Accurately evaluating and predicting the performance of facilities is a key task in establishing a maintenance strategy for facilities. The importance of performance evaluation is becoming more pronounced, especially when the aging of facilities requires a huge budget. In this study, performance assessment models were developed for road and railway tunnels. Delphi analysis was performed to identify sub-elements necessary to evaluate the performance of a tunnel. The relative importance of the evaluation factors was derived from the AHP analysis. The correlation analysis was performed between each assessment factor and the final result to verify the significance of the model. For the correlation analysis, the survey data measured through precision safety diagnosis in tunnels in use was applied. The cost effectiveness analysis was also conducted according to the scenarios with different composition of performance factors in order to improve the practical applicability of the evaluation model developed in this study.

Purpose: This study was aimed to develop a tool for evaluating nurses' performance by using Balanced Score Card (BSC) in hospital units. Methods: Preliminary survey was done in 10 hospitals to investigate evaluation criteria for nurses' performance. For the main study, each of 14 nursing managers evaluated 2 nursing units (total of 28 nursing units) to verify the sensitivity of the tool criteria. The evaluation result drawn from the preliminary BSC tool was analyzed to verify the sensitivity and validity of the tool. Results: As a result, nurses' performance evaluation tool consisted of 4 categories, 8 objectives, and 14 criteria was developed. Conclusion: The BSC tool for nurses' performance evaluation provides meaningful data in evaluating nursing performance in hospital units.

본 연구는 전문경력인사 초빙활용지원사업의 성과 관리 및 평가 체계 강화를 위해 전문경력인사의 과업 수행에 대한 체계적·포괄적 평가가 가능한 평가 요소를 개발하였다. 이를 위해 경계이론과 커크패트릭 4수준 평가 모델에 기반을 두고 사업 평가와 관련한 기존 연구를 분석하여 성과 평가 프레임워크를 개발하였다. 이후 2차에 걸친 델파이 조사 방법을 활용하여 전문경력인사의 개인 측면과 활용 기관 측면에서 성과를 측정할 수 있는 평가 요소를 도출하고, 구체적인 측정 문항을 개발하여 타당화 작업을 진행하였다. 이러한 절차를 거쳐 최종적으로 적용성, 연계성, 명확성, 적합성, 확장성 등 5가지 평가 요소를 선정하였으며, 각 요소별 구체적인 평가 목적을 수립하여 실제 전문경력인사 초빙활용지원사업의 성과 관리를 위해 적용 가능하도록 하였다. 본 연구는 1994년부터 한국연구재단에서 운영하고 있는 전문경력인사 초빙활용지원사업의 성과 관리를 위해 정량적 정성평가가 가능한 성과 평가 체계와 요소를 제시하였다는 데 의의가 있다.

현재 적용되고 있는 평가체계는 1996년 개정되어 이후 4차례 개정을 실시하였으나, 구조적 안전성의 확보 목표에 국한된 평가체계로 인해 장기적 관점의 성능저하 예측 및 예산투입을 위한 우선순위 의사결정의 근거로 활용하기에는 부족하다. 따라서, 본 연구에서는 델파이 기법과 AHP기법을 활용하여 기존 도로터널의 여러 구조형식 중 재래식(ASSM) 터널의 성능평가에 적합한 평가체계를 새롭게 제시하고자 한다. 국 내외의 기존 평가체계 및 평가항목을 검토한 결과, 도출가능한 평가항목이 한정적인 것으로 판단되어 기존에 적용되고 있는 항목에 대한 폐쇄적인 설문과 새로운 항목 도출을 위한 개방형 설문을 병행하여 설문조사를 실시하였다. 조사한 설문결과를 내용타당도 검증을 거쳐 재래식(ASSM)터널에 적합한 성능평가인자를 도출하였으며, AHP기법을 활용하여 도출된 평가항목에 대한 가중치를 산정한 후 구조물의 특성에 맞는 성능평가 체계를 새롭게 제시하여, 향후 성능평가 세부지침 수정 및 보완 시 참고자료로 활용될 수 있도록 하고자 한다.

