  • In the era of the Korean Empire, the identity of nation is not secured, therefore police system are also changed many times which has not an consistent directions. There are efforts of the ruler to reinforce or protect the nation against the invasion of outside power in the process, of course. But these efforts which reinforce the power of despotic emperor and modernize the nation are disappointed by the exclusive control of japan after the Russo-Japanese War in 1904. Therefore, japan disseized the police power of the Korean Empire in various forms(general police and military police). And these general police and military police are faced role conflict often, finally integrate to the military police, which take root the basic model of colonial police in 1910.

Radioisotopic and Radiological Evaluation in Patient with Stress Fracture (피로골절 환자에서 골주사 소견과 방사선 소견의 비교)

  • The stress fracture is a disease caused by and abnormal stress to the normal bone with constant, repeated pull. Early detection of stress fracture plays an important role in treatment and prevention of its complication. Bone scintigraphy was performed to evaluate 18 patients with stress fracture of the lower extremities from May, 1985 to April, 1987, in the Department of Internal Medicine of National Police Hospital. The results were as follows: 1) Seventeen of the 18 cases showed positive bone scans at the initial study performed from 1 week to S months after the onset of symtom. 2) Ten of the 18 patients had findings of stress fracture at the initial X-ray film. Two out of 8 negative case revealed positive findings in the follow-up studies. 3) The bone scans in the 2 cases taken 5 months after the onset of symton; the one showed only slightly increased radiouptake, the other showed no abnormal findings. In conclusion, bone scanning is a more sensitive indicator of early stress fracture than radiologic study. The healing phase is characterized by a gradual decline in radioactivity at the fracture site in concordance with subsidence of symptom.

  • Important crime prevention is emphasized. Depending on the type of criminal act itself, but with many material and human damage because it is a threat to the safety of civil life. The traditional police power of the police in patrolling the derailment by the diversification of the crime, globalization, organizing, specialization, and ferocious anger by far exceeds the capabilities of the police crime prevention are occurring. A Biographical 'Caseunderstanding' on the Agency of Men in international Marriage in Rural Areas (국제결혼한 농촌남성의 에이전시에 대한 생애사적 '사례이해')

  • This study aims to find out the determinants of male police officers' investigative behavior(active investigation vs. secondary victimization) of sexual violence. For this purpose, a hypothetical model which explains the relationships among the 5 variables (knowledge of law about the investigative role, perception of the protective & connective role, prejudice against the sexual violence, active investigation, and secondary victimization) was developed. Using the data collected from 354 male police officers of 3 cities in Gyeongnam area, the hypothetical model was tested. For data analysis, a structural equation modeling was used, and the final model was found(CFI=0.947, IFI=0.948, RMSEA=0.048). As a result of analyzing the model, the followings were found: (1) Active investigation was increased by knowledge of law about the investigative role, and perception of the protective & connective role, while decreased by prejudice against the sexual violence. (2) Secondary victimization was decreased by knowledge of law about the investigative role. (3) Prejudice against the sexual violence mediate the effects of knowledge of law about the investigative role, and perception of the protective & connective role on active investigation. (4) Prejudice against the sexual violence was found to have no significant effect on secondary victimization. Based on the findings, multi-educational programs, protocols on investigation of sexual violence, professionalization of the police, and changes in investigation environment as well as a system of collaboration and cooperation between police officer and social worker were suggested as a way to increase active investigation and to decrease secondary victimization.

  • Special judicial police officer are exercising their right to investigate areas that require expertise that is difficult for ordinary police to investigate. The fire special judicial policer are also like this, and since they investigate the specialized field of fire offenders, they require not only expertise in the firefighting field but also professional capabilities in the investigation. To achieve this, there must be improvements in the selection process for fire and special judicial police officers to secure excellent investigative personnel. There is a lack of educational facilities and training content that can systematically educate selected investigative personnel and strengthen their expertise, so improvements are needed. must also be done. Laws on controversial areas surrounding the fire and special judicial police must be reorganized and poor investigative conditions must be improved so that the fire and special judicial policer can properly perform their role.

