A Study on the Current status and the Educational Needs of Entrepreneurship Education Program : Focused on Elementary and Secondary School Teachers (초·중등 기업가정신 교육 현황과 교육요구도 분석: 초·중등 교사를 대상으로)

  • This study reviews the current status of entrepreneurship education programs in elementary and secondary schools, and analyzes the following educational needs among teachers. We have made the following conclusions from the study. First, career development teachers shared a strong need for entrepreneurship education programs. Second, the programs provided by these teachers were substandard despite the strong need expressed. In particular, insufficient training period and incentives were provided to teachers involved in the programs, and the teachers exhibited low standards in job specialization and class evaluation abilities. Third, the awareness of people involved in the education scheme was most critical in the cultivation and activation of entrepreneurship educations-according to the Borich educational demand calculations comparing the required and actual entrepreneurship education standards. In summary, the general educational conditions, such as the teachers' job specialization, educational support and environment, and partakers' awareness, were lacking in entrepreneurship education programs aimed at the youth. To stimulate the programs' effectiveness, teachers must be better trained; the programs should be better advertised; and specialization should be cultivated during training. Furthermore, the government's support towards program development and diversification through appropriate policies should aim to help the education's recipients in their proactive career development during the current 4th industrial revolution.

A Case Study on the Development of Suwon Village in ODA Project in Cambodia (캄보디아 ODA 수원마을 조성사업에 관한 사례 연구)

  • This study presents improvement measures at the local government level by analyzing the step-by-step projects of Suwon City's Suwon Village Development Project, which is being carried out with public development assistance in the Kingdom of Cambodia. For this study, realistic research was conducted by visiting the site and interviewing the person in charge. The following conclusions are drawn. First, public development assistance projects for local governments in Korea should be carried out, with detailed programs to implement them under the central government's ODA policy. Second, provided a project is competitively carried out, and is not simply pork barreling or enhancing the external image of local governments, the project should be continued, and supplementary measures taken based on an evaluation system and the results of the project's performance. Third, ODAs in the economic and social development sectors-not sporadic aid among central government ministries and local governments-should be centered on the central government and KOICA while local governments are small. If development cooperation is achieved by focusing on the software sector, criticism that it wastes taxpayers' money is likely to decrease. This study suggests that local governments need to establish ODA plans and cooperate with the central government.

A Valuation for Gas Hydrate R&D Project Using Fuzzy Real Options Model (퍼지실물옵션모형을 이용한 가스하이드레이트 R&D 사업의 가치평가)

  • As gas hydrate is recently emerging as a new energy source to solve environmental and exhaustion problems caused by fossil energy, Korea is working on a gas hydrate development project under a 10-year plan from 2005 to 2014. Gas hydrate is expected to have a big effect on the economy and society of Korea, which is largely depending on energy imports besides water energy and atomic energy. However, it is uncertain whether the project will produce successful results. Thus, it is very important to improve its validity and to propose effective execution strategies by evaluating the value of the project in advance. Thus, this study intended to include new information, which had not been evaluated in existing methods, and to reduce biases or errors in value evaluation results by applying a fuzzy risk analysis to the real option model in order to evaluate the value of a gas hydrate development project. It is advantageous that the real option model based on the fuzzy risk analysis modelizes the vagueness and inexactness of intangible element judgment into an appropriate language scale so as to evaluate these elements clearly and integrate them with estimated financial performance results. The application of the fuzzy risk analysis makes it possible to conduct an analysis by dissolving a decision-making issue with complicated and various attributes into several simplified problems. With the continuing high oil prices and today's demand of clean energy, the necessity of energy resources and technology development projects keeps growing. Amid this situation, it is expected that these study results will contribute to proposing a guideline not only for gas hydrate projects but also for policy decision-making related to future energy industries.

Government-funded Projects' Effects in Revitalizing the Urban Commercial District for Small and Medium Retail Merchants (도심지 상업지역의 정부 지원사업 효과 분석)

  • Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.