공동주택의 비중이 점차 확대되고, 고층화되는 추세에 따라 공동주택 유지관리의 중요성이 강조되고 있다. 이러한 필요성에 의해 최근 기존 건축물의 종합성능 평가모델이 개발되었으나, 업무의 분석이 미흡한 한계가 있다. 따라서 본 연구는 공동주택 유지관리 성능평가의 기반이 되는 유지관리 업무를 분석하여 성능평가 대상항목 도출을 목적으로 한다 유지관리 성능평가 후보항목은 기존문헌과 업무체계를 분석하여 도출하였고, 학계 전문가 및 주택관리사를 대상으로 설문을 실시하여 성능평가의 용이성, 체계성을 보완하였다. 최종적으로 결정된 성능평가 대상항목은 운영적 유지관리 성능평가 항목 14개와 기술적 유지관리 성능평가 항목 15개 항목이다.

The objective of this study is to empirically develop performance evaluation measures for LIS (logistics information systems) based upon BSC (balanced scorecard) model and determine the relative importance among four perspectives of BSC using AHP (analytic hierarchy process) methodology. Above all, forty nine probable measures for evaluating LIS performance were identified through reviewing the previous research related with SCM (supply chain management), logistics management, and information systems evaluation. And then, these probable measures were examined by means of coincidence analyses using three mutually exclusive criteria(validity of content, ease of measurement and reliability of measurement). Data for conducting the coincidence analyses were collected from LIS users and LIS development personnel. As the results of the coincidence analyses, it was found that 31 ones among 49 probable performance evaluation measures theoretically derived could be qualified for LIS performance evaluation. And AHP analysis showed that the weight of each perspective was respectively as follows : 46.8% for financial perspective, 31.3% for customer perspective, 14.8% for internal business process perspective, and 7.1% for learning and growth perspective. The academic contribution of this study is that performance evaluation measures for LIS could be systematically and empirically developed on the basis of BSC. Also, the results of this study are expected to be used as a practice guideline of evaluating and improving LIS.

본 연구는 균형성과지표와 6시그마 추진기업의 6시그마 프로젝트 평가시스템을 통합한 프로젝트 평가시스템의 대안을 제시하고 있다. 균형성과지표 차원의 재무, 고객, 내부 프로세스, 학습과 성장 4개의 관점에서 목표와 평가지표를 토대로 재무관점의 4개, 고객관점의 6개, 내부 프로세스 관점의 5개, 학습과 성장관점의 6개의 평가지표가 연구결과이다. 본 연구의 결과는 실무적으로 적용가능한 지표이며 향후 연구과제로는 특정기업에서 본 지표를 바탕으로 검증연구 및 전략적 체계도와 연계한 통합 시스템에 관한 연구이다.

본 논문에서는 3차원 평가환류체계를 기반한 성과측정모델을 제안하며, 제안하는 평가모델을 이용하여 2008년과 2009년에 수행한 7개의 공공 u-IT 서비스의 사용자 만족도와 활용도를 분석한다. 본 연구를 통해, 당초 공공 u-IT 서비스 지원사업이 목표하였던 대부분의 연구목적을 달성하였음을 알 수 있었으며, 성과측정 및 분석결과는 향후 추진할 신규과제의 추진방향 제시한다.

급격한 경제성장과 함께 도시의 인구 집중으로 주택 문제의 해결을 위해 대규모 아파트 단지가 들어섰고 현재도 그 수가 계속 증가하고 있다. 반면 경년이 오래 된 아파트의 경우 노후화로 인한 문제 해결을 위한 수단으로 정부차원에서 리모델링을 유도하는 정책에 의해 리모델링에 대한 관심이 높아지고 있으나 그에 따른 기술적 제도적 뒷받침이 부족한 형편이다. 리모델링의 성과를 객관적으로 평가할 수 있도록 리모델링의 특성과 사회적, 문화적 요구를 수용할 수 있는 리모델링 성능평가에 관한 연구가 필요하다. 본 논문에서는 국내 주택성능평가표시 제도와 일본의 기존주택 성능평가 항목을 비교하여 리모델링 공동주택의 성능평가를 적용하기 위한 방안에 대하여 연구하였다.
