  • The purpose of this paper is to analyze the concept and cultivating planning of leading company in digital contents industry to promote industrial competitiveness of Korea. Analysis of this study focuses on concept of leading company in digital contents industry through the delphi method. And in addition, we propose the cultivating planning through the value chain method and AHP method. Finally, this study presents the various implication and policy planning.

A Preliminary Study to Determine Comprehensive Research and Development Plans for Promoting Mental Health Services

  • Objectives: The aim of this study was to analyze research and development projects in mental health services in Korea, using priority evaluation of mental health promotion policies to determine direction of the service. Methods: An online survey was conducted that targeted experts in the mental health service regarding promotion of mental health in Korea in 2016. The survey was based on 32 policy projects that resulted from 12 strategies according to 4 policy objectives. Results: Analysis of 32 mental health projects were assessed regarding the possibility of technology development success, magnitude of the ripple effect, and necessity of a national response. It was observed that 3 policy projects relevant to suicide, had a high relative priority. This was followed by policies for improvement of health insurance and the medical benefit cost system, and policies for reinforcement of crisis psychological support such as those for disaster victims. Conclusion: The prioritization of mental health services should place an emphasis on promotion of a healthy mental lifestyle, rehabilitation support for patients with serious mental illness, and reinforcement of social safety networks for suicide prevention.

Factors That Affect Family Planning of Fertile Women in Volta Region in Ghana (가나 볼타지역 가임여성의 가족계획 실천에 영향을 미치는 요인)

  • Background: Family planning is widely practiced today to resolve the over-growing population and overcome obstacles that thwart socio-economic growth. While Ghana was the first country in Africa to implement family planning program, its birthrate is still twice as much as world average due to weak infrastructure and strategic plans to enforce the policy. Thus, there is a need to objectively verify the factors that affect family planning of fertile women of Ghana. Methods: Total of 630 self-administered questionnaires were distributed from April 8 to 17 of 2013 to collect data. Six-hundred eighteen questionnaires were analyzed, excluding the 12 incomplete questionnaires. Collected data were analyzed using PASW SPSS ver. 18, and logistic regression analysis was performed to verify the factors that affect practice of family planning. Results: Satisfaction with health and medical facilities, experience with family planning education and awareness of birth control methods significantly affected practice of family planning. Based on analysis using odds ratio, enforcement rate of family planning increased by 4.574 times when the subjects were satisfied with health and medical facilities, by 3.920 times when received family planning education, and by 3.284 times when they were aware of birth control methods. Conclusion: By adopting family planning education program, government should be able to change fertile women's perception of family planning. A strategic plan is necessary in order to increase access to medical facilities, improve service satisfaction, and induce women to enforce family planning voluntarily.

A Study on the Changes of Planning Factors of Apartment Houses in Newspaper Advertisements - Focused on the comparison in times of deregulation of the price ceiling - (신문광고에 나타난 아파트 계획요소의 변화에 관한 연구 - 분양가 자율화 전.후의 비교를 중심으로 -)

  • This study focused on the fact that changes of policies have influence on housing culture of Korea and analyzed changes in apartment houses planning since the deregulation of the price ceiling through newspaper advertisement. The research compared and analyzed advertisements of apartment houses sales appeared in the 'Gwangju Il-Bo' daily newspaper from 1990 to 2003 by planning factors. : The results are as follows. Reliability and economy were important factors in deciding apartment before the deregulation of the price ceiling policy, but as apartment houses were merchandised after the deregulation of the price ceiling policy, brand of enterprise and image of apartment houses were highlighted more. In the environment of apartment complex, the concerns of location after the deregulation of the price ceiling policy were more increased than before its policy and it means emphasis on living environment for better life. The apartment housing unit and building showed change of the apartment housing unit plan considering residents, high quality of interior design and high-tech and differentiation of equipment since the deregulation of the price ceiling policy. The ground space has been parked or afforested and the underground space is used for parking lot as a part of environment-friendly in the apartment complex planning. The deregulation of the price ceiling policy made brand, image, high-grade and differentiation, and got many changes in the planning side of the apartment sales advertisement.

