산림정책융합에 관한 연구 : 산림이용·개발 및 보전의 융합패러다임으로의 변화 (A Study on the Policy Convergence of Forest Policy : A Paradigm Sift to Convergence between Forest Development and Preservation)

  • 산림의 경제적 가치의 중요성에 따라 산림이용과 개발의 패러다임이 산림정책의 지배적 패러다임으로 등장하였다. 산림이 웰니스의 중요한 수단으로 인식되면서 이용과 보전의 융합이 모색되었고 산림정책의 패러다임도 산림을 이용한 휴양, 복지 및 웰니스(wellness) 등 새로운 정책가치들을 지향하게 되었다. 따라서 본 연구는 산림정책에 새로운 가치들이 어떻게 융합되었는지를 컨텐츠 분석과 네트워크 분석이 결합된 텍스트 네트워크 분석을 통해 분석하고자 하였다. 분석결과에 따르면, 제4차 산림기본계획에 비해 제5차 산림기본계획에서는 임산물 생산에서 벗어나 산림이용과 산림휴양기능이 강화된 것으로 분석되었다. 산림을 통한 치유, 건강, 산림의 복지적인 기능 등에 대한 정책과 산림이용과 보전이 융합된 경영기반 마련에는 미흡한 것으로 나타났으며 한국의 산림정책에서 지속가능한 융합패러다임이 보이고 있다. 정책적 함의로서 국가산림기본계획 수립에 있어 산림이용과 보전을 융합할 수 있는 정책역량의 강화가 필요하다는 점을 제시할 수 있다.

  • 국내의 교육정책정보서비스를 제공하는 교육정책당국, 전문 연구기관과 전문사이트의 10개 웹사이트를 선정하여 내용분석법의 방법으로 이들이 제공하는 주요 정책정보의 종류, 분류체계, 검색시스템의 정보검색 기능 등을 중심으로 분석하였다. 비교 분석한 결과 제시된 문제점을 검토하여 표준화된 교육정책정보 분류체계 개발, 교육정책정보원의 메타데이터 표준화와 검색시스템의 편의성 제고, 정책당국 밀착형 맞춤서비스 제공, 분야별 정책정보 전문센터 운영, 정책분야 간 협력체제 구축을 개선점으로 제안하였다. 또한, 교육정책정보원, 교육정책정보시스템, 운영체제, 협력체제로 구성된 교육정책정보전문센터 모형을 제시하였다.

  • In this study, the research model of VR·AR contents convergence education for solving social problems was presented after benchmarking the domestic and foreign realistic educational contents industry and policy trends and Fishbone diagram analysis. The goal was to create VR·AR content convergence talent for co-prosperity in the era of the fourth industrial revolution, and the target of education was students, researchers, and business personnel who are interested in VR AR technology education and contents business such as game animation, etc. The education model is based on understanding about storytelling of the socially disadvantaged, such as children and the elderly, and is technology education for content production including the application of virtual and augmented reality SW, and is a convergence education for content planning and business model strategy development.

합리적 기술 활용이 연구개발에 미치는 영향: 의료기기 개발 사례를 중심으로 (The Impact of Technology Utilization on Health Research and Development: Case Studies of the Development of Medical Device)

  • Background: Based on that the key function of health technology is improving the quality of healthcare services, our study purports to explore the process of medical device development in detail and to discuss its policy implications. Methods: A total of 12 in-depth interviews were conducted with four groups of industry, hospital, academia, and civil society. All of the interviewees except those from civil society were involved in the new medical device development between 2009 and 2018. We performed a text network analysis and content analysis of the interview data. Results: The frequency and the degree centrality rankings suggested a close association between the utilization issue and the technology development. Similarly, the results of the content analysis showed that the appropriate intervention in the utilization of technology has a direct impact on the progress of development. Under the continuous industrial effort to boost profits by developing new technology, service providers and citizens should be knowledgeable of and make good use of the new technology for the provision of better services. Conclusion: As the development itself would not guarantee the improvement of service quality and better health outcomes, health technology policies should take a more comprehensive view to serve the unmet needs and even to facilitate the technology development.

