An Essay on Human Resource Management and Personnel Economics - A Behavioral Scientist's Viewpoint - (인적자원관리와 인사경제학의 비교 - 행동과학자의 시각에서 -)

  • Traditional human resource management explains human characteristics with motivation, attitude, perception, value, etc., based upon behavioral science approach. And system approach is adopted in analyzing the interaction between people and the environment. However, personnel economics excludes social and psychological variables in the human choice models, and assumes very unrealistic and simple rational decision making process. For environmental variables, personnel economists considers only income and price. Traditional human resource management research model successfully explains the phenomenon for each specific situation, but lacks universality. On the other hand, personnel economics model is strict and analytical, but tends to distort the understanding of the results because of the unrealistic assumptions. These two academic fields may get benefits by introducing the other's research methodologies, theories, and ideas.

Development of Staffing Levels for Nursing Personnel to Provide Inpatients with Integrated Nursing Care (간호·간병통합서비스 제공을 위한 간호인력 배치기준 개발)

  • Purpose: To develop staffing levels for nursing personnel (registered nurses and nursing assistants) to provide inpatients with integrated nursing care that includes, in addition to professional nursing care, personal care previously provided by patients' families or private caregivers. Methods: A time & motion study was conducted to observe nursing care activities and the time spent by nursing personnel, families, and private caregivers in 10 medical-surgical units. The Korean Patient Classification System-1 (KPCS-1) was used for the nurse manager survey conducted to measure staffing levels and patient needs for nursing care. Results: Current nurse to patient ratios from the time-motion study and the survey study were 1:10 and 1:11, respectively. Time spent in direct patient care by nursing personnel and family/private caregivers was 51 and 130 minutes per day, respectively. Direct nursing care hours correlated with KPCS-1 scores. Nursing personnel to patient ratio required to provide integrated inpatient care ranged from 1:3.9 to 1:6.1 in tertiary hospitals and from 1:4.4 to 1:6.0 in general hospitals. The functional nursing care delivery system had been implemented in 38.5% of the nursing units. Conclusion: Findings indicate that appropriate nurse staffing and efficient nursing care delivery systems are required to provide integrated inpatient nursing care.

Dental hygiene students' awareness of their legal scope and petition for medical personnel (치과위생사의 법적업무범위와 의료인화에 대한 치위생학 전공 학생들의 인식)

  • This study aimed to assess dental hygiene students' and other medical personnel's knowledge of dental hygienists' legal responsibilities. A self-reported questionnaire was conducted for 2 weeks from March 25 to April 9, 2017. One of the main questions focused on the legal scope of practice for dental hygienists according to current medical technicians. A total of 298 subjects' responses were analyzed. We found that 62.1% of the respondents were aware of dental hygienists' legal responsibilities. Of the dental hygiene students surveyed, 93.6% replied that they were aware of other medical personnel's expectations. Responses to 12 legal questions were shown to have different distributions depending upon the level of dental hygienist education. Overall, knowledge of dental hygienist legal responsibilities was more comprehensive for senior students in each legal topic. However, few students (1.7%) answered all 12 legal questions correctly. In conclusion, dental hygiene students' awareness of their profession's legal scope should be improved. In addition, the Korean Dental Hygienists Association needs to more actively promote understanding of the profession's legal scope as well as of medical personnel's expectations of dental hygienists' legal roles.

