방송인력 양성을 위한 미디어 교육의 의미 고찰: 대학 방송영상 교육의 지상파 방송3사 인력 운용과의 연계를 중심으로 (Meaning of Media Education for the Training of Broadcasting Human Resources: Focusing on the Employment of Human Resources by the Korean Major Broadcasts in Connection with Broadcasting Education in Universities)

  • 언론 및 방송학 교육이 그 효용성 여부의 논란을 둘러싸고 유관학계와 방송 현업 간에 미묘한 관점의 차이를 보이고 있다. 이론과 실제를 조화롭게 병행하면서 방송 전문 인력을 양성한다는 방송학계의 원칙과 이론적 지식에 편중돼 실용성 있는 교육을 제시하지 못한다는 방송 현업의 문제 제기가 바로 그것이다. 이와 같은 문제제기를 바탕으로 본 연구는 그 논의의 초점을 방송인력 양성을 위한 바람직한 미디어 교육의 의미를 고찰하는 데에 두고 이에 관한 문제점들과 그 해결 가능한 대안모색에 연구의 목적을 두었다. 이를 위해 지상파 방송3사의 인력운용 핵심 전문가들을 대상으로 심층 인터뷰를 실시했다. 우선 방송 현업의 측면에서 볼 때 대학의 언론 및 방송 유관학과의 방송학 교육이 방송사로의 인력진출을 위한 교육으로서 어떠한 의미를 갖고 있는지 그리고 방송사 인력운용 과정에서의 교육이 갖는 의미는 무엇인지에 대하여 조사했다. 또한 방송사내 연수 및 재교육 시스템과 아울러 미디어 교육적 차원에서의 대학과 방송사의 산학협동 교류의 의미에 대해서도 살펴보았다. 그 결과 언론 방송 유관학계와 방송 현업 간에는 적지 않은 시각의 차이가 존재하고 있었다. 학계는 방송 현업의 관행에 대한 개선을, 방송 현업은 유관 학계의 조화로운 미디어 교육을 요청하고 있다.

항공사 EBT 프로그램 모델 개발 (Development of Airline EBT Program Model)

  • 항공사에서는 보다 효과적인 교육훈련을 실시하고자 실무와 연계한 훈련 프로그램을 도입하고자 하였다. 이를 위해 항공사들은 항공 인력의 실무 역량 강화 및 안전 문화 증진을 위해 증거 기반 훈련(EBT)을 시행해 오고 있다. 항공사들은 효과적인 EBT 모델 개발을 위해 운항 데이터 및 사례 연구를 분석하여 항공 인력의 역량 및 실무 능력을 체계적으로 평가할 수 있다. 또한 승무원 자원 관리(CRM)와 같은 기술적 방법 및 인적 요인을 포함하는 전체적인 접근법을 적용하여 EBT 모델을 구성할 수 있다. EBT 도입으로 인해 항공사들은 조종사의 실무 업무에 대한 진단 및 피드백 시스템을 구축하게 되며 개인 맞춤형 교육을 제공할 수 있고 교육 성과를 거쳐 교육 효과를 검증하는 교육훈련 체계를 확립하게 된다.

조달청 BSC 시스템 구축사례 (A Case Study of Balanced Scorecard(BSC) System Implementation in Public Procurement Service)

  • 본 연구는 조달청의 종합성과관리시스템에 대한 사례를 제시하는 것이다. 조달청은 최초 구축한 성과관리시스템의 개선 및 보완 작업을 통해 2006년 초에 BSC 시스템을 구축하였으며, 그 결과 미션과 비전과 전략과제로부터 도출된 CSF와 KPI의 활용을 통해 부서와 개인에 대한 성과측정과 평가를 자동적으로 연계할 수 있게 되었다. 이는 공무원도 기업처럼 성과에 따른 보상을 함으로써 더욱 향상된 고객서비스를 제공하고, 평가 결과를 통하여 인사, 보수 등에 있어서 인센티브와 디스인센티브를 적절히 활용하여 경쟁과 성과보상의 조직으로 확고한 자리를 잡고자 하는 데 기여하였다. 또한BSC 구축은 부서중심의 개인평가체계의 강화, 다양한 평가체계에 대한 통합구성 및 실적주기별 목표관리에 의한 달성률 모니터링 체계의 구축을 가능하게 하였다. 이와 같은 조달청에 대한 사례 제시는 향후 다른 공공조직의 BSC 구축에 대한 방향을 제시할 것이며, 성과관리시스템 구축 방안과 성공요인에 시사점을 줄 수 있을 것으로 기대된다.

