  • In today's knowledge-based industries, knowledge can be said to be a significant factor that has a decisive impact on corporate competitiveness. Recently, Korean construction companies have been going through a difficult period of time because of various negative domestic and foreign factors, such as economic decline and a continued sluggish domestic construction market, mainly due to the Korean government's real estate regulations and increasing competition from overseas companies with improved technologies. To help domestic construction companies navigate such an environment, this study empirically analyzes how the nature of corporate knowledge impacts the acquisition, transfer and deployment of knowledge within the organization of a company. Through such empirical analysis, we looked into how internal attributes of corporate knowledge affect the acquisition, transfer and application of such knowledge for domestic construction companies, with the application of the structural equation modeling (SEM). According to the results of this study, it is clear that the attributes of corporate knowledge have a significant impact on the acquisition, transfer and application of corporate knowledge, and therefore on the managerial performance of domestic companies.

  • Water flow in rivers during flood season can be 10 to 100 fold higher than normal seasons (low precipitation) in Japan and predicting flood runoff is essential for operating reservoirs with discharging gates. Abundant experiences and knowledge are requisites for operators to be able to make efficient decisions at work. This research investigated a method to transfer technical knowledge by acquiring skills and knowledge from actual dam operators and by using the information to construct an educational training system. The purpose of the research was to enable the execution of a secure and rational reservoir operation during flood period. The educational training system for reservoir operation was developed with the focuses on acquiring knowledge on hydraulics and hydrology and learning about decision making related to the reservoir operation as well as the timing of control. The system is capable of conducting education that corresponds to individual levels in each location. Of the educational training methods, a lecture method that uses textbooks is effective for the understanding of basic knowledge and concepts while a training method that uses a simulation device is essential for the practice of advanced and specialized procedures in specific fields. Simulation devices are used in operational training for airplane flight and driving cars and trains. The educational system presented here was designed to provide further assistance to those who have acquired basic knowledge and concepts through textbooks and also to at low them to perform the satisfactory operation of dam equipment. • Mergers and Acquisitions(M&A) have long played an important role in the growth of firm. M&A has been considered a effective strategy for Korean government to restructure industry. Previous studies provided mixed results on the synergy effect of M&A This study provides investigation on 39 mergers occurred over the sample period from 2000 to 2001. In this study, event study methodology arc used to calculate abnormal return(AR) and cumulative abnormal return(CAR) based on mean-adjusted model. The testing period of this study from date -30 through date +30, where date zero is the date of the first public announcement of the merger. The empirical results in this study can be summarized as follows. First, the return rates of KOSDAQ registered firms with M&A appears higher than that of KSE listed firms. This means that public announcement of M&A is more influential on stock price for KOSDAQ registered firms than KSE listed firms. Second, The difference between actual merging price and fair value is significant in KSE listed firms and KOSDAQ registered firms. This means that the investors take M&A of KOSDAQ registered firms as a good news. Third, the impact on the market prices of merging firms take place after the first public announcement of the merger in KSE registered firms. But the impact on the market prices take place not only merging firms but also merged firms in KOSDAQ registered firms. This result shows that the investors recognize a M&A is a strategy of technology transfer in small & venture business.

  • A human is an expert in manipulation. We have acquired skills to perform dexterous operations based upon knowledge and experience attained over a long period of time. It is important in robotics to understand these human skills, and utilize them to bring about better robot control and operation It is hoped that the neurocontroller can be trained and organized by simply presenting human teaching data, which implicate human intention, strategy and expertise. In designing a neurocontroller, we must determine the size of neurocontroller. Improper size may not only incur difficulties in training neural nets, e.g. no convergence, but also cause instability and erratic behavior in machines. Therefore, it is necessary to determine the proper size of neurocontroller for human control transfer. In this paper, a new pruning method is developed, based on the penalty-term methods. This method makes ...

