거점확산형 주거환경개선 시범사업 실태조사 및 개선방향 연구 (Site Analysis and Improvements on Pilot Project of Core-Based Residential Environment Improvement)

  • This study aims to find out the cause of delay by analyzing the process of 12 Core-based Improvement pilot projects, especially focused on lands, buildings, population status. For this purpose, it performed a literature research on maintenance plan reports, various statistics of building and population status analysis, a field research and an individual interview with public officials in charge at local governments of 12 project districts. The findings are as follows; 1) it was difficult to cope flexibly to environmental changes because the core sector was so large that the plan was led to areal improvement. 2) the project was selected without reflecting the characteristics of the core sector and the area of residents-led renovation properly in terms of building status such as building density and old buildings ratio, 3) the coordinator group for socially disadvantaged class in the district was not operated and thus foundation for residents-led renovation was not set up. In conclusion, it should be presented the proper size of the core sector when the core-based residential environment improvement project is initiated in the future. In addition, building status is taken into consideration when designating the core sector and the area of residents-led renovation. The coordinator group needs to be operated from the early stage of the project as well.

전군 공통 서비스 구현을 위한 국방 IoT 적용방향 연구 (A Study on the Application of Defense IoT for the Implementation of Common Service in the Army, Navy, and Air Force)

  • The Army, Navy, and Air Force are currently making various efforts to apply defense IoT technology by reflecting the characteristics of each military. However, there are concerns that comprehensive collection, management, and analysis may be limited because each military has no overlapping system or guaranteed interoperability of data, and there are inefficient aspects in terms of using and investing a limited defense budget. In this study, evaluation items and priorities for pilot projects were selected by applying Delphi technique and AHP method to determine which projects are preferentially effective when commonly applied in terms of Army, Navy, and Air force. As a result of the analysis, the project basis and driving force, project feasibility, performance and ripple effect, redundancy and connection were identified in the order of IoT-based small detachment units and unmanned base construction, intelligent smart unit, smart ground ammunition depot, and smart training management system. According to the comprehensive results reflecting the weights of each evaluation item, the fact that small detachment units and unmanned base construction project are recognized as the first project to be applied to the Army, Navy, and Air Force is a valid approach to be effective while each military is burdened with personnel management because of the reduction of manpower. Through the research results, it is expected that the direction of application to the policy of the defense IoT project can be confirmed in terms of efficient use of limited budgets.

  • 공사관리에 있어서 실용성의 확보는 관리의 효율화를 위한 필수요건이다. 본 연구는 공사관리의 실용성 확보전략에 따라 기존의 내역과 공정체계의 통합을 기반으로 하여, 이와 연관된 일련의 과정 즉 분류체계의 정립, 공정율의 산정, 진도 및 일정표의 작성, 원가의 집계산정, 분석 보고서의 작성 등을 대상으로 운용기준이나 절차 등을 개선하고 체계화함으로써 관리효율을 향상시킬 수 있는 실용적인 모델의 개발에 목적이 있다. 본 연구는 향후 파이롯(pilot) 프로젝트에의 적용 등 실제 검증을 거적 공사관리시스템 개발로 발전하여 공사관리의 효율화에 기여한 것으로 확신한다.

MODELING THE TECHNOLOGY TRANSFER PROCESS IN THE THAI CONSTRUCTION INDUSTRY: A PILOT STUDY

  • Technology transfer (TT) has been defined as the shared responsibility between the source and the destination for ensuring that technology is accepted and at least understood by someone with the knowledge and resources to apply and/or use the technology. The adoption of TT in construction industries is necessary for economic growth to occur in developing countries such as Thailand. This process should provide numerous benefits for the host sector in areas such as increased productivity, enhancement of product quality, cost savings, improvements in market share and entry to new markets. However, there are many factors, which may impact on the TT process and its subsequent outcomes for Thai construction firms and individuals, including, the transfer environment, learning environment, transferor characteristics and transferee characteristics. The performance and interaction of these enablers will influence the degree of value added to the local construction sectors in areas such as economic advancement, knowledge advancement and project performance. This paper presents a conceptual framework for international TT that accommodates the numerous factors believed to impact on the processes effectiveness. Through a Pilot Study, where 27 industry professionals from Thailand were interviewed, the significant factors which impact on the TT process have been identified along with the strength of interrelationship between individual and groups of factors. Future research seeks to target a greater sample of respondents with the view to validate the conceptual model and apply it on a number of large Thai projects where international TT was incorporated into the project agreement.

웹서비스 기술의 프로젝트 평가관리시스템에의 응용 (Application of Web Service Technology to Project Evaluation Management)

  • Evaluating a project is one of the key activities in managing projects, and thus it should be implemented as a part of the entire project management system. However, currently deployed systems suffer from deficiencies such as the lack of supporting distributed environment and integrity problems. Web service technology, which enables applications to work inter-operatively under a distributed computing environment, is said to solve such problems. In this paper, the web service technology is applied to evaluation management systems. The process of evaluation is designed based on the web service, data is modeled and a pilot system is implemented to test the feasibility of the technology to the domain of project evaluation.

  • Today, government is no longer considered the sole provider of public works or services. Public-Private Partnership (PPP) has been recognized as an important approach to solving problems for governments in providing public works and services. However, the joint ownership of public works/services complicates the administration of PPP projects. Particularly, the fact that government may rescue a distressed project and renegotiate with the developer causes serious problems in project procurement and management. This paper aims to study when and how government will rescue a distressed project and what impacts government's rescue behavior has on project procurement and contract management. A game-theory based model for government rescue will be developed. This pilot study, the author hopes, may provide theoretic foundations to practitioners/policy makers for prescribing creative PPP procurement and management policies and for examining the effectiveness of PPP policies.

A Study on User Satisfaction of Village Bathhouses in Rural Areas - Focusing on Pilot Project of Common Facilities for Rural Seniors -

  • The purpose of this study is to evaluate user satisfaction with village bathhouses, selected from a two-year pilot project of common facilities for seniors in rural areas from 2014 to 2015. A survey was conducted using a questionnaire to evaluate user satisfaction, and 96 questionnaires were collected from 10 village bathhouses. User satisfaction was evaluated in five categories with a five-point scale: location and spatial composition; emotions and intimacy; safety; hygiene and equipment; and maintenance and management. The results are as follows. First, scores on hygiene and equipment stood at four points or higher, indicating higher user satisfaction. However, scores on the other four categories were below four points. But when overall user satisfaction was evaluated on a five-point scale, the average score stood at 4.13out of five points and 89.5 out of 100 points. These findings suggest that users were generally satisfied with the bathhouses. Second, a comparison of bathing patterns from before and after bathhouse construction in villages revealed that 42.7% of residents had previously gone to neighboring villages to bathe. Local bathhouse construction led to an increase in overall bathing frequency, exerting a beneficial effect on hygiene. Third, general user satisfaction correlated more closely with items related to location and spatial composition than items of other categories, indicating that the architectural elements of the bathhouses have a major impact. Finally, access to a bathhouse at all times showed strong correlation with satisfaction levels, suggesting a need for the establishment of more bathhouses throughout rural areas.
