Developing Relationship between Tax Structure, Pension Funds and Economic Growth in OECD Nations

  • Purpose: The present study combines both tax structures and pension funds as the factors of economic importance and explores the impact of both (pension funds and tax rates) on the economic growth in context of OECD nations. Research Design, Data and Methodology: Last forty years data on these variables is taken for study purpose. A Sample size of thirty four nations which form the part of OECD nations was taken for study purpose. Results: Regression analysis (linear) was used to find out relationship between tax structure, Pension funds and economic growth. Conclusion: The results are important for nations increasing their expenditure for social contribution.

A Study on Public Pension Payments of Urban Households - Single Earner Households and Dual Earners Households - (도시가구의 연금에 관한 연구 -홀벌이가구와 맞벌이가구의 공적연금을 중심으로 -)

  • The purposes of this study were to examine urban household's monthly expenses for public pension and to analyze the contributing factors. Data for this study were from the 2002 Urban Household Survey and consisted of a sample of 21,093 urban households. Statistics used for the analysis were frequencies, means, ANOVA and multiple regression analysis. The major findings were as follows ; First, the average urban household monthly payment for the public pension was 104,036 won, consisting of 102,757 won for single earner households and 106,014 won for dual earner households. Second, the highest expenses for monthly public pension was urban households, followed by male household head(HH), HH's age from 41-50 years, HH's educational level was college, HH's job was public servant, family didn't live in Seoul, family w3s an extended family and family owned the house. Third, the significant factors affecting the urban household's monthly public pension were HH's gender, age, educational level, type of job, region, type of family, number of children, type of earner, monthly total income, increase of asset in a month and house ownership.

The Social Security Pension Reform Debate between the World Bank and the ILO/ISSA (World Bank와 ILO/ISSA의 사회보장연금 민영화 논쟁에 관한 연구)

  • In 1981, Chile has fundamentally reformed the public pension system from the pay-as-you-go system (PAYGs) to the full funding defined contribution system managed by the private funding companies. The Chilean privatization reform influenced not only the neighbor South American countries but also the advanced countries. The United Kingdom contracted out the state earning related pension system. Australia and Sweden recently introduced the private investment accounts system. And now the hot debates on the privatization of the social security pension is going on in the United States of America. This wind of privatizing the public pension system is being backed up by the New Liberalism, the nowadays' strongest ideology. Besides, the theoretical and idealogical debate between the World Bank and the ILO/ISSA was happened in the middle of 1990s. The World Bank, the supporter of the international financial capital, insisted the introducing of the full funding individual accounts system and the abolition of the existing PAYGs. The ILO/ISSA apposed the World Bank's policies and advocated the moderate reform of the PAYGs. In this paper, I reviewed the Chilean reform, the World Bank's report and the opposing argument of the ILO/ISSA against it, and analysed the core issues of the two sides. Also, I tried to present the suggestions to the Korean public pension systems. Through the discussing the debate, we made certain of the importance of the basic issues in the social security system like equity vs. adequacy, inter-generational redistribution vs. intra-generational redistribution and welfare vs. economy, once again.

  • The purpose of this research is to investigate the characteristics of Jeju recreational pension. This research is carried out by on site inspection and the survey on management of the recreation facilities. A target of research is sixteen facilities of recreation pension in Jeju-do. Recreational pension was created by Jeju Free International City of special law in 2000. Jeju Recreational pension has characteristics as follows : The land area of that is $1300m^{2}{\sim}6300m^{2}$, the number of guest rooms are 10, and the area of guest rooms are $29m^{2}{\sim}100m^{2}$. Especially most of them are in Namjeju-gun. Also, they mostly have R.C. structure, and materials of exterior are artificiality stone. The color of an outer walls are mostly white and light-beige and that of the roofs are mainly dark-brown. On plot plan, it has 4type of prototype; type of outbuilding, arranging in a row, corridor, hall and composition of three types with public area. The outside facilities are equipped by handy golf courses and outdoor barbecue cooking sites. Unfortunately, most of pensions don't reflect the characteristics of architecture factors in Jeju.

  • As the modern societies have become complicated and diverse, people's interest in "leisure time" has been higher than ever before, especially in relation to 5 day work a week. The increasing weekend trip and the travlers' demand for the better service and the convenient accomodations gave birth to "Pension" as one of accomodations in Korea. This study focuses on the attempt to plan and design the establishment of the competitive "Pension" which are popular between travelers in their twenties and thirties living in cities. This study also attempts to find the solution of the problems in relation to the actual conditions of the pensions which are built and under construction, and to suggest a new revised concept of pension. The summary is as follows: 1. This study focuses on the special theme of building Mo-Hyun Myon pension community with originality and new style of management. 2. This study includes the introduction of the special agency which makes reservations, promotes, and manages for the convenience of customers and buyers. 3. It pianos to secure the public area for various events and rests. 4. The geographical features of the site where the complex stands will be fully utilized to maximize the beauties of nature.