  • The purpose of this study was to present the future directions for strengthening the TLO(Technology licensing office)s' expertise of universities by examining the impact on utilizing the university management experts for patents and technology transfer. To identify the specific effects of dispatching patent management experts, this study was conducted under various conditions, such as the dispatch status, the dispatching duration of patent management experts and the starting year of dispatching them. The data were analyzed by utilizing the data of the KIPSI's supporting program of dispatching the patent management expert to universities and the data of University Information Disclosure site. The data from a total of 110 four-year universities from 2008 to 2013 were used. According to the analysis result, the technology transfer's performance and technology transfer's income of universities of utilizing the patent management experts compared to universities not utilizing them appeared to be high. Technology transfer and technology transfer income appeared to be higher with a longer period of utilizing the patent management expert at university. This suggests that the direction is required to provide the plan for a longer period to maximize the effect of the program "The dispatching a patent management expert". The technology transfer's performance and technology transfer's income did not increase according to the year of dispatched the patent management expert at the university. A comparison of before and after dispatching, the technology transfer performance appeared to be high after dispatch. This suggests that the effects of dispatching the patent management experts at a university can be interpreted as a subsequent effect, rather than an immediate effect. Therefore, it does not simply limit the effectiveness of the dispatch business in the short term, but it needs to activate the technology transfer organization, such as a patent management expert in the long term.

  • The old sources of competitive edge and value added were land, labor, and capital. In today's knowledge-based economy in the 21st century, technology is attracting attention as a new engine of growth. That paradigm shift of world economy has resulted in the global spread of technology transfer and the gradual increase of trade of intangible goods including patents and know-how as well as tangible goods in international trade. An international license agreement is a representative form of technology transfer. In license agreements, the providers of technology keep their ownership of technology, allow the implementation of technology to the users of technology only for a certain period of time, and receive loyalty as a reward. Economic profit through such technology trade can be realized with the smooth implementation and termination of agreement. International license agreements are different from sales contracts, which represent international business transaction based on mutual obligation, in many aspects in that they target intangible goods of technology and aim for rent for a certain period of time. This study thus set out to examine issues that could be controversial in the main and individual obligation of the parties in international license agreements and provide implications helpful for the prevention of disputes in advance.

  • Recently, accumulation of technology, transfer, absorption, and commercialization is being significantly recognized as a key factor for sustainable growth of the 21st century global economy. The government established "Technology Transfer and Commercialization Promotion Act" In order that the technology developed at public research institutions can be transferred to the private sector and commercialized; the technology developed in the private sector can be traded and commercialized. Also, the Article 14 of "Technology Transfer and Commercialization Promotion Act" is concerning technology transfer agents' registration, promotion, and support: it introduced the special status system of technology transfer agents and the government registers, manages, and supervises it. In most developed countries, the technology transfer agency is transferred to the private sector and it is referred as a technology transfer agent or technology broker. In the domestic market, despite the introduction of the above special status system and the building a various organization and transfer medium system for boosting the market's revitalization, some problems occurred; because the registration system of a technology transfer agent and legal basis and system about its following-up control fall short. For example, recently technology transfer-related performance exemption has brought the activation of technology transfer agent's registration, but there was the limit of selecting the expert above a certain level. Therefore, some countermeasures for this are urgent, In addition, through a compulsory training completion system before the technology trade agent registration is prepared, a short period of curriculum was not sufficient to provide applicants various specialized knowledge. In this research, it is considered about the reform of technology transfer agent through its comparative study in China and Korea. Some improvements are suggested for expanding the market of technology transfer commercialization, assuring the agents' service and strengthening the competitiveness.

  • This study started from the awareness of the issue if the citation index newly introduced to evaluate the quality of papers satisfies the proper timing matter, which is a component of performance indicators for the evaluation of government-funded R&D institutes. Accordingly, the study will propose improvement ways to shift the previous evaluation system to quality evaluation for mission-oriented R&D institutes by analysing and using the periodical characteristics such as citation half-life and immediacy index of papers. As a result, it turned out that the speed of academic change is getting faster in proportion to the dependency on the technological development but that the citation speed in the field of public technology is relatively slower and the speed of knowledge transfer in the fields related to industry is faster. In addition, the citation index among the R&D fields showed no differences, and the minimum period for citation index measurement with validity should be over 6 years. The problems of evaluation for mission-oriented R&D institutes were deducted based on the technical and statistical analysis results of the temporal characteristic of citation necessary for quality evaluation of performance among R&D fields. To solve the problems, policy alternatives for object and valid quality evaluation were proposed from the points of evaluation period, evaluation criteria, and evaluation management.