  • As the contents of crimes become specialized due to the diversification and modernization of modern society, the role of a special judicial police system is becoming important and diverse. Nevertheless, most special judicial police for the fire service, which conducts investigative work, have problems, such as lack of expertise in investigation caused by a lack of manpower, investigation and work due to concurrent fire investigation. Based on the experience gained through the investigation cases of fire crimes, this study suggests improvements of the telegraph restriction system, improvement of the education system, improvement of the education and training system, and the establishment of a dedicated department as measures to improve the actual problems.

  • This study employed the first-person shooter task(FPST: Correll, Park, Judd, & Wittenbrink, 2002) paradigm to examine racial bias toward Blacks in a population unrelated to the Black-White racial context. We tested whether having Korean participants play the role of a White police officer portrayed as nonracist (vs. racist) would attenuate the bias to shoot Black suspects. Participants were told that they would perform a police simulation task as a White police officer, who was described as racist or nonracist, or was presented without a description. They then performed the FPST. Although nonracist description lowered shooter bias, racist description weakened it even more, contrary to our prediction. The latter result is interpreted as due to activation of an egalitarian goal after reading about racism-related description, especially as the description was about someone who was to be incorporated to the self. Supporting this interpretation, a mediation analysis involving Racist and Control conditions revealed that the racist description was associated with stronger perception of the officer's racial bias, which in turn was correlated with weaker shooter bias.

Role of Police for Enhancement of Elderly Safety (노인안전 강화를 위한 경찰의 역할)

  • South Korea already became an aging society, and is now in the process of becoming an aged society. With increasing elderly population, elderly safety issues such as traffic accidents and elderly suicides are becoming important problems. Elderly victimization are increasing, and elderly safety accident is also becoming an imporotant social problem. The police is doing various activities for elderly safety. The police is conducting programs for the elderly, such as a prevention program for fraud against elderly, and safety checks and traffic safety education for preventing elderly traffic accidents. Also, there's a program of providing regular visits for a lone elderly, expansion of CCTV network and fingerprint registration to prevent elderlies with Alzheimer's disease going missing. However, these programs are not done on a national scale, but rather limited to local police stations. The purpose of this study is to seek police roles for enhancing elderly safety, due to lack of police activity in this area. Recommendation for police roles in enhancing elderly safety is to first conduct routine crackdowns on fraud against elderly and also conduct education programs for preventing fraud. Also, crimes such as elderly abuse is lead by elderly protection agencies, but considering elderly abuse is a crime, the police should take a leading role. Also, to prevent elderly suicide, meticulous management of elderlies with high suicide risk is necessary, and elderly protection areas should be designated to prevent traffic accidents. Also, elderlies should be induced to turn in their driver's license. To conduct these matters of elderly safety, an organization exclusively charged with elderly safety is necessary. Elderly safety is a broad concept, and since police alone cannot handle the task of ensuring elderly safety, the police should take on a leading role in cooperative efforts with various institutions of the government, non-profit organizations and the community to establish a social saftey net for elderly safety.

  • To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of USCG and JCG. As a result, it is suggested that KMPA find the diverse route to recruit good-quality officers, develop the future-oriented system, coordinate the course and curricula to meet the role and mission of KMPA. Besides, KMPA build the own training facility and train special instructors.

Achievements of the Comprehensive Measures of Korean Police for the Elimination of School Violence and counter strategies (경찰의 학교폭력 근절 대책의 성과와 향후 대응전략)

  • The police have executed the priority projects for the eradication of school violence as part of governmental comprehensive measures and the role of the police as law enforcement agencies to combat school violence is expected to be further strengthened. In this regard, this study proposes several alternative policies for police activities of school violence prevention. First, it is required to establish clear legal basis for activities of school police and recruitment and education programs to enhance their professionalism. Second, we must look for ways to ensure the accountability of parties involved in school violence such as school and parents. Third, it is necessary to promote 117 call actively which has comprehensive hotline function in school violence and enhance the professionalism of counselors for promoting the victim reporting. Finally, there is a need for differential police response according to the degree of risk of school violence.