  • 최근 들어 디지털 플랫폼을 이용해 많은 공공 기관들이 홍보활동을 전개하고 있다. 다양한 이용자들과 정보를 연결하고 공유함으로써 이전에 존재하지 않았던 새로운 가치를 창출할 수 있다는 점에서 디지털 플랫폼을 이용한 소통의 방법은 매우 중요한 의미를 지니고 있다. 이를 위하여 5개 정부 부처의 유튜브 영상을 분석하여 이를 살펴보고자 하였다. 정부부처의 유튜브 분석 결과 주로 정책 홍보의 채널로써 활용하는 경우가 대부분이었으며, 새로운 정보에 대한 채널로써 활용하는 경우가 많았다. 다양한 콘텐츠 제작을 통해 메시지를 전달하고 있으나 소통을 위한 채널로서의 타겟을 명확하지 않고, 목적도 불분명한 경우를 살펴볼 수 있었다. 국민들과의 소통을 위해 명확한 타겟 설정과 목적에 맞는 콘텐츠를 통해 소통을 위한 채널로 활용해야 할 것이다.

지식창출형 콘텐츠 기반 창조산업 육성방안 (A Study on Creative Industry Development Vision based on Digital Contents)

  • 경제위기를 디지털콘텐츠산업 육성으로 극복하려는 노력이 국내외에서 경주되고 있고 국가의 미래가 디지털콘텐츠 산업에 달려있다. 우리나라는 국민 개개인 성향이 창의력에서 결코 뒤지지 않음을 우리는 많은 문화, 예술, 역사 사례에서 발견할 수 있다. 이같은 국민적 창의력을 디지털 콘텐츠 기반의 창조산업 육성으로 연결할 경우 엔터테인먼트 콘텐츠 소재만이 아닌 창조지식기반 경제의 핵심 플랫폼으로서의 기능과 역할을 발휘할 수 있다. 이를 위해 창의적이고 효율적인 창조산업 육성 방향을 마련해야 한다. 주요국 창조산업 성공사례 벤치마크, 창의성을 바탕으로 한 한국적 창조산업 비전 개발, 콘텐츠 정책 추진체계 리엔지니어링, 콘텐츠 클러스터 체계를 구축하는 정책이 필요하다. 융합시대의 u-미디어 콘텐츠 시장은 정부, 기업, 소비자의 선순환 구조로 형성되며 이같은 유통체계가 활성화됨으로써 활력을 위한 시너지 효과를 얻게 된다. 무엇보다 콘텐츠산업 기반의 대내외적인 성장동력을 확보하는 것이 핵심이다. 디지털콘텐츠 비전은 디지털콘텐츠가 국가사회 발전성장의 모멘텀으로 기여될 수 있도록 정책 역할모델을 변화시켜가는 일련의 과정이 필요하다.

신문기사를 통해 본 이혼 양상에 대한 내용분석(II) - $1940\~1990$년대 조선$\cdot$동아일보를 중심으로 (Content Analysis of Newspapaer Articles on Divorce(II) - Focusing on Chosun and Donga from the 1940's to 1990's -)

  • In this study, the major tendencies of divorce as represented in articles of Korea's major daily newspapers from the 1940's to the 1990's were explored. The method used for this study was content analysis, and 1,741 articles related to divorce were selected for analysis from the Chosun and Donga. The main categories and subcategories were classified as attitude toward divorce(negative, accepting, neutral), present condition of divorce(statistics, survey, analysis), cause of divorce(marital conflict, conflict with family, health-related troubles, financial troubles, and others), and information offered about divorce(related-laws, prevention and adaptation, and others). The major findings of this study were as follows. 1) The most frequently found category was information offered about divorce, and the following categories were featured in the newspapers in the order of cause of divorce, present condition of divorce, and attitude toward divorce. 2) The major discussions of divorce as represented in articles of Korea's daily newspapers from the 1940's to 1990's have been reflecting the changes of related laws, policy and legislation in our society. 3) The content analysis of newspaper articles on divorce indicated that concepts of marriage, divorce and family in our society have been diversified.