Long-Term Prospects for a Minimum Living Guarantee by the Public Pension of Korea: Evaluation using Dynamic Micro-Simulation Model (공적연금의 최저생계 보장 효과에 대한 장기 전망)

  • This study examines the long-term prospects for a minimum living guarantee by public pensions for the elderly using a dynamic micro-simulation model. "Elderly poverty" here is an estimate calculated by considering only the public pension income and it means how public pension affects the minimum living guarantee for the elderly. The main results are: First the impact of the public pension system on elderly poverty can be decomposed into economic growth and institutional effect. When considering both effects, the absolute poverty rate of the elderly will be reduced to 20% by the year 2040. But when considering the institutional effect(except economic growth effect), that rate is expected to be a long-term level of around 90%. Second, even if the Basic Pension is indexed to 10% of A-value, the elderly poverty rate is only about 10%p to be reduced further, compared to the current CPI-indexed system. Third, current benefit formula for National Pension does not consider the actual correlation of income level and insured period; consequently, the reversal possibility of the replacement rate appears likely. Fourth, the reform of 2007 improves the sustainability of the National Pension; however, it deteriorates the adequacy of the pension policy, i.e., the past system would be better than the current system in regards to a reduction in elderly poverty. Further discussion is needed on aspects of correct pension reform assessments which is difficult to achieve without understanding the comprehensive benefits and costs to society.

An actuarial structure of income replacement ratio in pensions and individual annuity (국민·퇴직·개인연금의 소득대체율 산출을 위한 연금수리모형)

  • This paper discusses income replacement ratios of national pension, retirement pension and individual annuities in Korea. These ratios are useful indicators for the assessment of retirement income security of workers. This paper projects income replacement ratios, using the pension entry rate, decrement rates, and life tables of the National Statistical Office. The result of the actuarial projection is that the income replacement ratio of national pension is approximately 21.0 to 22.7%, that the income replacement ratio of retirement pension is about 5.8 to 9.7%, and that the income replacement ratio of an individual annuity is about 13.5 to 21.0%, respectively. The income replacement ratio by income varies due to the effects of income redistribution in national pension and retirement pension, but the income replacement ratio of an individual annuity is constant, regardless of income.

  • The purpose of this study is to contribute the improvement of national welfare by presenting of pension welfare business of Korea and Japan. The reason why I take the management of Japan's pension accumulation as the object of comparative study is that the history of pension system of Japan is relatively longer than that of Korea. First of all, National Pension Fund comes into use for public sector, financial sector, and welfare sector, The scale of pension management for welfare sector is 50 small. Therefore, the study for welfare business investment reflecting the intentions of pension entries and pensioners is needs of times. This study defines the concept of welfare investment business and prospects welfare investment business of the future on the basis of Japanese experiences, and then suggests the direction of efficient propulsion of welfare investment business to the reasonable decision-makers. Especially this study redefine the concept of welfare investment business on the basis of pension entry's social benefits which are composed of pension entry's gains and pensioner's gain. Of course, welfare investment business has to be presupposed the stability of pension system and the continuous contribution to national economy. Thus, in order to efficiently perform welfare business, the policy-making for national welfare improvement has to be established after the good of business is set up like the results of this study.

A Study on the Stationary State of Military Pension using Markov Chains (마코프 체인을 이용한 군인연금 안정상태에 관한 연구)

  • The military pension deficit is increasing due to an increase in the average life expectancy and pension option rate, and a significant reason for this is estimated to be a continued increase in the number of military pension recipients. In terms of the soundness of military pension finances, this paper uses the Markov chain model to validate the stability of the military group, suggesting the direction of future military pension system in terms of the ratio of pension receipts to employees, and verifying the feasibility of the method applied through verification. Through this paper, we have confirmed that the initial 45,270 military personnel converge to 43,141 after a certain period of time and reach a stable state, which is expected to help us to estimate the long term size of military pension recipients to confirm the direction of national financial support. Military man who are eligible for pensions for more than 20 years have a relatively low rate of turnover or retirement compared to ordinary private groups, making it easier to define their status and simplify state transition probabilities. Therefore, it is expected that the sustainability of the military pension will be confirmed from a long term perspective by viewing the military group as a system and applying it to the Markov chain model by checking the probability of transfer of status such as promotion, maintaining the current grade, and retirement during the period.

The Effect of Basic Pension on Depression in the Elderly: Comparison of Male and Female Living Alone and Couple Households (기초연금 시행이 노인의 우울에 미친 영향: 남녀 독거 가구 및 부부가구 비교)

  • This study investigated whether the increased Basic Pension amount in 2014 affect the level of depression of recipients and whether the effect differs according to three groups by household type(living-alone male, living-alone female, and couple households). Data from two waves of the Korean Longitudinal Study of Ageing(KLoSA) in 2012 (before the introduction of the Basic Pension) and 2016 (after the introduction of the Basic Pension), the elderly aged 65 years or older as of 2012 and the recipients of the basic pension in 2016 (N=2,277) were analyzed. Using the statistical package SPSS 25, mean comparison and multiple regression analyses were implemented. The results confirmed that the level of depression in female elderly living alone and married couples significantly decreased after the introduction of the Basic Pension, while there was no significant change in the level of depression in male elderly living alone. As results of regression analysis in the whole sample, the increased Basic Pension amount had an effect on the depression level of recipients in 2016, the higher the Basic Pension increase, the lower the depression level. Also, the regression analyses among the three groups by household type found that the significant effect of raising the basic pension on depression was reported only in elderly women living alone. Based on the main results of this study, implications were presented.
