  • This paper presents a new method for assessing the efficiency of production process plans using tolerance chart to lower production cost. The tolerance chart is used to predict the accuracy of a part that is to be produced following the process plan, and to carry out the quantitative measurement on the efficiency of the process plan. By comparing the values of design tolerances and their corresponding resultant tolerances calculated using the tolerance chart, the process plan that is incapable of satisfying the design requirements and the faulty production operations can be identified. Similarly, the process plan that imposes unnecessarily high accuracy and wasteful production operations can also be identified. For the latter, a quantitative measure on the efficiency of the process plan is introduced. The higher the unnecessary cost of the production, the poor is the efficiency of the process plan. A coefficient is introduced for measuring the process plan efficiency. The coefficient also incorporates two weighting factors to reflect the difficulty of manufacturing operations and number of dimensional tolerances involved. To facilitate the identification of the machining operations and the machined surfaces, which are related to the unnecessarily tight resultant tolerances caused by the process plan, a rooted tree representation of the tolerance chart is introduced, and its use is demonstrated. An example is presented to illustrate the new method. This research introduces a new quantitative process plan evaluation method that may lead to the optimization of process plans.

  • In this research, a representative type of the housing plan was extracted on the basis of elements that exert the influence on the discrimination of the plan type, in other words, plan composition. Firstly, 'connection type of the room' and 'composition type of LDK (living room, dining room and kitchen)' were selected as elements of the plan type. Secondly, three forms of 'connection type of the room' became clear namely 'middle corridor type', 'living room centered type' and 'entrance hall type', as the factors that discriminate plan composition specifically. Thirdly, 'LD/K type' and 'L/D/K type' were confirmed as the factors in 'composition type of LDK'. Finally, four combinations of plan type, such as 'living room centered type-LD/K type', 'middle corridor type-LD/K type', 'living room centered type-L/D/K type' and 'entrance hall type-LD/K type' were confirmed as the representative types. These four combinations are the representative plan types of the urban LDK houses in Japan.

  • Purpose: In recent years, since 2000 many hospitals have established a master plan. However, there are some hospitals proceeding in different way from the master plan while the process of execution plan. This is because the study of master plan has been incomplete yet and there is no feedback on the master plan. Therefore, the purpose of this study is to find the reasons why differences are occurred. Methods: Comparison analysis of five hospitals which have established master plans and constructed with execution plans and Questionnaire to an architect of execution plan have been conducted. Results: This study has found three points. The first one is the change in scope of business and the change of administrator. The second one is that administrator and staff of hospital have more demands for improvement in functional area rather than public area, like lobby. The last one is to check a possibility of the solution by architectural analysis. Implications: It is necessary to determine the cause of changes from master plan and execution plan, in order to reduce the change in advance.

  • On May 1, 2019, the Minister of Health and Welfare announced publicly the first Comprehensive Plan of National Health Insurance (NHI). The Comprehensive Plan which is the 5-year plan including expenditure and revenue aspect of NHI, is desirable in 42 years of introduction of NHI and 30 years of universal coverage of NHI, though the Plan was late and had some conflict process. The Comprehensive Plan was established without evaluation of Moon's Care Plan, did not included to relationship with NHI and other health security systems, and did not have the blue print of NHI. The Plan was not sufficient in content of adequate health care utilization and relationship with service benefit and cash benefit. The Comprehensive Plan should be modified in considering the blue print of NHI and national healthcare system with participating stakeholder in turbulent environment-low fertility, rapid ageing, low economic growth rate, era of non-communicable diseases, unification of the Korean Peninsula, and 4th industrial revolution. Therefore, I suggest to establish the President's Committee of Improving Healthcare System for the blue print of health care and NHI.

