The Bank of Korea raised the benchmark interest rate by a quarter percentage point to 1.75 percent per year, and analysts predict that South Korea's policy rate will reach 2.00 percent by the end of calendar year 2022. Furthermore, because market volatility has been significantly increased by a variety of factors, including rising rates, inflation, and market volatility, many investors have struggled to meet their financial objectives or deliver returns. Banks and financial institutions are attempting to provide Robo-Advisors to manage client portfolios without human intervention in this situation. In this regard, determining the best hyper-parameter combination is becoming increasingly important. This study compares some activation functions of the Deep Deterministic Policy Gradient(DDPG) and Twin-delayed Deep Deterministic Policy Gradient (TD3) Algorithms to choose a sequence of actions that maximizes long-term reward. The DDPG and TD3 outperformed its benchmark index, according to the results. One reason for this is that we need to understand the action probabilities in order to choose an action and receive a reward, which we then compare to the state value to determine an advantage. As interest in machine learning has grown and research into deep reinforcement learning has become more active, finding an optimal hyper-parameter combination for DDPG and TD3 has become increasingly important.
Cancer management has become a major policy goal for the government of the Korea. As such, the government introduced the National Cancer Control Plan (NCCP) to reduce the individual and social burdens caused by cancer and to promote national health. During the past 25 years, 3 phases of the NCCP have been completed. During this time, the NCCP has changed significantly in all aspects of cancer control from prevention to survival. The targets for cancer control are increasing, and although some blind spots remain, new demands are emerging. The government initiated the fourth NCCP in March 2021, with the vision of "A Healthy Country with No Concerns about Cancer Anywhere at Any Time," which aims to build and disseminate high-quality cancer data, reduce preventable cancer cases, and reduce gaps in cancer control. Its main strategies include (1) activation of cancer big data, (2) advancement of cancer prevention and screening, (3) improvement in cancer treatment and response, and (4) establishment of a foundation for balanced cancer control. The fourth NCCP has many positive expectations, similar to the last 3 plans; however, cross-domain support and participation are required to achieve positive results in cancer control. Notably, cancer remains the leading cause of death despite decades of management efforts and should continue to be managed carefully from a national perspective.
The purpose of this study is to contribute to the revitalization of the green logistics of Korean companies by presenting the current status and problems of Korean logistics as influenced by government policies. This paper analyzes green logistics from a legal and institutional perspective. Analysis focuses on low-carbon green growth measures and government policy, especially for CO2 reduction. It considers how policies can be enacted to promote green logistics. This study reports several findings on green logistics in Korea. First, it reports the theoretical considerations of the Republic's green logistics. Second, the study details the current status and problems of green logistics. Third, it considers ways to implement a green economy, green technology, and green transportation, while also considering arguments for avoiding these eco-friendly solutions. Fourth, it argues that revitalization measures are needed to establish an advanced logistics system for eco-friendly green logistics facilities. To achieve this revitalization, Korean logistics should be competitive in the global logistics market. This study may contribute to the expansion of the industrial cooperation of Korean logistics companies by presenting necessary review tasks for governmental green logistics policies, although the issue has long been important to Korean logistics.
With the advent of the era of the 4th Industrial Revolution, various support policies and programs are being introduced as the promotion of startups related to the 4th industry is promoted as a core policy of the government. Based on major technologies such as Artificial Intelligence(AI), Big Data, Internet of Things(IoT), Blockchain, and Automation leading the 4th industrial revolution, logistics and distribution companies are expanding the range of markets and services provided. The purpose of this study is to examine the current status of startups in the logistics field based on major technologies of the 4th Industrial Revolution, which are rapidly growing at home and abroad, and suggest implications for revitalizing logistics startups through a policy demand survey. As a result of the study, in order to foster domestic logistics startups, we propose policy support for integration of logistics startups, integrated management of information, provision of physical space, network platform, and practical education and mentoring.
Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

The rapid development of the current information and communication brings big changes and progress in the health service delivery system. And it is becoming the worldwide trend increasingly. In order to implement established what policy peacefully is sufficient review and dialogue, social consensus are integral components. The government in the telemedicine services, health care industry that is directly related to the public health and development spheres as nations of the society which to vote on new growth policy is a great social health policies of the push ahead with an unconditional side effects. But before it was activated, telemedicine, which is capable of ensuring the health and lives of the people in need of revision of the safety and effectiveness of any kind, and enforces a stretch enough before review and social consensus, must necessarily be a prerequisite. In conclusion, it presently appears to be inappropriate and impossible to conduct telemedicine system through the foreign of telemedicine. It suggested to present the problems on telemedicine in korea.
The smart media has changed the patterns of advertising information consumption and media usage behavior drastically. The smart advertisements, however, have failed to perform as sophisticated as the smart devices carried out. In this respect, this study is designed to figure out the current situation and the ecosystem of smart advertising and to prepare its activation plan through a survey(FGI), which will be able to give policy suggestions about smart media and advertising. In conclusion, this study points out that the proliferation of smart advertising needs to install "Smart Media Representative" which provides independable decisions on the regulation of smart advertising, the system of price, standardization of advertising, the development of various forms of advertisements, the scientific measurement of the effectiveness, the protection of privacy, professional manpower training, etc.
The utilization and value of drones are increasing throughout society. However, there was a lack of government support and investment such as lack of technology of domestic drone companies, regulation of loans and lack of technology evaluation items. Therefore, this paper conducts statistical analysis to derive what drone capacity should be strengthened for the drone industry activation in Daegu. As a result, the demand satisfaction(price, quality, service) of drones leads to revitalization of drone industry when the physical, social, and policy factors among drones are strengthened. In conclusion, drone capacity to be strengthened in order to revitalize the drone industry in Korea is based on physical factors(drone demand, development, number of registrations, number of businesses and workers), social factors(national level public relations, establishment of public education institutes, correct understanding of drone occupation, preception), policy factors(privacy measures, government funding, legislation and system easing). As for the three factors, the government, industry, and drone operators are expected to have a bright future when the trinity is improved and complemented.
This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.
Big science such as nuclear fusion accelerators shares the characteristic of requiring long-term and massive budget input, human power, and related state-of-the-art technology. Because big science, by nature, thus requires large-scale budgets and facilities yet harbors the possibility of failure, most projects are led by the government. When the actual circumstances are examined, however, such projects are often implemented through the formation of cooperative relations with small and medium businesses (SMBs) possessing outstanding technological capacity. On the other hand, the reality is that the entry of corporations into the business ecosystem of big science is not easy and that even those that have once entered big science likewise fail to find sales outlets for technology that they have developed following the supply of single items, thus leading their technological capacity to lie idle. Consequently, based on an awareness of the problem, the present study seeks to propose strategies for activating the business ecosystem of nuclear fusion and accelerators and to present alternatives regarding which policy tasks must be pursued first by using the analytic hierarchy process (AHP) technique. The present study derived the four policy alternatives of approach, care, expansion, and infrastructures in accordance with the results of empirical analysis to activate the business ecosystem of nuclear fusion and accelerators and analyzed their priority in terms of urgency and effectiveness, the results of which were, in this order: care-approach-expansion-infrastructures. The significance of such research results lie in presenting the policy direction when the government determines which policy task must be pursued first and implements strategies for the activation of the business ecosystem of nuclear fusion and accelerators with limited financial resources in the future.