The working experience of internal control personnel and crash risk

  • Purpose : This study examines The impact of human resource investment in internal control on stock price crash risk. Effective internal control ensures that information provided is complete and accurate, financial statements are reliable. By overseeing management, internal control systems can reduce agency costs between management and outside parties. In Korea, firms have to disclose information about internal control systems. The working experience of human resources in internal control systems is also provided for interested parties. If a firm hires more experienced internal control personnel, it can better facilitate the disclosure of information. Prior studies reported that information asymmetry between managers and investors increases future stock price crash risk. Therefore, the longer working experience internal control personnel have, the lower probability stock crashes have. Research design, data and methodology : This study analyzed the association between the working experience of internal control personnel and crash risk using regression analysis on KOSPI listed companies for fiscal years 2016 through 2017. The sample consists of 1,034 firm-years of non-financial firms whose fiscal year end on December 31. Career spanning data of internal control personnel was collected from internal control reports. The professionalism(IC_EXP) was measured as the logarithm of the average working experience of internal control personnel in months. Negative conditional skewness(NSKEW) and down-to-up volatility (DUVOL) are used to measure firm-specific crash risk. Both measures are based on firm-specific weekly returns derived from the expanded market model. Results : We find that work experience in internal control environment is negatively related to stock price crashes. Specifically, skewness(NSKEW) and volatility (DUVOL) are reduced when firms have longer tenure of human resources in internal control division. The results imply that firms with experienced internal control personnel are less likely to experience stock price crashes. Conclusions : Stock price crashes occur when investors realize that stock prices have been inflated due to information asymmetry. There is a learning effect when internal control processes are done repetitively. Thus, firms with more experienced internal control personnel could manage their internal control more effectively. The results of this study suggest that firms could decrease information asymmetry by investing in human resources for their internal control system.

A Study of Emergency Department Personnel's Job Satisfaction (응급실 근무 인력의 직무만족도에 대한 연구)

  • Background : The personnel of emergency department have been under tremendous pressure to manage unexpected emergency situations and excited patients. And interpersonal conflict has existed always, because emergency department was consisted of various personnel of their own specialty. The patient's satisfaction has to come from the personnel's satisfaction. The purpose of this study was to evaluate emergency department personnel's job satisfaction and its related factors and to improve quality of emergency medical service Methods : A self-administered questionnaire survey to the emergency department personnel was conducted between September 1 and October 31, 2001. The response rate was 90.2%. Using SAS program (Version 6.12), the collected data was analyzed by frequency, ANOVA, multiple comparison, Pearson correlation procedure, and stepwise multiple regression analysis. Result : The analysis of related factors of job satisfaction showed high score of interpersonal interaction (3.246), professional prestige (3.095), autonomy (2.916), task requirements (2.701), organizational requirements (2.444), and pay (1.953) in order of item mean. Professional prestige (0.498), task requirements (0.464), and organizational requirements (0.408) were highly positive correlated with overall level of job satisfaction. The factors influencing the job satisfaction were professional prestige and task requirements which explaining efficacy were 37.6% and 32.2% respectively. The total explaining efficacy was 33.6%. Conclusion : It was found out that emergency department personnel's job satisfaction can be raised by promoting professional prestige and task requirements. The personnel of emergency department have to be satisfied through their job, and the administration of the hospital has to pay more attention to their employees' job satisfaction and it related factors.

Current and Future R&D Manpower Requirements and Policy Recommendations in the Korean Oriental Medicine Research Area (한의학 분야 연구개발 인력의 수급전망 및 정책제안)

  • To strengthen the R&D capability and the competitiveness of the Korean oriental medicine industry, an adequate supply of qualified R&D personnel including medical doctors of Korean oriental medicine is an important precondition. This study analyze current and future R&D manpower requirements including medical doctors in the Korean oriental medicine research area. Our analyses can be utilized for developing the government R&D manpower planning including the adequate supply of medical doctors for the Korean oriental medicine research. For the study, we conducted and analyzed a delphi survey of the experts, the principal investigators, with expertise in Korean oriental medicine research areas. The results of this study can be summarized as follows; First, in 2007 the Korean oriental medicine R&D personnel is currently under-supplied as many as 302 people including 111 medical doctors of Korean oriental medicine. The rate of under-supplied is 28.2%. Second, in 2017 the forecast shows that the R&D personnel in this area will be more severely under-supplied as many as 539 people including 185 medical doctor of Korean oriental medicine. The rate of under-supplied will be 32.6%. As a result, the confrontation of demand and supply forecasts shows that, in general, severe shortages of R&D manpower in the areas of Korean oriental medicine will result if there are not adequate manpower policy adjustment.

