Environmental Equity Analysis of the Accessibility to Public Transportation Services in Daegu City (대구시 대중교통서비스의 접근성에 대한 환경적 형평성 분석)

  • The purpose of this study is to investigate the environmental equity of the accessibility to public transportation services in the city of Daegu. The 2005 census data as well as bus stop and subway station datasets were integrated for building the GIS database. Public transportation service areas were then identified by a coverage method. Mann Whitney U test was used for statistically comparing the socioeconomic characteristics over different levels of access to the public transportation services. Both Dong-gu, Suseong-gu, Dalseo-gu, and Buk-gu located outside of the city had worse accessibility than others while Jung-gu, Seo-gu, and Nam-gu had better accessibility than others. There appeared no environmental inequity pattern in terms of the percentages of men, women, and teenagers over the city of Daegu whereas there existed some environmental inequity pattern in terms of the percentages of people above the age of 65 and people below poverty line. This environmental inequity pattern would be caused by some factors. Firstly, the lower income class has tended to reside in the declined or blighted areas far away from public transportation facilities since this class can not afford to pay expensive rents and land prices around the main roads with higher accessibility. Many old people belonging to the lower income class also reside in the declined or blighted areas. Secondly, there has been no law to locate bus stops and subway stations considering residents' socioeconomic characteristics and the spatial distribution of public transportation facilities has been not managed systematically by the city government. This research would shed insight on building the public transportation policy to locate bus stops and subway stations and to select the routes of buses and subways considering the spatial distribution of residents' socioeconomic characteristics.

  • Recently, with the development of Smart City Solutions such as Big data, AI, IoT, Autonomous driving, and Digital twins around the world, the proliferation of various smart devices and social media, and the record of the deeds that people have left everywhere, the construction of Smart Cities using the "Big Data" environment in which so much information and data is produced that it is impossible to gauge the scale is actively underway. The Purpose of this study is to construct an objective and systematic analysis Model based on Big Data to improve the transportation convenience of citizens and formulate efficient policies in Urban Information and Public Transportation accessibility in sustainable Smart Cities following the 4th Industrial Revolution. It is also to derive the methodology of developing a Big Data-Based public transport accessibility and policy management Platform using a sustainable Urban Public DB and a Private DB. To this end, Detailed Living Areas made a division and the accessibility of basic living amenities of Gwangju Metropolitan City, and the Public Transportation system based on Big Data were analyzed. As a result, it was Proposed to construct a Big Data-based Urban Information and Public Transportation accessibility Platform, such as 1) Using Big Data for public transportation network evaluation, 2) Supporting Transportation means/service decision-making based on Big Data, 3) Providing urban traffic network monitoring services, and 4) Analyzing parking demand sources and providing improvement measures.

Changes in dental care access upon health care benefit expansion to include scaling

  • Purpose: This study aimed to evaluate the effects of a policy change to expand Korean National Health Insurance (KNHI) benefit coverage to include scaling on access to dental care at the national level. Methods: A nationally representative sample of 12,794 adults aged 20 to 64 years from Korea National Health and Nutritional Examination Survey (2010-2014) was analyzed. To examine the effect of the policy on the outcomes of interest (unmet dental care needs and preventive dental care utilization in the past year), an estimates-based probit model was used, incorporating marginal effects with a complex sampling structure. The effect of the policy on individuals depending on their income and education level was also assessed. Results: Adjusting for potential covariates, the probability of having unmet needs for dental care decreased by 6.1% and preventative dental care utilization increased by 14% in the post-policy period compared to those in the pre-policy period (2010, 2012). High income and higher education levels were associated with fewer unmet dental care needs and more preventive dental visits. Conclusions: The expansion of coverage to include scaling demonstrated to have a significant association with decreasing unmet dental care needs and increasing preventive dental care utilization. However, the policy disproportionately benefited certain groups, in contrast with the objective of the policy to benefit all participants in the KNHI system.

  • This paper is designed the accessibilities at rail station and near facilities without distinguishing transportation handicapped or not handicapped people. Therefore, I would like to refer that this study is the just beginning such as the development for sustainable railway. This primary paper intends to present alternatives of trans-modal systems as the final goal in an attempt to set a direction for future policy making in the high speed rail sector. The alternatives recommended in this report stress two important elements for maximized utility of high speed rail at the station areas.

A Study on Factors Influencing Residential Satisfaction by Housing Type and Housing Tenure of Low-Income Households (저소득층의 주택유형 및 점유형태에 따른 주거만족도 영향요인 연구)

  • Using the 2013 Korea Housing Survey, this research analyzed factors influencing residential satisfaction of low-income households concerning the economic condition, satisfaction about interior and exterior environments in dwelling, recognition of housing welfare policy. The economic condition showed that if there are less living expenses and more ordinary income, it brought about more positive effects in the ownership of a detached house, row and multi-family house. Most variables about satisfaction with the interior environment in dwelling have a significant influence on a detached house, apartment, row and multi-family house. The following factors played a significant role: accessibility to commercial facilities, neighborhood relationship and natural environment in the satisfaction with the exterior environment in dwelling about most types. Specifically, from an institutional perspective of housing welfare policy, the effect of the housing expenses support and the intention about remodeling were factors influencing residential satisfaction in cheonsei and monthly rent, free of a detached house and free of an apartment. These results will utilize preliminary data to establish housing welfare policy for low-income households.

