This paper proposes the science and technology policy implications of power law in econophysics methodology under the recent convergence technology environment. Empirical results are summarized as follow: first, similar empirical results are showed up using Hill estimates and Rank-1/2 estimates in patent data set during 1990 through 2008. Second, the estimates of power law exponents for technology capability distribution are decreased during the periods. The policy implications for science and technology development draw from the empirical results. First, the fact that the exponents of power law are decreased show the convergence of technology capability among countries. The our country policy directs focus on the innovation strategy rather than imitation strategy. Second, the volatility of technology change results from a few capable technology developers so that policy direct may need to control the technology power in the large technology developer or company. The methodology and analytical results used in the paper may also be useful for consider for the science and technology phenomena such as convergence and divergence of technologies among countries in the world.

It is difficult to found the concept of public interest properly, being ambiguous to distinguish media and service as to the convergence of broadcasting and telecommunications. Accordingly, it is necessary to found the concept of public interest not related to the character of media and service in the age of digital convergence. Therefore this study intended to re-found the concept of public interest, as to industrial changes in the age of convergence of broadcasting and telecommunications. The convergence of broadcasting and telecommunications causes the changes of value chain, which includes contents, platform, network, terminal. It could not help avoiding modifying the industrial structure of broadcasting and telecommunications, because of the changes of value chain. The changes of industrial structure needs the changes of ideology, regulatory policy, regulatory system, and it creates the foundation of new regulatory idea. The purpose of regulatory idea in the age of digital convergence is to practice public interest, and it is an ultimate purpose to increase consumers' welfare. Consequently, for increasing comsumer' welfare, it is necessary to achieve diversity, fairness, objectivity, the preservation of social value in the aspect of contents. Also in the aspect of platform, it is necessary to achieve the protection of privacy, consumer protection, harmful information blocking, and in the aspect of network, it is necessary to achieve the maintenance of secure network, fair competition. Finally, in the aspect of terminal, it is necessary to achieve the maintenance of compatibility, the solution for digital divide. Then regulatory policy of each value chain from a legal and institutional perspective, should be promoted to provide public interest, step by step.

The goal of this study is to identify factors that influence on the persistent information security compliance intention of employees. Antecedents suggested in research model are security awareness training and perceived effectiveness of information security policy. Research results show that security awareness training has a positive effect on persistent information security compliance intention as well as effectiveness of information security policy. While policy breadth, which is one of the effectiveness of information security policy, influences on persistent information security compliance attitude and intention, policy brevity does not effect on persistent information security compliance intention. Conclusions and implications are discussed.

The primary purpose of this study is to suggest the governmental strategies for enhancing the capacity of the culture technology industries. By reviewing the past relationships between the government and industry in the process of industrialization, we have arrived at some of the lessons about 'positive' or 'negative' effects on the relationships. The newly revised government and high-technology-based industry relations should be reformed in order to make the industries efficiently operated and competitive especially internationally. We have suggested a conceptual framework for the relationship by considering the policy community in consideration of the characteristics of the industries. The policy community is consisted of four dimensions. each of which, we considered were specifically, (1) research institutes for collecting data, market analysis, and gathering informations for the industries, (2) financial institutions, (3) professional groups for advising and sharing the technologies to the industries, and (4) education institutes for providing skilled personnels. Because these policy community does not effectively interrelate each other, we suggested that government should play pivotal roles in connecting these four dimensions of the policy community. The policy networking is necessary for the industries to be more effectively work together. The roles of government then provide some of the ways in which the policy community working interactively. By way of conclusion, we suggest some of the ways in which the government make the industries much more productive and competitive in the world markets.

Purpose: The purpose of this study is to explore how to apply socially responsible corporate management and public policy to perceive awareness and adoption of electric vehicles for global sustainability. This study examined i) how perceived factors such as economic, environment, convenience, uncertainty, and efficiency factors differ based on experiences of electric vehicles, ii) how actual and potential customers perceive management and policy issues on electric vehicles differently, iii) how proposed factors including policy planning for the management of electric vehicle, prospect of electric vehicles, and socially responsible corporate activities affect overall attitudes toward electric vehicles? iv) how overall attitudes affect growth of electric vehicle industry and development of automobile industry? Research design, data and methodology: This study conducted an online survey and applied t-test, ANOVA, factor and regression analysis. Results: This study found that policy planning for the management of electric vehicles, prospect of electric vehicles, and corporate activities affect overall attitudes toward electric vehicles and actual and potential customers showed mean differences on management and policy on electric vehicles. Conclusions: This study provides managerial and policy implications. This study suggests promoting policies for better adoption of electric vehicles and regulatory policies to enhance global sustainability and prospect of electric vehicles.

This study shows that the policy directions to invigorate smart education for special education based on the view of special education teachers through AHP methodology. The result shows that development of smart contents, supporting for teaching and learning, smart education networking, establishment of legal foundation and supporting for infrastructure are relatively important policy ordered by weights. The analysis indicates that the contents development policy should be strategic direction for smart education in special education.

The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important. The failure of the policy for local government innovation is caused by the failure to manage the resistance. Thus, for government innovation to succeed, correct information provision, comprehensive participation of public officials and effective management of resistance is necessary.

In 2000, the EU set up an energy policy related renewables use for electricity demand up to $22\%$ on the purpose of preventing energy exhaustion and world climate exchange. Technology development and energy production policy on coal, oil and natural gas focus on how to minimize their environmental effects since the world energy system will continue to be dominated by fossil fuels with almost $90\%$ of total energy supply in 2030. In the long run, the EU drives expansion policy of the renewable energy. If related policies and programs will show successful operation in the near future and will be resulted in increase of budget, we could expect the possibility of expansion of renewable energy market in Korea in the future.

LRR(Loose Round Robin) warp scheduling policy for GPU architecture results in high warp-level parallelism and balanced loads across multiple warps. However, traditional LRR policy makes multiple warps execute long latency operations at the same time. In cases that no more warps to be issued under long latency, the throughput of GPUs may be degraded significantly. In this paper, we propose a new warp scheduling policy which utilizes latency hiding, leading to more utilized memory resources in high performance GPUs. The proposed warp scheduler prioritizes memory instruction based on GTO(Greedy Then Oldest) policy in order to provide reduced memory stalls. When no warps can execute memory instruction any more, the warp scheduler selects a warp for computation instruction by round robin manner. Furthermore, our proposed technique achieves high performance by using additional information about recently committed warps. According to our experimental results, our proposed technique improves GPU performance by 12.7% and 5.6% over LRR and GTO on average, respectively.

Korea and Japan have been making a continuous effort to build information and communication technology (ICT) infrastructure in schools, and integrate ICT into curriculum by training teachers based on own ICT policies in education. ICT policy in education isparticularly diverse and challenging, in part because the rapid development of ICT continues to create new possibilities for use and demands the transformation of the ways we teach and learn. The present study is to analyze ICT policies of Korea and Japan, between 1980's and the present period, in a larger educational and historical context. The study reviews chronological changes in major streamlines of ICT policies of both countries, and discusses in detail changes in two aspects of ICT policies in education, that is, ICT infrastructure and teacher training. The paper points out convergence and diversity of ICT policies in two countries and concludes with a set of guidelines for ICT policy makers.