Irregular Bigdata Analysis and Considerations for Civil Complaint Based on Design Thinking (비정형 빅데이터 분석 및 디자인씽킹을 활용한 민원문제 해결에 대한 고찰)

  • Purpose - Civil affairs are increasing in various forms, but civil servants who are able to handle them want to reduce the complaints and provide keywords that will help in the future due to their lack of time. While various ideas are presented and implemented as policies in solving civil affairs, there are many cases that are not policies that people can sympathize with. Therefore, it is necessary to analyze the complaints accurately and to present correct solutions to the analyzed civil complaint data. Research design, data, and methodology - We analyzed the complaints data for the last three years and found out how to solve the problems of Yongin City and alleviate the burdens of civil servants. To do this, the Hadoop platform and Design Thinking process were reviewed, and proposed a new process to fuse it. The big data analysis stage focuses on civil complaints - Civil data extraction - Civil data analysis - Categorization of the year by keywords analyzing them and the needs of citizens were identified. In the forecast analysis for deriving insights, - The case of innovation case study - Idea derivation - Idea evaluation - Prototyping - Case analysis stage used. Results - Through this, a creative idea of providing free transportation cards to solve the major issues of construction, apartment, installation, and vehicle problems was discovered. There is a specific problem of how to provide these services to certain areas, but there is a pressing need for a policy that can contribute as much as it can to the citizens who are suffering from various problems at this moment. Conclusions - In the past, there were many cases in which free traffic cards were issued mainly to the elderly or disabled. In other countries, foreign residents of other area visit the areas for accommodation, and may give out free transportation cards as well. In this case, the local government will be able to set up a framework to present with a win-win scenario in various ways. It is necessary to reorganize the process in future studies so that the actual solution will be adopted, reduce civil complaints, help establish policies in the future, and be applied in other cities as well.

Subnet Generation Scheme based on Deep Learing for Healthcare Information Gathering (헬스케어 정보 수집을 위한 딥 러닝 기반의 서브넷 구축 기법)

  • With the recent development of IoT technology, medical services using IoT technology are increasing in many medical institutions providing health care services. However, as the number of IoT sensors attached to the user body increases, the healthcare information transmitted to the server becomes complicated, thereby increasing the time required for analyzing the user's healthcare information in the server. In this paper, we propose a deep learning based health care information management method to collect and process healthcare information in a server for a large amount of healthcare information delivered through a user - attached IoT device. The proposed scheme constructs a subnet according to the attribute value by assigning an attribute value to the healthcare information transmitted to the server, and extracts the association information between the subnets as a seed and groups them into a hierarchical structure. The server extracts optimized information that can improve the observation speed and accuracy of user's treatment and prescription by using deep running of grouped healthcare information. As a result of the performance evaluation, the proposed method shows that the processing speed of the medical service operated in the healthcare service model is improved by 14.1% on average and the server overhead is 6.7% lower than the conventional technique. The accuracy of healthcare information extraction was 10.1% higher than the conventional method.

Assessment of Detection Rate Applying the Digital Convergence Mammographic Imaging Methods(FFDM, DBT, BMRI): Based on Breast Density (디지털 융복합 유방 영상 검사기법(FFDM, DBT, BMRI)을 사용한 검출률 평가 : 유방밀도에 근거하여)

  • This study aimed to assess detection rate applying the mammographic imaging methods. The evaluation of the shape and margin of tumor was conducted by score oriented to 180 patients who had undergone FFDM, DBT and BMRI scans among breast cancer patients, and the number of calcification was classified by size. There was no significant difference between DBT and BMRI for tumors larger than 1 cm in low-density breasts and for tumors larger than 2 cm in high-density breasts. Moreover, as for the detection rate of number of fine calcification, the highest rate was observed in FFDM followed by DBT and BMRI in the order named regardless of size. In conclusion, DBT was able to be detected even without BMRI if the mass was larger than 1 cm in the low-density breast and larger than 2 cm in the high-density breast. The detection rate of calcification turned out to be the highest in FFDM followed by DBT regardless of size, and calcification was not observed by BMRI. The appropriate use of FFDM, DBT and BMRI with respect to mass tumor will contribute to serving as a guide to examination methods of reducing burden of patients.

An Evaluation of Cold Chain Cluster Competitiveness in the Metropolitan Area (수도권 콜드체인 클러스터 경쟁력 평가에 관한 연구)

  • Due to the changes in the distribution market, issues related to storage and distribution of agricultural, aquatic and livestock products, and storage and transportation of processed and fresh food are rapidly emerging, and as a result, Cold Chain is naturally receiving attention as one of the logistics services. The purpose of this study is to evaluate the competitiveness of location in the construction of a cold chain cluster centered on the metropolitan area, which has attracted attention in relation to the distribution of cold chains, such as recently refrigerated frozen foods. To this end, this study evaluated the competitiveness of cold chain cluster candidates in the metropolitan area by utilizing the CFPR (Consistent Fuzzy Preference Relations) method that can efficiently extract and quantify expert knowledge. As a result, the location competitiveness was found to be superior to Incheon New Port's hinterland, Gyeonggi South Area (Yongin), Gyeonggi West Area (Gimpo Logistics Complex), and Pyeongtaek Oseong Logistics Complex. In particular, this study extracted the knowledge of refrigerated and refrigerated logistics warehouse operation experts, and conducted detailed competitiveness assessments for cold chain cluster candidates in the metropolitan area, and suggested the optimal cluster candidates. In the future research, it is necessary to classify the questionnaire into the owner, large business group, and public business group, etc., who have the right to purchase and build to secure ownership of the fresh food distribution center.

