As the elderly population is becoming an aging society, the elderly are experiencing many problems. Social security costs for the elderly are increasing and the un-linked social phenomenon is emerging. Thus, the social infrastructure and welfare system established in the past economic growth period are in danger of not functioning properly. People socially isolated or with chronic diseases among the elderly are exposed to various accidents. Thus, an active healthcare management service is imperative. Additionally, in the event of a dangerous situation, the system must have ways to notify guardians (family or medical personnel) regarding appropriate action. Thus, in this paper, we propose the smartphone-based healthcare and emergency response service platform. The proposed service platform aggregates movement of relevant data in real-time using a smartphone. Based on aggregated data, it will always recognize the user's movements and current state using the human motion recognition mechanism. Thus, the proposed service platform provides real-time status monitoring, activity reports, a health calendar, location-based hospital information, emergency situation detection, and cloud messaging server-based efficient notification to several subscribers such as family, guardians, and medical personnel. Through this service, users or guardians can augment the level of care for the elderly through the reports. Also, if an emergency situation is detected, the system immediately informs guardians so as to minimize the risk through immediate response.

Synthesis of acrylate-based dispersion resins involves many parameters including temperature, ingredients concentrations, and rate of adding ingredients. Proper controlling of these parameters results in a uniform nano-size chain of polymer on one side and elimination of hazardous residual monomer on the other side. In this study, we aim to screen the process parameters via Internet of Things (IoT) to ensure that, first, the nano-size polymeric chains are in an acceptable range to acquire high adhesion property and second, the remaining hazardous substance concentration is under the minimum value for safety of public and personnel health. In this regard, a set of experiments is conducted to observe the influences of the process parameters on the size and dispersity of polymer chain and residual monomer concentration. The obtained dataset is further used to train an Adaptive Neural network Fuzzy Inference System (ANFIS) to achieve a model that predicts these two output parameters based on the input parameters. Finally, the ANFIS will return values to the automation system for further decisions on parameter adjustment or halting the process to preserve the health of the personnel and final product consumers as well.

Private security industry employers in Korea has not concerned with the importance of training and education by lack of recognition and has been passive about qualified guards. And the authorities supervising and the administrating the guards has not recognized the importance of private security and has neglected the training of the guards. Korea has been operated the guard-instructor system for the acquiring the specialization of the security personnel since 1997, but there has been many problems. This study reviews the guard-instructor system in Korea comprehensively and suggests the efficient operation method of that system.

This paper presents a model for R&D project selection and evaluation system design developed through literature review. The model emphasizes the fitness between the five elements of the system : evaluation phase and purpose, personnel and organization, evaluation critiria and decision model, evaluation form and procedure, and projects. The model was applied in real situation as a test case. The important findings are that a good project selection and evaluation model contributes only partially to the effectiveness of the project selection and that system development and implementation activity is a dynamic and multi-facetted learning process.

Green building information used by the AEC industry is diverse and extensive), causing difficulties for personnel regarding the collection and utilization of information in the form of inaccurate searches about related laws, inefficient management of searched information and overlapping works. Therefore, this research aims to propose a law search system utilizing metadata for more accurate and efficient searches of green building information. The proposed system is expected to contribute to improve productivity of construction projects by reinforcing the accuracy and efficiency of searches for the collection and utilization of green building information.

GMDSS(the Global Maritime Distress and Safety System), which is utilizing recently developed systems such as satellite communications and positioning system, digital communication system, computer and microelectronics technology, etc., has been adopted by International Maritime Orgnization(IMO) and coordina-ted with such organization as the International Telecommunication Union(ITU), World Meteorological Organizatoion(WMO), etc. This system took effect partly on February 1st 1992 according to the 1988 SOLAS Amemdments and, after some more complementary measures, will be fully operational by February 1st 1999. Comparing with the existing communication system, the new system is mainly based on the latest scientific technologies, and therefore overall countermeasure will be necessary to accept the system reasonably. GMDSS will transform the current communication system basically and be the major factor to change the demand and supply of personnel for radio communication. To cope with the system assertively, regulations relating to the radio installation, the posting of radio operators, the bounds of their duty, etc. must be established and the demand and supply of radio operators to meet the system must be accomplished pertinently. Moreover, the technique and quality of the person-nel responsible for the system must be upgraded to carry out the obligations by international regulations as well as to ensure the safety of life and property at sea. Looking into the actual situations of our country, every regulation relating to the GMDSS has been improved, but the concerned educational institutions and administrations have not yet prepared the rational and concrete schemes on the educational methods and adquate procedures for the system. Therefore, in this thesis, the author intends to propose directions for improving the courses and contents of education of the relating educational institutions and to suggest rational schemes for balancing the demand and supply of personnel to the administrative anthorty concerned.