Policy directions for parents of students with disability to invigorate smart education in special education (장애아동 부모 관점에서 스마트교육 활성화를 위한 정책적 방향에 대한 연구)

  • This study show that the policy direction to invigorate smart education for special education based on the view of parents of students with disability through AHP methodology. The result show that development of smart contents, supporting infrastructure, supporting teaching and learning, arrangement for legal basis and building smart education network are relatively important policy ordered by weights. The analysis of weights of sub-factors indicates that various smart contents development considering inability characteristics, the developments of smart devices considering accessibility and preparing legal basis for financial support are important to invigorate smart education for special students ordered by weights.

Position Value for Relative Comparison of Healthcare Status of Korea in 2018 (2018년 한국 보건의료의 상대적 위치와 추이: 경제협력개발기구 국가와 비교)

  • The objective of this study is to investigate the healthcare status of South Korea and other member countries of the Organization for Economic Cooperation and Development (OECD) using OECD health statistics 2020. We employed the position value for relative comparison index to measure the healthcare status in five following components: demand, supply, accessibility, quality, and cost. The Mann-Kendall test was used to analyze for increasing or decreasing trend of the position value for relative comparison values from 2000 to the recent year. Results showed that Korea was positioned above than the OECD median values in most of components, but lower than the median values in certain indices including healthcare employment, primary care, and mental health care. This study sheds some light on healthcare issues to be improved and the policy-makes can take into account for prior setting process.

  • As urbanization progresses, the demand for parks and green space is increasing. Park green spaces in the city are important spaces in the city because they are recognized as spaces where people can freely engage in outdoor activities. The park service area is a measure that shows the extent to which services are provided based on distance. In this process, the concept of accessibility plays an important role, and walking, in particular, as the most basic means of transportation for people and has a great influence on the use of parks. However, the current park service area analysis focuses on discovering underprivileged areas, so detailed evaluation of beneficiary areas is insufficient. This study seeks to evaluate park service areas based on the pedestrian accessibility and the pedestrian network. Park services are services that occur when users directly visit the park, and accessibility is expected to be reflected in terms of usability. To quantify the pedestrian network, this study used space syntax to analyze pedestrian accessibility based on integration values. The integration values are an indicators that quantify the level of accessibility of the pedestrian network, and in this study, the higher the integration value, the higher the possibility of park use. The results of the study are as follows. First, Bundang-gu's park service area accounts for 43%, and includes most sections with high pedestrian accessibility, but some sections with good pedestrian accessibility are excluded. This can be seen as a phenomenon that occurs when residential areas and commercial and business areas are given priority during the urban planning process, and then park and green areas are selected. Second, based on Bundang-gu, the park service area and pedestrian accessibility within the park service area were classified by neighborhood unit. Differences appear for each individual neighborhood unit, and it is expected that the availability of the park will vary accordingly. In addition, even in areas created during the same urban planning process, there were differences in the evaluation of park service areas according to pedestrian accessibility. Using this, it is possible to evaluate individual neighborhood units that can be reflected in living area plans, and it can be used as a useful indicator in park and green space policies that reflect this in the future.

Remote Diagnosis of Hypertension through HTML-based Backward Inference

  • An expert system for the diagnosis and indication of hypertension is implemented through HTML-based backward inference. HTML-based backward inference is performed using the hypertext function of HTML, and many HTML files, which are hyperlinked to each other based on the backward rules, should be prepared beforehand. The development and maintenance of the HTML files are conducted automatically using the decision graph. Still, the drawing and input of the decision graph is a time consuming and tedious job if it is done manually. So, automatic generator of the decision graph for the diagnosis and indication of hypertension was implemented. The HTML-based backward inference ensures accessibility, multimedia facilities, fast response, stability, easiness, and platform independency of the expert system. So, this research reveals that HTML-based inference approach can be used for many Web-based intelligent site with fast and stable performance.

  • It is widely known that patients' utilization pattern for medical care facilities and the patientflow are influenced by multi-factors, such as demographic characteristics, structural characteristics of society, socio-psychological characteristics(value, attitude, norms, culture, health behavior, etc.), economic characteristics(income, medical price, relative price, physician induced demand, etc.), geographical accessibility, systematic characteristics(health care delivery system, payment methods for physician fees, form of health care security, etc.), and characteristics of medical facilities(reliability, quality of medical care, convenience, kindness, tec.). This study was conducted to research the mechanism of patient-flow according to changes of health care system(implementation of national health insurance, health care referral system and regionalization of health care utilization, etc.) and characteristics of medical facilities(ownership of hospital, characteristics of medical services, non-medical characteristics, etc.). In this study, the fact could be ascertained that the patient-flow had been influenced by changes of health care system and characteristics of medical facilities.