고등학교 급식시설 운영실태 및 ATP Bioluminescence를 이용한 위생상태 조사연구 (Evauation of Management & Hygienic Status of High School Foodservice using ATP Bioluminescence Assay)

  • An investigation was conducted to evaluate the hygienic status of 53 high school foodservice systems in Gyeonggi province by using hygiene management guide checklist, ATP bioluminescence assay of food utensils were conducted during process. The 5 hygiene management guide checklist groups about personal hygiene, cooking facilities control, cross contamination control, cook and storage control, management control were checked by experts and had good grades but there were some inadequate behaviors on observation. Total cleaning levels were inadequate, including hand, rubber gloves, aprons, knives, food tray, machine and instruments. The possibility of cross contamination is also noted in handles for refrigerators, ovens, food dryers, hand washing. It was also noted that there were too much work on the nutritionist and cook, additional personnel need to be added. lack of space, deterioration of facilities were identified in some high school foodservice systems. ATP bioluminescence assay was conducted on surface of food facilities, ATP ranged $1,393{\pm}5,041.2RLU$ on yellow gloves, $244{\pm}258.7RLU$ on pink gloves, $3,780{\pm}11,418.6RLU$ on apron, $49,056{\pm}62,831.4RLU$ on refrigerator grip, $41,422{\pm}61,259.8RLU$ in oven, $31,407{\pm}41,344.9RLU$ on hand cleaning board.

과업집단의 특성 및 욕구와 역할반응 사이의 관계에 대한 연구 - 호텔종업원의 개인성격을 중심으로 - (A Study on The Relationship between Task Group Functioning and Role Conflict - The Personality of The Hotel Employee -)

  • The purpose of this study is to analyze how the task group functioning and need styles have influence on role conflict and role ambiguity as the employee's personality engaged in the service industry such as a hotel. This study uses the hierarchical regression analysis method. Data were collected by the survey method from employees engaged in the service industry such as a hotel located Seoul, the Province of Gyeonggi, and the Province of Gangwon. The study result shows that to the employees in the type A and type X styles, the task group functioning and need styles are not significantly related to the role conflict. But to the employees in the type B style, the task group functioning and need styles are significantly related to the role conflict. And the result shows that to the employees in the type B style, the lower the faith in peers and management, the more the role conflict occur. On the other hand, the study result shows that to the employees in the type A styles, the task group functioning is significantly related to the role ambiguity. And to the employees in the type B style, the higher the faith in peers and management, the more the role ambiguity occur. On the contrary, to the employees in the type X style, need styles are significantly related to the role ambiguity. But to the employees in the type X style, the higher the need for achievement, the more the role ambiguity occur. On the other hand, the study result shows that to the employees in the type B styles, the task group functioning and need styles are significantly related to the role ambiguity. And to the employees in the type B style, the higher the need for achievement, the more the role ambiguity occur or the lower the confidence in peers and management, the more the role ambiguity occur. Although this study provides several managerial implications, this study has some limitations. Specifically data were collected from only the hotel industry in Seoul, the Province of Gyeonggi, and the Province of Gangwon. In spite of the limitations, the study results could be used valuably in case of the personnel managers which manage the employees under the conflict situations.

클라우드 시스템이 기업의 공정관리 효율성과 비용절감에 미치는 영향 - J사(社) 사례(事例)를 중심(中心)으로 - (A Case Study of the Effects of Cloud System on the Efficiency Improvement and Cost-saving of Production Processes)

  • Purpose The purpose of this study is to investigate to investigate the effects of cloud system on the efficiency improvement and cost-saving of production processes. It also tries to provide small- and medium-sized companies and IT practitioners with a practical guideline for a successful implementation of could systems. Design/methodology/approach This study was conducted by observing and analyzing a case of implementing a cloud system at a small-sized company having multiple job sites in terms of the improvement in data-sharing efficiency and cost-saving of production processes. Findings This study found that cloud system was an effective way of sharing data between and among production processes of geographically scattered job sites and thus, helped the company to remedy problems of work schedule and load-balance along sequential production processes. Cloud system also allowed the company to reduce the number of visits made by 3-inspectors to four job sites by 75% and the personnel cost related to inspectors' site visit.