개방형 직위제도는 기존의 계급 및 계층제 중심의 조직관리 형식에서 탈피하여 직무수행의 성격에 따라 직위에 대한 적합한 직무수행요건을 충족하는 외부인사를 활용하는 제도로서 일종의 직무중심의 직위분류제적 성격을 내포하는 제도이다. 1999년부터 정부부처의 1-3급 고위공무원을 임용하고 있으며 그 활용 범위가 점차 확대되고 있다. 그러나 경찰과 같이 직무의 성격이 타 공직조직과 달리 특수한 환경을 가지고 있는 경우에는 일반적인 개방형직위제도를 그대로 활용할 수 있는가에 대한 논란이 있다. 경찰조직에서는 책임운영기관인 운전면허시검관리단, 경찰청 감사관, 경찰병원장 등을 개방형 직위제로 운영하고 있을 뿐이다. 이와 관련하여 개방형직위제도의 장점을 경찰조직에서 더욱 확대할 수 있는 방안을 모색하고자 한다.

본 논문은 최근 상업 운전을 시작한 무인 경전철의 안정적인 운영을 위한 열차 화재사고 비상대응절차를 마련하기 위한 것이다. 기존 비상대응절차와 관련하여 무인 경전철이 갖는 하드웨어적, 소프트웨어적 특성을 분석하고, 특히 무인이 갖는 중요한 의미를 반영한 절차서를 제시하였다. 비상대응절차는 우선 비상대응계획의 목적 등에 부합해야하는데 이를 위해서 다음의 절차를 제시하였다. 첫째, 비상대응을 지원하기 위한 기능별 비상대응체계 구축, 둘째, 비상대응직원 및 기관간의 신속한 대응조치를 위한 표준운영절차(SOP) 구축, 셋째 일상 상황에서 비상대응직원에 대한 비상대응훈련 등의 체계를 반영한 상세 항목이다. 아울러 향후 이러한 비상대응계획에 따라 효율적인 관리를 위해 직원을 대상으로 한 훈련프로그램이 제시되어야 한다.

육군은 국방개혁 2020계획과 연계하여 부대의 중추적 역할을 수행하는 부사관의 역할과 책무를 과거 부대전통 계승 및 발전자, 지휘관업무수행 조력자, 부대관리 전문가에서 전투지휘자, 기능분야 전문가 위주로 전환하여 전투력 발휘의 중추적 역할자로 전환하였다. 이는 부사관은 전투력의 핵심이 되는 최 일선의 간부로서 법령과 규칙, 계획 및 시행 등의 범위 내에서 군대 조직의 업무를 구체화적으로 감독하고 지시 및 통제 그리고 교육을 통해 최상의 전투력 유지하는 기능적 요원이라 하겠다. 군대 조직에서 핵심 인력인 부사관 인력 운용의 중요성을 고려하여 부사관 제도의 현안 문제점을 분석하여 극복할 수 있는 방안을 제시하고자 한다. 특히 전문대학의 부사관학과 활성화에 되면서 사회적 인식이 변화에 부흥하기 위한 효과적인 운영을 통해 안정된 인력을 획득하는 시스템을 구축 할 수 있도록 상호 발전 과제를 제시해보았다.

In this research, I finally came to a conclusion analyzing the connection among managing of each items in management expenses, the size of each complex and stories, and the term of using. (1) In the managing cost regarding to the management manner, although the managing cost of self-governing management is less imposed than the one of commission management, there is slight difference between those Costs. And it is more important to consider the effectiveness of management than to emphasize reduction of management cost. (2) The higher the stories, the higher the managing cost of elevator per the unit area. It Is caused by the fact that the father the distance of the elevator operating, the higher the electric charges. (3) The third of one of total management cost goes to pay the personnel expenses. So I found that the effective management of the expenses is available to reduce management cost. (4) The higher the stones, the lower the cost of personnel expenses including the cleaner cost. (5) The sum of costs assigned in repairment and management increases in proportion to the term of using. The costs assigned in special repairment and management are interacting to each other. (6) To reduce the management cost, we have to cut down the personnel in security guard that occupies one third of total management cost with application to the joint security system and operation of the self-governing guard. Through this process, it will be easy to accomplish the rationalization of contract with an outside order. Because the improvement of management service is not only the responsibility of owner but also the one of dwellers. And it Is imperative to realize the importance of cooperation and trust between the owner and dwellers. And the establishment of effective managing system which has convenience and rationality must be settled without delay.
