Firesafety design engineerings have been mainly derived from complicated rearrangement of descriptive specifications in codes or regulations through a great number of lessons from fire disasters. In this paper, the author refers to some recent developments in the field of building fire protection. At first, the author expresses his viewpoints concerning performance-based design codes, which have been popular throughout the world as a symbol of freedom from restricted usage of building materials and components prescrived in regulation or bylaws, in spite of some conflicts between objects-oriented design method and industrial mass production. Secondly, the author introduces several innovative fire protection methods adopted for large or void spaces in building complex. Finally, the author forcasts a next development of firesafety science and technology, aimed at securing personal safety in hyperscale urban areas.
As the Performance Based Fire Protection Design is legislated, studies on a fire and evacuation are actively in progress. The Performance Based Fire Protection Design should be developed toward enlarging the Life safety. In addition, the Performance Based Fire Protection Design shall not merely review the aspects of fire fighting but it shall also include regulations pertaining to evacuation stipulated in laws and regulations for buildings. This study performed an evacuation time prediction based on OO Night Club, one of the multiplex use facilities located in Gwang-ju Metropolitan City in order to suggest as a referential data for the Performance Based Fire Protection Design implementation. To do this, I investigated domestic and foreign regulations and research papers related to evacuation and went to visit the actual site and collected materials. The collected data was then used as ones to input in Simulex, an evacuation program to measure evacuation time. Through this particular research and results, the study was able to suggest a few concerning areas.

Recently, in Korea, construction of high-rise buildings has been rapidly increasing. Therefore, in order to minimize the loss of life and property in the event of a fire, "performance-based design" which requires performance equal to or better than current regulations is obligatorily required. However, in the field of fire and evacuation simulation, which occupies a large part in the performance-based design, detailed technical guidelines have not yet been established. Therefore, various designers are proceeding with the computer simulation modelling by referring to the design report book previously performed. Especially, in the case of the fire simulation, according to the judgment of a designer the scenario type is selected and the input values is set. Even if the building is used for the same purpose, it is true that the result can be different depending on how and who designed it. Therefore, in this paper, we have investigated the fire scenarios type and scenarios input values by randomly examining 7 preliminary reports of performance-based design in B metropolitan city. We also propose the improvement strategy for fire simulation and lay the groundwork for establishment of technical guidelines for fire simulation for performance-based design.
The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

The Performance-based fire protection design required to construct super high-rise building is the active measure for the evaluation of fire risks and the establishment of fire protection systems on the basis of engineering analysis, which is more efficient and proper than existing prescriptive-based design. This study applied time-line analysis of RSET is required safe egress time and ASET is available safe egress time with the fire and evacuation simulation to analyze. The result of this study showed the sprinkler system increased ASET and fire detection and alarm system reduced RSET efficiently. Reduced evacuation time influences to secure the life safety. Also it is essential to maintain the fire suppression system and fire detection & alarm system properly. Database of fire movement and evacuation action program are useful for the performance-based design.
This paper explains the Japanese present situations relevant to the fire resistance performance. Performance-based fire provisions was introduced in 1998 for the first time when the Building Standard Law was amended. However, performance-based fire resistance design had been used since long before the official introduction of performance-based provisions. A Comprehensive Technology Development Project of Ministry of Construction from 1982 to 1986 established a technical basis for performance-based fire safety engineering in Japan. A system of calculation methods for fire resistance verification was prescribed in the Ministry Notification in 2000 utilizing the results of this project as a background. This method, referred to as the Fire Resistance Verification Method (FRVM), is the standard method to verify the fire resistance performance of principal building parts such as columns, beams, and walls of steel, concrete, or wood structured buildings. For tall buildings, however, more advanced method for performance verification is often necessary because new building materials or structural systems are often used for these buildings. An example project of tall building owned by a major newspaper company is presented in this paper. Advanced thermal deformation analysis is executed to secure the fire resistance of the building.
In the past two decades, researchers from different countries have conducted series of experimental and theoretical studies to investigate the behaviour of structures in fire. Many new insights, data and calculation methods have been reported, which form the basis for modern interdisciplinary structural fire engineering. Some of those methods are now adopted in quantitative performance-based codes and have been migrated into practice. Mainly based on the achievements in structural fire research at China, the Chinese national code for fire safety of steel structures in buildings has been drafted and approved, and will be released in this year. The code is developed to prevent steel structures subjected to fire from collapsing, ensure safe evacuation of building occupants, and reduce the cost for repairing the damages of the structure caused by fire. This paper presents the main contents of the code, which includes the fire duration requirements of structural components, fundamental requirements on fire safety design of steel components, temperature increasing of atmosphere and structural components in fire, loading effect and capacity of various components in fire, and procedure for fire-resistant check and design of steel components. The analytical approaches employed in the code and their validation works are also presented.
A performance-based design of smoke management systems for semiconductor fabrication facilities is described in this paper. The example of one such facility is discussed. Performance criteria for smoke control systems were established, effective smoke removal system features were identified and optimal system exhaust capacity requirements were developed by applying engineering tools including Fire Dynamic Simulator model. Considering the fact that the absence of relevant design guide, codes for consensus standards for semiconductor smoke design in Korea and United States this performance based approach can and should be applied to other fabrication facilities designs.
