Research sponsored by the Korean Government investigated the establishment of a risk management process by Korean contractors involved with plant projects in the Middle East. This research effort builds upon the work completed by the Construction Industry Institute (CII), called the International Project Risk Assessment (IPRA) tool and method, and also explored how CII's Project Definition Rating Index (PDRI) could be incorporated to improve project planning by addressing risks and scope development issues. Specific findings and recommendations were developed including the creation of the Contractor Critical Areas of Concern (CCAC) risk screening tool for Korean contractors pursuing Middle East oil and gas projects.

This research documents the initial findings and recommendations for developing a risk management tool to assess and quantify the risks associated with the construction of the next generation of nuclear power plants. The proposed tool builds upon the Construction Industry Institute's International Project Risk Assessment (IPRA) Best Practice. This paper provides an overview of the investigation to assess the unique risk elements pertaining to nuclear power plant construction and documents the preliminary findings from historical project performance data to better understand the function and use of the IPRA's Relative Impact value.
Recently, electricity industry is facing high market uncertainty which has ever had and which increase risks in power market. In this study, we analyze risk factors such as discount rates, initial investment (overnight cost), plant factor, fuel cost, carbon price, etc, for the perspective of investor. For the analysis of risk factors, we used LCOE method. The results of this study show that renewable energy is more affected by plant factor and overnight cost than other risk factors. First, Renewable energy has higher proportion of overnight cost in the total investment than that of other technologies. Second, renewable energy is free of fuel cost and carbon price so plant factor is the most important factor, in other words, competitiveness of renewable energy depends on plant factor. Furthermore, we conducted economic feasibility of wind power and PV in domestic case study. The minimum requirement condition to get profitability is that plant factor 15% and overnight cost \6,000,000/kW and 26%, \2,200,000/kW for PV and Wind Power, respectively.
The purpose of this study is to analyze the degree of risk of the working unit of nuclear power plants construction. In order to do this, and the risk index by type and source of risk judgment derived in the previous study were utilized. Further, to derive a risk index of unit work in nuclear power plant construction, a survey targeting safety professionals was conducted. The analytic hierarchy process (AHP) was used for analysis of the survey. The following results were obtained. Firstly, the results of AHP showed that main building work is the most dangerous work, and base excavation work is the second dangerous work among 21 unit works. Secondly, so, it is required to invest more and to take a increasing interest in unit works of civil and architecture as compared to other unit works. Further, the results could be used to reduce the degree of risk in construction of the nuclear power plant.

As a way of improving the safety of the chemical facilities, the risk based-inspection(RBI) was executed for the facilities of the applied petrochemical plant using KS-RBI Ver. 3.0 program developed based on the API-581 based resource document(BRD). From an evaluation result of KS-RBI program, we could find the evaluation of the process safety management(PSM) for the applied plant, risk of the applied process, risk of static facilities and pipes, and the demage mechanism of the facilities. Also, we could suggest a proper inspection plan(frequency and method of inspection) using the calculated risk and the status of the facilities. Therefore, the applied plant could be achieved a reduced inspection cost by an extension of inspection frequency, improved productivity, improved reliability of the facilities, and a computerized history management.
During the last ten years, the need has been increased for reducing maintenance cost for aged equipments and ensuring safety, efficiency and profitability of petrochemical and refinery plants. RBI (Risk Based Inspection) methodology is one of the most promising technologies satisfying the need in the field of integrity management. In this study, a user-friendly software, realRBI for RBI based on the API 581 code was developed and a quantitative analysis was performed for over 500 equipments in a domestic plant whose operating time reaches about 13 years. Current risks for each equipment parts were evaluated and risk based prioritization were determined as a conclusion.

This study was conducted to predict the potential distribution and risk of invasive alien plant, Amaranthus patulus, in an agricultural area of South Korea. We collected 254 presence localities of A. patulus using field survey and literature search and stimulated the potential distribution area of A. patulus using maximum entropy modeling (MaxEnt) with six climatic variables. Two different kinds of agricultural risk index, raster risk index and regional risk index, were estimated. The 'raster risk index' was calculated by multiplying the potential distribution by the field area in $1{\times}1km$ and 'regional risk index' was calculated by multiplying the potential distribution by field area proportion in the total field of South Korea. The predicted potential distribution of A. patulus was almost matched with actual presence data. The annual mean temperature had the highest contribution for distribution modeling of A. patulus. Area under curve (AUC) value of the model was 0.711. The highest regions were Gwangju for potential distribution, Jeju for 'raster risk index' and Gyeongbuk for 'regional risk index'. This different ranks among the index showed the importance about the development of various risk index for evaluating invasive plant risk.
Recently, regulatory bodies quite often encourage to adopt risk-based inspection (RBI) and management programs because they can enhance safety simultaneously with deregulation in Korea. RBI is an integrated methodology that factors risk into inspection and maintenance decision making. This paper describes an example of how to use known risk assessment codes (API 580, API 581 BRD) to address such safety analysis requirements for risk management in the refining industry. Specifically, this paper reports the methodology and the results of implementation to the Crude Distillation Unit(CDU) plant of refinery units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation in reference of API Codes and ASME PC (Post Construction) with a suitable consideration of Korean situation. The results of the risk and reliability assessment using $KGS-RBI^{TM}$ program are useful in determining whether the detected defects are tolerable or required to be repaired. The subsequent decisions are to manage the future inspection, repair and maintenance planning in the risk reduction control.