An Introductory Research for Development of Soil Ecological Risk Assessment in Korea (토양생태 위해성평가 제도 국내 도입방안 연구)

  • Human activities have resulted in soil pollution problems to us. Human and ecological risk assessment have been suggested as an efficient environmental management strategy for protecting human and ecosystems from soil pollution. However, Korean environmental policy is currently focused on human protection, and fundamental researches for ecology protection are required for institutional frameworks. In this study, we developed a schematic frame of Korean soil ecological risk assessment, and suggested the basic information for its application. This study suggested a soil ecological risk assessment scheme consisting of 4 steps for derivation of Predicted-No-Effect-Concentration (PNEC): 1) ecotoxicity data collection and reliability determination, 2) data standardization, 3) evaluation of data completeness for PNEC calculation, and 4) determination of ecological-risk. The reliability determination of ecotoxicity data was performed using Reliability Index (RI), and the classification of domestic species, acute/chronic, toxicity endpoint, and soil properties was used for data cataloging. The PNEC calculation methodology was determined as low-reliability, middle-reliability, and high-reliability according to their quantitative and qualitative levels of ecotoxicity data. This study would be the introductory plan research for establishment of Korean soil ecological risk assessment, and it can be a fundamental framework to further develop guidelines of Korean environmental regulation.

The Classification and Regional Development's Direction of Rural Fishing Area Based on Administrative District (행정구역에 기초한 어촌지역의 유형구분과 지역개발방향)

  • The selection of land for fishing village development project, and the standard used to classify fishing villages has been determined based on the guidelines developed by fishing village cooperatives. The approach fishing village cooperatives follows is likely to classify fishing villages without first reflecting on the overall development environment of the region, such as other industries and workers in the area. It also acts as a barrier for business promotion or evaluation, because the cooperatives do not match the administrative districts, which are the units of administration, and the main policy enforcement agent in regional development. Against this background, this study aimed to identify categories to situate the development direction, as well as the size and distribution of fishing villages based on eup, myeon, and dong administrative units as defined by the Fishing Villages and Fishery Harbors Act. This study was based on the Census of Agriculture, Forestry, and Fisheries of 2010, and analyzed 826 eups, myeon, and dongs with fishery households using the principal component analysis, and 2-Step cluster analysis methods. Therefore, 95% of the variance was explained using the covariance matrix for types of fishing villages, but it was analyzed as one component focusing on the number and ratio of fishery households, and used the cluster-type analysis, which focused on the sizes of fishing villages. The clusters were categorized into three types: (1) the development type based on the number of fishermen in the eups, myeons and dongs was analyzed as village size (682); (2) administrative district size (121); and (3) total eups, myeons and dongs (23), which revealed that the size of most fishing villages was small. We could explain 73% of the variance using the correlation coefficient matrix, which was divided into three types according to the three principal component scores, namely fishery household power, fishery industry power, and fishing village tourism power. Most fishing villages did not have a clear development direction because all business areas within the region were diversified, and 552 regions could be categorized under the harmonious development type, which is in need of balanced development. The fishery industry type typified by industrial strength included 159 regions in need of an approach based on industrialization of fishery product processing. Specialized production areas, which specialized in producing fishery products, were 115 regions with a high percentage of fishermen. The analysis results indicated that various situations in terms of size and development of fishing villages existed. However, because several regions exist in the form of small village units, it was necessary to approach the project in a manner that directed the diversification of regional development projects, such as places for local residents to relax or enjoy tourism experiences within the region, while considering the overall conditions of the relevant eups, myeons, and dongs. Reinforcement of individual support for fishermen based on the Fisheries Act must take precedence over providing support for fishermen through regional development. In addition, it is necessary to approach the development of fishing villages by focusing on industrializing the processing techniques of fishery products. Areas specialized in the production of fishery products are required to consider the facilities for fisheries production, and must make efforts to increase fishery resources, such as releasing fry.
