprehensive up-to-date trends, cases for innovative ICT applications, and policy initiatives mainly from the works of OECD nations. With reference to the review findings, we propose policy implications and guidelines for ICT innovations which contributes better quality of life and continuing job opportunities for silver population. The results provides insights for government policy initiative and further research in silver ICT area.

This paper explored the public issue on housework analyzed the policy and the law associated housework and developed the theorical model for its political program. This idea is dependent that the policy has priority over change of the social ideology. That policy contains a campaign and a education to be aimed to share of housework in order to make responsibility of men as well as women on family and work. Also it contains economic value estimates to quantify and value the non-wage work(childcaring homemaking etc.) in order to confirm its productive activity. It would assume the lawful form as like a social security or a pension. For example the Family Rights Law Tax Law and Social Security Act have to be reflected on the value of housework and to be secured the social status of provider. After all this work was useful to improve a wage and a social status of all women. As consistent policy and operation associated housework are poor in Korea it is difficult to develop theoric l model on this theme. On the range a political proposal on housework would be bound by family policy(evaluation of housework) and women's labor policy(housework support). So the policy intend to secure a family life to improve welfare of women and to equilibrate the family and the work.

Whether or not insurance policies are securities has been debated for nearly a century. The position of claiming that an insurance policy has securities properties is premised on the concomitant nature of the maritime cargo insurance policy to the bill of lading. However, in reality today, marine cargo insurance policies are transferred between parties involved in international trade as an integral part of the bill of lading, and the two securities go through the same distribution process. The issue of recognizing the securities properties of an insurance policy is particularly debated when the insurance policy is issued in a order or bearer form. In a normal insurance policy, the name of the right holder, such as the claimant, is written on the insurance policy, and it is not usually transferred by endorsement. In principle, insurance policies are interpreted as neither securities nor negotiable securities. Sometimes, research is being done on legal reform to respond to digitalization of securities, and bills of lading are the subject of research. If marine cargo insurance policies, which are sometimes premised on distribution, have securities properties, the status of the regulations on digitization of bills of lading currently being studied may be helpful for digitization of marine cargo insurance policies. Under these circumstances, the securities of marine cargo insurance policies are reviewed based on recent practices.