Health Promotion at Work: A Comparison of Policy and Practice Across Europe

  • Background: Promoting healthy lifestyles at work should complement workplace safety programs. This study systematically investigates current states of occupational health and safety (OHS) policy as well as practice in the European Union (EU). Methods: OHS policies of EU member states were categorized as either prevention or health promotion provisions using a manifest content analysis. Policy rankings were then created for each prevention and promotion. Rankings compared eight indicators from the European Survey of Enterprises on New and Emerging Risks-2 data on prevention and promotion practices for each member state using Chi-square and probit regression analyses. Results: Overall, 73.1% of EU establishments take preventive measures against direct physical harm, and about 35.4% take measures to prevent psychosocial risks. Merely 29.5% have measures to promote health. Weak and inconsistent links between OHS policy and practice indicators were identified. Conclusion: National OHS policies evidently concentrate on prevention while compliance with health and safety practices is relatively low. Psychosocial risks are often addressed in national policy but not implemented by institutions. Current risk assessment methods are outdated and often lack psychosocial indicators. Health promotion at work is rare in policy and practice, and its interpretation remains preventive. Member states need to adopt policies that actively improve health and well-being at the workplace.

Cancer Risk Factors in Korean News Media: a Content Analysis

  • Background: Little is known about the news coverage of cancer risk factors in Korea. This study aimed to examine how the news media encompasses a wide array of content regarding cancer risk factors and related cancer sites, and investigate whether news coverage of cancer risk factors is congruent with the actual prevalence of the disease. Materials and Methods: A content analysis was conducted on 1,138 news stories covered during a 5-year period between 2008 and 2012. The news stories were selected from nationally representative media in Korea. Information was collected about cancer risk factors and cancer sites. Results: Of various cancer risk factors, occupational and environmental exposures appeared most frequently in the news. Breast cancer was mentioned the most in relation to cancer sites. Breast, cervical, prostate, and skin cancer were overrepresented in the media in comparison to incidence and mortality cases, whereas lung, thyroid, liver, and stomach cancer were underrepresented. Conclusions: To our knowledge, this research is the first investigation dealing with news coverage about cancer risk factors in Korea. The study findings show occupational and environmental exposures are emphasized more than personal lifestyle factors; further, more prevalent cancers in developed countries have greater media coverage, not reflecting the realities of the disease. The findings may help health journalists and other health storytellers to develop effective ways to communicate cancer risk factors.

문화콘텐츠산업정책에 관한 연구 -정책공동체(policy community) 연계방안을 중심으로- (A Study on the Cultural and Content Industrial Policies: Networking the policy communities)

  • The primary purpose of this study is to suggest the governmental strategies for enhancing the capacity of the culture technology industries. By reviewing the past relationships between the government and industry in the process of industrialization, we have arrived at some of the lessons about 'positive' or 'negative' effects on the relationships. The newly revised government and high-technology-based industry relations should be reformed in order to make the industries efficiently operated and competitive especially internationally. We have suggested a conceptual framework for the relationship by considering the policy community in consideration of the characteristics of the industries. The policy community is consisted of four dimensions. each of which, we considered were specifically, (1) research institutes for collecting data, market analysis, and gathering informations for the industries, (2) financial institutions, (3) professional groups for advising and sharing the technologies to the industries, and (4) education institutes for providing skilled personnels. Because these policy community does not effectively interrelate each other, we suggested that government should play pivotal roles in connecting these four dimensions of the policy community. The policy networking is necessary for the industries to be more effectively work together. The roles of government then provide some of the ways in which the policy community working interactively. By way of conclusion, we suggest some of the ways in which the government make the industries much more productive and competitive in the world markets.