A Coordinated Planning Model with Price-Dependent Demand

  • This paper presents a coordinated planning model of price-dependent demand for a single-manufacturer and a single-retailer. The demand is assumed to be normally distributed, with its mean being price dependent. The manufacturer and retailer coordinate with each other to jointly and simultaneously determine the retail selling price and the retailer order quantity to maximize the joint expected total profit. This model is then compared to a 'returns' policy model where manufacturer buys back unsold items from the retailers. It is shown that the optimal total profit is higher for coordinated planning model than that for the returns policy model, in which the retail price is set by the retailer. A compensation or profit sharing scheme is then suggested and it is shown that the coordinated model with profit sharing yields a 'win-win' situation. Numerical results are presented to illustrate the profit patterns for both linear and nonlinear demand functions. The coordinated planning model, in addition, has a lower optimal price than for a returns policy model, which would result in higher sales, thus expanding the markets for the whole supply chain.

  • The goal of impact studies (e.g., as mandated by NEPA in the USA) is to ensure that the full implications of development proposals (ecologic, economic, and social) are taken into account before decisions are made and projects are allowed to proceed. In other words, the aim is to ensure that impact assessment is integrated into planning and policy processes. Today. nearly 25 years after the enactment of NEPA, it is appropriate to inquire regarding the extent of progress toward such integration. This paper examines the role of impact assessment in planning and policy processes with specific reference to resource development projects in the Great Plains region of the USA. The author gives special attention to the socioeconomic impacts associated with energy resource extraction and conversion projects and the role of impact assessment in project evaluation, in local and regional planning, and in state policy development.

Principles and Methodologies for STI Strategy Development: Experience and Best Practices from the Republic of Korea

  • This paper articulates the STI strategy development principles and methodologies that have been elaborated through iterative processes of STI strategy development cases for the past ten years. The consultation cases include poverty traps in Nepal and Laos, African health challenges in Nigeria and Tanzania, and ASEAN global challenges in Indonesian Water, Vietnamese Green Energy, and Filipino Food, in partnership with some multilateral agencies.The iterative elaboration process has continued with consultation activities on Thailand and on Cambodia, Laos and Myanmar in planning partnership with Thailand. The principles were originally conceptualized from the benchmarking process of the Korean STI development experience. They were further incorporated as methodologies with which relevant planning bodies are guided to address individual and regional challenges through science, technology and innovation strategies. The methodologies are strong in providing plausible holistic perspective scenarios by which various stakeholders can be engaged in the planning and implementation process. But it is heuristic in nature and can be learned only through on-the-job training process. This is the structural limitation for scaling up.

The Improvement of Planning Area Specifying Method for Rational Rational Rural Policy Implementaion (합리적 농촌지역정책 추진을 위한 지역선정방법 개선방안)

  • The objective of this study is by analyzing villages("Ri" units) to specify the proper unit of the area that the rural development policy is suitable for, and to examine whether the current rural development policy considers the characteristics of community and region. The study included twelve districts(in Korean "Eup" or "Myun") and one hundred one villages(in Korean ri) in Poryong-si, Chungchungnam-do. Twelve and fifteen variables are respectively employe for the analysis of Myun`s and Ri`s. Using Factor Analysis, Cluster Analysis, and Z-Score Analysis, the study examines the degree of disadvantage and the process of growth pattern of each Myun or Ri. The Ri`s are also classified according to their functional characteristics. The results of this study could be summarized as follows; 1) There exist some problems in the current rural development policy because it does not take into consideration the characteristics community and region. 2) Except a few distinct of areas, the proper unit of the area for the rural development policy should be set being based on regional characteristics rather than the administrative units. 3) The spatial boundary of rural development policy should be sets from villages(ri) to beyond the unit of administrative units("Si" or "Gun"), according to the village unit analysis. 4) It is needed that community and region data should be consistently accumulated after specifying Standard Statistical Districts. 5) The application of indicators should be in accordance with the characteristics of the policy.

Revision of Feasibility Evaluation Guideline for Agricultural Infrastructure Improvement Project Using AHP Approach (AHP를 이용한 농업생산기반정비사업 타당성평가 개선방안)

  • This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

A Resource Planning Policy to Support Variable Real-time Tasks in IoT Systems (사물인터넷 시스템에서 가변적인 실시간 태스크를 지원하는 자원 플래닝 정책)

  • With the growing data size and the increased computing load in machine learning, energy-efficient resource planning in IoT systems is becoming increasingly important. In this paper, we suggest a new resource planning policy for real-time workloads that can be fluctuated over time in IoT systems. To handle such situations, we categorize real-time tasks into fixed tasks and variable tasks, and optimize the resource planning for various workload conditions. Based on this, we initiate the IoT system with the configuration for the fixed tasks, and when variable tasks are activated, we update the resource planning promptly for the situation. Simulation experiments show that the proposed policy saves the processor and memory energy significantly.