지식 추상화 계층을 이용한 근사해 생성 (Providing Approximate Answers Using a Knowledge Abstraction Hierarchy)

  • Cooperative query answering is a research effort to develop a fault-tolerant and intelligent database system using the semantic knowledge base constructed from the underlying database. Such knowledge base has two aspects of usage. One is supporting the cooperative query answering process for providing both an exact answer and neighborhood information relevant to a query. The other is supporting ongoing maintenance of the knowledge base for accommodating the changes in the knowledge content and database usage purpose. Existing studies have mostly focused on the cooperative query answering process but paid little attention to the dynamic knowledge base maintenance. This paper proposes a multi-level knowledge representation framework called Knowledge Abstraction Hierarchy(KAH) that can not only support cooperative query answering but also permit dynamic knowledge maintenance, On the basis of the KAH, a knowledge abstraction database is constructed on the relational data model and accommodates diverse knowledge maintenance needs and flexibly facilitates cooperative query answering. In terms of the knowledge maintenance, database operations are discussed for the cases where either the internal contents for a given KAH change or the structures of the KAH itself change. In terms of cooperative query answering, four types of vague queries are discussed, including approximate selection, approximate join, conceptual selection, and conceptual join. A prototype system has been implemented at KAIST and is being tested with a personnel database system to demonstrate the usefulness and practicality of the knowledge abstraction database in ordinary database application systems.

Assessment of Requirements for Successful Mobile Project Management Information Systems

  • The objective of this study is to assess the requirements of tablet PC-based PMIS applications designed for use on construction sites to determine whether these new programs can play a significant role in increasing the efficiency of a project. In this research, the current market conditions of PMIS running on a tablet PC were analyzed. In addition, two industry surveys were conducted. A research team interviewed some industry experts and identified fourteen useful and desirable functions that can be incorporated into tablet PC-based applications and project management tools. Through a questionnaire survey, the most effective functions for the tablet PC-based PMIS were identified. The three top-rated functions among those suggested were Contact Information for Job-Related Personnel; Receive and Respond to Submittals, RFIs, and Notices; and Problem Solving for Design and Engineering Issues. The results of this research are expected to provide helpful information for mobile application developers and members of other interested groups in the construction industry.

한국공기업의 개혁 방향 (Directions of Public Enterprise Reform in Korea)

  • 일반적으로 공기업의 문제는 경제적 합리성이라는 속성과 너무 괴리되어 있다는 점에서 비롯되어 우리나라의 경우 정부 상위관리기관과 정치권의 낙하산 인사의 대상으로 악용되며 노조와의 유착 등으로 인한 비능율과 부패의 온상처럼 비쳐져왔다. 이에 많은 사람들이 공기업을 개혁해야 한다는 생각을 하게 되었다. 앞으로의 공기업 개혁방향은 명확하다. 기간산업 등 민영화가 곤란한 부문은 정부의 소유 및 통제 하에 공기업 효율성을 제고시키는 경영관리 시스템을 구축해야 하고, 이외의 부문에서 효율화가 어려운 공기업은 민간에 경영권을 이양하는 민영화정책을 적극 고려하는 발상의 전환이 필요하다.

Development of a Quality Manual for a Research and Educational Centre: A Case Study

  • There have been growing concerns about whether proper measures are in place to ensure the delivery of quality services and the operations in research and educational institutions. This paper describes various quality models and discusses their relevance into the total quality concepts and quality management systems (QMS) in education. It then illustrates how a QMS and the accompanied quality manual be developed in a research and educational institution using the Centre for Enterprise Research Integration (ERI) at The University of the West Indies, Trinidad as a case. Through personal interviews with the $Centre{\square}s$ personnel, views on the operations and determinants of the QMS were acquired. Results showed that the people's resistance to changes, conflicts on academic freedom, and difficulties on measuring performance were the obstacles to QMS implementation. People involvement and proper communication are determinants of QMS implementation. The system also rests on having a tailored quality manual that entails the documentation of processes and procedures for ascertaining the delivery of quality services and operations in the Centre. The development of quality manual is briefly described in the paper.