  • The goal of this study is to examine municipality comprehensive plans by recognizing the problem that adverse impacts of urban regeneration impede the sustainability of specific renewal project. 10 major cities in Korea that are experiencing urban decline were chosen for the study area and plan evaluation indexes were adopted based on the sustainable urban regeneration principles in terms of environmental, social, and economic aspects. Plan evaluation was conducted by employing the content analysis method and developed assessment indexes for three sectors (factual basis, goal/objective, and policy/action) of plan. The findings show that policies, such as 'expansion of parks in urban area,' 'pedestrian-oriented street improvement project,' and 'countermeasures for local industry revitalization,' should be fundamentally included in adopting sustainable urban regeneration plans. Plan scores regarding sustainable urban regeneration had an insignificant relationship with the status of administrative district and plan adopted year. This is because metropolitan municipalities, including Ulsan, Daejeon, and Daegu, received relatively low plan score compared to local governments like Goyang and Suwon. Also, Daegu and Suwon, which established their comprehensive plan in 2018 obtained lower score than Seoul and Incheon, where its plans were created before 2015. Evaluation protocol and indexes that were suggested in this study can be used while reorganizing each locality's comprehensive plan, and thus, play as one of major bases in preparing future sustainable urban regeneration projects.

  • The defense IT master plan is the plan for promoting defense informatization and is established by the Ministry of National Defense every five years. In addition, an implementation plan has been established in accordance with the master plan every year to promote the informatization project. However, since there is no systematic methodology to check and analyze the master plan comprehensively, it is difficult to judge whether the goals suggested in the master plan are achieved, and continuous monitoring of the project is limited. This study proposes a concept and framework for defense IT investment management and proposes a methodology for examining and analyzing the progress of the defense IT plan by referring to the U.S. Department of Defense's IT Plan and the performance management structure of the national IT master plan. As a methodology for managing defense IT investment, we propose an IT investment management code system from the perspective of an IT portfolio and verify its applicability through case studies. The results of this study are expected to improve the defense IT performance management system and improve the efficiency and effectiveness of the defense IT project.

  • The U-City comprehensive plan has been settled on November in 2009 by U-City law which was enacted in 2008. On this, the U-City plan's framework which local governments established has been set. However, those who work for U-City in local governments and private sector would be fallen into confusion because they have not fully understood yet the concept of planning system in the U-City plan. In this condition of the early stage, some problems that are overlapping investments and lack of coordination between plans may occur. On this background, it is needed to understand the U-City plan's status and role by figuring out the relationship between U-City plan and other related plans. The goal of this paper is to suggest implications that are differences and similarities for coordination among the plans through a comparison with detailed instructions and laws related to U-City planning.

  • The purpose of this study is to classify the building layout and plan types according to the urban location, use and function of civil and to analyze the characteristics by the type classified. After constructing a framework (Mathia type, Nagaya type, Detached House type) for analyzing Modern Private Housing Architecture in Gunsan, the research was conducted on 30 representative buildings, and a plot plan, a floor plan and elevation were created. After analyzing the relationship between the lot of land and the urban street, we classified the type of arrangement into Mathia type and Nagaya type which directly enter the building from the road, and derived the Detached House type which indirectly enters from the road. When we look at the use of the derived arrangement types, most of the Mathia type are commercial and residential buildings, and some of them are specially designed for commercial buildings. The Nagaya type appears in the form of commercial and residential house or residential private house, and the Detached House type is classified as residential style. As a relation with the urban street, the Mathia type and the Nagaya type are generally located on the main urban street, whereas the Detached House type is located on the small urban street. As a result of analyzing, the floor plan was changed according to the plot plan. The plan of the Mathia and Nagaya type are arranged to enter directly from the street, with commercial space being mainly located on the street, and the residential space being composed on the back or the second floor. the plan of the Detached House is a type that enters indirectly into the interior through a separate space (Courtyard), and forms an organic space between the residential interior and the front and rear yard. The purpose of this study is to investigate the Characteristics of a plot plan and a floor plan of Modern Private Housing Architecture in Gunsan by means of analysis considering the urban street, Uses of buildings, Construction method and the yard through actual measurement.

  • This study focused on the architectural plan of the pension to meet modem people's desire for rural life, and the result of the study is as follows: First, the architectural plan for the characteristic of the location must apply the various architectural types considering the suburbs, tour and culture town, and community for the location improvement. Second, the architectural plan for the characteristic of the plot requires the encircled space and courtyard between buildings, the private gardens for the rooms, and the consideration of the surrounding environment. Above all, the plan for the subsidiary facilities is the most important. Third, the architectural plan for the characteristic of the plan requires the close connection with the outside, the wide opened view from the guest room, and the individual entrances for the guest rooms. Fourth, the architectural plan for the characteristic of the decorative design must consider the mass separation plan, the application of the facade design factors and eco-friendly environment materials, the night illumination plan, and the space program for the scenic view.