Does Perceived Organizational Politics Mediate the Relationship between Job Satisfaction and Organizational Citizenship Behavior? Insights from Bangladesh

  • Purpose: This study mainly aims to investigate the connection between job satisfaction and organizational citizenship behavior of bank employee. Another objective of this study is to check out the mediating impact of perceived organizational politics of bank personnel on the connection between their job happiness and citizenship behavior. Research design, data and methodology: Snowball sampling is utilized in this study, which is done among bank personnel at different public and private banks across north-eastern region of Bangladesh as well as information is accumulated through the use of a five-point Likert-scale questionnaire. IBM SPSS v22, Andrew F. Hayes process macro v3.5 and SmartPLS 3 are used to complete descriptive and inferential statistics. Results: The study results explore that employees' political perception has a negative influence on organizational citizenship behavior where bank employees' job happiness has a positive impact on structural citizenship manners and negative impact on perceived organizational politics. Surprisingly, perceptions of organizational politics were found to have an insignificant mediating effect on the connection between job satisfaction and organizational citizenship behavior. Conclusions: The present study reveals that satisfied bank personnel shows positive and constructive actions toward their organization where their political perception has an insignificant mediation.

Utilizing Future Female Personnel in the South Korean Military

  • The South Korean military has undergone four changes in operating methods since its inception with 31 nursing officers in August 1948. While it initially began as a special unit for nursing and other specialized services, it later expanded to include various fields including technology, administration, and special forces. However, analysis shows that there have been few significant changes in how it operates and remains largely centered around technology, administration, and special forces. With the development of advanced science and technology and a decrease in military resources, there is a need for the South Korean military to proactively expand its use of female personnel, as has been done by the US military, Canadian military, Israeli military with female conscription, and Norwegian military. In order to achieve this, there needs to be a cultural shift towards co-ed military units, improvements in facilities and equipment, adequate pay and benefits, and resolution of childcare issues through institutional reforms.

Directions for Personnel Management of Agricultural Extension Services in Korea (농촌지도사업과 지도인력관리의 방향)

  • Poitical demand for decentralization trends in Korea has led the government to plan to localize its agricultural extension system by changing the status of 6,696 extension personnel stationed at the provincial and county level from central government status to local government status as of January 1997. However, serious drawbacks of lowered morale of extension personnel and the financial burden of local governments has not yet been debated extensively for effective personnel management. Some of the findings that emerged from both the analytical and empirical research show the dangers of decentralization such as an increase in disparities, jeopardizing stability, and undermining efficiency. These problems should be considered along with the culture, tradition, and Koreans' attitude towards central and local government. The dangers of decentralization of agricultural extension services in Korea may cause serious problems in allocative efficiency because of a mismatch between available resources and promised expenditures, and in production efficiency because of unproven cost-effective provisions of local governments. It is accepted that the central government can invest more in technology, research, development, promotion and innovation in the agricultural sector. However, changing the status of extension personnel from central government to local government status may lead the best people to leave, lower morale, shake the sense of public service, break networks, and sacrifice investment in research, development and extension. In deciding the future directions for personnel management of agricultural extension services in Korea, maintaining or reinforcing the existing national status of extension personnel should be considered along with a reflection of the basic characteristics of agricultural extension services, linkages of research and extension, the financial burden of local government, specialization of extension personnel, unnecessary duplication of investment among local governments, possible national supports to agricultural research and development, and extension under the WTO systems.

Status and effectiveness of online dental role-play images and dental ASMR videos (온라인 치과 롤플레이 영상 및 치과 ASMR 영상의 이용 현황과 효과 분석)

  • This study aimed to compare the perception of dental role-play or dental ASMR videos between the general public and dental personnel, to determine whether they are suitable for mass media or educational media, and to identify guidelines for video production. The survey consent form was agreed on using SNS for the general public and dental personnel, 236 ordinary people and 232 dental officers who said that they watched dental ASMR videos were analyzed. The questionnaire consisted of 27 questions for the general public and 31 for dental personnel. Data were analyzed using the chi-square test and the Independent T-test using SPSS 25.0 ver. The viewing experience of 'dental ASMR videos' was significantly higher among dentists (84.7%) than among the general population (71.5%) (p<0.001). Overall, 53.8% of the general public were interested in watching dental ASMR videos, and 47.8% of dental personnel acquired clinical information from them.. Overall, 64.8% of the general public and 65.5% of the dental workforce felt that such technical videos should be produced under the guidance of experts in the field to provide accurate technical information. It is necessary to avoid indiscriminate video production with inaccurate information produced by non-experts and to continuously monitor dental ASMR videos dental institutions for better quality of the videos.
